5 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility SUMMARY Ardaman & Associates has completed a limited asbestos survey of the building materials suspected of containing asbestos prior to demolition. The former fire station facility consisted of four 1-story buildings located at 25 to 45 S. Orlando Avenue in Cocoa Beach, Brevard County, Florida. The buildings located on the subject site are described in the table below. 6 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility 1.0 INTRODUCTION Ardaman & Associates performed a Limited Asbestos Survey to identify Asbestos Containing Building Materials (ACBM). The structures consisted of four 1-story buildings located at the former Brevard County Fire Station facility at 25 to 45 S. Orlando Avenue in Cocoa Beach, Florida. The buildings located on the site that were the subject of this survey are described in greater detail in Section 2.0 of this report. On March 19, 2015, the asbestos survey was conducted by Tom Taylor, Inspector for Ardaman & Associates, Inc., Certificate No. AA112713II01. The purpose of this report is to identify the locations and asbestos content of friable and/or non-friable ACBM and provide an assessment of the ACBM in relation to the material s hazard potential to building occupants if disturbed. Friable materials are materials that can be reduced to powder with hand pressure such as fireproofing, sprayed on acoustic ceilings, pipe and thermal systems insulation. Non-Friable materials are materials such as floor tile, sheet vinyl, roofing material, and adhesives. Friable materials are of greatest concern from a health and safety point of view because of their ease of fiber release. All identified suspect asbestos materials are summarized in Section 3.1. Materials testing positive for asbestos including material assessment, recommended response actions, and quantities are described in Section

Homogeneous materials are like in color, size, texture, and date of application. A bulk-sampling plan was then established for each homogeneous area and bulk samples of representative homogeneous materials were randomly obtained. The materials were further examined on the site to assess their physical condition and potential for disturbance. 5

10 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility Bulk samples were analyzed by Polarized Light Microscopy in accordance with EPA Method 600/R-93/116. Polarized Light Microscopy is an analytical method recommended by the EPA for asbestos identification based on analysis of the unique optical properties of mineral forms in the samples. A total of 50 bulk samples were obtained during this survey from the suspect materials identified. Some of the bulk samples were further reduced to individual material samples (e.g. texture, plaster, etc.) by the laboratory for a total of 92 samples that were analyzed. Point count analysis was also conducted on one sample of the ceiling drywall panels joint compound material as well as on one sample of the ceiling drywall panels textured surface material to confirm the asbestos content. 3.1 Suspect Asbestos Containing Materials SUSPECT MATERIALS Flat Roof Materials Thin Set and Joint Grout Baseboard Mastic Gypsum/Drywall Wall Materials Carpet Adhesive Ceiling Tile Ceiling Drywall Panels AC Duct Mastic and Tape Leveling Grout Vinyl Floor Tile and Mastic Exterior Plaster, Stucco, and Grout Ceramic Tile Joint Grout and Thin Set Fiber Board Insulation Panels Roof Felt Paper, Tar, Fiber Board CMU Block Sample locations are identified on Figures 1 through 3 in Appendix I. 6

14 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility Specific information for the asbestos containing material indicated is listed below. The locations of the asbestos containing materials within the subject buildings are shown (in red) on Figures 1 and 2 in Appendix I. The analysis results from EMSL Analytical, Inc. are included in Appendix II. 4.2 Material Category Friable Materials. Materials containing more than 1% asbestos that can be crumbled, pulverized or reduced to powder, when dry by hand pressure, such as spray applied fireproofing on structural steel members, spray applied acoustical ceiling materials or damaged thermal systems insulations are considered Regulated Asbestos Containing Materials (RACM). RACM must be removed prior to demolition activities that impact the material by a licensed asbestos contractor and must be disposed of as an asbestos containing material. Unaffected areas should be managed in place by including them in an Operations and Maintenance program designed to protect them from disturbance and periodically reassess their condition. Specific information on each RACM indicated in this survey is listed below. Non-friable materials are materials in which the asbestos is bound tightly in a matrix or sealed by a protective layer. Non-friable materials can become friable by being rendered to a crumbled, pulverized or powdered state, when dry, by crushing, sanding, sawing, shot-blasting, severe weathering or by other mechanically induced means. As outlined in the NESHAPS regulation by EPA, non-friable materials are listed in two categories. Category I Category I materials are non-friable and contain more than 1% asbestos. These materials become RACM and require removal when subject to grinding, cutting, sanding or abrading. Category I non-friable material may be removed, where affected by the demolition, by any 10

