1 2004 Specifications CSJ: SPECIAL SPECIFICATION Description of Project, Scope of Contract, and Sequence of Work 1. Description of Project. General. This project involves widening of US 290 main lanes and frontage roads from east of Mueschke Road to east of Telge Road in Harris County as part of US 290 Improvement Program. The improved facility will consist of eight (8) main lanes, 2-lane reversible managed lanes and 3-lane frontage roads. The existing Barker Cypress Road Underpass Bridge will be replaced to accommodate widening of US 290 main lanes. This project will consist of widening of US 290 from the end of Segment 10 (CSJ: ) to the beginning of Segment 8 (CSJ: ). The work required under this contract includes grading, Portland-cement treated base, lime treated subgrade, asphalt stabilized bond-breaker, continuously reinforced concrete pavement, fast track concrete pavement, bridge widening, bridge replacement, storm sewers, retaining walls, grinding and grooving concrete pavement, signing, signals, pavement markings, high mast illumination, computerized transportation management system (CTMS), aesthetic treatment of structures, Storm Water Pollution Prevention Plan (SW3P), multiple phase traffic control, temporary earth retaining walls, temporary special shoring, temporary drainage, and landscaping. Progress of Work. Multiple crews for the various construction activities will be required for this project in order to meet the scheduled milestones defined herein. The Contractor may be required to work a minimum of 2-12 hour shifts per day, 7 days per week. Restore traffic flow on the roadway at the earliest possible date. A credit for early completion and increased liquidated damages for late completion are included in the General Notes and as special provisions. Roadway. This project does not have Item, Preparing Right of Way. The pavement structure for main lane widening and ramps consists of 13 inch thick CRCP, 1 inch asphalt stabilized base (bond breaker), 6 inch Portland-cement treated base, 6 inch lime treated subgrade. Frontage road pavement widening consists of 9 inch CRCP resting on 1 inch asphalt stabilized (bond breaker), 6 inch cement-treated base and 6 inch lime treated subgrade. Fast Track Concrete will be used to minimize inconvenience to the public. Main lane pavement, existing and proposed concrete surfaces will be grinded and grooved prior to the installation of permanent pavement markings as shown in special specifications Diamond Grinding and Grooving Pavement and Next Generation Concrete Surface (NGCS) Grinding. Eastbound frontage roads will be overlaid with 1 inch Thin Overlay Mixture (TOM) after all works on main lanes, managed lanes and westbound frontage roads are completed and all lanes are opened to final traffic configurations

2 Drainage. This project is located within the Cypress Creek Watershed. The overall drainage areas for the project are drained by storm sewer systems, which carry the runoff from the roadway surface and adjacent properties to outfalls. A small portion of drainage comes from the west into the projection storm sewer system. A small portion of drainage in this project goes into the storm sewer system to the east. A new storm sewer trunk line will be constructed between eastbound frontage roads and main lanes from east of Telge Road to Cypress Creek. Due to the widening of main lanes pavement, some of the pipes/structures, crossing the main lanes, will be plugged and left in place. Some portions of the existing storm sewer trunk lines need to be relocated closer /under frontage roads to eliminate conflicts with the proposed retaining walls. Retaining Walls. Mechanically Stabilized Earth (MSE) retaining walls are used on this project. The Houston District Green Ribbon guidelines, vertical schemes and blue bonnet scheme are applicable for the retaining walls on this project. The vertical scheme and blue bonnet scheme applies along US 290 corridor. Signing. Proposed guide, regulatory, and warning signs for this project are ground mounted, as well as barrier-mounted. There are also overhead cantilever, and overhead bridge structure signs. The signs have reflective legends and backgrounds. The complete work includes fabricating, furnishing, and erecting the overhead sign structures, sign mounts, and panels. The sign work also includes removing and relocating existing signs during the various stages of construction as indicated on the Traffic Control Plan. Pavement Markings. The work to be performed under pavement markings includes pavement surface preparation and installing reflectorized pavement markings (Type II), prefabricated pavement markings with warranty, and delineators. Pavement markings consist of lane lines, edge lines, entrance gores, exit gores, words, arrows, and symbols. Illumination. The work performed under illumination includes furnishing and erecting new high mast poles, high mast illumination assemblies, as well as the conduits, conductors, and service connections necessary to provide a complete and properly functioning roadway illumination system. High mast lighting will remain in service during. Safety/underpass lighting is included on the overpass. Traffic Signals. The work performed under traffic signals includes removing existing traffic signals and furnishing and installing temporary traffic signals. It also includes furnishing and installing new traffic signals, as well as controllers and associated equipment necessary to provide a complete and properly functioning traffic signal system. Computerized Transportation Management System (CTMS). The existing CTMS within the project limits will require new conduit routing, relocating existing devices, and new power feeds. The existing fiber optic cable links within the project limits will either be rerouted or abandoned for new links. The CTMS devices will remain in operation during the project. Storm Water Pollution Prevention Plan (SW3P). The Storm Water Pollution Prevention Plan work consists of: installing temporary sediment control fencing, installing rock filter dams, temporary seeding, and sodding. Additional control measures may be required. Comply with the terms of the National Pollutant Discharge Elimination System (NPDES) Permit

