5 Environmental Noise Assessment 92 Plains Road February 26, INTRODUCTION Novus Environmental Inc. (Novus) was retained by Chelton Developments Inc. to conduct an Environmental Noise Feasibility Assessment for the proposed mixed-use residential development located at 92 Plains Road East, in Burlington, Ontario. This noise study is to be used to support the Official Plan and Zoning By-law Amendment application for the proposed development. 1.1 Focus of Report In keeping with City of Burlington and Halton Region requirements, this report examines the potential for: Impacts of the environment on the proposed development; Impacts of the proposed development on the environment; and Impacts of the proposed development on itself. 1.2 Nature of the Subject Lands The subject property is located on the south side of Plains Road east, between Birchwood Avenue and Glenwood Avenue, as shown in Figure 1. The closest major intersection is Plains Road East and Waterdown Road, located west of the proposed development. The proposed development will consist of a four (4) storey structure, with residential units on the 2 nd through 4 th floors. The main floor will consist of commercial units, and a covered parking area. Private terraces are located along the east and west facades of the residential floors (2 nd through 4 th ). A public patio space is located at grade, along the west façade of the development. A copy of the site plan and floor plans are included in Appendix A. 1.3 Nature of the Surroundings The existing buildings surrounding the development are primarily two-storey single family homes to the east, south and west. Single-storey commercial uses are located on the north side of Plains Road East, with single family homes located beyond these properties. Novus Environmental 1

6 Environmental Noise Assessment 92 Plains Road February 26, 2016 Commercial uses are located further to the west, surrounding Waterdown Road. Industrial land, including the Aldreshot Rail Yard, King Paving and CBM Ready-Mix Plant, are located approximately 600 m to 700 m to the north-west and west. A Context Plan is shown in Figure 1. PART 1: IMPACTS OF THE ENVIRONMENT ON THE DEVELOPMENT In assessing potential impacts of the environment on the proposed development, the focus of this report is on the roadway noise impacts from Plains Road East. Highway 403 and the closest railway line are both located at distances greater than 500 m, and are not anticipated to impact the proposed development. A site visit was completed on February 10, 2016 to review existing stationary noise sources. The adjacent commercial properties were found to have insignificant contributions of noise on the proposed development, and have not been assessed. The surrounding Class 3 industries (Aldershot Rail Yard, the King Paving Asphalt Plant, and the CBM Ready-mix facility) are located greater than 600 m from the proposed development. Given the large separation distance and the number of intervening buildings (including noise sensitive residential homes), the noise impacts from these Class 3 facilities are not anticipated to be a concern and have not been assessed. No significant sources of vibration are located in the surrounding area. Therefore, a vibration assessment was not considered necessary. 2.0 Transportation Noise Impacts 2.1 Transportation Noise Sources Transportation noise sources with the potential to produce noise at the proposed development include Plains Road East only. As mentioned above, Highway 403 and the railway are located greater than 500 m from the development and are not anticipated to impact the development. Sound exposure levels at the development due to Plains Road East have been predicted, and this information has been used to identify façade, ventilation, and warning clause requirements. 7 Environmental Noise Assessment 92 Plains Road February 26, Surface Transportation Noise Criteria Ministry of the Environment Publication NPC-300 Noise Sensitive Developments Ministry of the Environment (MOE) Publication NPC-300 provides sound level criteria for noise sensitive developments. The applicable portions of NPC-300 are Part C Land Use Planning and the associated definitions outlined in Part A Background. Table 1 to Table 3 below summarize applicable surface transportation (road and rail) criteria limits. Location Specific Criteria Table 1 summarizes criteria in terms of energy equivalent sound exposure (Leq) levels for specific noise-sensitive locations. Both outdoor and indoor locations are identified, with the focus of outdoor areas being amenity spaces. Indoor criteria vary with sensitivity of the space. As a result, sleep areas have more stringent criteria than Living / Dining room space. Ventilation and Warning Clauses Table 2 summarizes requirements for ventilation where windows potentially would have to remain closed as a means of noise control. These requirements apply where the sound exposure levels found in Table 2 exceed the guideline limits in Table 1 for indoor spaces. Novus Environmental 3

