4 How to Use This Guide As an owner of residential property in Radisson, you are required to maintain and use your property in accordance with the covenants and to obtain approval from the Architectural Standards Committee (ASC) prior to making a change to the exterior of your home. This guide is designed to assist homeowners in planning and making those changes. This Guide is divided into three general categories: 1. Introduction 2. How to make an application 3. Making exterior changes to your home Introduction to Radisson When you purchased your Radisson home, you became a member of the Radisson Community Association, Inc. (RCA). Each property in Radisson is subject to the Radisson Declaration of Protective Covenants, Conditions and Restrictions (Radisson Declaration), which is a part of your property deed and is filed with the Onondaga County Clerk s Office. The Radisson Declaration sets forth the covenants, rules, and restrictions for the Radisson Community. This legal document forms a partnership between each property owner and the Radisson Community Association. An equal part of this partnership is a shared responsibility and obligation to maintain the goals and purposes and uphold the basic tenets set forth in the Radisson Declaration. The RCA is formed as a New York State not-for-profit Corporation and is responsible for carrying out the provisions of the Radisson Declaration. Radisson is a Planned Unit Development (PUD) and is made up of a variety of housing styles, architectural designs, densities, sizes and price ranges. Yet, there are common threads that are present, which is the result of the Developer s influence in the design and concept of the community. Radisson is unique in its commitment to preservation of basic architectural standards, which provide the basis for architectural design decisions. These standards are summarized in this booklet. This booklet is intended to outline the community standards put in place to: Uphold property values. Maintain the aesthetic appeal, high standards, and environmental excellence of each neighborhood and property. Preserve the community s overall architectural design, quality, and integrity. Provide homeowners clear guidance concerning the architectural standards and property use restrictions of the 3

5 community. Describe procedures for homeowners to follow when submitting applications for architectural design modifications. Architectural Standards Committee The Architectural Standards Committee (ASC) is formed and organized to review and administer architectural design and property use issues. The committee also has the responsibility of establishing policy that pertains to architectural standards and property use matters. The ASC consists of seven volunteers and an architect. Each member of the ASC is appointed by the Radisson Board of Directors. Members of the ASC use the basic principles of architectural and environmental design, not their personal likes and dislikes, when reviewing architectural design applications. As fellow homeowners, they serve on your behalf to maintain, preserve, and enhance the architectural standards and quality of the community as a whole. The ASC acts independently from the Radisson Board of Directors. The Committee adopts or promulgates rules, regulations, and policy statements and will, as required, make findings, determinations, rulings and orders. Application Process When An Application Is Required: Any exterior addition, modification or alteration to a home or lot (excluding minor landscaping) in Radisson requires approval from the ASC prior to beginning work. If you are unsure if you need to submit an application for your project please call the Architectural Standards Department at or the Committee at asc@radissoncommunity.org. Applications: ASC application forms are available from the RCA office and at When completing an application, please fill in all information requested and include drawings (if required). The ASC may, at its discretion, reject applications that are incomplete or inaccurate. Application Submittals To The ASC Purpose: Submittals, as described below, are required to allow the ASC to comprehend the exact nature and extent of the proposed work. Design review is intended to regulate size, location, appearance, and materials of proposed improvements. To accomplish this, the ASC requires submittals that may exceed the level of information required 4

6 by the Town for building permits. Submittal requirements may also exceed the level of information that a builder or manufacturer normally provides to the applicant. The applicant should advise the builder or manufacturer of Radisson s requirements so that they may provide necessary information in a timely manner. General Requirements: Drawings- Must be drawn to scale and are required for any proposed addition. Drawings should include the outline of the existing house with its windows, doors, etc., so that their relationship to the proposed addition can be reviewed. Property Survey- Show the proposed addition/improvement as it relates to the existing house. Provide distances from the addition or improvement to the nearest property lines. To assist you with this item, you may be able to obtain a copy of your survey from the RCA Office. Please refer to page 62 to see examples of surveys showing proposed projects. Floor Plan- (for decks and additions only) scale should be 1/4 =1. This is a view from above looking straight down on your proposed work. It requires dimensions that are adequate to depict the exact size and shape of what you propose. It must include doors, windows, steps (stairs), railings, etc., all that is necessary to give a complete picture of your proposal (see page 63). Elevations- Scale is to be 1/4 =1. These drawings are to depict the proposed work as though you are standing at a distance and looking straight at the structure. There should be at least two (2) elevations; one viewing the main portion of the structure and the other viewing the remaining side (usually the one depicting the most information). These elevations must show sizes (heights and widths), and types of any materials that may be visible upon completion such as windows, doors, chimneys, deck supports, railings, steps (stairs), roof slopes, shutters, etc. (see page 64). Colors- Provide exterior colors. Please submit color chips/swatches for any new proposed colors. Product Brochure Information- Provide detailed product brochure information showing the proposed product or items to be installed. 5