15 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility contractor knowledgeable of the contents of EPA 40 CFR 61 NESHAPS final rule dated November 1990, and in accordance with OSHA All persons removing asbestos containing resilient floor covering or its adhesive are required by the State of Florida to have received eight (8) hours of training in recommended work practices and asbestos awareness. This material may be disposed of in a permitted Class I, II, or III landfill F.S (4)(a). The following Category I Non-friable materials were identified, and their location and condition are listed below: CATEGORY I NON-FRIABLE MATERIALS HA Material Description Location Condition Potential For Release 30, 31 Yellow Mastic on AC Duct Joints East and West Ends of Building No. 2 Good Low 33 Gray Mastic and Tape on A/C Duct Joints All AC Duct Joints in Building No. 2 Good Low Category II Non-Friable Materials Materials that are non-friable and contain more than 1% asbestos that will have a high probability of being crumpled, pulverized or reduced to a powder by the demolition activity. These materials should be evaluated on a case-by-case basis. If Category II Non-Friable materials are likely to become crushed, pulverized, or reduced to powder during demolition, they should be removed before demolition begins by a state licensed asbestos abatement contractor. No Category II Non-friable materials were discovered during this survey: 4.3 Removal Notification Requirement There is a 10-day notification requirement to the Department of Environmental Protection before demolition of any building containing asbestos. All EPA, OSHA, State of Florida, local government and landfill policies regarding employee exposure and handling of asbestos will have to be followed. The notification form is included in Appendix IV. A copy of the asbestos survey shall be kept on site where the demolition is taking place until the demolition is completed. 11

16 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility 5.0 RECOMMENDATIONS The objectives of the recommendations made herein are to protect the health and safety of the building occupants, promote compliance with government regulations, and limit the building owner's liability. A legal counsel and your insurance representatives should be consulted to review and identify the building owner's legal liabilities and responsibilities. We recommend the following actions and/or make the following observations: 1. The ceiling drywall joint compound and textured surface materials located above the hanging tile ceiling in Building Nos. 1 and 2 are friable asbestos containing materials. Friable ACM must be removed prior to demolition by a State licensed asbestos abatement contractor in accordance with Federal, State and local regulations. 2. The yellow and gray mastic and tape materials on the AC duct joints in Building No. 2 are Category I non-friable materials. These Category I non-friable materials may remain during the building s demolition as long as it is in good condition and provided the demolition is supervised by someone knowledgeable of the National Emissions Standards for Hazardous Air Pollutants (NESHAPS) Final Rule, the contractor meets all OSHA requirements in and , wet demolition methods are utilized, and no activity is allowed that could cause fiber release. All OSHA, FDOT, local statutes, and landfill policies will have to be followed concerning asbestos handling. This material may be disposed of in a permitted Class I, II, or III landfill F.S (4)(a). 3. Alternatively, it may be more economical to remove the Category I non-friable asbestos containing materials prior to demolition. The material may be removed by any contractor knowledgeable of the contents of EPA 40CFR 61 NESHAPS final rule dated 1990 and in accordance with OSHA All OSHA, FDOT, local statutes, and landfill policies will have to be followed concerning asbestos handing. This material may be disposed of in a permitted Class I, II, or III landfill F.S (4)(a). 4. There is a 10-day notification requirement to the Department of Environmental Protection before demolition can begin. All EPA, OSHA, State of Florida, local government and landfill policies regarding employee exposure and handling of asbestos 12

A copy of the asbestos survey shall be kept on site where the demolition is taking place until the demolition is completed. 6. All employees, vendors or contractors who may come in contact with any of the asbestos materials should be informed of the presence of these materials and instructed how to minimize contact with the asbestos containing materials as required by State and OSHA required "Right-to-Know" statutes. 7. To the best of our knowledge and belief, all suspect materials accessible to observations were sampled and documented. If any materials encountered are different from the materials sampled herein, they should be assumed to contain asbestos until sampling can be performed to document them as non-asbestos containing. 6.0 OTHER SERVICES Should any of the following services be required, complete references will be supplied upon request. In general, only reasonably accessible building materials were sampled. Should additional suspect building materials that were not identified in this report be discovered during the course of future demolition activities, immediately cease all work activity and secure the area until such time as these materials can be analyzed to determine asbestos content prior to their disturbance. In the event these 13

18 Ardaman File No Limited Asbestos Demolition Survey Report Former Fire Station Facility materials are determined to contain regulated levels of asbestos, contact Ardaman & Associates, Inc. for an appropriate response. The procedures and methodologies employed in this study were generally and partially according to the requirements outlined under AHERA, 40 CFR, and Part 763. Although the requirements under this federal statute are not applicable for private buildings, this document is generally accepted as the prevailing standard of care with respect to asbestos surveys or inspections. The bulk samples were submitted to an NVLAP approved laboratory for analysis using EPA approved methods or industry accepted standards. No other warranty is expressed or implied. This facility survey report is the property of Ardaman & Associate, Inc. and is provided to the Client as an instrument reflecting the services provided. Ardaman disclaims all liability for the unauthorized use of this survey report by the client or third parties and any such unauthorized used will be at the user s own risk. 14
