1 Dilley ISD 2013 Bond Program Project Update Report March 11, 2015 Professional Services Contracts o Program Management - TASB/SE: Executed 5/5/13 Work on-going o Architect BWA: Executed 2/20/13 Work on-going see other sections of this report o Survey Aerial - Geodetics: Approved by Board 8/29/13 Work complete and submitted to ISD 10/18/13 o Survey Topographic and Boundary Rothe Survey: Approved by Board 11/18/1 Boundary Surveying 100% complete Supplemental Topographic Survey -100% Complete o Geotechnical Terracon: Approved by Board 12/16/13 Final Reports submitted to Design Team High School 3/27/14 and Elementary 3/19/14 Material Testing contract approved by Board. Terracon has provided contract for execution by ISD. Fee is at budget of $80,000.) o Asbestos Sampling TASB/CAM Environmental: Sampling test results complete Asbestos Consultant CAM Environmental - provided contract and specs for consulting services Phase with Bid Open 10/31 Future phases will be bid separately (minor work at High School; future demo of any abandoned buildings at Elem). o Asbestos Consultant / Contractor Phase 1 Jupe Environmental: Award of Phase 1 scope to Jupe Environmental at 11/5/14 meeting Future phases will be bid separately. 1

2 o Construction Manager-At-Risk (CMR) Gallagher Construction: Contract approved by Board GMP approved by Board in February! Amendment to contract submitted for GMP (Guaranteed Maximum Price). TASB/SE provided several comments to Gallagher. Gallagher has revised and will submit to Dr. McLain for execution. o Off-Site Water Line Engineering Design KSA Engineers, Inc. selected: Provided updated cost estimate TASB/SE negotiated savings for project fees (survey and TxDOT permit) Contract to be presented to Board at March meeting. Schematic Phase - Approved by Board 3/3/14 o High School, Middle School, Elementary School Design Development / Construction Documents o High School - Field House o High School New Building o Middle School o Elementary School Construction Documents Re-Bid Package - submitted 12/5/14 Scope Includes: i. Elementary campus will remain as-is. (except certain Demo will be bid now direct by District for Phase 1 Asbestos Abatement Areas) ii. High School will not include remodel of existing high school spaces for Middle School iii. High School does not include culinary arts finish out iv. High School will not include parking, drives, Field House, and other areas north of the new educational building v. High School bid to include HVAC control system, 3rd science room, and batting cages o Fire Flow Test completed on 5/9/14; Follow Up Meeting with City held on June 4, 2014; Completed evaluation of Off-Site Water line vs Storage Tanks; the city water system works to install fire pumps off of city lines city has approved. New 12 water line from City Elevated Storage will be more economical than onsite storage. Line does benefit City but the City has NOT agreed to any costsharing. City will not include as Change Order with current utility project as our project will exceed the 25% Change Order cap permitted by state law. Separate project is needed for ISD to design and construct and then turn over to City to own and maintain after acceptance. 2

3 o Permit Fees charged by City - City offered to provide 25% off their new permit fee rates; Permit fees approximately $90,000. City has requested fee be submitted; ISD requested that City provide invoice so it can be processed. Project Budget o Current invoicing tracking spreadsheet maintained by TASB/SE updated for current February invoices received to date. o Budget update presented at February meeting based on GMP for new projects. 3

