3 Renovation Guidelines Please refer to the A & A Manual for the DOs and DON Ts of renovation works and the procedure of applying for the renovation approval. INTROCUDTION The purpose of the A & A guidelines is to preserve the distinctive architectural design and the prestige of the building thereof, thereby enhancing the value and image of 2rvg. These guidelines are drawn up to assist the residents in their fitting-out works (Addition & Alteration Works). The coverage is not intended to be exhaustive, but serves as guidelines to provide the necessary information on the nature and extent of the addition and alteration works. GENERAL REQUIREMENTS 2.1 Approval In order not to jeopardize the issuance of the Certificate of Statutory Completion (CSC) for the estate, and in view of the various warranties and performance criteria, established for the mechanical and electrical installation, it is highly recommended that the resident is required to obtain the Management s approval for carrying out the addition and alteration works, by submitting to the Management THREE (03) sets of the plans A contact person (i.e. the person who is coordination the works) shall be appointed by the resident and his name and contact telephone number shall be given to the Management for the purpose of easy communication The Residents are advised not to commence work before approval is granted. All unauthorized works have to be rectified by the resident at their own cost The Resident shall be responsible for the conduct and behaviour of his workmen and is required to forward the LETTER OF UNDERTAKING to the Management. 2.2 Renovation Period Renovation works shall be carried out between 9:00AM to 5:00PM from Mondays to Fridays Strictly NO work is to be carried out on Weekends and Public Holidays. 2.3 Renovation Deposit The Resident/The contractor must apply for a permit to work, before any works can be carried out, through an application form APPLICATION FOR RENOVATION WORKS Application for renovation works can be made in the prescribed forms available at the guardhouse The Resident shall place a renovation deposit of S$1, by cross cheque made payable to MCST 3249, for the addition and renovation works The Management shall be entitle to utilize the deposit to recover from the Resident any sum, due to the Management for the removal of any debris/waste, or for the repair of any damage caused to common equipment/properties arising from the addition and alteration works. In the event of the renovation deposit being insufficient to meet the claim imposed by the Management, the Subsidiary Proprietor shall 3
4 compensate and pay the Management the difference between the said deposit and the amounts so claimed by the Management A joint inspection shall be conducted between the resident and the Management staff once the addition and alteration works are completed. 2.4 Collection of Permit The collection of the permit will be at the Guard House, 2rvg, 2 River Valley Grove, Singapore Resident is advised to display the permit outside the unit till the completion of the addition and alteration works The average time required to process the permit is estimated to be 10 working days. 2.5 Do s and Don ts for Addition and Alteration Works The Resident is allowed to carry out the following works:- a) Repainting of internal walls. b) Replacing existing built-in kitchen cabinets. c) Installation of ceiling/ wall paper. d) Installation of light fittings Resident is allowed to carry out the following works only upon application of permit from the Management:- a) Replacing of wall/floor finishes. (Note: Warranty given by the main contractor on the floor finishes will be void, for any replacement of the existing floor finishes.) b) Installation of approved design window or door grilles. (Note: All grilles must be installed behind the windows and the boundary line of the door ways. i.e. within the apartment) c) Installation of split-unit air conditioners. d) Hacking/demolition of existing internal partition wall. e) Erection of new partition wall. f) Removal of existing water closet, basin, long bath and shower stall. (Note: Warranty given by the main contractor on the floor finishes will be void if any hacking to the floor or any replacement of floor finishes is carried out during the course of removing any of the sanitary items.) g) Installation of built-in wardrobes. h) Replacing existing interior doors. i) Installation of cornices and false ceiling. (Note: Care must be taken to ensure the concealed air-conditioner piping is not damaged, while installing the cornices and false ceiling.) Residents are NOT ALLOWED to carry out the following works:- a) Replacement of main and service doors. b) Installation of window unit air conditioner. c) Replacement of existing windows. d) Replacement of glazing of windows with colours that are different from the original. e) Sealing up existing window/door opening. f) Raising of existing floor levels e.g. to split level of any portion of existing floor by adding concrete or steel platforms. g) Reposition and/or enlarging of the bin chute opening. h) Drilling of holes through the beams, columns and other structural members. i) Hacking and alterations of columns, beams or any other reinforced concrete structures. 4
5 j) Modifying the common service pipes whether inside or outside the apartment. k) Installation of awnings or other sun-shading devices/projects outside the apartment. This includes contraptions of any kind for hanging clothes and T.V. aerials. 2.6 Injury to Persons and Damage to Building s Property The Resident s contractor shall be liable for any losses and/or damage arising out of or in the course of or by reason of carrying out of the works. 2.7 Contractor s Personnel Upon arrival at the site for the works, the workmen shall inform the duty Security Officer at the Guard House, the purpose of their visit and exchange for the contractor s pass Contractor is required to declare and report loss of any passes immediately. An administration fee at S$50.00 per pass will be imposed for the replacement of lost passes Contractor s workmen shall at all times be properly attired in uniform which clearly identifies them as the Contractor s workmen Any contractors/workers found without valid Contractor Passes will be treated as trespassers and ill be asked to leave the premises The Management reserves the right to refuse to admit workmen employed by the Resident or by the Contractor s sub-contractors. 2.8 Employment of Illegal Workers Contractor shall ensure that no illegal workers are employed by him or his subcontractors in the execution of any part of the works For the purpose of the clause, illegal workers shall mean any person who entered Singapore n contravention of the Immigration Act or who worked in contravention of the Employment of Foreign Workers Act or any statutory modification or reenactment thereof. 2.9 Common Equipment and Properties Contractor shall take full responsibility for the care of the common equipment and properties and any damage caused, shall accordingly be made good/replaced at the Contractor s own expense. Contractor must provide adequate protection to the common area e.g. Plywood to protect the lifts, wall and doors at the common area, etc Safety Arrangements Contractor shall at all times observe and comply with all prevailing laws and regulations relating to safety and shall bear all costs connected with the compliance of the laws and regulations Contractor shall be responsible to take all safety measures to eliminate danger to his workmen, the general public, residents, staff and property of the estate and others Disposal of Rubbish All temporary works, debris and surplus material rising from the works, shall be cleaned from all surfaces (internally and externally to remove stains such as oil drops, 5
6 paint works, etc.) to the satisfaction of the Management. No debris is allowed along the common area or staircase All common areas are to be kept cleaned at all times. All dirt and stains are to be cleaned immediately All debris shall be accumulated at designated area to be determined by the Management. All debris shall be cleared from the estate on the same day Car Park All contractors shall park their vehicles at the open-air visitors car park. No vehicles shall be parked along the service road or any other common area or at the resident s car park lots Restricted Work Any work involving heavy drilling, knocking, spray painting, use of adhesive or varnishing that is likely to cause inconvenience to other tenants, shall be restricted to 9:00AM to 6:00PM. 6