7 Please show dimensions, color, design, and style for the proposed item(s). Color Photographs- The committee requests color photographs to help them get the full perspective of the location where your proposed project will take place. Blueprints- The RCA Office has most architectural drawings for homes built in the community. One can acquire copies which should be very helpful in preparing an application. This will be particularly true where it becomes necessary for you to show how your proposed work affects the existing building (ie: relocation of existing windows, doors, and tieins to existing eaves and roof lines). Completeness and Accuracy Required: Submittals prepared for consideration by the ASC need to be complete and accurate. Submittals for design review must include drawings (if required) prepared as described in each section of these standards. Site plans and drawings of structures, houses, or other improvements shall be drawn to a scale. Color chips must accompany applications that require a color sample. Manufacturer s literature may be required for changes in exterior materials or products. The ASC may, at its discretion, reject applications that are incomplete or inaccurate. Design and Drawing Assistance: Buildings and additions require accurate construction drawings for design review and approval. Owners who cannot draw adequate plans or cannot obtain them from their contractor, should obtain design and/or drawing assistance from professionals. This includes architects, home designers and engineers. Depending on the nature of your project, you may also be required to file with the Town of Lysander for a Building Permit. ASC Reliance on Submitted Information: The ASC bases its review of each application on the graphic and written information presented. Due to time constraints, the ASC review of applications occurs without personal presentations by the applicants. Therefore, it is incumbent upon the applicant to provide sufficient and accurate information to the ASC to obtain proper consideration. Submittals Not Returned: All drawings, site plans, etc. submitted become the property of the Radisson Community Association and will not be returned. Submittals are kept on file for a record of approved 6

8 designs. Therefore, submitted drawings should be copies of originals, not the originals themselves. Construction Changes: All construction must be completed in accordance with the application and the plans as approved. Applicants requesting design change approvals should consult with the ASC to determine if additional plans and specifications are required. ASC Review Process Design Criteria Review Meetings: The schedule for meeting dates is available online at at the RCA office, or call the office at The committee meets once a month from November through March and twice a month from April through October. Meeting locations are posted in the community calendar which is available for viewing on our website or in the Reflection s newsletter. At that time, the ASC will review applications. To be included in the agenda, applications must be submitted to the RCA office no later than 9am the day of the scheduled meeting. Allow up to ten days after the meeting for a response from the ASC. You should submit for approval four weeks prior to your anticipated need for approval (to start work) in order to provide time for re-submittal in case your request is pended. If you would like to speak to the ASC please contact the Architectural Standards Department to be scheduled for the meeting agenda (please call the RCA office at ). Radisson is a planned community with a reputation for architectural excellence and quality. Radisson s residential neighborhoods exemplify the finest in community development and housing design by blending architectural harmony and compatibility. At the same time Radisson offers architectural diversity by designing each neighborhood so that it has its own distinct character. Each house in a neighborhood is designed with a common architectural style. This style is basic to each neighborhood s appeal and distinction. Examples of this are: housing style (contemporary, traditional, transitional, etc.), color scheme, window style, siding, roofing, etc. Property owners who plan to make an exterior modification must consider the existing design home as well as their neighbors. The ASC can provide architectural design advice as part of your planning process. When evaluating and making decisions regarding exterior modifications to a property, the ASC will apply certain general principles. These 7