8 Environmental Noise Assessment 92 Plains Road February 26, 2016 Despite the implementation of ventilation measures where required, some occupants may choose not to use the ventilation means provided, and as such, warning clauses advising future occupants of the potential excess over the Table 1 guideline limits are required. Warning Clauses also apply to the OLA where an excess of up to 5 dba over the 55 dba OLA limit is often acceptable to many, particularly in the context of an urban environment. Warning Clauses are discussed further in Section 2.6. Building Shell Requirements Table 3 provides Leq thresholds which, if exceeded, require the building shell and components (i.e., wall, windows) to be designed and selected accordingly to ensure that the Table 1 indoor location criteria are met. [2] Building component requirements are assessed separately for Road and Railway noise. The resultant sound isolation parameter is required to be combined to determine and overall acoustic parameter. In summary, roadway noise impacts are to be predicted at the plane-of-window for the proposed development. Providing the plane-of-window sound levels exceed the daytime and nighttime sound levels indicated in Table 3, the determination of the building façade components is required for meeting the indoor sound level criteria outlined in Table 1. In addition, the ventilation requirements and warning clauses are determined, as outlined in Table 2, based on the plane-of-window noise levels Halton Region The Halton Region guidelines include the Noise Abatement Guidelines Regional Official Plan Guidelines and the Land Use Compatibility Guidelines Regional Official Plan Guidelines, both dated dated June 18, In general, the Halton Region guidelines are consistent with the MOE NPC-300 guidelines. Therefore, the guidelines have not been reiterated. 2.3 Traffic Data and Future Projections Roadway Traffic Data Road traffic data was purchased from the Transportation Services Department of the City of Burlington. The projected 10-year future traffic volumes were determined based on a typical growth rate of 2% per year. Table 4 summarizes the road traffic volumes used in the analysis. A copy of the traffic data used can be found in Appendix B. Novus Environmental 5

[2] per default MOECC day/night split for regional roads [3] medium/heavy split based on historical City of Burlington data. 2.4 Projected Sound Levels Road traffic sound levels at the proposed development were predicted using MOECC s ORNAMENT algorithms, calculated with the STAMSON v5.04 road traffic noise model. A copy of the STAMSON modelling output files are included in Appendix B. Given the minimal absorptive grounds (grass, vegetation, etc.) between the development and Plains Road, reflective ground has been applied Façade Sound Levels Sound levels were predicted at two (2) locations, as follows: along the north façade, corresponding to the location of a bedroom, and along the side of the building, corresponding to the location of the living room space. The predicted roadway noise levels are summarized in the following table. Therefore, an assessment of building components is required for north façade sleeping quarters only. Novus Environmental 6

11 Environmental Noise Assessment 92 Plains Road February 26, Outdoor Living Areas Private terraces are located along the east and west facades of the proposed development. These terraces have been excluded from the assessment, since the MOECC minimum depth requirement of 4 m is not met. A patio space is located at grade, on the west side of the development. As this space is considered to be publicly accessible, it has not been included as an amenity space in this assessment. 2.5 Façade Recommendations An assessment of building components is required for the bedroom spaces along the north façade of the development. Two (2) bedrooms are located along the north façade, where the west bedroom (bedroom 1) has one (1) façade with glazing. The east bedroom (bedroom 2) has glazing included on both the north and east façade. Room, window and façade dimensions were determined from the current development drawings, included in Appendix A. The indoor sound levels and required Façade Sound Transmission Classes (STCs) were estimated using the procedures outlined in National Research Council Building Practice Note BPN-56. Details associated with the façade calculations are shown in Appendix C. A maximum rating of STC 24 was determined for the glazing on the north façade sleeping quarters, based on the room and façade dimensions. Therefore, windows conforming to the minimum structural requirements of the Ontario Building Code (STC 29 rating), are predicted to be adequate for all north façade sleeping quarters. No upgraded glazing is predicted to be required. 2.6 Ventilation and Warning Clause Requirements The requirements regarding warning clauses are summarized in Table 2. Where required, the Warning Clauses must be included in all agreements of purchase and sale or lease, and all rental agreements. Based on the predicted façade noise levels, the north façade units (facing Plains Road East) will require mandatory air conditioning and a Type D Warning Clause All other units will require forced air heating with a provision for air conditioning and a Type C Warning Clause. The Type D and C Warning Clauses are summarized below: Novus Environmental 7