3 Relocating and Adjusting Utilities. Contractor is not responsible for relocating or adjusting utilities for any public or private entity under this contract. The contractor is responsible for avoiding the existing and relocated utilities. Refer to other special provisions for more information about utilities that are in conflict that will be relocated by other. All other utilities will remain. 2. Scope of Contract. General. The contractor will not have the exclusive use of the right-of-way and will cooperate fully with the Texas Department of Transportation and the various utility companies and their contractors concerning its proper use. There will be no additional compensation for any work delays incurred by any of these entities, unless in the opinion of the Engineer, additional working time is deemed necessary, in which case a prior written notice will be given to the Contractor. Traveling Public. Regards the safety and convenience of the traveling public passing through this project as an important function of this contract. Maintain existing traffic, except as otherwise indicated on the plans. If emergency work or major accidents necessitate closing roadway lanes in or adjacent to areas occupied by the Contractor, the Engineer may direct the Contractor to cease operations and release the crew, as well as to clear the roadway of equipment and materials, until such emergency work is completed or the accident is cleared. The plans contain provisions for maintaining existing traffic to the maximum extent possible by providing temporary construction. A proposed sequence of work, and explicitly set forth steps for handling traffic for each phase is included. If temporary construction is required, in addition to that shown in the plans to accommodate the traveling public, perform this additional construction at the unit contract prices for the various bid items involved after receiving approval from the Engineer. Unless otherwise noted or shown in the plans, keep all freeway lanes passing through the project open to traffic. Plan sheets are provided showing the construction phases. These plans show in detail the measures deemed necessary to handle traffic during the construction of the project. Note, during various phases of construction and due to the nature of the construction operations, the roadway will be completely or partially closed to traffic. Proceed with the roadway closure only upon receipt of written authorization from the Engineer. Post signs warning the traveling public at least two weeks before the closures. Data on Existing Utilities. If the Contractor encounters any utilities such as gas lines, power lines, etc., contact the respective utility company as soon as it becomes apparent that they will interfere with the work. The Department is not responsible for any delay in the work caused by such existing utility lines, and no time will be credited to the Contractor due to delays caused by the unanticipated necessary adjustments of utilities. If the Contractor is delayed by virtue of the adjustment of utilities, this delay is not considered a basis for a claim by the Contractor

4 3. Sequence of Work. General. The Contractor is hereby notified that US 290 project CSJ from east of Telge to Eldridge and US 290 project CSJ from Bauer Road to Mueschke Road may be in progress during construction of this project and during the majority of the work. The Contractor shall consider coordination of the various phases of construction between all projects vital to the timely completion of the work. In order to provide for the uninterrupted sequence of construction for all projects, the Contractor is required to complete various phases of the work within the time allotted as described in Item 8 of the General Notes. The Contractor shall provide the necessary resources in order to meet the Project and Interim Milestones as described in the General Notes. The traffic Control Plan (TCP) for this project is outlined in this special provision and detailed in the plans. The TCP provides the sequence of work for this project. It is the intent of the plans and specifications for the Contractor to follow the phases shown. However, if the Contractor elects to use a different procedure, submit a request in writing to the Engineer accompanied by a complete TCP set of plans, a critical path method (CPM) schedule of the project, and a user cost (travel delay) analysis signed and sealed by a Professional Engineer. Revisions to the TCP that alter the existing traffic lanes in a phase require prior approval and will not be implemented without this approval. Work will not begin in Phase 1 until, in the opinion of the Engineer, sufficient material, equipment, machinery, and additional resources required to insure continuity in the progress of work, are secured, accumulated or stored and approved for use. Restrictions. High voltage power lines exist within the project limits. Exercise extreme caution while working around these lines. Maintain access to all property owners at all times unless otherwise approved by the Engineer. Allowable lane closures, peak and off-peak hours, nighttime, and weekend closure times are provided in the plans. Use 2 asphaltic concrete pavement Type C surface and 10 Asphalt stabilized base for all temporary and interim pavement. Do not perform work along frontage roads until all utilities are relocated or as approved by the Engineer. Perform all bridge element construction, beam erection, rail, etc., with roadway closures under the affected area, or as directed by the Engineer. Fully erect all box beams and I beams within a unit before placing the slab. The Contractor is responsible for stabilization of partial unit erection. Use low profile drilling rig for installation of drilled shafts where required. No separate payment shall be made for use of low profile rig