9 principles are explained below. Harmony pertains to the relationship and characteristics of existing structures to the neighborhood and to the proposed changes to the existing property. What may be acceptable in one neighborhood or property, may not work architecturally in another. Harmony is evaluated in relationship to design compatibility. Compatibility is defined as an agreeable relationship, and in some instances, actual continuity of architectural style, mass, proportions, rhythm, scale, quality of design, materials, color, and design details. These are further defined as follows: Mass- the visual relationship and comparison of the architectural elements of various sizes, one to another as well as the surrounding environment. Proportion- the relationship of height to length to width, structure to space and the entire structure and parts compared to the whole. Rhythm- the regular and/or the irregular occurrence of architectural and landscaping elements as they occur in and define a design. Scale- the visual effect of architectural and landscape elements of differing size, one to another, and the immediate environment. Colors and materials- includes siding, trim, doors, windows, gutters, downspouts, roofing, and all other architectural elements that must relate harmoniously with the existing structures within the neighborhood and in context with the environment. Location And Impact On Neighbors: The ASC will evaluate all architectural design applications as to the potential impact on the neighborhood. While each solution may vary as to degree this principle can be applied, the ASC will do its best to balance the desires of the applicant with that of the neighborhood. Applicants should include in their planning such things as topography, the existing character and style of the surrounding homes (colonial, contemporary, Tudor, etc.) landscaping, drainage, view, privacy, and access. It is also the responsibility of all property owners to locate and correctly identify their final surveyed property boundaries, easements and setbacks, and to abide by any restrictions. 8

10 Property Setbacks Application Results Any construction project that changes the existing structure s distance to the property line is subject to setback requirements. Some property surveys note setback requirements for the lot. When there are no setbacks noted on the property survey, the minimum setbacks are twenty (20) feet for front and rear yard and ten (10) feet for side yards. Any variance must be approved by the ASC. An application is approved when notice is given to the applicant in writing by the ASC or its designated representative. No verbal approvals are given. The ASC must make a decision to approve or deny within 60 days of submission. If after 60 days no approval or denial has been made, the application is deemed approved by the ASC. The ASC will issue one of these four decisions: Approved : means approved as submitted. Approved with Contingency : means approved only if stated contingencies are met. Pended : means application is not approved for construction and requires more information before a decision can be made. Denied : means not approved for construction. Reasons for disapproval will be given in writing. The ASC may also provide suggestions for revisions but does not provide design solutions. A disapproval action requires a re-submittal by the applicant for review before any approvals can be given. Appeals Appeals to the ASC: Should an application be denied, and the applicant feels that the submittal was misinterpreted or that there are extenuating circumstances which should qualify them for an exception from the requirements, they may complete an ASC Appeal Request form (will be supplied to applicant for any denied application). The ASC Appeal Request form must be returned to the RCA office ten days after notice of denial and the appeal will be reviewed at the next regularly scheduled meeting. 9

11 ASC Window Signs Completion Of Construction Once your project is approved a Radisson Approved window sign will be issued to you. This window sign must be placed in a window that can be seen from the street during the duration of your project. Once your project is complete please return the window sign to the RCA office. This will notify the ASC that your project is complete. Six Month Completion Deadline: All residential modifications must be completed within six months of ASC approval. If the project is not completed within six months of the approval, the approval will expire and the application must be resubmitted for approval. The ASC will grant one additional 6 month extension; please notify the Architectural Standards Administrator at if you would like to file for an extension. Final Inspections: Upon completion of construction, a final inspection, by the ASC Administrator, will be made to determine if all requirements of the initial approval and verify the standards have been met. Based on a satisfactory final inspection, an ASC letter will be issued to the applicant indicating the project meets the Standards set forth by the ASC. Should a project not be built to the initial approval, the owner will be notified by the ASC. The owner is then required to notify the ASC how the project will be modified to conform to the approved application as submitted. Workmanship: All approved construction, regulated by these Standards, is subject to the quality of the completed workmanship being consistent (at a minimum) with the quality of workmanship found generally in the community. Poor workmanship will result in the construction being judged not-in-compliance. Safety: The responsibility for safety and compliance with required building and industry codes rests with the property owner. The ASC s approval is based solely on aesthetics and the architectural design merits of the project. It does not represent any endorsement, approval, or official position regarding safety or required building codes by the ASC or the RCA. Violations How are violations found or reported? Upon request by sellers, the RCA staff performs inspections to disclose violations upon transfer of property ownership as 10

