1 RULES & REGULATIONS (ON-SITE CONSTRUCTION) EXHIBITOR APPOINTMENT OF STAND CONTRACTOR The Organiser/Show Manager has appointed Kingsmen Exhibits Pte Ltd (Kingsmen) as the official stand contractor for the exhibition. Exhibitors may contact them for stand design/construction. Exhibitors may also appoint their own contractor subject to the approval from the Organiser/Show Manager. Exhibitors should inform the Organiser/Show Manager of their appointed contractor by completing the Exhibitor Nominated Stand Contractor service form. Exhibitors should take note of the following: a. Exhibitors when appointing contractors to construct their stand must ensure that the contractor is BizSAFE 3 & above. All appointed contractors must comply to the Workplace Safety and Health Act (WSHA) in Singapore. Contractors will also need to submit the Risk Assessment (RA) and Safe Work Procedures (SWPs) for their work specific to the event prior to move in for the buildup and must be done by a competent person who has attended the bizsafe 2 Certification Course conducted by Ministry of Manpower s list of approved training provider. Exhibitors are responsible for the behavior of their appointed contractor on site and must ensure that their appointed contractor complies with all the rules and regulations in this emanual, in addition to Singapore Regulatory Requirements and will be liable for any damages arising directly or indirectly from any infringement. c. Exhibitors must also ensure that the stand is structurally safe and is able to support all lighting, fixtures, decorations and equipment that may be fixed on the structure. The Organiser/Show Manager s approval only covers the general design/layout to ensure that all exhibitors stand are provided with possible and fair exposure, that they are conform to the show rules and regulations and that the location of the stand and their measurements corresponds to the contract signed. d. In designing and preparing for their stands or suites, Exhibitors and their appointed contractors must strictly adhere to the schedule of on-site operations. Failure to comply with the schedule may result in the delay of electricity supply to the stands or suites and moving in of exhibits, and any consequential costs incurred will be charged to the Exhibitor & their appointed contractor. e. All foreigners employees of overseas contractors or design houses (other than from Malaysia) who carry out or supervise the installation of stands would need to file a Work Pass Exempt e-notification for any period of work performed subject to a maximum of 60 days. This exemption applies only where the stands have been designed and/or fabricated outside of Singapore (other than Malaysia) as part of an overseas contract. Evidence that the stand was indeed fabricated overseas (other than Malaysia) must be made available at all times upon request. Work Pass Exempt f. Malaysian workers can be hired under the Temporary Permit (Exhibition) Scheme to cater to the seasonal nature of the exhibition industry. Workers under this scheme are not subject to the Services sector Dependency Ratio Ceiling but the Tier 1 Services sector levy will apply to them. Each Temporary Permit is valid for not more than three weeks. Company using this scheme will have to meet these conditions: i. The company is the direct, legal employer; ii. The company has a Services account; and iii. The company must apply for prior approval before submitting the actual Work Pass application (employers can apply via ISubmit with a cover letter stating the event, duration, number of workers needed and the contract) Page 23 of 44

2 g. Personnel working at the exhibition site must have the original work document (work permit/employment pass or professional visit pass) with them at all times and must be produced for inspection upon request. h. Complimentary contractors build-up and tear-down passes will be issued directly to the appointed contractor, upon receipt of the Stand Contractor Service Form. The issuance of passes by the Organiser/Show Manager does not in any way imply that permission is granted for any person to work on-site without the necessary valid work permits. i. Before an Exhibitor Appointed Contractor is allowed to work on site, he must: Place a performance bond (refundable). Submit the Risk Assessment (RA) and Safe Work Procedures (SWPs) for this specific project. Copy of the BizSAFE 3 Certificate or OHSAS Certificate Provide a copy of insurance certificate for public liability cover of not less than S$500,000. Ensure all working personnel are covered for Workmen Compensation insurance. Ensure that all plans are approved by the Organiser and relevant local authorities. Safety vest must be worn at all times during the buildup and teardown period (for both exhibitors and contractors). Performance Bond (Refundable) Unit Rate Minimum Maximum Stand Construction/Interior S$50 per sqm S$ S$5, j. All plans must be approved, and all necessary payment/deposits placed before contractors are allowed to commence work on site. The Organiser/Show Manager will not be responsible for any delays caused by the inefficiencies of the nominated contractor. Page 24 of 44

