3 What is Every Day Counts? EDC was launched in 2010 It is FHWA s effort to provide National leadership in the quest to meet the transportation demands of the 21st Century. The Purpose is to identify and deploy innovation aimed at shortening project delivery, enhancing the safety of our roadways, and improving environmental sustainability

4 What is Every Day Counts? It has a finite number of initiatives Performance measure developed Implementation teams formed with federal, state, local and industry partners

5 Why Every Day Counts? Doing more with less with new technology and research Moving research into practice Common platform for consistency across the country Don t duplicate research

6 Benefits of Every Day Counts? These innovations offer benefits such as enhanced safety during construction and throughout the life of the project; better quality, so that highways and bridges last longer and require less maintenance; and less impact on the driving public during construction Every state transportation agency has applied one or more of the technologies, and many are now widely used

10 Warm Mix Asphalt Allows producers of hot mix asphalt to lower their mixing temperature Reduces costs because 30-35% less fuel is required

11 Warm Mix Asphalt Research - Final construction project (US 61 near New Orleans) completed fall 2012 LTRC is in the final stages of evaluating the research data They feel all indications will show the WMA should perform as well, if not better than conventional HMA They anticipate only a few minor changes may be proposed to the current specifications

12 Shoulder Wedge Safety Edge tapers the edge of the roadway pavement degrees to allow drivers who drift off highways to return to the pavement safely and helps eliminate the problem of vertical drop-offs This is the optimal angle for recovery Helps even the lighter cars which are more vulnerable Even at higher speeds it allows a safe recovery

13 Shoulder Wedge Memorandum from DOTD Chief Engineer and Chief of Operations to DOTD designers to incorporate Shoulder Wedge in construction plans on all projects where applicable sent February 21, 2011 DOTD is monitoring the crash history

14 Shoulder Wedge The Safety Edge for has been applied to pavements in all 50 states, Puerto Rico, and the District of Columbia and in each Federal Lands Highway office.

15 Shortening Project Delivery Toolkit Planning and environmental linkages Legal sufficiency enhancements Expanding the use of programmatic agreements Use of in-lieu fee and mitigation banking Clarifying the scope of preliminary design Flexibilities in right-of-way Flexibilities in utility accommodation and relocation Enhanced technical assistance on delayed EISs

16 Planning and Environmental Linkages (PEL) Decision making early in the planning stage that considers environmental, community and economic goals and carries them through the project development, design and construction The Stage 0, environmental and MPO checklists were updated with the PEL language and are being used on all projects

17 Expanding Programmatic Agreements In May 2012 the Corps hired staff to fill the funded position

18 Clarifying the Scope of Preliminary Design Identifies the amount of design work allowable under current law prior to NEPA completion

19 Clarifying the Scope of Preliminary Design Categorical Exclusion DOTD Environmental Section determines that a preliminary CE is required and notifies PM Preliminary design begins 60% Preliminary Plans submitted to the Environmental Section with a request to initiate the environmental process Environmental Section notifies PM when CE is complete Final Design commences