12 required by the Radisson Declaration. The RCA staff conducts routine neighborhood inspections on a periodic basis. The RCA staff also performs inspections as a result of complaints from members. Resolving Violations RCA staff will begin a series of communications (usually in a letter) with the property owner to inform the owner about the violation(s), open a dialogue about potential remedies and follow through until the matter is resolved. See Section 4.0 of the Radisson Use and Maintenance Covenants for the complete process of the RCA/ASC Violation Abatement/Fine Policy. Consequences if a property owner does not successfully resolve a violation If the violation is not corrected, the Architectural Standards Committee will refer the violation to the Radisson Board of Directors, which may include legal action through the RCA s attorney. 11

13 Additions Objective/Goal General Considerations Property Setbacks Size & Location To visually integrate an addition or alteration with the existing house and the neighborhood through the consistent and complementary use of colors, materials, architectural elements. Major construction additions/alterations can have an impact on neighboring properties. The design and planning of a project must address the architectural principles mentioned earlier in this Guide. Typically, these projects include, but are not limited to, adding or making an exterior change to a room, garage, roof, deck, porches, sunrooms, etc. Any construction project that changes the existing structure s distance to the property line is subject to setback requirements. Some property surveys note setback requirements for the lot. When there are no setbacks noted on the property survey, the minimum setbacks are twenty (20) feet for front and rear yard and ten (10) feet for side yards. Any variance must be approved by the ASC. a. The architectural design, character, form, scale and proportion of all additions, alterations, structures and improvements must be harmonious with the design and character of the existing house, adjacent houses, and structures. b. The location of any structure shall not impair the views or amount of sunlight and natural ventilation to adjacent properties. Design The addition/alteration should repeat significant architectural elements such as roof lines, trim details, materials, door and window openings, and colors already existing on the house. a. Roof shingles must match those existing on the main dwelling for all additions/alterations. 12

14 b. New windows and doors must match the design/color/type used in the rest of the house and will be located in a manner which will relate well to the location of exterior openings in the existing house for all additions/alterations. Landscaping Location and design of the addition should minimize any tree removal or alteration of significant existing landscaping. Tree removal requires an application and approval prior to the removal of the tree (see page 39). a. Changes in grade or other conditions which affect drainage must be indicated in the application. Application to Use following with your application General Property survey- Provide a copy of your property survey showing the existing house, associated elements, and property lines. Also show the proposed alteration or addition (to scale). Provide dimensions of the proposed addition and include dimensions from the closest part of proposed structure to the property line. Drawings- Complete elevation drawings, accurate and to scale, showing the existing house and the proposed alteration/addition. Photographs- Provide photographs of existing structure/lot and area for proposed addition. Materials & colors- List of all exterior materials, with samples of proposed colors. Product brochure information- Catalog photographs of light fixtures, windows, etc. Suggestions: Submit in Two Phases It may be helpful to submit in two phases. The ASC s review and discussion with you of preliminary plans may provide useful guidance in developing an approvable final design, saving time and money in the long run. 13

15 Dig Safely New York Construction Materials Please remember to call Dig Safely. New York ( ) prior to beginning construction to arrange for all utility lines to be located and flagged. For more information, visit Construction materials must be stored to minimize adverse views from neighboring properties. Excess materials should be removed immediately after construction is completed. Address Numbers Objective/Goal Design To communicate house address to the general public and to first responders while integrating number style and design with the architecture of the home. Number size is to be between four (4) and eight (8) inches high. Temporary (sticker style) numbers are not permitted. Air Conditioners (Window Units) Objective/Goal Location Duration of Use To locate air conditioners so as to minimize their visual and acoustical impact on neighboring properties and protect Radisson s environmental integrity. Individual window air conditioning units may only be installed in windows on the side plane or rear plane of the house except for bedroom window locations. Window units may be in place between April 1 and November 1. Application is not required for removable window air conditioner units. 14

