The information in this guide is intended for contractors/homeowners who are planning to make changes to a dwelling (supported by a private septic system) where the changes could affect the load on the septic system for that dwelling. 3 This guide is intended to assist residents when changing the use of a residential dwelling that is supported by a stand-alone septic system. For non-residential projects that are supported by a stand-alone septic system, provide calculations as per Division B, Table B. of the Ontario Building Code. 4 Part 1: Some General Information to help you get started 1. When is a Septic Change of Use required? A Septic Change of Use application is required when proposed construction or alteration of your house may reduce the performance level of the septic system that supports it. 2. What type of changes would reduce the performance level of your existing septic system? If one or a combination of the following changes are proposed, it could affect the performance level of an existing septic system. a) Adding more bedrooms to your house. b) The planned addition is more than 15% of the original finished area of your home when the septic system was installed. c) Adding plumbing fixtures to your home (e.g. a new bathroom). d) There will be a change in major occupancy, e.g. from a residential use to a business use. e) Where any changes could result in overloading the existing septic system. 5 3. What happens if I only want to change the use of one room from a Study to a bedroom? Changing the use of a non-bedroom to a bedroom indicates that additional water will be used in the house as the number of residents may increase. This in turn, could put a greater load on the existing septic system. We will review your plans and complete some calculations to determine if your changes will affect the performance level of your existing septic system. NOTE: Even though you may not plan to have any additional people in your house, the use of the altered space may be changed by a future owner; this possibility must be taken into consideration when the review is done. 4. What should I do if I am planning an addition or alteration? If you are planning an addition or wish to change the use of a room to a bedroom, we suggest you contact a septic installer or a septic designer/consultant early in your planning process. This way, you can determine whether the change you wish to make will affect the load on your septic system. As an alternative, you can submit a Septic Change of Use Application (along with your proposed plans) early in your planning process so that we can review plans to determine whether they will affect the load on your septic system. 5. If I make the changes without submitting the form, what will happen? Problems that may occur include: Your septic system may not be able to handle the load, for example you may find that water does not drain as quickly or at all. Depending on the amount of overload, it may result in the need for repair, repair and extension, or even replacement of your septic system. Ext 217 Township of Springwater Page 5 of 11
6 The official records regarding your house will not show that another bedroom was added. Should you decide to sell your house, you will be asked to provide a copy of the Septic Use Permit for your house. You could then find yourself in the position of having to explain why the use permit is approved for two bedrooms and one bathroom, but is being used for three bedrooms and two bathrooms. The Septic Change of Use review and upgrading of your septic system may become necessary at that time, which could affect the sale of your home. Ext 217 Township of Springwater Page 6 of 11
7 Part 2: Permit Submission 1. What do I need to obtain a Building Permit? a) Forms: Septic Change of Use Permit Application Application for a Permit to Construct or Demolish (if applicable) including all Schedules and the Declaration of Applicant. b) Support Documents: Septic Use Permit or previously approved Change of Septic Use (1 copy) Drawings, including an existing floor plan and a floor plan detailing the proposed changes. Additional information may be required depending on your plans. Contact Building Services for further information. NOTES: a) If any of the required information is missing, the application will be considered incomplete and may not be accepted. b) For further information and answers to frequently asked questions about the building permit process, please see our Building FAQ s guide; available on our website at or in person at the Township of Springwater Administration Centre. 8 Part 3: Permit Fees 1. How much will the permit cost? Building permit fees are determined by an established cost per square foot or per hour, and or by established flat fees as detailed in the current Building By-law. Plumbing, septic and septic change of use fees are also assigned from the by-law. Schedule C: Building Permit and Related Fees is on the last few pages of the Building By-law document. 9 Part 4: Inspections 1. What inspections will be required for this project? This too, will depend on the scope of your project. During the review process the inspector/plan reviewer will determine which inspections are necessary for your project and these will be noted on the inspection list section of your Building Permit. 10 Part 5: Sample Building Project The Story Dan and Jane Doright have been living in a (1,95 square foot) three bedroom house for two years. They have three year old Emily and her new baby brother Johnny. In a few months, Jane will have to go back to work, so they have asked Jane s mother to move in with them to provide at-home child care while Jane and Dan are working. The Doright s currently have a large Library/Study that they want to convert into a bedroom. This room also has a large walk-in storage area that they would like to convert into an extra bathroom with a toilet, vanity and shower. When they apply for a building permit to make the changes, they are told they will also need to complete a Septic Change of Use Application. The documents they will need to submit for this project include: 1. Building Permit Application (called: Application for a Permit to Construct or Demolish) 2. Septic Change of Use Permit Application 3. Septic Use Permit 4. Drawing of existing floor plan (2 copies) 5. Drawing of proposed floor plan (2 copies) 6. 11 Part 6: Sample Building Project documents This package includes the following sample documents: 1. Septic Use Permit 2. Septic Change of Use Permit Application 3. Drawing showing existing floor plan 4. Drawing showing proposed floor plan 5. Drawing wall section NOTE: Due to the scope of work for this project, the Dorights will also have to submit an application for a Permit to Construct or Demolish to cover the construction of a wall and additions to the plumbing and mechanical systems in the house.
