Matthews Road Introduction: The HACSJ is seeking quotes from licensed and bonded C-33 Interior/Exterior Painting Contractors to provide and apply interior painting for the two Day Care Facilities located at the Artesi II & III Day Care Facilities located at 777 & 333 W. Matthews Road, in Stockton, CA. Due Date for Quotes: 3:00 P.M. Friday, 3/16/2012 Anticipated Start Date: March 2012 (Actual Date to Be Determined) Scope of Services and Materials: Provide and apply all painting necessary to include but not limited to interior walls, ceilings, doors, exposed rafters, etc. for the two day care facilities located at 777 & 333 Matthews Road, Stockton: 1. General Scope of Work: 1.1. Contractor shall furnish all labor, materials, paint, tools, equipment, transportation and supplies necessary to paint interior areas at the designated Day Care Facility sites in accordance with the specifications, provisions and conditions contained herein The work required under this specification includes the painting or refinishing of all surfaces specified Paint products used shall be professional grade semi-gloss enamel. Multiple paint colors might be used for the interior surfaces, with color selection to be made by the Housing Authority from color samples provided by the selected Contractor. 2. Delivery, Storage, and handling: 2.1. Contractor shall deliver materials to job site in new, original, and unopened containers bearing manufacturer's name, trade name, and label analysis Contractor shall be responsible for storage Contractor shall store paint products in accordance with the manufacturer's instructions Contractor shall be fully responsible at all times for securing any and all equipment and property belonging to the Contractor The Contractor shall confine the storage of any materials and/or equipment on site to the area designated by the HACSJ representative. 3. General Preparation and Painting Practices: Contractor shall: 3.1. Inspect surfaces to be finished to determine that the finish will satisfactorily adhere and perform as intended Remove existing loose scaling, peeling or cracking paint; scrape, wire brush sand paper smooth and feather surfaces smooth enough and/or texture to receive finish. (NOTE: NO SANDBLASTING)! Edges shall be feathered into sound adjoining surfaces and dust clean. Such treated surfaces are to receive paint preparation treatment (sealer, primer, etc.) and paint to cover surface Preparations, applications and workmanship shall be performed by Contractor in accordance with manufacturer's recommendations and applicable provisions of "Painting Specification Manual" by Painting and Decorating Contractors of America Protect glass, cabinetry, base, furniture, appliances, and finished surfaces adjacent to painted surfaces. 2 3.5. Prior to all surface preparation and painting operations, Contractor shall completely mask, remove or otherwise adequately protect all hardware, accessories, floor or other surfaces, plates, lighting fixture and similar items in contact with painted surfaces but not scheduled to receive paint Contractor shall be responsible for providing in-place, adequate, and clean cover and protection All over painted items of work shall be cleaned by Contractor to the satisfaction of the Housing Authority of the County of San Joaquin (HACSJ) Mask off all items subject to damage or over painting Putty or fill all nail holes, dimples, cracks, open joints, and other defects All walls shall be properly prepared and primed by Contractor to ensure full coverage of paint specified in scope of work. 4. Surface Preparation (All Surfaces): Contractor shall: 4.1. Clean all dirt, dust, grease, blistered paint, chipped, peeling, loose or scaling paint and all other foreign matter from wall, ceiling, drywall, masonry, and wood surfaces and any other surfaces to be repainted. Contractor shall not paint over unscraped, chipped, blistered, peeling paint or improperly prepared surfaces. Surfaces which cannot be adequately covered with one coat shall be painted with additional coat(s) and/or primer coat(s) at the discretion of the HACSJ representative Remove projecting nails, screws or hooks then fill all holes, cracks and defects. Patch cracks and holes, prime and paint all patched holes. Caulk all cracks around windows, doors, walls, etc., by using acrylic latex paintable caulk and by re-puttying at window sashes and painting where needed Remove any stickers or foreign objects from surfaces to be finished or painted Spot repair: In addition to priming bare new surfaces, be sure to feather-in repairs so that surface differences don t show through. Apply two coats to the entire area to lessen color variation Paint over mildew and dirt as follows: 4.6. Treat mildew on any surface with a solution of one part bleach to three parts water before you start painting. (Note: Always add water to the bucket first, and then carefully pour in the bleach. Wear eye and skin protection.) 4.7. Leave the bleach-and-water solution on the surface for 20 minutes, then rinse thoroughly Next, wash off mildew and any remaining dirt with a detergent solution. Let surface dry thoroughly Contractor shall apply all materials per manufactures specifications Paint all pantries, laundry or hall closets including top and bottom shelves including any cleaning or prep work as previously specified. 5. Interior Doors: 5.1. Contractor shall prepare and paint all interior doors at the designated Day Care facilities The contractor shall clean all soiled areas on doors, jambs, and trim Dents and scratches are to be filled to achieve smooth surface prior to painting. 6. Protection of Adjacent Areas, Light Fixtures, Windows, Doors, Furniture, Etc.: 6.1. Contractor shall provide protection to any area not to be painted by use of drop cloths, plastic, tape and best painting practice, and make immediate clean-up of any and all paint spills or splashes. 