16 Air Conditioners (Thru-wall Units) Application is required for all thru-wall units. Location Application to Use following with your application Individual thru-wall air conditioning units are permitted and preferred to be located on the side plane or rear plane of the house. General Drawings- Include drawings of where the unit will be located. Indicate dimensions from grade and nearest corner to proposed unit where it will be installed. Photographs- Provide overall photograph of the side of the home where the unit will be installed. Materials- Provide a detailed list of materials that may be incorporated with the project. Air Conditioners (Ground Mounted) Location Location Specifications Screening Conduit/wiring/ refrigerant lines The location of ground mounted air conditioners should be carefully planned. Where possible, you should avoid locations that are visible from the street. Ground mounted air conditioning units may be installed only on the side plane or rear plane of the house. They may not be installed on the front plane of the house. Ground mounted air conditioning units should be located at least 10 feet from property lines. Exceptions to the 10 foot property line setback will be approved on a case by case basis. All ground mounted equipment must be screened from view of the street and neighbors with plantings or other approved screening. Proposed location for conduit and wiring shall be noted on a drawing showing where any external conduit, wiring, or refrigerant lines will be installed on the exterior of the home. All exterior lines attached to the house shall be painted to match the color they are 15

17 attached to. Application to Use following with your application General Property survey- Provide a copy of your site plan showing equipment location and dimension from proposed equipment to property lines. Draw any vegetation or other screening, existing or proposed, on the property survey. Product brochure information- Include information about the dimensions and color from the brochure. Also provide the spec sheet for the proposed unit. Photographs- Provide overall photographs of the front and side of the home, and the proposed location where the unit will be installed. Antennas & Satellite Dishes Objective Goal To locate satellite dishes and antennas, and their support structures, so as to minimize their appearance from streets and neighboring properties. The following antennas are permitted by the Telecommunications Act: A. A dish antenna that is one meter (39.37 inches) or less in diameter and is designed to receive direct broadcast satellite service, including direct-to-home satellite service, or to receive or transmit fixed wireless signals via satellite. B. An antenna that is one meter or less in diameter or diagonal measurement and is designed to receive video programming services via broadband radio service (wireless cable) or to receive or transmit fixed wireless signals other than via satellite. C. An antenna that is designed to receive local television broadcast signals. 16

18 When selecting a location for an antenna or dish, please locate them in such a manner that minimizes their view from the street. Location Preferred locations (application not required) for antenna and satellite dishes are: 1. Any location where the not visible from the street. 2. Attached to the rear of the house. 3. Attached to the side of the house. 4. On the rear roof plane of the house, not visible from the street. 5. Attached to the back side of a chimney chase. 6. Mounted on the ground in the rear yard (portion of property behind home). 7. Mounted on the ground, in the side yard (portion of property on the sides of the home). If you cannot receive a signal in a preferred location, as explained above, you will be required to submit an application and receive approval for the proposed location. If installing a satellite dish, have your installer provide a statement in writing indicating your proposed location is the only location on your property where a signal may be obtained. The Telecommunications Act of 1996 prohibits a community association from establishing requirements that would unreasonably delay installation, increase installation costs or impair service. If the ASC determines that a non-preferred location was selected for other reasons, it has the right to challenge the location. Application to Use following with your application General (see Location above to determine if you need an application.) Property survey- Provide a copy of your property survey showing the proposed equipment location. Product brochure information- Include catalog photograph of the equipment with specifications, including dimensions. Photographs- Provide photographs of proposed location for the equipment. 17

19 Ground/pole mounting- If mounting to a pole on the ground, describe the material and height from grade of pole and top of equipment. Installer statement- If the proposed equipment location is not in a preferred location, as explained above, include a statement from the installer indicating the proposed location is the only location where a signal can be obtained. Awnings Objective/Goal Location Design Application to Use following with your application To select the design and color of the awning so that it is harmonious with, and enhances, the architecture and the overall appearance of the house and neighborhood. The only awnings that are permitted are the retractable awnings designed and manufactured to cover decks, patios, or terraces. Window awnings are not permitted. They may only be located on the side or rear of the home. Only solid colors are permitted and the color/size of the awning must be compatible with the house. General Property survey- Provide a copy of your property survey showing the proposed location for the awning. Product brochure information- Include catalog photograph of the awning, with specifications including dimensions and information about the frame system. Colors- Provide a sample of the proposed awning material and color, and information about other exterior colors and materials on the house. Photographs- Provide photographs of proposed location for the awning. Location- A drawing or photograph with the proposed location of the awning shown on the drawing or drawn on the photograph. 18

