2 General building inspectorate approval Page 2 of 7 14 th June 2011 I GENERAL TERMS AND CONDITIONS 1 The general building inspectorate approval confirms the suitability or applicability of the approved product for the purposes of the regional building regulations. 2 In so far as the general building inspectorate demands special technical knowledge and experience on the part of the persons entrusted with the manufacture of construction products and types of construction in accordance with the regional building regulations based on section 17 subsection 5 MBO (German Model Building Regulations), such technical knowledge and experience must also be verifiable with the aid of equivalent documentation by member states of the European Union. This also applies, if appropriate, to equivalent documentation submitted in evidence within the scope of the agreement on the European Economic Area (EEA) or other bilateral agreements. 3 The general building inspectorate approval does not replace the approvals, permits and certification required by law for the execution of construction projects. 4 The general building inspectorate approval is issued without prejudice to the rights of third parties, in particular private property rights or patents. 5 The manufacturer and distributor of the approved product are required, without prejudice to other provisions in the special terms and conditions, to provide the user or applicator of the approved product with copies of the general building inspectorate approval and to point out that the general building inspectorate approval must be available at the point of application or use. The authorities involved must be provided with copies of the general building inspectorate approval on request. 6 The general building inspectorate approval must only be copied in its entirety. Extracts may only be published with the approval of the German Institute of Construction Engineering. Texts and drawings of advertising material must not contradict the general building inspectorate approval. Translations of the general building inspectorate approval must be marked Translation of the German original not checked by the German Institute of Construction Engineering. 7 The general building inspectorate approval is revocable. The terms and conditions of the general building inspectorate approval may be supplemented or amended at a later date, particularly if new technical insights make this necessary.
3 General building inspectorate approval Page 3 of 7 14 th June 2011 II SPECIAL TERMS AND CONDITIONS 1 Approved product and scope of application The general building inspectorate approvals covers the application of the external thermal insulation composite (ETIC) system pheno in accordance with European Technical Approval ETA-11/0038 dated The ETIC system is flame-resistant. The ETIC system may be used on masonry and concrete with or without rendering or on firmly attached ceramic cladding. The permissible construction height for this application is determined by the stability survey unless relevant regional/national fire prevention regulations indicate that lower construction heights must be adhered to. The ETIC system must not be used to bridge expansion joints in the outer wall surfaces (e.g. joints in the outer surface of panel constructions where sandwich panels are used). Expansion joints between parts of the building must be incorporated in the ETIC system with the aid of expansion profiles. 2 Regulations for the building products 2.1 Properties and composition The ETIC system must consist of the components as detailed in appendix 2 of this general building inspectorate approval, and also comply with the specifications of European Technical Approval ETA-11/0038, unless otherwise specified below. Accessories, such as baserails, edging and joint profiles, must be made at least of normally flammable construction materials. 3 Regulations for design and dimensioning 3.1 General information Only the components mentioned in section 2.1 (see also appendix 2) may be used for the ETIC system, also taking section 4 and the appendices into account. The anchors specified in section 3.2 must only be installed flush with the surface and only in the approved substrate in compliance with the relevant ETA for those anchors. The edge spacings and centre-to-centre distances stipulated in the ETA for anchors must be observed. 3.2 Proof of static stability ETIC system, mechanically fixed and with additional bonding mortar The proof of static stability for the area of application relating to the ETIC system mentioned in section 1 of this general building inspectorate approval and in the version specified in section 4 for buildings exposed to wind pressure w e (wind suction load) has been provided as part of the approval procedure. The wind loads are derived from DIN For the maximum permissible stress on the anchors in relation to the anchoring base (wall) please refer to the approval for the anchors. Any restrictions on use stipulated in the approvals for anchors must be complied with. Appendix 3 applies with regard to the minimum number of anchors required, while appendix A of DIN applies to the arrangement of the anchors; alternatively the required number of anchors may be determined in accordance with sections 3.2.a to c. 1 DIN 55699: Installation of external thermal insulation composite systems

N R, ETIC system ) according to the insulation material, the insulation thickness and the anchor disc diameter. A category II rated value applies to insulation boards where a limit value of λ Limit has been determined within the scope of establishing proof of conformity on the basis of general building inspectorate approval. Thermal resistance of R = 0.02 (m 2 K) / W may be assumed for the bonding mortar and rendering system as a whole. The reduction in thermal insulation resulting from the thermal bridge effect of the anchors must be taken into account as set out in appendix 4. DIN applies with regard to proof of climate-related moisture protection. For the s d values of the specified rendering systems please refer to appendix 4 to this general building inspectorate approval. In certain weather conditions that occur in winter and depending on the thermal insulation of the bearing wall construction, the fixings may leave a temporary mark on the surface of the rendering. This is due to differences in the formation of melting water or frost between these areas and the rest of the wall. When drawing up detailed plans for interfaces with and penetrations of the ETIC system, care should be taken to ensure that the design exludes thermal bridges in so far as this is possible. 3.4 Sound insulation Proof of sound insulation (protection against external noise) must be provided in accordance with DIN For proof of sound insulation the theoretical value of the weighted sound reduction index R w,r of the wall construction (solid wall with ETIC system) must be determined on the basis of the following equation: 2 DIN V 4108: Thermal protection and energy saving in buildings, part 4: Rated values relating to heat and moisture protection
