5 Part II: Site Preparation and Earthwork 201 Clearing and Grubbing Clearing and Grubbing Redefined clearing and grubbing areas to limits of right-of-way or construction limits (whichever is greater) or as defined in the plans. Requires contractor to submit an operations plan for burning operations to the engineer for review and comment.

6 Part II: Site Preparation and Earthwork 202 Removing or Relocating Structures and Obstructions Clarifies that removal of structures and obstructions visible at the time of bid, including all related structures or as designated in the plans Asbestos: Updated in accordance with DEQ policy and forms Allows contractor to retain steel members when lead paint is removed Other Regulated Materials (ORM): Allows material not specifically defined to be disposed of as a solid waste in the appropriate solid waste landfill. i.e asphalt shingles, noninfectious medical waste, and etc. not covered in other items.

7 Part II: Site Preparation and Earthwork 203 Excavation and Embankment Clarifies that the bidder shall determine the suitability of the on-site soils to meet specifications of Section Hydraulic Excavation (new title): Distinguishes Drainage Excavation from Cleaning Existing Ditches. Establishes a bid item for cleaning of existing ditches in order to reestablish flow lines on the existing alignment Deleted Selected Soil: Moved definition of soil type to Pipe Backfill specification Plan Quantity: Added clarification that quantity revisions will not be considered without advanced notice to both parties and unless original cross-sections have been taken.

8 Part II: Site Preparation and Earthwork 204 Temporary Erosion Control Description Develop and comply with a Storm Water Pollution Prevention Plan (SWPPP) approved by the Department in accordance with the department s Notice of Intent (NOI) Other Retention Systems Other silt retention systems may be used if approved by the Materials Engineer Administrator Construction Requirements - When temporary erosion and pollution control measures are required due to the contractor's negligence or failure to install permanent controls, such work shall be performed at the contractor s expense. When erosion control devices have been properly maintained and exceeded their useful life, they may be replaced with approval and paid for under appropriate pay items as directed.

11 Part III: Base Courses 301 Class I Base Course Maintained due to references Description Submit a dust control plan to address weather, sight clearance, operational procedures, traffic control and any other project specific concerns. Failure to maintain sight clearance will result in the Engineer stopping contractor operations. For dust sensitive areas designated on plans, the plan must also include environmental requirements. In inaccessible areas, PCC or Asphalt may be used at threequarters of the base thickness

12 Part III: Base Courses Automatic Finishing Machine The approved automatic finishing machine shall be capable of operating from an erected stringline or Global Positioning System (GPS) and laser system Thickness Tolerances - When crushed stone base or recycled concrete base is used over soil cement base, the individual base layer tolerances shall be as noted above, and the total base course underthickness shall not exceed 3/4 inch (20mm).

14 Part III: Base Courses Soils for Soil Cement - Acceptance of soils with organic contents between 2 to 5 percent may be allowed determination of increased cement percentages based on lab testing. Maximum cement rate allowed will be 14 percent by volume. Perform the laboratory testing specified above at the contractor s expense. The laboratory used must be approved by the Materials Engineer Administrator.

15 Part III: Base Courses Section 303 In-Place Cement Stabilized & Treated Base Courses Combined 308 into this section Cement Stabilization existing roadbed materials typically 8.5 inches thick design compressive strength:300 psi Cement Treatment existing roadbed materials typically 12 inches thick Design compressive strength: 150 psi

16 Part III: Base Courses Section 303 In-Place Cement Stabilized & Treated Base Courses Determination of Cement Rate Predetermined (Plan Specified) cement percentage as shown on the plans Non-Predetermined- District Laboratory will determine the percent of cement from job samples Contractor Selected Cement Type - If Type IP or IS is selected at the option of the contractor, lab testing will be by independent lab at expense of contactor to also include durability testing.