20 Removal The ASC will require the frame system be removed when the awning is removed. Basketball Setups (permanent) Objective/Goal Location Design Application to Use following with your application To select, locate, and install basketball backboards so as to minimize the impact of their appearance and use on neighboring properties. Pole must be located a minimum of 10 feet from any side or rear lot lines. Pole must be located a minimum of 10 feet from the road. Backboards may not be affixed to the house. The appearance of the pole and backboard (their colors, materials, and dimensions) should be appropriate for the residential setting. Pole pads (if used) shall be dark colored and graphics shall be minimal; approval for pole pads is done on a case-by-case basis due to different styles available from manufacturers. Setups may not include lighting fixtures affixed to the pole or backboard. No court markings may be painted on the playing surface. General Property survey- Show proposed basketball setup location with dimension from proposed pole to nearest side property line. Also provide a dimension from the house to the pole. Product brochure information- Include catalog photograph of the basketball setup, with specifications including dimensions and information about the product. Location- Provide a photograph showing the proposed location of the basketball setup. Basketball Setups (portable) Portable basketball hoops do not require approval. They must be 10 feet or more from the street and neighboring property lines. 19

21 Clotheslines- Clotheslines or similar apparatus are not permitted in Radisson. Compost Objective/Goal Appearance Capacity Location Landscaping & Screening Application to Use following with your application To select and locate compost bins to minimize the impact of their appearance and use on neighboring properties. The compost bin must be a self-contained, pre-constructed unit made of durable plastic in a dark or muted earth tone color. Open compost piles are not permitted. Shall be no more than 27 cubic feet, with a maximum height of 3 feet. The bin shall be no closer than 10 feet to neighboring properties. Must be screened from neighboring properties (residential or common area) with plantings or other approved screening. General Property survey- Indicate the exact location of the compost bin; include dimensions to all property lines and the house. Specify how the bin will be screened and indicate any vegetation or other screening, existing or proposed. Product brochure information- Include catalog photograph of the compost bin, with specifications including dimensions and capacity size. Management Compost bin must be responsibly managed and maintained so that it is not a nuisance to neighboring properties. Improper maintenance may result in a violation and removal of the compost bin from the property may be required. 20

Decks must be located in rear and/or side yards. Decks should be no closer than 10 feet to any property lines. Requests for decks located less than 10 feet to a property line will be reviewed on a case-by-case basis for approval. Wood decks may be left to age naturally or may be stained/painted to complement the color scheme of the house. The color must be stated in the application and approved by the ASC. Railing style should conform to one of the three Radisson deck railing designs (see page 67). Alternative styles (whether constructed of wood, composite, vinyl or other materials) must be approved by the ASC Committee and be compatible with decking, colors, and architecture of the home, and surrounding neighborhood. Other types of material may be considered for use. They will be reviewed on a case-by-case basis. They must be compatible with the decking, colors of the home, and architecture of home and neighborhood. See Privacy Wall on page 48. The open area surrounding the underside of decks may be enclosed with lattice, skirting, or landscaping. Skirting for decks for which any part is over 24 inches above grade will be individually reviewed and additional landscaping may be required. 21