12 Environmental Noise Assessment 92 Plains Road February 26, 2016 Type D Warning Clause This dwelling unit has been or will be fitted with a central air conditioning system which will enable occupants to keep windows closed if road and or air traffic noise interferes with the indoor activities. Type C Warning Clause This dwelling unit has been designed with the provision for adding central air conditioning at the occupant s discretion. Installation of central air conditioning by the occupant in low and medium density developments will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment. PART 2: IMPACTS OF THE DEVELOPMENT ON THE SURROUNDING AREA 3.0 Impacts of the Development Mechanical Systems on Surrounding Properties In terms of the noise environment of the area, it is expected that the project will have a negligible effect on the neighbouring properties. The traffic related to the proposed development will be small in relation to the traffic volumes within the area, and is not of concern with respect to noise impact. Other possible sources of noise associated with the development with potentially adverse impacts on the surrounding neighbourhood are emergency generators and mechanical roof-top equipment. This equipment is required to meet MOE Publication NPC-300 requirements at the closest off-site noise sensitive receptors. Given the high ambient sound levels in the area and the fact that the systems will be designed to ensure that the applicable noise guideline are met at on-site receptors, off-site impacts are not anticipated. Regardless, potential impacts should be assessed as part of the final building design. The criteria can be met at all surrounding and on-site receptors by the appropriate selection of mechanical equipment, by locating equipment with sufficient setback from noise sensitive locations, and by incorporating control measures (e.g., silencers) into the design. It is recommended the mechanical systems be reviewed by an acoustical professional prior to final selection of equipment. Novus Environmental 8

13 Environmental Noise Assessment 92 Plains Road February 26, 2016 PART 3: IMPACTS OF THE DEVELOPMENT ON ITSELF 4.0 Outdoor Noise Impacts from Development Mechanical Systems The building mechanical systems have not been designed at this time. Although no adverse impacts are expected, such equipment has the potential to result in noise impacts on residential spaces within the development. This equipment is required to meet MOE Publication NPC-300 requirements at the facades of the noise sensitive spaces within the development.. Therefore, the potential impacts should be assessed as part of the final building design. The criteria is expected to be met at all on-site receptors with the appropriate selection of mechanical equipment, by locating equipment to minimize noise impacts within the development, and by incorporating control measures (e.g., silencers) into the design. It is recommended the mechanical systems be reviewed by an acoustical professional prior to final selection of equipment. 5.0 CONUSIONS AND RECOMMENDATIONS The potential for noise impacts on and from the proposed development have been assessed. Impacts of the environment on the development, the development on itself, and the development on the surrounding area have been considered. Based on the results of the study, the following conclusions have been reached: 5.1 Transportation Noise An assessment of roadway noise impacts has been completed. Façade walls and windows are predicted to not require upgrades, as outlined in Section 2.5. Ventilation requirements are recommended as outlined in Section 2.6 and include the requirement for Air Conditioning for the units along the north façade of the development, and the Provision for Air Conditioning for all other units. Warning Clauses must be included in all agreements of purchase and sale or lease and all rental agreements for units along select façades, as outlined in Section 2.6 and summarized as follows: Novus Environmental 9

Installation of central air conditioning by the occupant in low and medium density developments will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the sound level limits of the Municipality and the Ministry of the Environment. 5.2 Industrial Stationary Noise A review was completed of the surrounding area, and observations were made regarding stationary noise. The existing commercial properties surrounding the development are considered to be insignificant contributors of noise, and have not been assessed. Stationary noise impacts from surrounding industries (Aldershot Rail Yard, King Paving Asphalt plant and CBM Ready-Mix facility) are located greater than 600 m from the proposed development. Given the large separation distance, and intervening buildings (including noise sensitive receptors), noise impacts are not anticipated and have not been assessed. 5.3 Overall Assessment Impacts of the environment on the proposed development can be adequately controlled without upgrades to the building construction, ventilation requirements and warning clauses detailed in Part 1 of this report. Impacts of the proposed development are predicted to meet the applicable guideline limits, and can be adequately controlled by following the design guidance outlined Part 2 of this report. As the mechanical systems have not been designed at the time of this assessment, the acoustical requirements above should be confirmed by an Acoustical Consultant as part of the final building design.