17 Part III: Base Courses Section 303 In-Place Cement Stabilized & Treated Base Courses Thickness Requirements - When approved, corrections may be made by re-stabilizing or retreatment the existing material in accordance with this section and the cement content may be reduced from design contents with approval of the District Laboratory Engineer.

18 Part III: Base Courses Section 304 Lime Treatment Type C Compact to 93.0 percent of maximum dry density. When conditions, such as a yielding subgrade, make this impractical or detrimental, establish an optimum rolling pattern to the satisfaction of the engineer Type E Compact to 95 percent of maximum dry density. When traffic conditions warrant When an adequate rolling pattern has been established that has demonstrated that density is being achieved, the engineer may reduce density frequency testing requirements to expedite construction. A change in subgrade materials will require testing at the original frequency until a new rolling pattern is established. Added for safety issue for two lane roadways.

22 Part III: Base Courses Section 309 In-Place Cement Treated Subgrade (new) Description primarily used for existing roadway reconstruction typically for subgrade soils with a PI < 20 design compressive strength criteria: 100 psi Determination of Cement Rate Predetermined - Plan Specified Non-Predetermined - District Laboratory Contractor Selected Cement Type Contractor expense If the contract documents do not specify a percent cement, 6 percent will be used for treated subgrades for bid purposes.

23 Part III: Base Courses Section 309 In-Place Cement Treated Subgrade Treatment and Pulverization When field conditions warrant: Yielding subgrade: establish an optimum rolling pattern to the satisfaction of the engineer. Wet subgrade: The engineer has the option of increasing or decreasing the percentages of cement. Increase the cement content by one percent by volume for every 3 percent of moisture content above optimum. When traffic conditions warrant When an adequate rolling pattern has been established that has demonstrated that density is being achieved, the engineer may reduce density frequency testing requirements to expedite construction. A change in subgrade materials will require testing at the original frequency until a new rolling pattern is established.

25 Part IV: Surface Courses 401 Aggregate Surface Course Shoulder Construction On existing surfaces, where only aggregate surface course is to be placed, remove vegetation, shape and satisfactorily compact the surface prior to placing aggregate surfacing. For new or reconstructed surfaces construct subgrade in accordance with Section Aggregate Surfacing Stone and Recycled Portland Cement Concrete (Material specifically defined) Lime Treated Materials Sand-Clay-Gravel (Material specifically defined)

26 Part IV: Surface Courses Section 402 Traffic Maintenance Aggregate Surfacing DESCRIPTION Furnish and construct surfacing for maintenance of traffic on driveways, pipe crossings, short term traffic on raw embankment, slope corrections, or other disturbed roadway sections MATERIALS Stone Recycled Portland Cement Concrete Reclaimed Asphaltic Pavement Asphalt Concrete Flowable Fill (excavatable) Other materials must be approved in advance

27 Part IV: Surface Courses Section 402 Traffic Maintenance Aggregate Mainline Surfacing - in accordance with Table at the posted speed limit during construction. Aggregate surface is allowed only when all aggregate table criteria are met. Hard surface is required when any of hard surface table criteria is met. 28 Part IV: Surface Courses Section 402 Traffic Maintenance Aggregate Mainline Surfacing Hard surface Asphaltic Concrete or Flowable Fill 6 inches minimum ½ longitudinal tolerance and properly drain Asphalt Concrete :89 percent of maximum density Should a contractor s operation or sequence of construction extend the time an aggregate surface is to remain in place under traffic beyond four weeks, hard surfacing will be at no additional pay. Should a contractor s operation or sequence of construction necessitate the use of aggregate in areas requiring hard surface, place the hard surface within 48 hours. Placement of aggregate surfacing in this case will be at no direct pay.

29 Part IV: Surface Courses Section 402 Traffic Maintenance Aggregate Non-mainline surfacing Use either aggregate or hard surfacing for turnout, drives, crossovers and other non-mainline segments of roadway. If hard surfacing is used it shall meet the requirements of
