1 ARLINGTON COUNTY, VIRGINIA Board of Zoning Appeals Agenda Item V VA-1: Meeting of April 16, 2018 DATE: April 13, 2018 APPLICANT: LOCATION: ZONING: LOT AREA: GLUP DESIGNATION: George and Laura Johnson 3415 North Vermont Street R-10, One-Family and Townhouse Dwelling District 10,000 Square Feet Residential Low 1-10 units per acre SUBJECT: Variance request by George and Laura Johnson, Owners, to permit a maximum main building footprint coverage with front porch of 28.9% instead of 28% as required; re new rear screen porch with deck less than 4 feet above adjacent grade; "R-10" Zoning District, on premise known as 3415 North Vermont Street (Gulf Branch) RECOMMENDATION: Adopt the proposed motion to withdraw the Variance application, per the applicant s request. ORDINANCE REQUIREMENTS: On any one-family dwelling lot in an R, RA, C, and M district, the following shall apply: (Article 3, Section A) EXISTING CONDITIONS: The subject property is an 80-foot-wide interior lot containing 10,000 square feet of land area. The lot is Zoned R-10, One-Family and Townhouse Dwelling District. The R-10 zoning district permits One-family dwellings on lots that are a minimum of 80 feet wide and contain at least 10,000 square feet of land area. 2 dwelling was constructed in The existing dwelling is located 35 feet from the North Vermont Street right-of-way, with a front porch that is located approximately 28.5 feet from the North Vermont Street right-of-way. The existing structure is set back approximately 9 feet from the left side property to the bay window bay, and 10 feet to the house. The existing structure is setback 13 feet from the right side property line, with a bay window approximately 11.7 feet from the right side property line. The existing structure is approximately 44 feet from the rear property line. The existing structure has a main building footprint of approximately 2,500 square feet including the current front porch, and bay windows (3,920 square feet are allowed with a front porch). The main building footprint coverage currently equals 25% on a 10,000 square foot lot. The total lot coverage is 31%, and 35% is allowed for a single-family dwelling with a front porch. PREVIOUS BZA ACTIONS: On November 15, 2017, the Board of Zoning Appeals deferred case V VA-1 to the December 2017 BZA hearing. On December 20, 2017, The Board of Zoning Appeals deferred case V VA-1 to the March 2018 BZA hearing. The March 21, 2018 BZA hearing was canceled due to inclement weather, and all items on the agenda were deferred to a special hearing on April 16, PROPOSED CHANGES: The applicant is proposing to construct a 388 square foot (16 feet by 25 feet, minus the existing bay window) one-story rear screened porch, and rear decks that are less than 4 feet above grade. The 388 square foot rear porch would increase the maximum main building footprint coverage to 28.9% which would be above the 28% allowance for a single-family dwelling with a front porch. The rear decks are not counted against the main building footprint amount since they are below 4 feet above adjacent grade. The rear porch will not cause the proposed structure to exceed the allowable main building footprint size of 3,920 square feet for a single-family dwelling with a front porch, nor will it cause it to exceed the allowable lot coverage amount of 35% for a single-family dwelling with a front porch. DISCUSSION: The applicant submitted an dated 2/12/2018 requesting their application be withdrawn from consideration by the Board of Zoning Appeals. COMMENTS FROM NEIGHBORS: As of the writing of this report, Staff has one letter of support from the Gulf Branch Civic Association, and two s of support from directly adjacent (directly behind, and catty-cornered) neighbors. MOTION: I move that the Board of Zoning Appeals withdraw the application for Variance request in case V VA-1 from BZA consideration, per the applicant s written request
