9 Example of Rebate Determination Commercial In this example there are two sidewalk sections shown in the red cross-hatched areas that do not meet City requirements and are in need of repair. The larger sidewalk section measures 80ft x 12ft and contains two tree wells. The smaller sidewalk section measures 10ft x 14ft and contains one tree well. A City Arborist has determined that two tree removals and 10 lineal feet of root pruning are required at this location. There are also two utility boxes in the sidewalk that will need replacement. The estimate to perform the construction necessary to bring the sidewalk into compliance with City requirements is calculated as follows: Item Unit Potential Rebate Unit Price Sidewalk Remove and Replace Square Foot 7.00 Quantity Potential Rebate Subtotal $ 1028 $ 7, Utility Pullbox Remove and Replace Each $ $ Tree Root Pruning Lineal Foot $ $ Tree Remove and Replace Each $ $ 1, Total = $ 8,799.00* * This calculated offer has exceeded the cap for a non-residential property. Learn about FAQs, sample Cost Estimates Know the Program before you agree to work with a Contractor Submit a MyLA311 Service Request or call 311, Bureau of Engineering District Offices, or Council Offices Provide necessary property ownership paperwork for ownership confirmation If eligible, City representative will visit site, determine scope, and generate potential offer Applicant must accept or decline offer within 14 days Applicant can call City Inspector at to discuss with inspector Must have A, C-8, C-12, or C-61:D-06 license Apply for permits associated with your Rebate scope through the Rebate Program link. No need to go to public counter. All permits are no fee Call for Inspection under the correct A-Permit number and prior to commencing work at Visit bca.lacity.org and select "obtain an inspector" Construction Trees Inspection Issue Rebate The applicant has 90 days to complete construction. The entire sidewalk fronting your property MUST BE ADA Compliant to receive a Rebate. Tree Root Pruning, Removals, and Replacements are the responsibility of the applicant Applicants are required to plant one tree for every tree removed Call for Final Inspection City will verify work is compliant and issue Rebate Certificate of compliance will be recorded and warranties issued 10

11 Adopted Ordinance Amending Section of the City s Municipal Code Effective January 16, 2017 Establishes Sidewalk Fix and Release Program Establishes Certificate of Sidewalk Compliance to property owner once sidewalk is ADA compliant Authorizes Rebate Program Authorizes Warranty Program 20 years for residential properties 5 years for commercial properties Authorizes Notice of Non Compliance 11

12 Assessment Guidelines Pedestrian Access Route Requirements Surface must be stable, firm and slip resistant, free of offsets (tripping hazards ¼ max) and the route detectable Running-slopes and cross-slopes must follow requirements (8.33%, 5%, and 2%). In most cases less is better with a minimum 1% to shed water Ped Access Routes should drain to street no standing puddles of water Width must be acceptable (5.0 standard 4.0 back of driveway) and should avoid pinch points and or drastic changes in direction Elevation differences should transition smooth (no trips) and follow slope guidelines allowing required safe harbor areas prior to grade changes Gaps must be less than ½ -orientated perpendicular to path of travel Structures such as above ground facilities must be detectable and not have rough or dangerous edges or hazards Signage and overhead obstructions must be proper height 12

16 Assessment Guidelines Tripping Hazards, Grade Changes, and Openings/ Gaps ADAAG 4.3.6, and ADDAG Vertical changes in level of ¼ inch high max permitted Grates not to have opening(s) greater than ½ inch wide Openings should be PERPENDICULAR to path of travel Parkways, planters, and tree wells may create a drop hazard 16

Plan S-440-4, S-420-2, S Driveways must have clear passable sidewalk across 4 Q width at 2% crossslope Depressed driveways must remain 2% cross-slope and flares not to exceed 8.33% (5% preferred) Alley Intersections are either Depressed or Non-Depressed Commercial Alley Intersection Signals, Signs, and Truncated Domes must be installed and a 5 X 5 safe zone present 17