6 General building inspectorate approval Page 6 of 7 14 th June 2011 R w,r = R w,r,o + R w,r where R w,r,d Theoretical value of the weighted sound reduction index of the solid wall without ETIC system, determined in accordance with supplement 1 to DIN 4109: R w,r Correction value A value of -6 db is to be applied as the correction value R w,r. 3.5 Fire protection The ETIC system is flame-resistant. 4 Regulations concerning application/installation 4.1 Build-up The ETIC system must be installed in accordance with the following requirements and as specified in appendices 1 and 2, as well as in accordance with the planning requirements (see section 3). The temperature must not fall below +5 o C during installation/application and hardening; lower temperatures down to freezing point are possible provided that the manufacturer s application/installation guidelines allow such temperatures. 4.2 Requirements relating to the applicant and the contractor The applicant is required to inform all those entrusted with the design and installation of the ETIC system about the special terms and conditions of this general building inspectorate approval and any further details necessary to ensure the proper execution of this type of installation. This must be confirmed by the contractor in accordance with appendix 5 (information for the builder-owner). 4.3 Incoming goods inspection of the building products The ETIC system and its components must be subjected to an incoming goods inspection on site (construction site). This must include checking that the components comply with the regulations of this general building inspectorate approval (section 2.1). In particular, care must be taken to ensure that the thermal insulation materials are in keeping with the planner s specifications (see section 3). 4.4 Substrate General information The surface of the wall must be even, dry and free from grease and dust. The permanent compatibility of any existing coatings with the bonding mortar must be tested by a qualified person ETIC system, mechanically fixed with anchors and additional adhesive mortar The substrate (wall) must be sufficiently load-bearing for anchors to be inserted. Where substrates consist of masonry to DIN 1053 without rendering, or of concrete to DIN 1045 without rendering, it can usually be assumed that they are sufficiently strong without additional proof being required. Any unevenness up to 2 cm/m may be bridged; any unevenness greater than this must be levelled out by mechanical means or made good using a render in accordance with DIN EN Bonding mortars Bonding mortars (see appendix 2) must be mixed in accordance with the manufacturer s instruction and applied wet to the insulation boards in the quantities detailed in appendix 2. 3 DIN 4109: Noise protection in construction engineering: requirements and proof
7 General building inspectorate approval Page 7 of 7 14 th June Attaching the insulation boards General information Bonding Damaged insulation boards must not be installed. The insulation boards must be accurately placed to bond (vertical joints staggered). There must not be any open joints between the boards. Unavoidable gaps must be closed with equivalent insulation materials. Holes and gaps up to 5 mm wide may be sealed with flame-resistant joint-filling foam. The joints must be kept free of bonding mortar. To avoid creating thermal bridges, the edges must not be coated or contaminated. The insulation boards must be either fully or partially (at least 40 %) bonded to the substrate as set out in DIN 55699, table 1. If using the bead method, at least 60 % of the area must be covered with beads of mortar; the beads of bonding mortar must not be more than 10 cm apart. The insulation boards must be offered up to the fresh adhesive bed, floated into position and firmly pressed against the substrate without delay, and within 10 minutes at the latest Anchoring In addition to being fixed by bonding mortar, i.e. adhesive (see section 4.6.2), the insulation boards must be fixed in position with anchors that have a disc diameter of at least 60 mm. Please refer to section 3.2 for the permissible types of anchor as well as the number of anchors to be inserted. 4.7 Applying the base-coat and top-coat renders A base-coat render as detailed in appendix 2 must be applied to the outer face of the insulation boards. The reinforcement mesh must be embedded in the base-coat render in accordance with section 6.6 of DIN Mesh joints must overlap by approx. 10 cm. A suitable bonding agent (see appendix 2) may be applied to the base-coat render before the top-coat render is applied. This is designed to prevent any base-coat render later being visible through the top-coat render and also to prevent moisture being drawn too rapidly from the top-coat render into the base-coat render. Once the base-coat render has hardened and any bonding agent been applied, the top-coat render must be prepared in accordance with the manufacturer s instructions and applied at the thickness stipulated in appendix Other information A wall base profile must be fixed in position as the lower limit of the ETIC system unless there is a projecting plinth or a transition to wall base insulation. Installation in a spray-water area (H approx. 300 mm) requires special measures. The window sills must be fitted so that they are rain-proof, e.g. with the aid of U profiles that are incorporated in the rendering without expansion being hindered. The upper edge of the ETIC system must be covered to provide protection against the influences of the weather. Any ETIC system variations that deviate from the requirements of this general approval by the building inspectorate need to be assessed in each individual case and may require additional evidence of compliance.
