Please Make Sure to Sign in at the Registration Table The purpose of this session is to: share information about the project and its process; solicit your input regarding the opportunities for the facility and its operation; and outline next step and the project timetable. 2 What is a Community Recycling (CRC)? a disposal centre for recyclable/reusable items and materials, including -waste, municipal hazardous or special waste (MHSW). it may also include free items for the public, such as cured compost, wood chips and other reusable items. 3 Why is the Project Being Undertaken? so that the City will own a Community Recycling (CRC) to assist in diverting material that is not traditionally diverted at the curb to meet waste diversion targets identified in the St. Thomas Integrated Waste Management Master Plan (that are increasing each year) to provide stewardship of our environment and community How will the CRC be different from the Bush Line Facility? Although yard waste, metal, and MHSW will be collected at the new CRC, it is not a transfer station or dump and will not be used for materials on route to the landfill. Bush Line Transfer Station How will the CRC be Operated? in accordance with Ministry of nvironment and Climate Change nvironmental Compliance Approval, Design and Operations Report and the approved Operating Manual and Protocols under the control and direction of the City of St. Thomas all or portions may be operated through an operations contract with a qualified and responsible operator a Public Liaison Committee will be formed to review and provide recommendations on the CRC operation, monitoring, site protocols, etc.

8 nvironmental Compliance Approval (CA) Commitments What are the Conditions of the CA? in preparation for the CA, the City had a pre-consultation with the Ministry of nvironment and Climate Change nvironmental Compliance, consulted with Masco (neighbouring site), and sent a letter of notification to properties within 500 metres of the site; the City will maintain the site in a tidy and clean condition to eliminate off-site impacts such as vermin, vectors, odour, dust and litter; staff shall perform daily site inspections of the Site and Site perimeter for litter; materials shall not exceed the storage capacity of any bins, bunkers or other containment devices; and haulage trucks shall be in clean condition and provide transfer services during daylight hours only, to minimize potential noise impacts.
