1 CODE CONSOLIDATION PHASE II SUMMARY OF CHANGES Effective February 1, 2011, Ordinance s Revisions to Title 2 Administration 2.45 Land Use Advisory Commissions. Twelve individual LUAC chapters were consolidated into one proposed chapter to aid staff and serve citizens with consistent administration. This consolidation was recommended by PALS in a 2009 report to the County Council and was suggested by both the County Council and the Planning Commission during Phase I of the Code Consolidation process. Revisions to Title 17A - Construction and Infrastructure Regulations Site Development and Stormwater Drainage 17A Penalties and Enforcement. This section was deleted and replaced by consolidated language in Revisions to Title 17B - Construction and Infrastructure Regulations - Roads and Bridge Design and Construction Standards 17B Purpose. The purpose was updated to explain the reason for the standards and that the requirements are intended to provide for orderly review. 17B Applicability. The applicability section was amended to clarify when the requirements of the chapter apply to a project or development. 17B Exemptions. This new section was clarified to explain clearly when the requirements of this chapter do not apply, such as for mobile homes, maintenance and repair, forest practice activities and minor single family and commercial remodel projects. 17B Definitions. The definitions were updated and consolidated from other sections of the Title, and whenever possible, made consistent with definitions in Title B Driveway Approach Permit Required. This section was relocated from 17B B Gate Permits This new section explains when a gate permit is required. 17B Site Plan Review for Proposed Development. This section was relocated from section 17B B Public Roads This section was relocated from 17B Page 1 of 7
2 17B Private to Public Road Dedication This section has been relocated from 17B B Inspections, Right of Entry, Access This section was relocated from 17B B Access to Public Facilities This section was relocated from 17B B Owner s Organization Required to Perform Maintenance and Operation. This section was revised and relocated from 17B D, 17B E, 17B D, 17B E, 17B C, and17b d. This section is a consolidation of the maintenance and operation provisions of these sections. 17B Penalties and Enforcement. This section was changed so that a reference would be provided to the consolidated penalties and enforcement language in B Required Improvements. This new section represents a consolidation of road and frontage improvements currently contained in Title 18J and Title 17B. An applicant should be able to enter this table with their project type and understand what road and access infrastructure needs to be designed and built. 17B Driveway Approach Permit Required. This section was be relocated to section 17B B Lot Access Requirements. This new requires legal and physical access be provided from an existing lot to open county right-of-way for any new single family home. 17B Alternative to Lot Access Requirements. This new section allows new homes on an existing lot to install a fire sprinkler system in lieu of building an access per 17B B Shared Access Facility. The section was deleted and the requirements contained therein were placed in section 17B and the Road Design Manual. 17B Alleyway. The section was deleted and the requirements contained therein were placed in section 17B and the Road Design Manual. 17B Minimum Existing Offsite Private Road Requirements. This section was relocated from section 17B It was revised to also apply to commercial and industrial uses that propose access via a private road. Page 2 of 7
3 17B Minimum Existing Offsite Public Roadway Width Requirements for Proposed Development. This section was been relocated from section 17B B Traffic Impact Analysis Requirements for Proposed Development -Public Roads. This section was been relocated from section 17B Chapter 17B.30 Roads and Bridges This chapter was and the provisions contained therein were placed in Chapters 17B.10, 17B.20 and the Road Design Manual. 17B Public Roads. Paragraph A. County Roads ; paragraph B Dedicated, But Unopened, County Road Right-ofway ; and paragraph C Extending County Roads have been moved to section 17B Paragraph D Striping or Marking on County Roads is now located in Section 7-2 of the Road Design Manual. 17B Private Roads. The provisions of paragraph A Applicability ; paragraph B Private Roads ; paragraph C Private Road Easements ; D Private Road Maintenance ; E Owners Organization Required to Guarantee Maintenance ; F Gates ; G Obstruction In/Adjacent to Easements; and H Traffic Signs ; would be consolidated into sections 17B , 17B , 17B , 17B , 17B , and sections 2-2, and 7-1, and Appendix A of the Road Design Manual. 17B Private to Public Road Dedication. This section was relocated to 17B B Development Standards within the Urban Growth Boundary. This section was amended to remove street lighting design requirements which are covered in the Manual and to include the new Improvements Required Table located in Chapter 17B B Inspections, Right-of-entry, Access. This section was relocated to 17B B Minimum Existing Offsite Private Road Requirements. This section was amended to remove all gate standards which are included in the Road Design Manual, primarily in Appendix A. In addition some of the surfacing and roadway width requirements were amended to assure continuity with improvements that would be required on the project parcel(s). The remainder of this section was relocated to 17B B Minimum Existing Offsite Public Roadway Width Requirements for Proposed Developments. This section would be relocated to section 17B B Traffic Impact Analysis Requirements for Proposed Development Public Roads. Page 3 of 7
