1 ADVERTISEMENT FOR QUALIFICATION AND PROPOSALS OF DESIGN/BUILD TRADE PARTNERS PROJECT NOTICE Skanska USA Inc. hereinafter called SKANSKA, intends to award design-build subcontracts to HVAC, Electrical, Plumbing, and Fire Protection trade partners by best value competitive bidding for the following project: GENERAL DESCRIPTION OF WORK: SKANSKA will construct a 390,000 gross square feet housing project (Project) anticipated to deliver up to 610 units to accommodate up to 810 medical students and trainees. The project site is comprised of two 40,000 sf parcels located at 566/590 and 600 Minnesota St., approximately one block south of the Mission Bay campus in the Dogpatch neighborhood. The project scope consists of six stories of housing over one level of parking at each parcel. The program is wellsuited to a modular or systematized construction approach, with a mix of repetitive unit types, including two-bedroom (676 sf), studio (350 sf) and efficiency units (250 sf). The University is planning to make a substantial investment in research and development to determine the optimal implementation process to deliver high quality affordable student housing and to achieve project objectives. SKANSKA will deliver the project using the new UCSF Construction Manager at Risk Agreement and related Contract Documents that include Integrated Project Delivery (IPD) concepts, behaviors and tools. The successful Design-Build Trade Partner will perform their respective portions of the Work using IPD tools to achieve outstanding outcomes in accordance with the project objectives. The successful Design-Build trade partner will actively participate and collaborate with other project team members to achieve best value based on the agreed program, optimal design, increased labor efficiency, and elimination of waste and re-work through utilization of IPD and its components such as Target Value Design (TVD) and Building Information Model (BIM). The Design-Build trade partner shall be responsible for coordinating the work between the Design Professional Team, other Design-Build trade partners, the non-design-build trade partners, and other University s partner vendors that service the project. The successful Design- Build trade partner provides support services to the design team during design and construction document preparation for the project, including but not limited to, interdisciplinary construction coordination drawings, also defined as Shop Drawings, as well as engineering calculations, necessary to complete the Project. Additionally, the successful Design-Build trade partner shall be responsible to perform all Work required to design and construct the Project as described and specified in the Contract Documents. The current estimated construction costs for the design build scopes are as follows: Bid Package #23.1: HVAC: ~$11,000,000 Bid Package #26.1: Electrical: ~$15,000,000 Bid Package #22.1: Plumbing: ~$12,000,000 Bid Package #21.1: Fire Protection: ~$2,000,000 Page 1 of 5

2 The successful trade partner shall be responsible for providing the design services during Phase 1 (preconstruction) of Project only. Phase 2 construction of the project is an option that University/SKANSKA can choose to exercise with the successful trade partner. BIDDING PROCESS: The bidding process will be conducted in two steps: Step 1 Bidder Qualifications a. Submittal of trade partner s Statement of Experience Form. More information below under Bidder Qualification Overview. b. In addition, trade partners must complete SKANSKA s Prequalification process using SKANSKA s electronic system. Prequalification should be completed as soon as possible to ensure meeting the RFP deadline dates below. Trade partners who are currently prequalified with SKANSKA need not resubmit. Start by filling out the inquiry form (instructions below). Once complete, you will be ed information to access our prequalification form. If approved, your company will be qualified to be considered for present and future Skanska projects. Please note that due to the unique nature of each project, your information will be subject to review by the project team for each new bid solicitation. The University and SKANSKA have determined that HVAC, Electrical, Plumbing, and Fire Protection Design-Build trade partners who plan to participate in the Best Value bidding process for this project must be qualified in order to submit Proposals. Step 2 Request for Proposal (RFP) - Submittal of Technical Submittals in response to the Best Value Questionnaire (BVQ) followed by Proposal Price. The selection will be based upon a best value approach which will be calculated on a cost per point basis. The points will be calculated from the Technical Submittals. The cost will be based on the Proposal Price submitted. The Bidder with the lowest cost per point Best Value will be selected by the University as the lowest responsible Bidder. Page 2 of 5

