1 Addendum Number 1 Request for Proposals No Various On-call Professional Design and Engineering Services To all prospective firms under specifications for Request for Proposals (RFP) No , Various On-call Professional Design and Engineering Services, which are to be received by the City of Rialto, California, by 3:00 P.M. on Thursday, September 15, 2016: This Addendum No. 1 addresses questions raised by potential bidders. Prospective firms shall acknowledge the following changes as part of their proposals: 1. Question: is it possible to get a list of the interested vendors so we can contact any of the respective firms? Answer: The City provides a list, constantly updated, of all of the firms who register to propose on this RFP. The list can be obtained by sending an to bidinfo@rialtoca.gov, and asking for a copy of the most current list. 2. Question: Is the person referred to in Attachment A, on page 14 of the RFP, a representative of the firm, or is that to be filled in by the City for the City staff who reviewed the proposal? Answer: Attachment A, Signature Authorization, is to be filled out by the proposing firm. 3. Question: Please clarify the direction provided on page 6 of the RFP: Qualified firms are invited to submit separate proposals in each or all of the following categories or disciplines of work: Please confirm that we are required to submit a separate proposal for each category or discipline and should not submit one proposal that combines or addresses multiple disciplines in one proposal. Answer: The City requires proposing firms to submit separate proposals for each category of on call work sought. For instance, should a firm wish to submit proposals for Architectural Design, and Engineering Design, those are two separate categories of work, and should be submitted as two complete and completely separate proposals. 4. Question: On page 4 of the RFP, under the heading 1. Purpose and Schedule, states that the selected Consultant agrees that it will not engage in any form of professional 335 W. 2 Request for Proposals No ; Various On-call Professional Design and Engineering Services Addendum No. 1 Page 2 engineering services within the City of Rialto, or represent any private developer, property owner or other party in any manner relating to private development within the City, when engaged on a project under this RFP with that developer or property owner, during the term of the agreement. In reference to this statement: - Please clarify if the selected Consultant is still able to provide services within the City of Rialto while providing services on this contract if the consultant s project is not related to the scope of the project under this contract? Are we banned from working on any and all projects within the City of Rialto? - Please clarify if the statement also extends to sub-consultant team members of the selected Consultant. - Does this clause also extend to our existing contracts that we have within the City of Rialto? - Can the City provide a list of projects with addresses and project boundaries under this On-Call Services contract, to allow us to perform a proper Conflict of Interest check? Answer: The City requires that prime consultants, and their sub consultants, if awarded a contract, do not enter into a conflict of interest, as defined under this RFP No The City does not consider a proposer as being under a conflict of interest, when that proposer represents a private party, doing business with the city, so long as the proposer is not working for the City in another capacity on the same project. 5. Question: What type of inspections are anticipated for construction management and inspection services; more specifically are soils and materials testing to be included under this section or under Geotechnical Studies? Answer: Inspection services will be as is commonly required for the various types of civil construction work such as may be identified in the City s CIP (see answer to Question No. 11 below). Proposers may choose to, or not to enlist in house or sub consultant services for soils and/or materials testing, as appropriate to their firm or team, and strategic approach to this RFP, either in the Construction Management and Inspection Services, or Geotechnical Studies categories of work. 6. Question: Under Geotechnical Studies, can you please clarify if other activities associated with geotechnical support includes soils compaction testing and materials testing or if this section is specifically for geotechnical studies only? Answer: The City is interested in receiving proposals from qualifying firms, for each of the nine specified categories of work, with such services covering a broadly defined spectrum of work that could occur under that discipline. 7. Question: Page 4, the second line of the bold text near the bottom of the page, refers to ten (10) categories of work. How many categories of work are within this RFP? Answer: there are only nine (9) categories or disciplines of work within this RFP. 335 W. Rialto Avenue, Rialto, California 92376

Question: On Page 10 of the RFP, text reads, Fees by consultant or sub consultants for inspection of private development shall be based upon the City s standard fee schedule, dated March 15, Can the City provide this schedule or a link to the City s site? Answer: Click on the following link: for access to the City s current roster of fees. 9. Question: Our firm is proposing for the Geotechnical Studies portion of the RFP. In Section 4. Proposal Requirements, Project Management and Quality Control, how much of these requirements apply to our services? Answer: It is up to each proposer to determine the level of effort that their firm or team will apply, and applicability of the components of the RFP, to each of the subject components the City wishes addressed in each proposal. 10. Question: For the Cost Proposal do you want the first year s rates with an adjustment for each of the three years or a fee which will be used for the 3 years? Answer: Per the text on pages 10 and 11 of the RFP, The City shall include a provision in the final agreement with the selected firm(s) for annual CPI adjustments of the hourly rates after the base three year period, covering contract years four and five, if exercised by the City, at the City s sole discretion. 11. Question: We would like a copy of the City s Capital Improvement Program, which it is assumed lists specific projects. The City s website only lists the CIP plan. Is a more current CIP available? Answer: The City s CIP can be found at the following link: Also attached, is a CIP list that represents a sampling of current city projects; this is the most current available. 12. Question: Item 4. Proposal Requirements, on page 8 of the RFP requires that each proponent submit a detailed work plan of a typical, complex project similar to those performed by the firm for other municipal clients. The proposal should identify and address the typical issues, problems and delays that may result in such project categories or disciplines of work, and discuss how the proponent resolves such issues, problems and delays in a timely and cost effective manner Does the City prefer that this work plan be placed within a specific section of the RFP?
