1 2010 FLORIDA BUILDING CODE ONE HOUR ON-LINE COURSE ADVANCED BUILDING CODE ( On Line and Instructor Led ) ADCOX GROUP, INC. This course is definitely not a complete detailed overview. It is suggested each contractor or individual review the 2010 Florida Building Code in its entirety. The Florida Building Code is the responsibility of the Florida Department of Business and Professional Regulation. This on- line or instructor led course will discuss briefly changes relevant only to the Florida Building Code, Building, Residential, and Existing Building. Please note only a portion of the total number of code changes are covered in this one hour on line or instructor led course. PLEASE NOTE THE FOLLOWING: THE FLORIDA BUILDING CODE IS MODIFIED TO SOME EXTEND EACH YEAR. BASED ON THIS, IT IS STONGLY SUGGESTED THAT EACH CONTACTOR VISIT THE WEBSITE EVERY MONTH ( SEE ADDRESS BELOW ) AND REVIEW THE BUILDING CODE SECTION AS WELL AS THE "HOT TOPICS" SECTIONS NOTED IN THE BAR AT THE TOP OF THE WEBSITE PAGE. THIS WILL ALLOW AN INDIVIDUAL TO KEEP UP WITH CURRENT APPROVED CHANGES AND/OR PENDING CHANGES. THE WEB SITE ADDRESS IS: History The State of Florida first mandated statewide building codes during the 1970s at the beginning of the modern construction boom. The first law required all municipalities and counties to adopt and enforce one of the four state-recognized model codes known as the state minimum building codes. During the early 1990s Hurricane Andrew, together with the increasing complexity of building construction regulation in vastly changed markets, led to a comprehensive review of the state building code system. The study revealed that building code adoption and enforcement was inconsistent throughout the state and those local codes thought to be the strongest proved inadequate when tested by major hurricane events. The consequences of the building codes system failure were devastation to lives and economies and a statewide property insurance crisis. The response was a reform of the state building 1

2 Scope The Florida Building Code is based on national model building codes and national consensus standards which are amended where necessary for Florida s specific needs. The code incorporates all building construction-related regulations for public and private buildings in the State of Florida other than those specifically exempted by Section , Florida Statutes. It has been harmonized with the Florida Fire Prevention Code, which is developed and maintained by the Department of Financial Services, Office of the State Fire Marshal, to establish unified and consistent standards. State and local codes adopted and incorporated into the code include the Florida Energy Efficiency Code for Building Construction, the Florida Accessibility Code for Building Construction and special hurricane protection standards for the high-velocity hurricane zone. The code is composed of seven main volumes: the Florida Building Code, Building, which also includes Chapter 13 (energy efficiency) and Chapter 11 (accessibility) as well as state regulations for licensed facilities; the Florida Building Code, Plumbing; the Florida Building Code, Mechanical; the Florida Building Code, Fuel Gas; the Florida Existing Building Code; the Florida Building Code, Test Protocols for High-Velocity Hurricane Zones and the Florida Building Code, Residential. Chapter 27 of the Florida Building Code, Building, adopts the National Electrical Code, NFPA 70, by reference. Chapter 33 of the Florida Building Code, Residential adopts the National Electrical Code Requirements for One- and Two-Family Dwellings, NFPA 70A, by reference. Under certain strictly defined conditions, local governments may amend requirements to be more stringent than the code. All local amendments to the Florida Building Code must be adopted by local ordinance and reported to the Florida Building Commission then posted on the web site in Legislative format for a month before being enforced. Local amendments to the Florida Building Code and the Florida Fire Prevention Code may be obtained from the Florida Building Commission web site, or from the Florida Department of Business and Professional Regulation. Adoption and Maintenance The Florida Building Code is adopted and updated with new editions triennially by the Florida Building Commission. It is amended annually to incorporate interpretations, clarifications and to update standards. Minimum requirements for permitting, plans review and inspections are established by the Code, and local jurisdictions may adopt additional administrative requirements that are more stringent FLORIDA BUILDING CODE BUILDING Highlight of important changes in the 2010 Florida Building Code, Building Note: Text highlighted in blue represent Florida specific changes. Chapter 3: Use and Occupancy Classification adds new definitions for Ambulatory health care facilities, and Clinic outpatient Require public and private colleges and universities to comply with Section Classifies Adult care facility as Group R-3 regardless of the number of people being accommodated Classification of several residential uses through the inclusion of specific allowances for small transient uses, live/work units, and small residential care facilities. Chapter 4: Special Details Requirements Extends the applications of covered mall buildings to similar facilities that do not have a roof cover , Reduce the required open space around a covered mall building Requires emergency responder radio for high-rise buildings High-rise more than 420 feet in height must now provide an additional exit stairway Require luminous for identifying egress in high-rise as per