3 7. Coverage: 7.1. The reference "paint to cover" is defined as follows: If one (1) coat can properly cover, then it will be considered adequate If one (1) coat does not properly cover, then additional coats and/or a primer coat(s) shall be required, until the entire surface is covered and protected The HACSJ representative will be the sole judge of this requirement Painting preparation and paint application shall be carried out in accordance with the manufacturer's printed specifications. The awarded contractor should keep a copy of these specifications on the job site at all times Each coat shall be thoroughly dry before the application of the succeeding coat. 8. Paint and Paint Products: 8.1. All paint products used shall be of best quality "First Line", Low or No VOC s, contractor s grade or better quality, water based (non-production grade paint) semi-gloss sheen, or approved acceptable alternate. The HACSJ representative shall be the sole judge of alternate acceptability Paint and other similar surface coating materials containing more than 0.06 percent lead shall not be used The interior paint minimum specifications follow: Solvent Type Waterborne Low or No VOC s Resin Type Modified Co-polymer Finish Semi-Gloss Solids by weight % Weight per gallon lbs Pigment 33.0% (Prime 27.0 and 6.0 reinforcing pigment) Vehicle 67.0% (Modified co-polymer resins 20.0%, water and additives 45.0%) Film thickness 3.8 mils Wet, 1.5 mils Dry Coverage cubic feet per gallon Color (Walls) To be selected by Owner s Representative Color (Trim & Doors) To be selected by Owner s Representative 8.4. The HACSJ Project Manager or HACSJ authorized representative will approve color of paint before Contractor purchases the paint All paint colors shall be store or factory mixed in large enough batches so that dye lots are not changed on any one interior building surface. On-site mixing will not be allowed The Contractor shall notify the HACSJ Project Manager when the paint is scheduled for delivery to the job site. The paint shall be delivered in unopened containers for HACSJ inspection The HACSJ reserves the right to reject bids offering paint products which cannot meet the warranty conditions stated herein. Because of limited HACSJ storage space, inspection of paint may take place at the Contractor s location Color sampling will be required Mildewcide: M-1 Advanced Mildewcide liquid paint additive (AM 1.5B) or equivalent shall be included in the paint Product Compatibility: Contractor shall provide written approval from the manufacturer of replacement materials indicating its compatibility with the encapsulating material to be used. 4 8.11. Extra Paint: Upon the completion of the project, the Contractor shall furnish ten (10) gallons of paint in five-gallon containers before final payment will be made. Cost of this paint shall be included in the bid price. Contract Conditions: The following provisions are considered mandatory conditions of any contract award made by HACSJ pursuant to this QSP: Contract Form: The HACSJ will not execute a contract on the successful proposer's form. Contracts will only be executed on a form supplied by the HACSJ, and by submitting a quote proposal the successful proposer agrees to do so. However, the HACSJ will consider any contract clauses or Appendices that the proposer wishes to include. The failure of the HACSJ to include such clauses or Appendices does not give the successful proposer the right to refuse to execute the HACSJ's contract form. Compliance with Laws and Regulations: In performing all services, the Painting Contractor shall comply with all applicable federal, state, county, and city statutes, ordinances, and regulations. If such compliance is impossible for reasons beyond its control, the Painting Contractor shall immediately notify the HACSJ of that fact and the reasons therefore. Required Clauses: At a minimum, the attached "HACSJ Purchase Order Terms & Conditions" and form "HUD-5370EZ: General Contract Conditions for Small Construction/Development Contracts" will be applicable to any Purchase Order and/or Contract issued by the HACSJ. Assignment of Personnel: The HACSJ shall retain the right to demand and receive a change in personnel assigned to the work if the HACSJ believes that such change is in the best interest of the HACSJ and the completion of the contracted work. Contractor shall select and employ the replacement personnel. Unauthorized Sub-Contracting Prohibited: The successful proposer shall not assign any right, nor delegate any duty for the work proposed pursuant to this QSP (including, but not limited to, selling or transferring the contract) without the prior written consent of the HACSJ ED. Any purported assignment of interest or delegation of duty, without the prior written consent of the HACSJ ED shall be void. It may result in the cancellation of the contract with the HACSJ, or may result in the full or partial forfeiture of funds paid to the successful proposer as a result of the proposed contract; either as determined by the HACSJ ED. Labor Costs: This project is not subject to Prevailing Wage requirements. Licensing and Insurance Requirements: Prior to award (but not prior to submission of the proposal) the successful proposer will be required to provide: Proof of Licensing: The contractor shall have a valid C-33 Interior / Exterior Painting license and shall provide to the HACSJ copies of this and any other required current City, State and/or Federal licenses. Failure to maintain these licenses in a current status during the term(s) of this contract shall constitute a material breach thereof. Proof of Insurance: Contractor shall maintain throughout the course of any Contract resulting from this Request for Quotes for Small Purchase (QSP), at a minimum, Page 4 of 5

5 insurance coverages shown on the attached form HARRP Exhibit. Proof of such coverages must be presented to the HACSJ upon request. Quote Submittal: The Housing Authority is only requesting that this page and any additional documents referenced therein be submitted.
