1 for Bay Shore Library Bret Harte Library Dana Library Background Information Site/Building Owner: City of Long Beach Site Contact: The City of Long Beach Public Works Department, 333 West Ocean Blvd. Long Beach, California Nancy Villaseñor Capital Projects Coordinator, Public Works (562) Pacific EH&S Services, Inc. conducted asbestos and lead surveys at the Bay Shore, Bret Harte, and Dana Branch Libraries, and asbestos containing materials (ACM) and lead-containing materials/paint were identified at various locations, as reported in Pacific EH&S Report No A, dated August 2, Renovation work is planned at the site that will impact ACM and lead-containing materials/paint. Planned work involving disturbances to, or removal of, ACM and/or lead-containing materials/paint will be performed by an abatement contractor, under proper abatement conditions. Such work shall be hereinafter referred to as "abatement work." This scope of work document has been prepared to specify the planned abatement scope of work for this project. In this document, the asbestos/lead abatement contractor shall be hereinafter referred to as "Contractor." A "Consultant" shall be contracted to oversee/monitor abatement work on the project and shall have the authority to halt work if any of the provisions of this document are not met. The Contractor shall review and become familiar with the findings of the above-referenced Pacific EH&S survey report as they pertain to the Contractor s work areas. The Contractor shall notify the Consultant immediately if suspect materials not specifically identified in the aforementioned report are to be impacted by the Contractor s work. Any newly identified suspect materials/paint shall be appropriately evaluated for asbestos and/or lead content prior to initiating any work or activities involving their disturbance. Identification of Hazardous Materials Quantity estimates for the total quantity of materials/paints observed at each location are included below, but it is the Contractor's responsibility to verify the actual quantities of ACM and lead-containing materials/paint that fall under the actual abatement scope of work. Such work, as well as any other work involving disturbances (i.e., sanding) to the lead-containing paints identified in this report, should be performed by persons who

4 Page 4 of 7 are properly qualified and trained to perform lead-related work, with the work performed using proper work practices/control measures and in accordance with applicable lead regulations (e.g., T8, CCR, and T17, CCR, Division 1, Chapter 8). The Contractor shall provide proper written notification to Cal-OSHA in advance of the commencement of lead abatement work at Bay Shore Library (due to window frames with 11,000 ppm lead). The Contractor shall also provide proper written notification to other contractors working at the site, as well as building occupants, management, and owners. -Containing Material Abatement Work Practice/Control Measure Requirements (<5,000 ppm lead) The following work practices/control measures must be implemented during work that involves removal of lead-containing materials/paint over materials that are known to be non-asbestos-containing and that contain lead at concentrations below 5,000 ppm: Work will be performed in regulated areas that are demarcated using caution/danger warning tape in a manner so as to limit access to authorized abatement personnel, and lead warning signage will be posted. Impermeable plastic drop cloths will be placed beneath work areas to capture any fallen debris/paint chips. Dust/emissions will be prevented during disturbance/removal activities using wet methods (use of water sprayer and wet wiping activities). Debris generated during work will be promptly cleaned up and containerized (in impermeable plastic bags). area so as to prevent the spread of any lead/metals contamination. -Containing Material Abatement Work Practice/Control Measure Requirements (> 5,000 ppm lead) The following work practices/control measures must be implemented during work that involves removal of lead-containing materials/paint over materials that are known to be non-asbestos-containing and that contain lead at concentrations greater than 5,000 ppm: Impermeable plastic sheeting will be installed in a manner so as to isolate each work area in an airtight fashion, and lead warning signage will be posted. Negative-air machines equipped with high-efficiency particulate air (HEPA) filtration will be operated in a manner so as to create negative air pressure within each work area enclosure over the course of removal activities; the machines will exhaust filtered air to the outdoors. Wet methods and HEPA-vacuums will be used to prevent dust/emissions during removal activities.

General Requirements for Asbestos-Containing Material Abatement Any work involving disturbances to the stucco at the Bret Harte Library should only be performed by persons who are properly trained and qualified to perform asbestos-related work, with the work performed using proper work practices and control measures, under proper abatement conditions, and in accordance with applicable asbestos rules and regulations (e.g., T8, CCR, 1529 and South Coast Air Quality Management District Rule 1403). The Contractor shall furnish all labor, materials, services, and equipment that are needed to complete this project. The Contractor shall provide proper written notification to Cal-OSHA in advance of the commencement of asbestos removal work. Notify occupants, contractors, and other personnel that may be impacted by work in advance of the commencement of work. Waste Handling Requirements All waste generated on the project will be disposed of by the Contractor. For any hazardous waste generated, the Owner will provide their applicable EPA ID number. The specific waste handling guidelines to be followed appear below. Removed stucco will be for disposal as construction debris. Any paint chip waste generated during work will be double bagged (using impermeable plastic bags), labeled, and placed into a designated waste bin or drum at the site (provided by Contractor) for disposal as hazardous, RCRA waste, under a uniform hazardous waste manifest. Air Monitoring/Clearance Requirements Exposure monitoring for lead and asbestos will be conducted by the Contractor during abatement work in accordance with applicable Cal-OSHA requirements, with sample analyses performed at an appropriately qualified laboratory. The Consultant will collect lead and asbestos air samples at representative, stationary locations outside regulated work areas during abatement work to verify the effectiveness of the work practices and control measures in preventing lead/metals and asbestos fiber release. If at any time, the air monitoring data are found to be elevated, abatement activities will halt, the work practices and containment measures will be reviewed, and appropriate steps will be taken to ensure there are no further emissions from work areas. Consultant will conduct clearance asbestos inspections in each regulated work area at the completion of abatement work and prior to releasing the area to non-abatement personnel. Clearance asbestos air sampling will be performed in each asbestos work area that requires containment. The work area containment systems will not be dismantled, and abatement work areas will not be released, until they are

7 Page 7 of 7 deemed visually free of residual dust or debris and until the asbestos clearance air sample data are found to be within acceptable ranges (i.e., below the EPA's Recommended Clearance Criterion for asbestos of 0.01 f/cc). Consultant will conduct clearance lead inspections in each regulated work area at the completion of abatement work and prior to releasing the area to non-abatement personnel. Clearance wipe sampling will be completed in each regulated work area that has lead concentrations in excess of 5,000 ppm at the completion of abatement work and prior to releasing the area to non-abatement personnel. The work area controls will not be dismantled, and abatement work areas will not be released, until they are deemed visually free of residual dust or debris and/or, as applicable, until the lead clearance wipe or soil sample data are found to be within acceptable ranges (i.e., below the T17, Section Contaminated Dust and Section Contaminated Soil requirements).
