1 CONTENTS 1 Purpose A Brief Overview of the Contract Worksheet Completion of the Worksheet Purpose This document is designed to assist any person responsible for scoping a Contract to define what is required of a potential contractor to enable them to comply with the WMC Hazardous Materials Management Standard SAF-MHS A Brief Overview of the Contract Worksheet There are eight areas addressed by the audit document: General Introduction of hazardous materials to site Transport of hazardous materials Storage, handling and use of hazardous materials Disposal of hazardous materials Emergency planning Training Major hazard facilities In each of these areas the following are to be checked: Does the item need to be actioned by the? What is the timing of this action? Are there any further comments/issues to be noted in relation to the item? 3 Completion of the Worksheet This worksheet is to be completed by the person responsible for preparing the scope of the contract. The exercise is best done with the assistance of a small team who possess the skills and experience to address the issues raised. The skills should include equipment selection, purchasing and maintenance; risk assessment; design and operation; and a thorough understanding of the application of the WMC Standard. 3 1 General 1 1 The site shall have a written procedure for managing hazardous materials within the site 2 1 The site manager shall appointed a HM Coordinator and deputy 3 1 The accountabilities of the HM Coordinator shall be clearly defined and adequate resources shall be allocated The site shall maintain a HM register of all approved hazardous materials The site shall maintain the supporting documentation for each item on the register and it shall include: MSDS approved HM Acquisition Requests risk assessment for each approved hazardous material Only authorised users shall requisition and reserve restricted hazardous materials A risk assessment shall be completed for all hazardous materials on the site HM register and their individual applications Each risk assessment shall address all steps in the life cycle of the hazardous material, from acquisition to disposal The control measures shall be incorporated into design changes, operating procedures and/or standards If a change in a process occurs, that involves any hazardous material, a review of the original risk assessment shall take place All new approved hazardous materials shall be entered on the site HM register The co-ordinator shall provide approval to proceed to the person requesting the new hazardous material SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 3 of 11

4 2 Introduction of Hazardous Materials to Site The persons responsible for generating or needing to purchase hazardous materials shall understand the requirements Prior to requesting the supply of any hazardous material to site requestors shall confirm that the hazardous material and its application is listed in the approved site hazardous materials (HM) register The requestor of a new hazardous material, not on the site HM register shall: complete a HM Acquisition Request form attach a Material Safety Data Sheet (MSDS) to the HM Acquisition Request form complete and attach a risk assessment to the HM Acquisition Request form The completed HM Acquisition Request shall be reviewed by the Site HM Coordinator in consultation with relevant personnel The purchasing officer/buyer of any hazardous material shall ensure it is listed on the site HM register before generating the order The purchasing officer/buyer shall ensure the correct chemical name is documented on the order and include the covering statement shown in Appendix E Does the sites written procedure for controlling the introduction of hazardous materials to the site, include the requirements for contractors? Does the company representative for contractors understand the requirements of the procedure? Does the company representative ensure the contractors understand the requirements of the standard Are all hazardous materials brought on site by a contractor approved? Does the person responsible for generating any order ensure the requirements of this standard are included in all contract documentation? Does the site written procedure include the controls for entry and removal of unauthorised hazardous materials on site? 5 Does the site identify hazardous materials it generates which may cause acute or chronic health effects? Does the site have MSDSs for hazardous materials that may cause acute and chronic health problems? The control measures from the risk assessment for acute and chronic health impacts shall be incorporated into the operating procedures SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 5 of 11

6 Transport of Hazardous Materials 29 3 The site shall have a written procedure for controlling the transport of hazardous materials 30 3 All persons organising the transport of hazardous materials shall ensure the transport companies comply with the ADG Code for classified Dangerous Goods or the Guidelines for the Transport/Labelling of Hazardous substances or the equivalent code in other countries? 31 3 The site shall ensure audits are conducted on transport companies 32 3 The frequency of the audits shall be based on the risk the transported hazardous material poses 33 3 The site written procedure shall include the controls for entry and removal of unauthorised hazardous materials on site 34 3 The site shall control entry and removal of unauthorised hazardous materials on site 35 3 Persons unloading a vehicle, shall inspect the delivery vehicle load prior to unloading and if the load poses a safety hazard, they shall seek expert advice 36 3 The site written procedure shall include the internal transport of hazardous materials, to ensure it is done in a safe manner SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 6 of 11

7 4 Storage, Handling and Use of Hazardous Materials All hazardous materials shall be stored and labelled in accordance with MSDS, technical data sheets, legislative requirements, Australian Standards and Guidance Notes and the latest ADG code All hazardous material storage facilities and wharves shall be sign posted according to NOHSC 3009 and relevant legislative requirements All storage piping, ducting, conduits, and process control panels shall be identified and colour coded in accordance with AS 1345, AS 1216, AS 1318 or equivalent standards All engineering drawings shall clearly identify process specifications, labeling and colour coding requirements of equipment prior to manufacturing The site shall ensure that all pipes, ducting, conduit, valves, switches, tanks, conveyance systems and vessels are operated in accordance with design specifications and manufacturer s recommendations Do all personnel who use hazardous materials have access to relevant MSDSs A risk assessment shall be conducted on all planned and unplanned activities for each part of the process containing hazardous materials The risk assessment shall address: isolation of equipment prior to maintenance decontamination of equipment including pipelines, pumps, valves, tanks and vessels prior to entry or break-in collection and disposal of hazardous materials drained from process equipment The control measures shall be incorprated into the maintenance procedures The site shall have a schedule of inspections of all process equipment and storage facilities involving hazardous materials If a new hazard is identified, a risk assessment shall be conducted and any new control measures shall be implemented SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 7 of 11

8 5 Disposal of Hazardous Materials 47 5 The site shall have a written procedure for the disposal of hazardous materials that was developed in consultation with the appropriate authorities, licensed waste disposal contractors, suppliers and the risk assessment 48 5 Prior to the disposal of any hazardous material approval shall be given by the Site HM Co-ordinator following a review of the risk assessment or conducting a risk assessment if one does not exist 49 5 The control measures resulting from the risk assessment shall be followed during disposal SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 8 of 11

9 6 Emergency Planning 50 6 The site shall develop emergency response plans for high risk hazardous materials 51 6 The emergency response team shall have access to the MSDS for all current hazardous materials 52 6 The site shall have a schedule of emergency exercises to test the emergency plan related to hazardous materials spills/emergencies SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 9 of 11

10 7 Training 53 7 Information to workers on the safe handling of hazardous materials shall be provided at induction 54 7 Information to workers on the safe handling of hazardous materials shall be provided through site competency based training programs 55 7 The site shall develop a matrix of competency requirements for each role at their site 56 7 All personnel associated with or likely to come into contact with hazardous materials shall be trained and assessed as competent as appropriate SAF-MHCC-14 Rev. 01 Issued: 20/06/01 Page 10 of 11