4 This section was amended to consolidate definitions into 17B and relocated to 17B B Site Plan Review for Proposed Development. This section was relocated into 17B B Access to Public Facilities This section was relocated into 17B B Obstructions in Public Road Right-of-Way, Easements or Tracts. This section provides for limitations on obstructions that may interfere with vehicular or pedestrian flow or traveling site distance and was relocated into 17B Manual on Design Guidelines and Specifications for Road and Bridge Construction in Pierce County (Appendix to 17B) Proposal is to repeal the current manual and replace in its entirety Alley and Shared Access Facility This section was modified to be consistent with Titles 18A and 18J and to clarify when such facilities are allowed Connectivity. This new section was consolidated language from each community plan dealing with connectivity. 2.2 Right-of-way and Easements. This section was amended to include local road minimum right-of-way widths Projects with Frontage on County Right-of-way. This new section provides guidance for when and how much right-of-way would be required for projects fronting on county roadways that do not meet minimum right-of-way widths. 3-4 Roadway Widening and Overlay. This new section establishes design parameters for the widening and overlay of roads. 4-4 Lane Widths. This new section includes a table on roadway design parameters based on the classification of the road Cul-de-sac Bulbs and Turnarounds. This section was amended to remove reference to small lot designed projects Turnarounds for Neighborhood Streets and Access Lanes. This new section provides an option for a turnaround as specified by the County Engineer Vertical Clearance. Page 4 of 7
5 This section provides a 16.5 vertical clearance standard for cul de sacs and vehicle turnarounds Obstructions in Public Road Right-of-way or Private Road. This section provides the limitations for obstructions within roads and sidewalks, information moved from Title 17B Grades. This section was amended to provide for design standards for landings at roadway intersections. 5-5 Gates. This new section addresses the design and construction of vehicular gates. Chapter 6 - Shared Access Facilities and Alleys This new chapter contains all the design criteria for shared access facilities and alleys that was located in sections 17B and 17B Walls This section was amended to clarify certain design criteria for retaining walls and rock walls. Chapter 8 Traffic Control and Lighting. This was changed from Chapter 7 to 8 and amended to clarify responsibility for installation and maintenance of signs. Appendix A - Gates. This new appendix provides all design standards related to the installation of gates, including key pads and islands, clear width requirements, gate height, traveled way, snow clearance, maintenance, application and submittal requirements, plans, and standard notes. Appendix B Glossary of Terms. Modifications were made to the following definitions: Access, Alley, Applicant, Driveway Approach, Easement, Passing Sight Distance, Proponent, Reconstruction, Road, Unopened Right-of-way, and Utility. New definitions would include: Auto Court Facility, Central Green Court Facility, Driveway, Driving Surface, Geometrics, Low Volume Road, Rehabilitation, and Restoration. Revisions to Title 18 General Provisions Definitions. Definitions for Alleyway, Shadow Platting, Shared Access Facility and Through Lot were modified to provide clarification and to ensure consistency between Title 13 Public Sanitary Sewer Facilities and Title 17B Construction and Infrastructure Regulations Road and Bridge Design and Construction Standards Compliance. Compliance language was deleted from the following chapters and would be consolidated into this one compliance section: Page 5 of 7

This Section was updated to reflect relocation of design relate items. 18A List of Zone Classifications. Public Institutional reference was be changed to Public Institution. 18A Urban Zone Classifications. Reference to the Gig Harbor Community Plan area was be removed from the Public Institution description because the zone applies to other areas of the County as well. Tables 18A , 18A , 18A , 18A , 18A , 18A Zone Classifications. Tables were changed to reflect a proposed change to the Crop Production levels which would eliminate Level 2 because it is covered by Level 1. 18A Density and Dimension. Footnote number 46 was amended throughout the Title to include LID projects for setback exceptions, in addition to the existing allowance for critical areas. Footnote 62 is amended to clarify that LID is required in RSR, and to provide a reference to the new LID section in 18J A Resource Use Category Description of Use Categories. Level 1 of Animal Production, Boarding, and Slaughtering was amended to allow for mobile slaughtering units under supervision of a USDA or WSDA inspector. Revisions to Title 18B Development Regulations Signs 18B Violations, Penalties and Compliance. This section was deleted and replaced with a reference to the consolidated compliance Chapter Revisions to Title 18J Development Standards, Design Standards and Guidelines 18J Applicability. 7 This section was modified to include an applicability statement for site development being done without an identified use, and exemptions found consistently among individual community plans. 18J Site Design. This new section provides topography amendment standards for project site design, consolidated from individual community plan chapters. 18J Off Street Parking, Pedestrian, Bus and Bicycle Facilities. This new section replaces Title 18A parking lot design standards and individual community plan sections that deal with parking lot and parking lot related design standards. 18J Low Impact Development. (Delete and Replace: Sidewalks, Curbs, Gutters and Streetlights ) This new Countywide section consolidated scattered code citations that relate to LID standards. Also included is a new exception for hybrid designs on sites that are incompatible with solely LID stormwater systems. 18J Outdoor Event Facilities. 18J Mobile Home Parks. 18J Recreational Vehicle Parks. 18J Construction and Contractor Facilities. 18J Outdoor Stockpiles. 18J Solid Waste Facilities. 18J Hazardous Waste Facilities. 18J Water Supply Facilities. 18J Telecommunication Towers and Wireless Facilities. These new sections replaced existing chapters in Title 18A. The move is a continued effort to locate all design related items to 18J, for consistency and to allow for the Site Plan Review (SPR) deviation process for design standards, rather than the Variance process which is set up for deviations to bulk standards. 18J.17 Small Lot Design. This chapter was amended to remove specific design criteria for roads, which is provided in Title 17B, specifically the Manual on Design Guidelines and Specifications for Road and Bridge Construction in Pierce County.
