2 ADA Certification of the California Building Code ADA Certification Title III of the Americans with Disabilities Act (ADA) authorizes the US Department of Justice (USDOJ) to certify that local building codes meet or exceed the ADA Standards for Accessible Design 4
3 ADA Certification Advantages Certified code requirements can be relied on to provide equivalency with ADA Standards Certified codes provide a single source of reference for determining both federal and state accessibility requirements In a legal challenge, compliance with a certified code constitutes rebuttable evidence of compliance with Title III of the ADA Litigation can be reduced 5 ADA Certification Status Sep 2002 DSA submitted a request to USDOJ for ADA Certification of the California Building Code Oct 2004 DSA received an initial response from USDOJ identifying 800 outstanding items May 2005 DSA submitted a Part 1 response to USDOJ addressing approximately 70% of outstanding items Jan 2006 DSA received USDOJ acceptance of nearly all Part 1 items 6

Jun 2006 DSA submitted CBC amendments to CBSC based on Part 1 items as part of 2006 Triennial Code Adoption Cycle Jan 2007 CBSC approved amendments Current ongoing work at DSA Preparation of a Part 2 response to USDOJ addressing approximately 1/3 of remaining outstanding issues Preparation of a 2007 Code Adoption Cycle submittal to CBSC which will include Part 2 response items Work continues on remaining outstanding issues 7 Significant Changes to Accessibility Regulations
5 2001 California Building Code (2004 Cycle) Important Dates Accessibility related amendments approved by CBSC on March 22, 2006 Effective date May 2, California Building Code (2004 Cycle) Section 1116B Elevators & Special Access (Wheelchair) Lifts 1116B.3 When Provided as Means of Egress Reformatted and amended to clarify When special access (wheelchair) lifts can be used as a component in an accessible means of egress Requirement to provide standby power when special access (wheelchair) lifts are used 10

Requires that doors in any position shall not reduce the minimum dimension of the landing to less than 42 inches 18

12 Chapter 9 Fire Protection Systems Section Visible Alarms Public and Common Use Areas Added classrooms to list of examples Employee Work Areas Requires alarm system to be designed with minimum of 20% spare capacity Accounts for potential of adding visible notification appliances in the future to accommodate hearing impaired employees 23 Chapter 10 References Chapter 10 now contains references to the additional accessibility requirements located in Chapters 11A and 11B for elements such as wheelchair lifts, doors, stairways, ramps, handrails and aisles 24
13 Chapter 10 Means of Egress Section 1007 Accessible Means of Egress Areas of evacuation assistance that were in Chapter 11B are now in Section Accessible Means of Egress Required IBC was amended to require that each accessible space be served by accessible means of egress in at least the same number required for exits by Chapter Section 1007 Accessible Means of Egress Section Continuity and Components Shall be continuous and consist of one or more of the following: accessible routes, stairways within vertical exit enclosures, exterior exit stairways, elevators, platform lifts, horizontal exits, ramps, or areas of refuge Section Elevators Required Where a required accessible floor is located four stories or more above or below a level of exit discharge, at least one required accessible means of egress shall be an elevator complying with Exceptions for certain buildings equipped with an automatic sprinkler system 26
14 Section 1101B.5 Construction & Manufacturing Tolerances Conventional industry tolerances apply, except where the requirement is stated as a range with specific minimum and maximum end points (a minimum or maximum dimension) 27 Section 1103B Building Accessibility 1103B.1 Scope New language added to align with the ADA Standards When a building or facility contains more than one use, the occupancy-specific accessibility provisions for each portion of the building or facility shall apply Requires a passenger elevator or ramp to serve each level including mezzanines If the elevator exception applies, but an elevator is planned, that elevator must still comply The elevator exception does not obviate or limit in any way the obligation to comply with the other accessibility requirements in this code 28
15 Section 1115B Bathing and Toilet Facilities Portions of this section have been reorganized and renumbered to provide clarity and eliminate conflicting or duplicative provisions Duplication occurred when plumbing code requirements for water closets, sinks, lavatories, and showers were incorporated into the 2001 California Building Code 29 Section 1115B.1.1 Separate & Unisex Facilities Where separate sanitary facilities are provided for persons of each sex, these facilities shall be accessible Previously this section was misinterpreted as allowing separate accessible and non-accessible facilities Where unisex sanitary facilities are provided, these facilities shall be accessible Previously this section allowed an accessible unisex facility within close proximity to non-accessible unisex facility 30
16 Section 1115B.3 (Item 1) Toilet Facilities 1115B.3.1 Multiple-Accommodation Toilet Facilities Language permitting a clear space measuring 56 inches by 63 inches was repealed 31 Section 1115B.3 (Items 4.4, 4.5) Toilet Facilities 1115B.3.1 Multiple- Accommodation Toilet Facilities Item Repealed exemption for strike-side clearance requirements for standard compartment doors Item Requires maneuvering clearances at compartment doors to comply with the maneuvering requirements for doors. The space at a water closet compartment with an in-swinging door shall not be less than 48 inches 32

