1 City of Guelph Corporate Building Maintenance Contract: Exhibition Park Arena Open Web Steel Joists and Roof Decking Painting 1 GENERAL 1.1 Section Intent This Section describes products and procedures required for the supply and application of painting coatings to the open web steel joists and roof decking. 1.2 References SSPC-SP7: Brush-Off Blast Cleaning SSPC-SP10: Near White Blast Cleaning SSPC-PA 2: Measurement of Dry Coating Thickness with Magnetic Gages. 1.3 Environmental Conditions The following environmental conditions shall be strictly adhered to:.1 Minimum surface temperature: 2 C (35 F).2 Maximum surface temperature: 49 C (120 F).3 The surface should be dry and at least 3 C (5 F) above the dew point.4 Minimum ambient humidity: 20 per cent.5 Maximum ambient humidity: 90 per cent Use indirect-fired dry heat, ventilate and dehumidify areas as required to obtain and maintain specified conditions Environmental conditions shall be maintained until the coating is fully cured. 1.4 Job Conditions Inspect all surfaces requiring painting, and notify the Engineer in writing of any defects or problems, prior to commencing work. 1.5 Product Delivery, Storage and Handling Deliver materials to the job site in sealed original labelled containers bearing manufacturer's name, type of paint, brand name, colour designation and instructions for mixing and/or reducing Store materials in a well ventilated area at a minimum ambient temperature of 7 C and a maximum ambient temperature of 43 C Keep containers tightly sealed when not in use. Remove used rags and empty containers from site daily. 1.6 Protection of Surfaces Roof deck coverings shall be removed prior to commencement of work Drop cloths shall be provided in all areas where coating is performed to fully protect other surfaces Protect finished areas during drying by posting "Wet Paint" signs. 1

2 City of Guelph Corporate Building Maintenance Contract: Exhibition Park Arena Open Web Steel Joists and Roof Decking Painting 1.7 Protection of Equipment (Dust Control) Existing equipment and instrumentation shall be protected from dust due to sandblasting or grinding operations to the satisfaction of the Engineer. Instruments to be protected include but not limited to the following:.1 Lighting System.2 Heaters.3 Duct Work 1.8 Worker Health and Safety 2 PRODUCTS Exercise special precautions for safety of workers applying coating in enclosed areas by meeting requirements outlined in Ontario Regulation 691 Occupational Health and Safety Act (OHSA) and Regulations for Construction Projects The contractor shall make provisions to safely enter and work within confined spaces according to the OHSA. 2.1 Materials Coatings shall be rated such that no blistering, cracking, rusting or delamination of film occurs after 5,000 hours exposure, tested in accordance with ASTM D Primer.1 Apply one full coat of Devoe s Bar-Rust 231 to a dry film thickness (DFT) of 4 mils by spray application. Primer coat should be a contrasting colour or at ½ to ¾ strength to actual colour requirement. Measurements should be carried out in accordance with SSPC - PA2..2 Engineer approved equivalent..2 Topcoat.1 Apply one full coat of Devoe s Bar-Rust 231 to a dry film thickness (DFT) of 4 mils by spray application. If brushing and rolling is preferred method of application, multi coats maybe necessary to achieve the dry film thickness. Measurements should be carried out in accordance with SSPC - PA2.2 Engineer approved equivalent. 2.2 Paint Colour Open web steel joist and roof decking shall be painted white. 2

3 City of Guelph Corporate Building Maintenance Contract: Exhibition Park Arena Open Web Steel Joists and Roof Decking Painting 2.3 Approved Manufacturers 3 EXECUTION Devoe Coatings Engineer approved Equivalent 3.1 Items to be Painted All open web steel joists and all roof decking are to be painted. There are 25 open web steel approximately 27 m in length. The arena dimensions are approximately 27 m by 58 m. 3.2 Cleaning and Preparation of Surfaces Open web steel joists:.1 Remove all prior coatings and rust from existing open web steel joists to bare metal by near metal blast cleaning in accordance with SSPC-SP10..2 Prime cleaned surfaces as soon as practicable Roof Decking:.1 Where rust is present remove all prior coatings and rust from existing roof decking to bare metal by near metal blast cleaning in accordance with SSPC-SP10..2 All other areas of roof decking will be subjected to Brush-Off Blast cleaning in accordance with SSPC-SP7..3 Prime cleaned surfaces as soon as practicable Mask surfaces and remove equipment where necessary to prevent contamination or marring of adjacent material. Prevent overspray onto adjacent surfaces or properties. 3.3 Examination Examine surfaces which are to be finished Report surfaces which are defective or which cannot be satisfactorily prepared and unsatisfactory site or environmental conditions. Commencement of work means acceptance of job site and substrate conditions. 3.4 Mixing Mix products in accordance with manufacturer s recommendations Stir thoroughly making sure no pigment remains on the bottom of the can. Use a power mixer and keep material under constant agitation while mixing. 3.5 Application Notify Engineer 24 hours in advance of coating applications Apply coating materials to specified surfaces by brush, coating or spray, free from defects and in accordance with manufacturer's instructions. 3

