Background 1. Hrvatske autoceste d.o.o. () has signed a loan with the International Bank for Reconstruction and Development (IBRD) towards the cost of Rijeka Gateway Project and intends to finance specific rehabilitation works on the big arch of the Krk Bridge. The Krk Bridge located in the north part of Croatia (about 25 km from the principal Croatian harbour - Rijeka) connects the land with the largest Croatian island of Krk (via St. Mark islet). It is of an exceptional economic, particularly tourist, importance to the island of Krk, and also to the neighbouring islands of Cres and Lošinj. The bridge includes one large arch bridge (390 m long), which connects the land with the islet of St. Mark, and one small arch bridge (244 m long), which extends this connection to the island of Krk. The overall length of the bridge is 1310 m, which includes a 96 m road cutting on St. Mark islet. The sea salt in combination with wind and humidity has caused considerable damages to the entire bridge. The main cause of the bridge damage is the sea salt penetration under strong pressure of sea-word wind (famous for its north-eastern direction, called Bora) into concrete, causing chloride corrosion. 2. Regular controls and periodical tests performed on the Krk Bridge in the past revealed the urgency to carry out rehabilitation and protection works on the reinforced concrete bridge structure of the small as well as the big arch of the bridge due to the chloride penetration into the concrete of specific sections of these arches. The proposed works under the Contract entitled Rehabilitation works on the big arch of Krk Bridge include the following activities: (i) rehabilitation of the side cutting on St. Mark and both slopes of the cutting on Krk; (ii) asphalt surfacing and rehabilitation of deck slab; (iii) rehabilitation of the traffic barrier and protection works of all concrete surfaces and the pedestrian fence; and (iv) specific large arch bridge rehabilitation and protection works. 3. In accordance with the World Bank s safeguard policies and procedures, including OP/BP/GP 4.01 Environmental Assessment, the proposed Krk bridge rehabilitation and protection works are classified as a Category B for environmental assessment purposes. Environmental due diligence for Category B World Bank financed activities advises the Borrower to prepare the present document, called Environmental Management Plan (EMP), and to implement it in order to prevent, minimize or mitigate site-specific environmental impacts. The present EMP has been prepared by to ensure that bridge rehabilitation works protect the environment from risks such as improper waste disposal, noise, soil erosion on slopes, pollution of sea and other water sources, etc. 1

2 Summary of the likely impacts of the Project 4. The proposed bridge rehabilitation works will have some short-term adverse impacts on the environment during the construction period relating to: (i) the production and application of bituminous products and protective coatings; (ii) the works performed on rehabilitation of the side cutting on the islet of St. Marko and Krk; (iii) additional noise, dust, and possible traffic management alteration during the execution of works; (iv) removal of construction related waste materials; (v) alteration of drainage and increased pollution loads (e.g., suspension solids in run-off water) in the sea. However, the design of the project offers an opportunity to introduce mitigation actions, especially with regard to surface water quality- and solid waste-associated negative environmental impacts but also with regard to the way maintenance and construction activities are undertaken in this project and in the future in the operations of. Identified environmental impacts will relate only to civil works during the bridge rehabilitation activities, and could be managed through supervision of environmental aspects and use of adequate technical construction standards. Production and application of bituminous products and protective coatings. Specific valid environmental permits including condition and operations of asphalt products and protective coatings, proper storage and application of materials, and implementation of air pollution monitoring through constant emission testing are required during performance of works. s are obliged to provide copies of certificates of those plants that provide bituminous products and protective coating materials. These certificates will be kept on file at the. Construction related waste materials Technical specifications may require the collection and containment of all waste materials with bituminous content in specific landfills. The would be required to conform to environmental regulations and practice relating to proper disposal. The identification of the disposal site to be used and the appropriate quantities for each site should be included as part of the reporting documentation. Increased pollution loads into sea Water pollution may be caused by contamination of surface waters (e.g. sea) by accidental spills, pollution of the sea with organic materials used as migrating corrosion inhibitors and water repellant agents. Short-term impact from noise, dust, and traffic diversions during the execution of road work is inevitable. Additional dust pollution and noise in course of work activities could be generated by machinery performing transportation of waste materials (e.g. surface concrete, asphalt layers), works on bridge deck surfacing, rehabilitation of local defects and protection of external surfaces of the reinforced concrete bridge structure of the large arch, and other auxiliary works. This impact will be minimized under the project by (i) specifying in the contracts the responsibility of contractor to undertake appropriate work site mitigation actions as a part of their management of work sites, and (ii) the supervision of compliance of contractors by the Supervision Engineer. Mitigation measures may include use of sprinklers to wash specific areas and suppress dust emissions during 2