3 BIDDER QUALIFICATIONS OVERVIEW: Qualified DB trade partners are required to have the following California Design Build trade partner s license classification: HVAC: C20 - Warm-Air Heating, Ventilating and Air-Conditioning Contractor Plumbing: C36 - Plumbing Contractor Fire Protection: C16 - Fire Protection Contractor Electrical: C10 - Electrical Contractor To allow University/SKANSKA to evaluate Bidders, each Bidder must submit a completed Statement of Experience Form before Bidder Qualification deadline. If the Statement of Experience Form is not submitted with all required qualifying information, Bidder will be deemed not qualified to continue with Step 2 of the process and submit a Proposal. To qualify, Bidder shall complete the Statement of Experience Form, which requires that the Bidder: 1. Has completed three (3) projects specific to trade s scope of work (If bidding on multiple scopes of work ensure each submission is separate, i.e. HVAC and Plumbing) of similar scope in the past 10 years as described in the General Description of Work and MEP narrative. 2. Has completed three (3) projects in the past 10 years with a contract value equal to or greater at time of completion to trade s scope of work: i. HVAC $11,000,000 ii. Electrical $15,000,000 iii. Plumbing $12,000,000 iv. Fire Protection $2,000, Has completed three (3) projects as design build contractor of record in the past 10 years. 4. Of the projects in Item #3 above, one (1) was a high-rise residential building in the San Francisco Bay Area. 5. Has completed (3) projects utilizing Lean Construction Methods in the past 5 years. 6. Has completed (3) projects utilizing Target Value Design in the past 5 years. 7. Has completed (3) projects designed using BIM in the past 5 years. RFP (BVQ) OVERVIEW: Once Bidder has been notified of their qualification to bid this project via BuildingConnected, the BVQ will be accepted. The Evaluation Committee consisting of UCSF, the design team and the CM team will determine the score for each BVQ prior to opening the proposal price (see dates below). The BVQ requests information displaying Bidder s technical capabilities relating to the following general categories: Scope, size and complexity relevant to Project IPD, TVD and BIM Prefabrication and standardization Management staff competency Collaboration with UCSF, design team and other trade partners/subcontractors Safety record Page 3 of 5

4 Financial record Past project claims and performance record QUALIFICATION/RFP SCHEDULE: This Advertisement for Qualification and Proposals will be posted week of 12/5/2016 in UCSF Contracts Website LINK: Bidder qualification and RFP documents will be posted on Skanska s BuildingConnected website on or before December 12, 2016 December 15, 8:00am. All submissions shall be via BuildingConnected. A mandatory Pre-Bid Meeting will be held at UCSF on December 20, 11:00 12:30pm at: Tivoli Conference Room 654 Minnesota St. San Francisco Only those Bidders who attend the pre-bid meeting in its entirety will be allowed to propose on the project. Bidders shall come prepared with questions concerning needed clarifications and shall send their project manager, design professional, and other professionals intended to work on the project to attend this meeting. Bidder Qualifications due by December 22, 3:00pm Requests for Information (RFIs) due by December 27, 3:00pm. RFP Technical Submittals due by January 6, 3:00pm. Bidders must also submit five (5) hard-copies to Skanska s address below by January 9, 3:00pm: Skanska USA Building 1999 Harrison St. Suite 1950 Oakland, CA Price Proposal Form due on and no earlier than January 12, OTHER INFORMATION: Prior to the Proposal Deadline and after proposal opening, SKANSKA may establish a new Proposal Deadline via Addendum no earlier than 24 hours from the prior Proposal Deadline, if no material changes are made to the proposal documents, and no earlier than 72 hours if material Page 4 of 5

5 changes are made. In such event SKANSKA will, at a minimum, notify all persons registered for this project on BuildingConnected. Project will be insured under a University Controlled Insurance Program ( UCIP ) providing workers compensation and employer s liability insurance coverage, commercial general liability insurance coverage, and excess liability insurance coverage for Work performed on or at the Project site ( UCIP Coverages ). All insurance policies required to be obtained by successful Bidder shall be subject to approval by University for form and substance. All such policies shall be issued by a company rated by Best as A- or better with a financial classification of VIII or better, or have equivalent rating by Standard and Poor's or Moody's. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder will be required to follow the nondiscrimination requirements set forth in the Proposal Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of any portion of this project unless registered with the Department of Industrial Relations pursuant to Labor Code section and This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