18 Section 1115B.4.7 Sinks Clear floor space on an accessible route extending a maximum of 19 inches underneath the sink Knee clearance 27 inches high by 30 inches wide by 19 inches deep under sinks Maximum counter or sink rim height of 34 inches Maximum sink depth of 6-1/2 inches Exposed hot water and drain pipes under sinks insulated or protected against contact No sharp or abrasive surfaces under sinks 35 Section 1116B Elevators and Special Access (Wheelchair) Lifts 1116B.4 Doors and Gates New provision Requires that lifts have low energy poweroperated doors or gates that remain open for 20 seconds minimum Exception is provided which permits manual doors or gates for lifts having doors or gates on opposite sides End doors shall be 32 inches, side doors will be 42 inches 36
19 Section 1117B.5 Signs and Identification 1117B.5.1 General Item 4 - Plan Review and Inspection Provides plan review and inspection procedures for signage when a permit is required for new construction and alterations Submit plans, specs, or other info indicating compliance to the enforcing agency for approval Enforcing agency required to conduct field inspection prior to issuing final certificate of occupancy B.6 Controls and Operating Mechanisms Item 5 Installation heights of electrical switches & receptacle outlets Item 5.1 Electrical Switches Relocated from the 2004 CA Electrical Code The center of the grip of the operating handle of controls or switches shall be 48 inches above the floor or working platform Item 5.2 Electrical Receptacle Outlets Relocated from the 2004 CA Electrical Code The center of electrical receptacle outlets on branch circuits of 30 amperes or less shall be installed not more than 48 inches nor less than 15 inches above the floor or working platform 38
20 Section 1117B.8 Fitting and Dressing Rooms Requirements were relocated from Section 1110B into this section because they are applicable to all occupancies, not just Group M occupancies 39 Section 1121B Transportation Facilities 1121B. General Sections added or relocated to this new section Applicable to bus stops and terminals, fixed facilities and stations, and airports 40
21 Section 1121B Transportation Facilities 1121B.2 Bus Stops and Terminals Bus stop pads shall have a minimum clear length of 96 inches measured from the curb or vehicle roadway edge, and a minimum clear width of 60 inches measured parallel to the vehicle roadway dimensions inadvertently reversed in 2001 CBC 41 Section 1127B Exterior Routes of Travel 1127B.5 Curb Ramps Item 1 General Prohibits the projection of built-up curb ramps into vehicular traffic lanes Item 5 - Beveled Lip Requirement for a 1/2 inch lip beveled at 45 degrees at the lower end of each curb ramp was repealed 42
22 Section 1127B Exterior Routes of Travel 1127B.5 Curb Ramps Item 7 - Detectable Warnings Requires detectable warning on every curb ramp Curb ramps shall have a detectable warning that extends the full width and depth of the curb ramp, excluding the flared sides, inside the grooved border 43 Section 1127B Exterior Routes of Travel 44
23 Section 1131B.2 Passenger Loading Zones Item 1 General Requires level vehicle standing spaces and access aisles Each passenger loading zone be identified by a reflectorized sign, complying with Sections 1117B.5.1 items 2 and 3, permanently posted immediately adjacent to and visible from the passenger drop-off or loading zone 45 Section 1133B General Accessibility for Entrances, Exits and Paths of Travel 1133B.4.2 (Stairways) Handrail Configuration 1133B Exception allowing an alternate method of termination when the handrail extension would project into the circulation area and create a hazard is now applicable to existing buildings and facilities only 1133B (Ramp) Handrails are required New language was added to clarify that an alternate method of termination when the handrail extension would create a hazard is applicable to existing buildings or facilities only 46