Any loading has to be spread evenly. c) The standard size of poster is A0 size with foam backing. Due to technical and conformity reasons, all poster printing for PSS stands must seek Kingsmen s services. 4 Space Only Stands 1. Submission of stand design for Organiser/Show Manager s approval: Single Storey Stand: Friday, 6 April 2018 Double Storey Stand: Friday, 29 March 2018 Please submit all stand designs to approval and enquiries to Elain TAY(Ms) at elaintay@experiaevents.com. a) Artist s impression of stand design inclusive of layout plans, front and side elevations must be submitted to the Organiser/Show Manager for approval. All dimensions must be clearly indicated on the drawings and scale drawing should not be smaller than 1:200. The Organiser/Show Manager reserves the right to request for modification to the stands on-site to meet the relevant government authorities prevailing conditions and circumstances though the stand design has been pre-approved by the Organiser/Show Manager. b) In certain stand designs such as double storey stands, the Organiser/Show Manager will require the certification by a qualified and recognised Singapore registered professional structural engineer and relevant authority endorsement prior to construction. c) The same engineer will also be required on-site to inspect the stand when it is completed to ensure that it is built according to the drawing submitted and certify that it is safe for occupation. 2. General a) All materials used in the stand construction & decoration must be fire-retardant and possess a minimum flame spread rating of Class 2 in accordance with local regulations and must be supported by test reports/certificates issued by internationally recognised testing laboratories in English. Material samples and certifications must be ready for on-site inspection by the Fire Safety & Shelter Department (FSSD). b) Fabric materials used as stand covers, canopies, tents, or used as curtains or draperies, must be permeable to water and have a minimum surface flame spread rating of Class 2. c) The maximum height for space only stands must not exceed the height limit of 4 metres. d) The company s name and stand number must be prominently affixed on the stand. Otherwise, the Organiser/Show Manager reserves the right to have this affixed and cost incurred will be charged to the exhibitor or his appointed contractor. e) All stands must have a suitable covering, eg: carpet, to clearly demarcate the contracted space. f) No part of the stand construction, furnishing, installations or exhibits shall project into or overhang into the aisle area or adjacent stands/existing pillars. g) Any logo or graphic structures above 2.44 metres should be set back into the stand by a metre from the perimeter of the stand. h) All stands which are 48sqm and above are recommended to have a minimum of 100mm height platform to facilitate the passage of cables and with suitable floor covering, ie. carpet or matting. Platforms must be of a strength and stability sufficient to carry and distribute the weight of the stand structure, stand personnel, visitors and exhibits, with due consideration for the floor loading of the exhibition hall. i) All stands with a platform of 100mm (10cm) height or higher must have tapered edges. The gradient or slope of the tapered edges should be 1:4 (i.e. Rise = 10 cm; Horizontal Run = 40 cm). The tapered edges should be built within the stand and should not protrude into the aisle. (Click here for illustration) j) Paint or other adhesives are strictly forbidden on the exhibition hall flooring. All double-sided tapes used must be residue resistant and must be removed during the dismantling period Page 26 of 44

5 k) Laser lights are not allowed & neon lights are allowed but not flashing light/signs unless they are an integral part of the Exhibitor s product. Sequence-lit displays are subject to the Organiser/Show Manager approval on the rate of light change. l) Installation of any type of air-conditioning units is not allowed in the exhibition halls. Should an exhibitor require air conditioning units to be installed within their stand for the sole purpose of maintaining an acceptable working condition for demonstrating the Exhibitor s product/equipment, prior written approval must be sought from the Organiser/Show Manager. m) In the construction of the stand, no nailing, drilling or screwing on existing fixtures, walls and floorings of the exhibition hall is allowed. Any damage cause will be charged to the Exhibitor and his appointed contractor. n) Welding, sawing, spray-painting, spray-works, etc are not allowed within the exhibition halls. A penalty will be imposed for those who infringe this regulation. o) Electricity supply will be turned on 1 day prior to the show days from hours and from hours during the show days. Any extension of these timings will be chargeable and can be ordered through the official stand contractor. p) Generators are not allowed inside the halls. Should you require electricity for your working tools during the buildup period, please contact the official stand contractor. q) Any heavy lifting requiring mechanical assistance, such as: pallet jets, forklifts and cranes must be handled by the official freight forwarder. r) Exhibitors and/or their appointed contractors are to maintain the general cleanliness and tidiness of their stand working area at all times. All stand work debris, rubbish