15 Phase 2 Phase 2 Update Preliminary Engineering On February 4, 2010, the Expo Board certified the FEIR under the California Environmental Quality Act (CEQA) and approved the Recommended Preferred Alternative Exposition Right-of-Way and Colorado Avenue In May 2010, Expo awarded contracts to two competing design-build firms for Preliminary Engineering (PE) work. Skanska Rados, Joint Venture URS Shimmick, Joint Venture During PE, Expo has continued to work with both cities, and various agencies and stakeholders to further refine project elements and discuss design options. In February 2011, Expo will select one of these PE firms as the design-build contractor to complete the final design work and construct the project, which is scheduled to be completed in 2015.
