3 Arlington Independent School District CSP Amos & Atherton Elementary Schools Renovations Project Pre-Proposal Conference Wednesday, April 19, AM Atherton Elementary 2001 Overbrook Dr., Arlington, TX Questions & Answers Q: Is there a goal for the HUB? A: We do not a particular goal set. The District is looking for value in the work being done. However, 20-22% has been the trend of the 2014 bond projects. Q: Will you be sending out an addendum or do we pick it up? A: Yes, we will be sending out an addendum. All bid information and addendums are posted on our website. Q: Will this job need to be finished in the summer or outside of school hours? A: This is a 12-month job. It will be handled during school time; AISD will coordinate work schedules with contractor during the school year that will minimize the impact of disruption of school. Scheduling will take in to consideration the phasing plans in reference to rotating the spaces. Q: When is project expected to start? A: Expectation is to start July 1. Q: Are there any spaces that need to be completed before the start of school? A: Not necessarily. Would like to have security vestibule, but will work as a team with the Contractor. This is a 12-month project. Q: Do you want a full-time superintendent on both schools? A: We want somebody responsible. Superintendent at one location; assistant at another is acceptable. Must have Arlington ISD badge; badges from other Districts are not acceptable. It is a supervision issue. Must have badge to be on job site. Q: On the chiller schedules: is it an alternate or part of the base bid? A: It is part of the base bid.

EFI Global, Inc. (EFI) has completed a pre-renovation asbestos survey in support of the Bond Program s planned renovation activities at Amos Elementary School located at 3100 Daniel Drive in Arlington, Texas. EFI was engaged to perform this survey by acceptance of our proposal dated March 30, It is our understanding that the subject areas of the facility (as referenced above) are scheduled for renovations. Sampling was limited to those existing accessible suspect finishes and building components anticipated to be disturbed during the renovation activities as described in Perkins + Will Architect s Scope of Work and depicted on their drawings (Sheets A04-02 and A43-01), dated March 17, 2017, as provided to EFI by AISD. Sampling of roofing components, including flashings and built-up roofing, or roof mounted HVAC systems will be forwarded under separate cover. The purpose of this survey was to identify any asbestos-containing materials that may be present and are anticipated to be disturbed. The survey was performed to comply with regulations issued by the U.S. Environmental Protection Agency (NESHAP regulations, 40 CFR 61 (M)), and the Texas Asbestos Health Protection Rules (25 TAC to ). These regulations generally require that, prior to any construction, renovation, or demolition, the area where the work is to be performed shall be inspected by a properly trained and licensed individual for the presence of asbestos-containing materials that may be disturbed during the work.

EFI collected a total of 96 samples of suspect building materials from thirty-one distinct homogeneous areas during our site visit. Six of the samples analyzed were found to contain greater than 1% asbestos. A summary of the analyses, and statements of accreditation and procedures used in the analyses, are presented in Appendix I.

7 AISD Amos Elementary April 14, 2017 Bond Program EFI Project No Pre-Renovation Asbestos Survey Page 3 The following materials were determined to contain greater than one percent asbestos: gypsum wallboard system with vinyl wallcovering was found to contain 3% chrysotile asbestos; gypsum wallboard system with joint compound and texture (eggshell) was found to contain 3% chrysotile asbestos; 2 x 4 Lay-in ceiling tiles with pinholes and large fissures was found to contain 2% chrysotile asbestos; cementitious wallboard panels were found to contain 20% chrysotile asbestos; mortar associated with 4 porcelain wall tile was determined to contain 2% chrysotile asbestos; and gypsum wallboard systems with joint compound and texture (orange peel) was found to contain 3% chrysotile asbestos. The Texas Department of State Health Services requires the removal of these materials by a licensed asbestos contractor under the oversight of an asbestos consultant prior to renovation of the structure. This report is intended to comply with the EPA s NESHAP regulations and TDSHS's regulations concerning identification of ACM prior to renovation activities, and is intended to be used for purposes of acquiring a demolition permit as required under Section 13 of Article a of Vernon s Texas Civil Statutes. It is not intended to fully comply with EPA's AHERA regulations (40 CFR 763 (E)), which address asbestos identification and management requirements for schools grades K through 12. EFI Global, Inc. (EFI) has completed a pre-renovation asbestos survey in support of the Bond Program s planned renovation activities at Atherton Elementary School located at 2101 Overbrook Drive in Arlington, Texas. EFI was engaged to perform this survey by acceptance of our proposal dated March 27, It is our understanding that the subject areas of the facility (as referenced above) are scheduled for renovations. Sampling was limited to those existing accessible suspect finishes and building components anticipated to be disturbed during the renovation activities as described in Perkins + Will Architect s Scope of Work and depicted on their drawings (Sheets A04-02 and A43-01), dated March 17, 2017, as provided to EFI by AISD. Sampling of roofing components, including flashings and built-up roofing, or roof mounted HVAC systems will be forwarded under separate cover. The purpose of this survey was to identify any asbestos-containing materials that may be present and are anticipated to be disturbed. The survey was performed to comply with regulations issued by the U.S. Environmental Protection Agency (NESHAP regulations, 40 CFR 61 (M)), and the Texas Asbestos Health Protection Rules (25 TAC to ). These regulations generally require that, prior to any construction, renovation, or demolition, the area where the work is to be performed shall be inspected by a properly trained and licensed individual for the presence of asbestos-containing materials that may be disturbed during the work.

One of the samples analyzed was found to contain greater than 1% asbestos. A summary of the analyses, and statements of accreditation and procedures used in the analyses, are presented in Appendix I. The following material was determined to contain greater than one percent asbestos: Gray window glazing at the storefront window in the reception area was found to contain 3% chrysotile asbestos. The Texas Department of State Health Services requires the removal of these materials by a licensed asbestos contractor under the oversight of an asbestos consultant prior to renovation of the structure.

20 AISD Atherton Elementary April 10, 2017 Bond Program EFI Project No Pre-Renovation Asbestos Survey Page 3 Resilient floor tile and other resinously bound materials, when analyzed by the EPA method, may actually contain higher percentages of asbestos than those detected or yield false negative results because of limitations in separating closely bound fibers and in detecting fibers of small length and diameter. When additional information is required, we recommend utilizing alternative methods of analysis, including transmission electron microscopy (TEM). However, to the best of our knowledge, there are no current Texas regulatory requirements regarding the use of TEM analysis to identify asbestos in suspect resinously bound materials. This report is intended to comply with the EPA s NESHAP regulations and TDSHS's regulations concerning identification of ACM prior to renovation activities, and is intended to be used for purposes of acquiring a demolition permit as required under Section 13 of Article a of Vernon s Texas Civil Statutes. It is not intended to fully comply with EPA's AHERA regulations (40 CFR 763 (E)), which address asbestos identification and management requirements for schools grades K through 12.