Several recognized sizing calculation methods for existing buildings are available from HVAC equipment manufacturers and ACCA accredited software that are subject to approval by the code official. 2. Per Section of the FBC-EB, original systems installed on buildings constructed under the 1993 Energy Code or later have already been sized for the building and, without changes to the building, may be assumed to have been sized per code. 3. If a copy of a previous sizing calculation is provided, it is deemed to meet code. Duct insulation levels Matched indoor/outdoor units Duct testing RENOVATIONS 1,5,7 Commercial/Residential: This provision does not apply to partial replacement of equipment (i.e. where the air distribution system is not independent to the partial replacement of equipment). An HVAC system includes all components connected by a joint air distribution system. Residential: Section requires ducts located in attics or on roofs to be insulated to a minimum of R-8. Load sizing or duct inspection is not required Residential Replacement or extension of an existing air distribution system is not required to be tested. Pool filtration pumps 6 If cost of job exceeds 30% of assessed value of pool structure, meet Sec requirements If cost of job does not exceed 30% of assessed value of pool structure, does not have to meet Energy Code requirements. In general, Florida law trumps what s in the code. Florida law has been incorporated into the FBC-Energy Conservation in Table

Section , Florida Statutes, Applicability, states: This part shall apply to all new and renovated buildings in the state, except exempted buildings, for which building permits are obtained after March 15, 1979, and to the installation or replacement of building systems and components with new products for which thermal efficiency standards are set by the Florida Energy Efficiency Code for Building Construction. [NOTE: 2 clauses] 2. Section of the FBC-Energy Conservation, states: Thermal efficiency standards are set for the following building systems where new products are installed or replaced in existing building and for which a permit must be obtained. New products shall meet the minimum efficiencies allowed by this code for the following systems: Heating, ventilating or air conditioning systems; Service water or pool heating systems; Electrical systems and motors; Lighting systems. 3. Section 202 of the FBC-EC defines HVAC SYSTEM as The equipment, distribution systems, and terminals that provide, either collectively or individually, the processes of heating, ventilating, or air conditioning to a building or portion of a building. It further defines a SYSTEM as A combination of equipment and auxiliary devices (e.g., controls, accessories, interconnecting means, and terminal elements) by which energy is transformed so it performs a specific function such as HVAC, service water heating, or lighting. Commercial buildings where the system is comprised of multiple air handlers, chillers, evaporators and/or condensers do not constitute replacement of the building system with new products unless the whole system is replaced. 4. Sec.101.5, FBC-Existing Building, provides the following exception for repairs and alterations: Subject to the approval of the code official, alterations complying with the laws in existence at the time building or the affected portion of the building was built shall be considered in compliance with the provisions of this code unless the building is undergoing more than a limited structural alteration. 5. Sec , Florida Statutes, defines RENOVATED BUILDING as a residential or nonresidential building undergoing alteration that varies or changes insulation, HVAC systems, water heating systems, or exterior envelope conditions, provided the estimated cost of renovation exceeds 30 percent of the assessed value of the structure. Section 202 of the FBC-Energy Conservation, further clarifies that the cost shall be cumulative over a 1 year period. 6. Pool filtration pumps are not a pool heating system. 7. An existing building or portion thereof may not be altered such that the building becomes less energy efficient than its existing condition. 8. FORM Ducts & AHU installed substantially leak free per Section Test by Class 1 BERS rater required.