4 Project Schedule o 3/9/15 Pre-construction conference completed. o 3/16/15 - Mobilization and Construction o 3/23/15 - Elementary Ground Breaking o 4/20/15 High School Ground Breaking o Substantial Completion Dates - Move-In Summer-2016 Construction: o Portable Building Lease Mobile Modular: Delivered 7/8/14. Monthly payment on-going o Elementary Campus Asbestos Abatement Complete o Elementary Campus Phase 1 Demo and Asbestos Abatement Complete Final invoice being reviewed and processed o Elementary and High School Project: Gallagher contract amendment being processed to ISD Gallagher working on executing contracts with Subcontractors Notes from 3/9/15 Pre-Construction Meeting Attendees: DISD - Clint McLain and Javier Torres Gallagher - Bobby Phillips and Johnny Jones ( cell) TASB/SE - Albert Garza and Stephen Dorman AEP - Mike - majasso@aep.com, cell Terracon - AEP - discussed placement of poles and transformers for High School. discussed elementary. Need locations tied down. 3 Phase runs the long sweep 90 Bend have to be steel (4" with 48" Radius bend). They need easement for 15'x15' at transformer and 10' for line. (Need Survey exhibit with metes and bounds - as-built conditions but cannot set pad mount until easement is in place - TASB/SE to coordinate with surveyor). Contacts: DISD - Clint McLain and Javier Maintenance Director, Gallagher - Bobby PM and Johnny Superintendent for High School and Roger Superintendent for Elementary, TASB - Albert PM, SE - Stephen PM, BWA - Steve Johnson, Jay, Steve Shipp Gallagher control of subcontractors and workers - student no access, no smoking, identification - stickers on hard hats with Gallagher and numbered (background checks to be submitted for record - TASB/SE to follow up). Subcontractors - contract status and need list updated as we go Safety - they have weekly meeting with all subcontractors and discuss safety and then all trades meet as well. Fencing and Access Elementary - control access to keep students out. 4

5 Elementary will be issue with getting students to cafeteria (5th grade use the restrooms there). Discussed plan to fence off elementary. Gallagher to add temp walk (concrete) for 3rd grade building to allow access to cafeteria on south side of gym. Pre-K - 2nd to use route to south since almost same distance as routing through front and street. For older kid drop-off, need to go through middle of Pre-K - 2nd building and then out to south. (Need to send plan to teachers for new routes after spring break) Fencing and Access High School - Ag and Field House access is issue with initial underground work. Need to leave awning/sidewalk to access; will need to cut one section out and replace with temporary gravel. Cut off east access to student parking lot - entrance and exit to 117. Job Trailers - Gallagher plans 1 office trailer at elementary in front of cafeteria where bollards in parking lot are currently located. Gallagher plans 1 office trailer at High School (southwest corner possible but water is issue) Site security - no video; ISD has night security person. ISD has no plan for video during construction. Schedule - Elementary available now; Gym and Band Hall - access to this building after 03/13/15. Portable Building at High School still has ISD storage that needs to be relocated. SWPPP - 1 SWPPP with 2 site plans. Subcontractor will do monitoring. Summer School - High School was planning front side of building. Now planning to send to Middle School. Elementary summer school in 3rd grade building. Utilities - discussed utilities at both sites. Need to coordinate on gas at High School in particular. Harriman Street Water Line replacement by City - need to know schedule - replacement until after school is problematic (TASB/SE to contact TRC) Terracon for Construction Material Testing (CMT). Art Barrera is PM; Testing Contact TBD. Test Reports to all. Asbestos at high School - Need to test backside of high school where new will tie to new - 100'+/- of existing building; Will have new consultant. (TASB to coordinate for additional sampling - if needed - Sheet 2D2e) Construction set plans (when changes occur, will issue new plan sheet; addendum to not be changed on plans). ADA - Steve did receive ADA review (one restroom to be flipped; one landing to be enlarged) City Permit - City has asked for $90,000 fee. Need to advise City of construction when pull permits. Gallagher would like to setup Pre-Con with City. Asphalt subcontractor looking at credit if use geogrid. Shop Drawings - submit to BWA and TASB/SE at same time ASI - submittal log by BWA RFI - submittal log by Gallagher RFP - submittal log by BWA/Gallagher Agenda / Meetings - Gallagher to provide agenda for each meeting. Pay Requests - Gallagher to submit to BWA and copy TASB/SE. BWA will review and submit for payment. Does not need to go to board to approve but will need to provide for updates. 5