5 Construction sequence requires erection of various beams on this project in low clearance and limited space conditions. Provide the necessary equipment and personnel to accomplish this work under these restricted conditions. No separate payment shall be made for this work. CTMS devices for TxDOT and METRO HOT lanes to include cameras, DMS to remain in operation during construction. Contractor to notify TxDOT and METRO prior to any interruption of service. Coordinate with Center Point Energy and\or the proper electric provider to de-energize the transmission lines as required for the construction activities. The Department will not pay for temporary de-energizing of transmission or distribution lines. Traffic Control Plan (TCP). The TCP is divided into phases and steps. Listed below is a general overview of each phase of construction. Refer to the TCP drawings for additional information. Phase I Step 1 Install construction barricades and signs are shown for the entire length of the project. Prioritize replacement of the Barker Cypress Bridge. Install work zone pavement markings, temporary signal and LPCB for Barker Cypress Bridge and approaches and shift Barker Cypress traffic as shown. Detour US 290 eastbound main lane traffic to eastbound frontage roads and westbound main lane traffic through Barker Cypress Road signal located north of the existing detention ponds (night operations), temporarily close Barker Cypress Bridge and demolish east portion of the bridge including associated drill shafts. Once bridge is demolished, open Barker Cypress Bridge to traffic. Provide wooden mats to prevent any damages to the existing main lanes concrete pavement during demolition. Complete cleanup by 5:00 AM and open US 290 main lanes to traffic. Construct the proposed east half of the Barker Cypress Bridge. Widen north and south approach pavement. Install temporary signal, Low Profile Concrete Barrier, permanent barrier, and work zone pavement markings as shown. Install portable concrete barriers and CCAs on US 290 inside main lane shoulder and diamond lane under Barker Cypress Bridge to isolate the existing and the proposed location of bent number 4 drill shafts. Contractor may begin work on widening of eastbound main lanes and eastbound frontage roads during this phase. Phase I Step 2 Shift traffic onto the newly constructed portion of the Barker Cypress Bridge and approaches and detour US 290 eastbound main lanes traffic to eastbound frontage roads and westbound main lanes traffic through Barker Cypress signal located north of the existing detention ponds (night

6 operations), temporarily close Barker Cypress Bridge and demolish the remaining portion the bridge including associated drill shafts. Once bridge is demolished, open Barker Cypress Bridge to traffic. Provide wooden mats to prevent damage to the existing main lanes concrete pavement. Complete cleanup by 5:00 AM and open US 290 main lanes to traffic. Construct the remaining portion of the Barker Cypress Bridge and widen the north and south approach pavement. Remove Low Profile Concrete Barriers, work zone pavement markings and install permanent signal, permanent pavement markings for the completed Barker Cypress Bridge and approaches. Remove the existing centerline barrier for the limits shown and construct the proposed SSCB under Barker Cypress Bridge, including transitions. Install portable concrete barriers to transition the SSCB to the existing centerline barrier at both ends and remove the portable concrete barriers and CCAs from main lanes inside shoulder/diamond lane. Phase II Step 1A Open Barker Cypress Road to final traffic configuration (milestone 1). Install LPCB and construct temporary asphalt as shown. Widen eastbound frontage roads concrete pavement station to station Phase II Step 1B Relocate LPCB and install work zone pavement markings and shift traffic. Construct temporary asphalt pavement and concrete pavement for eastbound frontage road as shown. Phase II Step 2 Relocate LPCB and install work zone pavement markings and shift traffic as shown and construct storm sewer and pavement for eastbound frontage road. Install portable concrete barrier on US 290 eastbound main lanes outside shoulder. Saw cut and remove the existing concrete pavement including pavement within the existing inlets on all overpass approaches. Remove existing inlets and cap existing pipes. Construct main lanes storm-sewer laterals and inlets, new trunk line from Cypress Creek to east of Telge Road using trench protection. Jack and bore all required pipes connecting eastbound storm-sewer system to the existing trunk line on the westbound side. Construct temporary special shoring and MSE retaining walls after existing riprap and retaining walls are removed. Allow a minimum of 3 months consolidation time for high fill areas before constructing concrete pavement. Construct permanent concrete barriers. Widen all existing bridges on the eastbound side. Phase II Step 3 Widen the remaining portions of the main lanes including widening of the eastbound frontage roads as shown. Construct high mast lighting, permanent signs, permanent concrete barrier, and CCAs. Sod all disturbed areas

