1 6.0 CONSTRUCTION PROGRAMME Introduction 6.1 This chapter of the ES describes the expected construction works programme and the key activities that will be undertaken. Detailed consideration of potential effects during the construction process and any necessary mitigation measures are provided in each relevant chapter of the ES. This chapter has been written with input from the Applicant and other members of the Project Team. Programme of Works 6.2 The construction programme will span approximately six years with construction expected to commence in 2011, subject to gaining planning permission, with the completion of Phase One in 2015 and completion of the subsequent development in Construction will include the following activities: Enabling works; Site Preparation; Construction of substructure; Provision of infrastructure; Construction of superstructure; Fit out of buildings; and Landscaping. Description of Works Enabling Works 6.3 Enabling works will involve the creation of routes into the Assessment Site, (using the points which will later form the main access points into the Overall Development), from Walworth Road to provide access into the site for construction traffic. The following works are also envisaged: Archaeological investigations a programme of archaeological investigation will be undertaken in advance of physical works. This will include a targeted geophysical survey; Ground investigations detailed geotechnical investigations will be undertaken where appropriate; 12212/A5/ES January 2010

2 Ecological works including translocation of some hedgerows to be retained and the application of protected species licences from Natural England if necessary; and Arboricultural works including the protection of trees/hedgerows to be retained and removal of trees to be lost. Site Preparation 6.4 Site preparation will involve the establishment of on-site parking provision and any construction worker facilities (including site compound area with offices and welfare facilities for management and construction workers) in addition to: Demolition of existing structures using mechanical plant (including the poultry farm, one 2-bed dwelling and one small derelict shop in Phase One; and one 2-3 bed bungalow in the subsequent development). Where possible, demolition materials will be recycled during the construction works such as into pavement foundation; Installation of site hoarding, which will be provided to separate construction areas from publicly accessible areas; Diversions of existing water, gas, electric and telecommunication services in accordance with National Joint Utilities Group recommendations (Ref. 6.1) and the New Roads and Street Works Act 1991 (Ref. 6.2); and Installation of temporary surface water management measures. Construction of Substructure 6.5 This will involve foundation excavation, installation of below ground services and construction of new foundations. Substructure works are likely to involve: Localised site ground modelling/re-grading (including topsoil stripping and stockpiling for later use) to create level development platforms for the structures; Excavation for conventional foundations for low rise structures; Installation of deeper foundations for higher rise three storey structures, some of which are likely to require installation of piling; and Installation of ground slabs (ground bearing or suspended block) and supporting beams. Infrastructure 6.6 Appropriate infrastructure to serve the Overall Development will be installed including: 12212/A5/ES January 2010

3 The installation and connection of the Overall Development to the utilities network, including surface water and foul drainage facilities. Where possible, it is envisaged that the utilities will be installed beneath roads, pavements and verges; and The construction of internal roads, comprising the primary and secondary streets to serve individual units. 6.7 It is anticipated that the base of internal roads will be constructed (up to the binder course level) and used for construction traffic as the Overall Development is built. The top (surface course) layers will be added towards the end of the construction period to ensure that these levels are not damaged by heavy vehicles. Construction of Superstructure 6.8 This stage will involve the construction of the main building envelopes of the residential dwellings, the local centre and primary school and will include the installation of reinforced concrete/timber frames, load bearing brick walls, planks, reinforced masonry and masonry. The type of construction method used will vary with the height of each block, for example, taller buildings will use reinforce concrete frames, whereas lower storey blocks will use reinforced masonry. Fit Out 6.9 Fit out of the Overall Development will involve the installation of block work party walls, dry lining to internal walls, internal walls, domestic mechanical and electrical installations with fitted kitchens and bathrooms. Landscaping 6.10 Landscaping works will involve the establishment of green spaces within the Assessment Site including soil preparation, tree and vegetation planting and seeding. It is the intention of the Applicant to implement the landscaping as early as possible. Material and Resource Use 6.11 The primary construction materials to be used will include concrete, brick, steel post and beams and timber. Where possible materials and resources used during the construction of the Overall Development will be sourced from the local area /A5/ES January 2010

4 Plant and Equipment 6.12 Consideration has been given to the types of plant likely to be used during the demolition and construction works. The plant and equipment associated with each key element of the construction process is set out below in Table 6.1. It is anticipated that these will be to 18:00 Monday to Friday and 8:00 to 13:00 on Saturdays. All work outside these hours will be subject to prior agreement, and/or reasonable notice, by TVBC, who may impose certain restrictions. Night time working will be restricted to exceptional circumstances /A5/ES January 2010