4 City of Guelph Corporate Building Maintenance Contract: Exhibition Park Arena Open Web Steel Joists and Roof Decking Painting Surfaces shall be clean, dry and free of oil, grease and other contaminants at the time of application Finish tops, bottoms, edges and areas not readily visible Apply each coat by brush unless specifically recommended otherwise by the manufacturer Follow manufacturer s recommendations for thinning, coverage and film thickness Permit all removable parts such as access panels, covers, etc. separately Each coat of Devoe Bar-Rust 231 shall be allowed to cure as follows: Temperature 27 C (80 F) 16 C (60 F) 4 C (40 F) To Recoat 5-9 hours hours hours Curing time will vary with surface temperature, humidity and film thickness Curing time shall be construed to mean "under normal conditions." Where conditions other than normal exist, because of weather or because of confined space, longer curing times will be necessary. 3.6 Quality Control Contractor shall arrange to have a representative of the coating manufacturer attend the site:.1 Prior to application of paint system to the roof decking to verify adhesion of primer coat to existing lightly sand blasted area..2 During application to verify the coating has been applied in accordance with recommended procedures..3 Upon completion of paint coating system application, a report shall be provided by the representative of the coating manufacturer to the Engineer Contractor shall maintain a Daily Quality Control Log to:.1 Verify coatings and other materials are as specified..2 Verify surface preparation and application are as specified..3 Verify DFT of each coat and total DFT of each coating system are as specified using wet film and dry film gauges..4 Check coatings for film characteristics or defects that would adversely affect performance or appearance of coating systems Contractor shall prepare and submit to Engineer written reports describing inspections made, actions taken to correct nonconforming work, and nonconforming work not corrected. 4

5 City of Guelph Corporate Building Maintenance Contract: Exhibition Park Arena Open Web Steel Joists and Roof Decking Painting 3.7 Clean Up Remove masking and other protection provided under this Section Painting work will not be considered complete until all spatters, drippings, smears and overspray have been cleaned and removed to the satisfaction of Engineer Make good any damage to building surfaces or furnishings resulting from painting operations at no expense to Owner. 3.8 Touch-Up Inspect all areas of work for damage Remove all splattering, finger marks, rust, water marks, scratches, blemishes Touch-up damaged or cleaned areas to leave whole job in perfect condition. 7 1.0 DESCRIPTION OF THE WORK REQUEST FOR TENDER City of Guelph, Corporate Building Maintenance Open Web Steel Joist and Roof Decking Painting Exhibition Park Arena Exposure to high humidity and water condensation has resulted in significant rusting of the open web steel joists at the Exhibition Park Arena in Guelph, Ontario. This rusting is to be addressed by removal of existing coatings and rust from all joists to bare metal and application of a new high performance coating system. There are 25 open web steel joists with a span of approximately 27 m each. The roof decking will also require an application of a high performance coating system. However, areas where rust is found on the roof decking will be sand blasted to bare metal. All other areas of roof decking will be lightly sand blasted. This project generally includes the following work. Removal of prior coatings and rust from all open web steel joists to bare metal with appropriate dust control measures. Supply and application of a high performance coating to open web steel joists and roof decking with appropriate environmental controls as required. Preservation in place and restoration in kind of all else. 2.0 CONDITIONS OF CONTRACT 2.1 PRE-TENDER SITE MEETING A mandatory site visit and information session will be held at the Exhibition Park Arena located at 70 Division St., Guelph, ON on Thursday, January 27 th, 2011 starting at 1:30 p.m. Bidders shall satisfy themselves as to the existing conditions and limitations which may be encountered in executing the proposed works. The Bidder shall personally examine the site and location of the proposed works. No subsequent allowance under the contract documents will be considered for any bidder who had failed to become familiar with all aspects of the work including potential interferences from other contractors on site. 2.2 COORDINATION The Contractor is required to coordinate all activities with the City of Guelph and Gamsby & Mannerow Limited. All work shall be implemented in such a manner as to minimize interference with operation and maintenance of the facilities by the Owner s staff or agents. The facility will be shut to the public for the duration of the work. It is the Contractors responsibility to arrange with the Owner for access to the premises, lighting, and power. 8 2.3 WARRANTY The Contractor shall provide a performance warranty for a period of 12 months from the date of completion of the entire works against defects in materials and workmanship. Contact information for receipt of notices relating to matters requiring action by the Contractor during the Warranty Period shall be provided. The Contractor shall request an inspection for Total Performance of the Works a minimum of 10 working days before the end of the Warranty Period. A joint inspection of the Works will be conducted by the Engineer and Owner. In addition the Contractor shall coordinate and pay for an independent technical coating representative to inspect the works as described in section 3.6 of the specifications and provide a written report with respect to the condition of the coating in accordance with manufacturers listed performance criteria. The Contractor shall be responsible for protection of existing building and equipment during the execution of the work and shall be responsible for repair or replacement of any damage to such building or equipment that occurs during execution of the work. 2.4 TIME FOR COMPLETION The Contractor shall meet with the Owner and Engineer prior to commencement of the Work and shall submit for discussion and subsequent approval a detailed construction plan. The allowable construction period is from May 9 th, 2011 to June 20 th, The Contractor may commence the work at any time during the prescribed period; however, once work is commenced the Contractor shall complete the work on a full time basis without unnecessary gaps in the schedule. The Work can be performed 24 hours a day 7 days a week. 2.5 CHANGE ORDERS The value of a change shall be determined as per the submitted unit price provisional item (see Form of Quotation). No additional mark-up or overhead will be permitted on this item. If any change in the Work is made by which the amount of Work to be done is decreased, or if the whole or any portion of the Work is dispensed with, the Owner shall not be liable to the Contractor for any costs or damages whatsoever including, without limitation, any indirect, consequential or special damages, such as loss of profits, loss of opportunity or loss of productivity. 2.6 PROGRESS MEETINGS The Owner or a designated representative will arrange a start-up meeting upon award of the Contract. Attendance by representatives of the Contractor is mandatory. Representatives of the Engineer will also be in attendance. The purpose of this meeting will be to commence the work under this contract, to acquaint the Contractor s and Owner s designated personnel, and to discuss cooperation and coordination of all participants during the execution of the Work Project No Page 3 of 7