7 Phase III Step 1 Install additional work zone pavement markings for widen eastbound main lanes and frontage roads. Remove and rest the portable concrete barrier from eastbound side to westbound main lane outside shoulder. Open all shown eastbound main lanes and frontage roads to traffic. Full-depth saw cut and remove the portion of existing concrete pavement from main lanes outside shoulder as shown. Install LPCB on westbound frontage roads and widen westbound frontage road and Cypress Creek Bridge as shown. Construct temporary asphalt pavement. Remove and relocate the existing storm-sewer trunk line on the westbound side to eliminate conflicts with the proposed retaining walls (using trench protection). Do not leave any trench open to weather elements, replace portion of the trunk line removed on the same day. Construct storm-sewer laterals and inlets as needed. Phase III Step 2 Construct storm sewer laterals and temporary earth walls and MSE retaining walls. Construct CSBE at bridge headers, and embankment for the shown areas and widen bridges. Widen westbound frontage roads. Use fast track concrete as required. Allow a minimum of 3 months consolidation time for high fill areas before constructing pavement. Phase III Step 3 Widen the remaining portions of the main lanes adjacent to ramps. Widen the frontage roads as shown. Construct westbound exterior ditch, pipes, inlets, driveways, sidewalk and wheel chair ramps. Construct permanent traffic signs, traffic barrier, high mast lighting, CTMS, and CCAs on the westbound side. Phase IV Install additional work zone pavement markings for newly constructed westbound main lanes to provide 4-11 main lanes and 10 outside and inside shoulders within normal crown area. Remove and reset the portable concrete traffic barrier from the westbound side to the proposed westbound main lanes inside shoulder. Also install additional portable concrete barriers on the proposed eastbound main lane inside shoulder as shown. Maintain 3 main lanes and 10 foot outside shoulder open to traffic within curves and reversed crown areas in both directions. Sod all disturbed areas on the westbound side. Saw cut and remove existing concrete pavement as shown. After existing inlets are removed, maintain and utilize the existing inlets as outfalls for temporary drainage. Construct storm sewer trunk line and laterals for the managed lanes and inside main lanes shoulders on upper side of super. Jack & bore outfalls to the existing trunk lines. Construct lime treated subgrade, cement treated base, asphalt stabilized bond breaker and concrete pavement. Remove existing centerline barrier. Practice care not to spall existing concrete pavement. Repair any damages to pavement at the contractor expense

8 Construct permanent concrete barriers for managed lanes on both sides. Remove portable concrete barriers. Perform next generation concrete surface (NGCS) grinding and grooving per special specifications and detail plan sheet for main lanes, managed lanes, and ramps. Install permanent pavement markings and open all main lanes and managed lanes to final traffic configurations. Phase V Install all necessary work zone signs per BC standards on eastbound frontage road and perform milling of the existing asphalt surface and concrete pavement joints. Perform full-depth repair of concrete pavement as needed. Seal coat a portion of the frontage roads that can be overlaid on the same time with thin overlay mixture (TOM). No seal coat will be permitted to remain under traffic without thin overlay mixture (TOM). Install temporary work zone pavement markings after each segment is overlaid. Install permanent pavement markings for eastbound frontage roads and open all eastbound frontage road lanes to traffic final configuration (Milestone 2). 4. Measurement and Payment. The work performed, materials furnished, equipment, labor, tools, and incidentals will not be measured or paid for directly, but will be subsidiary to various bid items