5 Mitigation Measures 6.14 Broad measures to eliminate, reduce or offset adverse environmental effects are identified below: Preparation of a Construction Environmental Management Plan (CEMP) that will clearly set out the methods of managing environmental issues for all involved with the construction works, including supply chain management; Requirement to comply with the CEMP included as part of the contract conditions for each element of the work. All contractors tendering for work will be required to demonstrate that their proposals can comply with the procedures, and current best practice techniques; In respect of necessary departures from the procedures, TVBC and affected parties will be notified in advance; A dedicated point of contact will be established to deal with construction issues if they arise. This will be a named representative from the construction manager or contactor, part of the professional team (the Construction Liaison Officer, see below); and There will be regular dialogue with TVBC and the local community The establishment of agreed methods and procedures enables any prospective departures to be identified, the reasons understood and appropriate provisions made The CEMP will be provided to TVBC (and other relevant bodies) prior to commencement of the works. They will include the following: The broad plan of the phasing of the works and its context within the whole project; Baseline levels for noise, vibration and dust and details of any monitoring protocols that may be necessary during the works; Housekeeping procedures and environmental control measures; Any requirement for monitoring and record keeping; Contact details during normal working hours and emergency details outside working hours; Provision for reporting, public liaison, prior notification etc.; The mechanism for the public to register complaints and the procedures for responding to complaints; Prohibited or restricted operations (location, hours etc.); Details of construction operations highlighting any operations likely to result in disturbance and/or working hours outside the core working period, with an indication of the expected duration of key phases and dates; 12212/A5/ES January 2010

6 The details of proposed routes for heavy goods vehicles travelling to and from the Assessment Site; and Details of all works involving interference with a public highway, including temporary carriageway/footpath closures, realignment and diversions. Management of Sub-contractors 6.17 Individual contracts (for example for waste removal) will incorporate relevant requirements in respect of environmental control, based largely on the standard of 'good working practice' as well as Statutory Requirements. Potential sub-contractors will be required to demonstrate how they will achieve best practice, how targets will be met and how potential effects will be minimised. Management of Construction Works 6.18 There will be a designated liaison officer (the Construction Liaison Officer ) who will deal with public and other complaints and enquiries. This nominated individual will be named at the Assessment Site entrance, with a contact number, and will be identified to TVBC and community groups, prior to the start of site activities, and whenever a change of responsibility occurs. Response to Complaints 6.19 Any complaints will be logged on site and, where necessary, reported to the relevant individual within TVBC (and vice versa) as soon as practicable. The CEMP will specify the roles and responsibilities of the Construction Liaison Officer and TVBC in respect of breaches and complaints from the public. The required actions will be different in each specific case, depending on the operation, equipment or location or applying additional controls. Prior Notice 6.20 In the event of unusual activities or events that can be anticipated, these will be notified to TVBC and to the relevant property owners, occupiers and neighbours wherever possible, in advance of the activity. The relevant activities will be determined by agreement with TVBC once the detailed programme of construction is defined and will include: Commencement of construction in certain areas; Necessary night time, weekend or evening working (outside core areas) of a type 12212/A5/ES January 2010

7 which may affect properties; Road or footpath closures/diversions and movements of wide loads; and Work on roads affecting land used by others. Traffic Management 6.21 Whilst no long-term road closures are envisaged, short term closures may be required in order to deliver large items of building plant. If this is to be required then consent will be obtained from TVBC, the Highways Agency and the Highways Authority It will be the responsibility of the Contractor or Construction Liaison Officer to finalise consultations with TVBC. Notice regarding planned closures and diversions of roads forming part of the Assessment Site shall be given by the Contractor/Construction Liaison Officer to TVBC, the Police, the Fire Brigade and other emergency services sufficiently in advance of the required closure or diversion dates It is intended that construction traffic will approach and leave the Assessment Site from the west via the A303 and along Walworth Road. Advance notice and full details of any alternative construction accesses will be given to TVBC and the Highway Authority at the appropriate time In order to minimise the amount of construction vehicles using the public highway, the following factors will be considered: re-use and recycling of construction materials; control of wastage; description of permitted routes for transit of materials, avoiding sensitive areas; shared materials delivery opportunities; on demand ordering; phased delivery times throughout the working day; and car sharing for operatives All construction traffic entering and leaving the Assessment Site will be closely controlled. Vehicles making deliveries to the Assessment Site or removing waste etc. will travel via designated routes, which will have been previously agreed with TVBC, the Highways Authority and other relevant authorities and bodies A Travel Plan included at Appendix 9.2, will be implemented which will encourage site operatives to car share, if transport is not provided by the employer, as well as 12212/A5/ES January 2010