9 The Contractor shall allow for one (1) progress meeting throughout the project as requested by the Engineer/Owner for the purpose of reviewing progress and clarification of contract requirements. 15 City of Guelph Exhibition Park Arena Open Web Steel Joist and Roof Decking Maintenance ARTICLES OF AGREEMENT THIS AGREEMENT made the day of BETWEEN: (herein and throughout the Contract Documents called the Contractor ) - and - CITY OF GUELPH 1 CARDEN STREET GUELPH, ON N1H 3A1 (herein and throughout the Contract Documents called the Owner ) WITNESSETH that in consideration of the sum of Five Dollars ($5.00) now paid by each of the parties hereto to the other of them (receipt whereof is hereby acknowledged) and of the mutual covenants, conditions, and agreements herein contained, the parties hereto have agreed and do hereby agree as follows: ARTICLE 1 a) This Agreement together with the Request for Quotation, Form of Quotation, Equipment List, Appendices, and Contract Drawings constitute the Contract Documents and are to be read herewith and form part of the Contract as fully and completely to all intents and purposes as though all the stipulations thereof had been embodied herein. b) Three (3) copies of the Contract have been signed for identification by both parties, which copies have been prepared by GAMSBY AND MANNEROW LIMITED, 650 Woodlawn Road West, Block C, Unit 2, Guelph, Ontario N1K 1B8, acting as, and herein (and throughout the Contract) entitled the Engineer. 16 ARTICLE II The Contractor undertakes and agrees: a) To supply all materials and to perform all the work described in this Contract. b) To complete the work described in this Contract by, 2011 All requests for extensions of said completion dates shall be by registered mail to the Owner and the decision of the Engineer with respect to such requests is to be considered final and binding upon the Contractor and the Owner. ARTICLE III The Owner undertakes and agrees: a) That the Contractor shall receive payment for work done and materials supplied according to the Breakdown of Lump Sump Price, which is attached and forms part of this Contract. b) Subject to the provisions of the Contract Documents, a warranty security of $4, will be retained by the Owner, payable to the Contractor upon acceptance of the final warranty inspection by the Engineer. ARTICLE IV In case of any inconsistency or conflicts between the provisions of this Agreement and the Plans or Specifications or any other document or writing, the provisions of such documents shall take precedence and govern in the following order, namely: (1) This Agreement (2) Addenda (3) Request for Quotation (4) Specifications (5) Form of Quotation (6) Contract Drawings ARTICLE V This Agreement shall ensure to the benefit of and be binding upon the parties hereto and their respective successors and assigns.
