1 Purpose of SW Standards May 2009: adopt comprehensive provisions to address SW impacts from development activities Recognizes that development / redevelopment: Reduces soil infiltration capacity Increases runoff volumes elevating flooding events Increases water pollution and causes erosion Adequate provision for on-site SW management and improve existing storm drainage system Property owners legally responsible for SW system O&M, inspection and reporting
2 Intent of SW Standards* Preserve natural drainage systems Preserve valuable topsoil Preserve water quality Preserve wildlife habitat during & after construction and infiltrate or detain post-construction SW runoff Comply with EPA/DEP Total Maximum Daily Loads *All SW plans reviewed by the City s peer engineering firm which must have thorough working knowledge of engineering standards and City / State SW permitting standards
3 Review & Assessment of SW Standards Applicability Standards Section (b) (1) Post- Construction SW Plan (2) Basic SW Management Plan (3) Drainage Plan Site Plan that disturbed 15,000 SF or more and/or Major Subdivisions Site Plan that proposes 1,000 SF of new construction and between 5,000SF to 15,000 SF of disturbance; or Minor Subdivisions Non-conforming Lots of Record which are less than 5,000 SF and/or have less than 50 ft Street Frontage or a building permit expansion of principal structures
4 Post-Construction SW Standards Requires management of quantity & quality for ALL SW by either: Providing MEDEP Ch. 500 SW permit; or, Providing treatment for 0.5 runoff from 90% of new IC and 0.2 runoff from ALL disturbed pervious areas SW management must use Low Impact Development (LID) practices Treatment standards must comply with Ch. 10 DEP Stormwater Manual & SoPo LID Manual

6 Basic SW Standards Requires management of quantity & quality for ALL SW by either: Complying with "basic standards of MDEP Ch. 500 Rules; or, Treating 0.5 runoff from 90% of new IC and 0.2 runoff from ALL disturbed pervious areas SW management must use Low Impact Development (LID) practices Treatment standards must comply with Ch. 10 DEP Stormwater Manual of SoPo LID Manual

8 Drainage Plan Must demonstrate that proposed improvements will minimize SW volume leaving site Consider location of improvements and minimize the amount of IC on site SW management use Low Impact Development (LID) practices.