8 encouraging walking and cycling. It is also envisaged that car parking arrangements for site operatives within or adjacent to work compound areas will be enforced in order to avoid uncontrolled parking on public highways. Monitoring and Environmental Management 6.27 Full assessments of the likely significant effects of the construction works on noise and vibration and air quality are presented in Chapters 10 (Air Quality) and 11 (Noise and Vibration) and respectively In summary, the following measures will be adopted: A commitment to Considerate Contractors scheme 1 ; Choice of methodologies to minimise generation of noise, vibration and dust, for example the use of cutting rather than breaking in order to reduce the transfer of vibration; Use of hoardings for as long as practicable to provide acoustic screening; Requirement for engines to be switched off on-site when not in use, use of quieter plant, regular plant maintenance, screening of plant (if appropriate); Spraying of areas with water supplied as and when conditions dictate; Effective wheel/body washing facilities to be provided and used as necessary; A road sweeper will be readily available whenever the need for road cleaning arises; Vehicles carrying waste material off-site to be sheeted; Under no circumstances will fires be allowed on the Assessment Site; and The safety method statement will outline the control measures necessary to minimise the risks to an acceptable level, and all statutory notices will be placed with the Health and Safety Executive. Waste Management, Recycling and Disposal 6.29 Major sources of waste within the construction process include: Demolition of existing structures; Packaging plastics, pallets, expanded foams etc; Waste materials generated from inaccurate ordering, poor usage, badly stored materials, poor handling, spillage etc; and Dirty water, for example from silt. 1 Contractors who are compliant with this scheme can be considered as a contractor who is clean, respectful, safe, environmentally conscious, responsible and accountable /A5/ES January 2010

9 6.30 All relevant contractors will be required to investigate opportunities to minimise waste arisings at source and, where such waste generation is unavoidable, to maximise the recycling and re-use potential of construction materials. Wherever feasible, such arisings will be dealt with in a manner that reduces environmental impact and maximises potential re-use of materials. Recycling of materials will largely take place off-site where noise and dust are less likely to result in effects to the occupants of surrounding properties The Contractor will adhere to the Voluntary Code of Practice on Site Waste Management Plans (Ref. 6.3) and a Site Waste Management Plan (SWMP) will be implemented specifically to mitigate the effects of waste arisings during the construction of the Overall Development. Detail of the SWMP and how waste will be minimised during construction of the Overall Development are provided in Chapter 14 (Waste) of this ES For those materials removed from the Assessment Site, notification by the Contractor/Construction Liaison Officer for approval (via consultation with the authorities) will take place. Loads will only be deposited at authorised waste treatment and disposal sites. Deposition will be in accordance with the requirements of the Environment Agency, the Environmental Protection Act 1990 (Ref. 6.4), the Environmental Protection (Duty of Care) Regulations 1992 as amended (Ref. 6.5), the Waste Management (England and Wales) Regulations 2006 (Ref. 6.6), the Landfill (England and Wales) Regulations 2002 and the Landfill (England and Wales) (Amendment) Regulations 2004 (Ref. 6.7), Hazardous Waste (England and Wales) Regulations 2005 and the List of Wastes (England) Regulations 2005 (Refs. 6.8 and 6.9) To prove the correct depositing of excavated material and to prevent the occurrence of fly-tipping, a waste transfer note (WTN) system will be used in accordance with the Environmental Protection (Duty of Care) Regulations All contractor/sub-contractors will hold a current waste carriers licence and will operate a WTN system, to confirm that each load is received at the approved licensed waste management disposal site. Copies of the WTN are to be provided to the nominated manager, and available for inspection at the Assessment Site. In addition, direct routes via motorways/main roads to designated tips will be agreed with the sub-contractors. Assessment Site Drainage and Effect on Water Resources 6.34 The assessment of potential effects of the Overall Development on water resources is presented in Chapter 12 (Flood Risk and Water Resources). The potential effects on water resources during the construction process are likely to include: 12212/A5/ES January 2010