and food waste must be removed from site on a daily basis. Prior arrangements may be made with the official cleaning contractor. s) Suspension/Rigging from the ceiling structure of the Exhibition Hall will not be allowed unless prior approval is obtained from the Organiser/Show Manager. All requests will be on a case-to-case basis by the Organiser/Show Manager. If approved, it must be carried out by the venue contractor and exhibitor/contractor will be responsible for all related costs. Rigging of stand structure is strictly not allowed as all stand contractors must ensure that the stands they build are structurally safe. 3. Walls & Set Backs a) The minimum height of all space only stands is 2.44 metres & maximum height must not exceed 4 metres. b) With the exception of island stands (all open sides), a backwall must be erected for every stand. Stand with adjoined neighbour(s) must also be erected with their own necessary sidewall(s). All stands height should be consistent within the same block. Exhibitors may enquire the height for their stands from the Organiser/Show Manager before submitting their stand design for approval. c) After the stand design has been approved, exhibitors may still be requested by the Organiser/Show Manager to align their stand height to that of the adjacent stand with a higher height. In such case, exhibitors are encouraged to revise the height of their stand design. Should your stand abut onto another stand that is lower in height, the reverse of your wall/s must be properly finished and painted in white, except those abutting onto a fully black stand, for which we will require the walls to be painted in black(on a case by case basis). d) For safety reasons and to provide sufficient exposure to the neighbouring stands, any perimeter walls/partitions at the edge of the stands facing the aisles should fulfil one of the following guidelines and must be decorated (does not apply to the back wall of the stand): Page 27 of 44

6 Continuous walls/partitions erected at the perimeter of the stand should not exceed the height of 1.2 metres Continuous walls/partitions erected at the perimeter of the stand that exceed the height of 1.2 metres must be set in by 1 metre from the stand s perimeter. Walls/partitions erected at the perimeter of the stand that exceed the height of 1.2 metres may be erected but for every 4 metres of wall/partition erected there must be a clearance space of 3 metres. See Illustration: 4. Covered Ceiling & Enclosed Areas a) Approval for covered ceilings in exhibition stands must be sought from the Fire Safety & Shelter Department (FSSD), even if only part of the stand is covered. b) Stands with covered ceilings must not exceed 225sqm in area. c) All enclosed space, including areas used for storage must be installed with an automatic fire extinguishing system eg. portable fire sprinkler. One sprinkler ball should be installed at a stipulated rate of one per every 12 sqm of the covered ceiling area or part thereof. d) A minimum clearance of 0.5 metre should be maintained from sprinkler heads. No structure should be erected such that it obstructs the spray pattern of the sprinklers. No object or fitting is to be attached or tied to the sprinkler heads. e) A minimum of 2 exit points (each exit point should be of minimum 1 metre width) are required for enclosed areas which have a floor area of 75sqm or more, subject to approval of the enclosed area by the Organiser. The maximum escape travel distance to the nearest exit point shall not exceed 15m. Page 28 of 44

7 f) Enclosed areas are required to be fitted with emergency lighting and illuminated EXIT signs with back-up power supply in accordance with Singapore Standard SS563: Part 1 & 2. g) Enclosed areas with a floor area larger than 75sqm are to be provided with directional exit signs. 5. Double Storey Stands Double storey stands can be built only if the space option has been purchased and must also satisfy the following criteria: a) Maximum height for a double storey stand is 6mH. b) The 2 nd floor built up area must not exceed 50% of the ground floor area that has been contracted. c) The stand can be built and torn down in a safe manner within the times stipulated in this Exhibitor Manual. Should the exhibitor require additional time for build-up and tear-down, it is subject to hall availability, any cost incurred for hall rental and ancillary services, e.g.: cleaning, security, etc, must be borne by the exhibitor. d) Design and construction must comply with the exhibition guidelines, rules and regulations, including those by relevant authorities. Structural calculations must be provided and endorsed by a qualified and recognized Singapore registered professional structural engineer. e) Under the Fire Safety Act, the exhibitor or the appointed contractor must submit the detailed drawing and endorsement to apply and obtain an approval from the Singapore Civil Defence Force (SCDF). For details please visit: f) Stands shall be 9mm thick with at least 2 coats of fire retardant material. g) The lower floor unit must be at least 2.44 metres high. h) The ceiling of the lower floor unit shall be provided with portable sprinkler head (9-12sqm per sprinkler head). i) The false ceiling of combustible materials eg: attap, kajang, leaves etc is not