3 soil/materials transport; cover vehicles to prevent spills and transport borrow materials during daytime only; provide workers with ear plugs and helmets where necessary and generally preventing from prolonged exposure to high noise levels, etc. Environmental Impact Mitigation Plan 5. The present Environmental Management Plan (EMP) includes measures to address the potential impacts listed above that will be implemented during the 18-months project implementation. More specifically, contracts for the respective bridge rehabilitation works will include in the Technical Specifications contractual clauses on environmental protection (Annex 1a), and the Mitigation Plan (Annex 1b) as well as the Monitoring Plan (Annex 1c) will be attached to these Technical Specifications. The Employer () and the will monitor the implementation of the EMP. Overall potential environmental and safety impacts are readily avoidable and can be easily mitigated by adopting good engineering practices. The Employer will ensure that the contract document include the relevant environmental protection clauses. The that will perform the civil works will also follow the requirements of the current Croatian construction and environmental regulations. The will supervise the construction works. Compliance with the Croatian regulations and the terms of the present EMP will be monitored and verified in the monthly reports submitted to the by the Supervision Engineer, based on consultations with the and site visits. The Supervision Engineer will also look into any new critical issues that may come up during the civil works and suggest actions for various agencies. Annex 1b summarizes environmental impact mitigation and prevention measures during the bridge rehabilitation works. Environmental Monitoring and Supervision 6. All environmental measures will be monitored and enforced, together with health and safety measures (accident prevention, etc.) applied by the contractor for his workforce to cover all aspects of rehabilitation works, including control of pollution and wastes at work sites and camps. There will be day-to-day supervision of all activities and rehabilitation works to ensure there is sound environmental practice employed during the contract period. The will conduct a quarterly project audit of the EMP to: a) ensure it is up to date and relevant to the situation on the ground; b) to ensure that non-compliance and corrective actions are appropriately documented; c) to review implementation status; and, d) to evaluate corrective responses of the contractor. 7. Environmental monitoring and supervision will be integrated into the project management and reporting system. Relevant Government authorities will be involved in auditing project performance and will receive copies of monitoring reports. Annex 1c summarizes the proposed monitoring activities under the project and specifies the location of the monitoring sites, frequency and duration of monitoring. Overall, two types of monitoring reporting are suggested: (i) monitoring on work progress, and (ii) environmental compliance monitoring. 3

4 EMP Implementation Arrangement 8. The will implement this project and will maintain files including copies of all contracts and environmental permits. The has an already established environmental unit within the Maintenance Department. The will designate a liaison officer for environmental protection and mitigation for these rehabilitation activities and compliance with EMP requirements. 9. The s will have as a member of their teams a specialist in charge with environmental aspects during the construction phase. 10. The on the site will assist for monitoring the environmental aspects of the project during contract implementation. The Supervisory Engineer will explain to the contractors their responsibilities in meeting the mitigation plans included in the contract. The will play a major role in monitoring. He will be responsible for: (i) providing to the a monthly monitoring report of the implementation of the EMP till the completion of the work; and (ii) taking timely measures in case of non-compliance of suggested EMP measures including indication of any variances from the EMP and specific mitigation actions that have been taken or need to be taken. 11. The Monthly report submitted by the to will include the following aspects and supervision activities as stipulated in the EMP and according to the local laws: (i) Supervision on the potential environmental impacts during works including construction noise, air quality, water quality, etc.; (ii) Supervision on the compliance with contractor s performance of works without disruption of regular traffic; (iii) Verification of the contractor responsibility on data collection and measurements of air temperature, relative air humidity, wind speed at work place as well as overall maintenance of the construction site related to environmental protection measures; (iv) Existence of work safety plan on the site (during work performance) and valid environmental permits and related documents for proper implementation of works; (v) Supervision of proper removal of construction waste to the dump site according to local regulations; (vi) Monitoring of mitigation measures of environmental pollution impacts at the construction site (e.g., construction noise; brief assessment of short-term impacts during constructions on surface waters/sea). Table 1 below summarizes the institutional arrangements for the EMP implementation. 4

Conclusions and recommended steps to ensure that the EMP is implemented are as follows: To ensure that contractors pay attention to environmental impact mitigation, the EMP will be included in the Technical Specifications of the contract; To ensure the contractors understand the actions to be taken and the cost implications of environmental management and to ensure that required actions and measures are priced in bid proposals (e.g., lump-sum costs affiliated with environmental protection as stipulated in the EMP included in the Bill of Quantities); Once the contract is signed, the will be briefed on environmental management by the Employer explaining impact prevention/mitigation, the EMP included in their contracts, and the environmental monitoring to be implemented.