10 water demand for construction activities and domestic use by the contractor (however, this is anticipated to be low); generation of domestic foul effluent by contractors; increase in rate of run-off due to creation of impermeable areas for contractor s site facilities, construction of road infrastructure and buildings; and risk of pollution of run-off and groundwater due to construction activities Surface water drainage will be controlled by appropriate drainage systems, including soakaways. Discharge arrangements will be agreed with the Environment Agency or, in the case of discharges to sewer, Southern Water. Construction vehicle parking areas may need to be paved The Contractor/Construction Liaison Officer will ensure that any water which may have come into contact with any contaminated materials during construction will be disposed of in accordance with the Water Resources Act (1991) (Ref. 6.10) and other legislation, and to the satisfaction of the Environment Agency or Thames Water. In addition, any risk will be reduced by adopting good management practices and relevant measures described in the Environment Agency s Pollution Prevention Guidelines, including: PPG01 General Guide to the prevention of water pollution (Ref. 6.11); PPG02 Above ground oil storage tanks (Ref. 6.12); PPG06 Working at construction and demolition sites (Ref. 6.13) Construction activities would also comply with appropriate regulations and follow best practice construction techniques, such as the guidelines contained within CIRIA C532: Control of Water Pollution from Construction Sites (CIRIA, 2001) (Ref. 6.14) All liquids and solids of a potentially hazardous nature (for example diesel fuel, oils, solvents) will be stored on surfaced areas, with bunding, to the satisfaction of the Environment Agency. Provisions in Respect of Archaeology 6.39 A programme of archaeological investigation will be undertaken prior to the start of construction in order to determine the presence, form and condition of archaeological features within the Assessment Site. This will comprise a geophysical survey targeted on areas of the Assessment Site which can be shown to have limited modern disturbance following which there may be a requirement to conduct further archaeological fieldwork and a commitment to preserve archaeological deposits either in situ (for example where ground 12212/A5/ES January 2010

11 levels are to be increased to a level where disturbance is unlikely) or by record. This work will be implemented following planning consent, secured through a planning condition. Protection of Trees and Vegetation 6.40 Provisions in BS5837: 2005 (Guide for trees in Relation to Construction) (Ref. 6.15) will be followed during the construction of the Overall Development and all trees to be retained will be protected from any unnecessary damage. This will include any trees that lie within or overhang the working area through the use of appropriate fencing, ensuring that this provision is maintained throughout demolition and construction. A Tree Survey report is included within Appendix 8.11 of the ES which provides more detail on the trees that are to be retained and root and crown protection zones required All temporary material storage will be located wherever practical at adequate distances from vegetation and tree cover to avoid any physical damage. Where tree roots may be subject to potential vehicle compaction, additional temporary protection of the ground surface may be introduced Similarly, other areas of vegetation to be retained as part of the Overall Development (including hedgerows) will be protected from adverse effects during construction through the installation of temporary fencing as appropriate. Construction traffic and storage of materials will not be permitted in these areas, ensuring that they are safeguarded throughout construction. Protection of Ecological Habitats and Species 6.43 Habitats to be retained will be screened to reduce disturbance effects, for example from increased noise and lighting. All temporary lighting will, wherever possible, be directed away from these areas and positioned as close to the ground as possible To avoid adverse effects on nesting birds during the construction phase of the development, general site clearance works (removal of scrub, trees and hedgerows and building demolition work) will be undertaken outside of the bird nesting season in order to prevent any adverse effects on nesting birds in accordance with the Wildlife and Countryside Act, (1981) (Ref. 6.16) Mature trees will be inspected for bats within six months of the proposed felling works and a precautionary pre-demolition inspection will be carried out of buildings to be demolished (which have not already been inspected). In the unlikely event that bats are found to be 12212/A5/ES January 2010

12 roosting within any tree or building that is to be lost, a European Protected Species licence will be obtained from Natural England, along with a detailed method statement describing how the works would be undertaken (in a manner that would avoid harming bats) and the measures that would be taken to compensate for the loss of the original roosts Additionally, any works that could lead to disturbance of dormouse habitat will require a European Protected Species licence and a full method statement would be submitted to Natural England as part of the licence application Full details of the ecological mitigation that will be implemented during construction are provided in Chapter 15 (Ecology and Nature Conservation) /A5/ES January 2010