allowed. However, false ceiling on non-combustible materials may be permitted. j) Exit sign & exit lighting shall be provided in accordance with the requirements of Singapore Standard SS 563: Part 1 & 2. k) No roofing is allowed for the upper floor unit. Overhead fabric materials used as booth covers, canopies, tents, or used as curtains or draperies, must be permeable to water and have a minimum surface flame spread rating of class 2. l) The permissible occupant load of upper floor shall be based on the ratio of 1 person to 1.5sqm. A notice in 50mm plain block letters indicating the maximum number of people allowed should be conspicuously positioned at the head of the staircase. m) Any upper storey of a double storey stand with a floor area of 75sqm or more shall be provided with a minimum of two (2) staircases. The staircases should be at least 1.2m wide, with continuous handrails placed at a height of 1m from the treads and landings. The inclination of the staircases shall not exceed 35 o and have a minimum head clearance of 2 metres. The side of the staircase shall be provided with skirting board. n) Any enclosed space under a staircase that is used for storage must be installed with an automatic fire extinguishing system, e.g.: portable sprinkler. One sprinkler ball should be installed for every 12sqm of space or thereof. Page 29 of 44

8 o) All relevant and necessary documents and drawings must be submitted to the Organiser/Show Manager at least six (6) weeks before the commencement of build-up. The authorities will take some time to review the drawings and late submissions are usually not tolerated nor accommodated. The Organiser/Show Manager will not be responsible if the stand design is rejected by the relevant authorities or if they are submitted late. p) Under the Fire Safety Act, the exhibitor or the appointed contractor must submit the detailed drawing and endorsement to apply and obtain an approval from the Singapore Civil Defence Force (SCDF). For details please visit: q) The Exhibitor or appointed contractor must engage a qualified local Professional Structural Engineer to conduct a Certificate of Inspection (CI) upon the completion of the double storey stand. A copy of the CI must be submitted to the organizer/show manager. r) Stands with private smoking lounge (Applicable only for approved tobacco exhibitors) For tobacco exhibitors stand with private smoking lounge, the entrance to the smoking lounge will required either an automatic self-closing door, or a double door(primary & Secondary) with door closer entrance. This is to minimize the extent of the smoke from escaping from the lounge. or Double Door with Door Closer Automatic Self Closing Door Sample of smoking room entrance that is required for stands with private smoking lounge s) All other rules and regulations stipulated in this Exhibitor emanual and must still be complied with. Electricity The electrical supply voltage: Single-Phase, 3-wire system, 230 volts (±10%) Three-Phase, 4 wire plus earth system, 400 volts (±6%) Frequency: 50Hz with variation maintained within ±10% Starting arrangement of motors: Up to 5 HP : Direct-on-line 5 HP to 25 HP : Star-Delta Above 25HP : Auto Transformer All motors must have independent automatic protection against excessive current using one of the following starters: Electrical requirements for stands can be ordered via Electrical Service Form. The orders in this form have been divided into 2 parts: Part A includes electrical fittings, installation, cabling works, electricity consumption and maintenance throughout the exhibition period. 9 Part B is for Exhibitors or their appointed contractors who have their own electrical fittings and installing them. This supply includes cabling works, electricity consumption and connection to the electrical fittings. All electrical requirements ordered are for show opening hours only. Please order separately if you require 24 hours supply. Exhibitors requiring 3-phase electrical supplies for exhibits must provide the following information: Rated capacity (in KVA/HP) for each motor Running load (in kilowatts) for each motor Kilowatt load of heaters, etc Number of machines running at any one time All electrical installation work, from source of supply to Exhibitors stand has to be carried out by the official stand contractor. All DBs where required at the stands must be hung or mounted on the wall/structures of the stands. Exhibitors and their appointed contractors must submit to the official contractor a layout plan indicating the location where these DBs should be mounted. No electrical installation or fittings are allowed on the ceiling or any part of the building structure in the Exhibition Hall unless prior approval is obtained from the Organiser/Show Manager. All requests will be reviewed on a case-to-case basis by the Organiser/Show Manager. Note: Electricity cabling will be from the ceiling. Limited piped water and drainage is available at certain locations of the Exhibition Hall. Advance notice, by Exhibitors required piped water and drainage for their stands may place their orders from the service form. Water supply will be at ambient temperature and normal household pressure and flow rates which may vary at different locations. Water drainage is via gravity flow. Page 31 of 44