23 Recommended Footing Depth Application to Use following with your application 48 inch deep footings are recommended for all decks Decks. (Application is required for all new decks and modifications to existing decks, including changing of material.) Property survey- Show the proposed location of the deck and stairs, dimensions of the deck, and provide the dimensions from the closest part of proposed deck to the neighboring property lines. Drawings- Provide a plan drawing and elevation drawing of the deck drawn to scale. Include dimensions and locations for railings and stairs. (See page 63 for an example). Provide two elevation drawings of the proposed deck. distance from grade to the top of the proposed decking boards (floor of the deck). See page 64 for an example. Decking materials- Specify material of decking and stair (if any). If using material other than natural wood, provide brochure information indicating color. Railing style & material- Specify material of railings. Indicate one of the three Radisson railing styles if constructed of wood (See page 67). If constructed of material other than natural wood, provide brochure information indicating color and design. If you will be painting or staining the deck please provide a color chip for the proposed color, including manufacturer and color name. Stairs - Indicate dimensions of the treads, risers, and total length of the stairs. Photographs - Provide photographs of proposed location for the deck or existing deck. Dock & Bulkheads Objective/Goal To design and locate a dock or bulkhead so as to be harmonious with the waterway and mitigate the impact of its presence or use upon neighboring properties. 22

24 Any property that abuts upon any lake, stream, creek, brook, canal, or other waterway, shall be subject to the following additional restrictions: No wharf, pier, dock, bulkhead, barge, piling, float or other structure shall be built or maintained upon any waterfront site without the specific written approval of the Architectural Standards Committee. For railing guidelines refer to decks, page 21. For illustrations refer to page 67. Application to Use following with your application General Property survey- Show the proposed location of the dock/bulkhead and stairs, dimensions of the dock/bulkhead, and provide the dimensions from the closest part of proposed dock/bulkhead to the neighboring property lines. Photographs- Provide overall photographs of the location of the dock or bulkhead. Drawings- Include an elevation drawing of the dock and bulkhead with all related elements (drawn to scale). Permits- Attach all approved State/Federal permits with application. Dog Houses & Dog Runs-Dog Houses and Dog Runs are not permitted. Doors- Pedestrian or Garage (for sliding glass doors/french doors, see page 60) Objective/Goal For new doors or replacements for existing doors, the selection and installation shall be compatible in style and character with the 23

Exterior Pedestrian Doors (door designed for people entering a building) Application to Use following with your application Style must be consistent with the architecture of the house. Exterior door material may consist of wood, fiberglass/composite, or steel. The door may contain glass but, the type and design of the glass must be consistent with the architecture of the house. Exterior door color for main entrance door may be an accent color, color of home, or trim color. Other exterior doors that are viewable from the street may match the front door color, siding color, or trim color. Doors Product brochure information- Include catalog photograph of the proposed door. Also include information and specifications including: dimensions, material, glass design, and color. Photographs- Provide overall photograph of the front of the home where the door will be installed. Also include other photographs of door location if installation is not on the front of the home. Replacement door - For a replacement door, provide photograph of existing door to be replaced. New door- Installing a new door to your home, where a door did not previously exist, provide photograph of overall elevation of home where door will be located. Include elevation drawings of house facade showing the location and appearance of the proposed door on the house. Overhead Garage Doors It is recommended that replacement of a garage door should be similar in appearance to the existing door. Contemporary homes require a door without any design (flat/flush panel door). Flat/flush panel doors may be used on most homes throughout the community. Colonial style homes may be approved for a raised panel door. Transitional style home will be reviewed on a case-by-case basis to determine if the proposed overhead garage door is acceptable. Garage door color must exactly match the trim or siding color of your home. 24

Door-Storm/Screen Objective/Goal Front Entrance Storm Door To render the storm/screen door as visually unobtrusive as possible. To select a storm/screen door whose design and color are harmonious with the architecture of the house. Storm doors/screen doors must be full light style (full view). Door design shall be plain in design. Partial light doors are not to be used for front entrance locations. Security style doors are not permitted. 25

Driveways Objective/Goal To design and locate driveways so as to mitigate the impact of their appearance and use on neighboring properties and the natural 26

Location Extensions & Alterations Size The configuration and location of the proposed parking area should be chosen so that the paved area, and its use, will not adversely affect adjacent property or drainage, and so that no significant vegetation will be removed for its construction. Extensions or changes to the existing area or configuration of the driveway closer than six (6) feet to property lines will be reviewed on a case-by-case basis. The size of the paved area must be in proportion to the size of the lot and the available space, to minimize the loss of green space on the property and in the neighborhood. Extensions and additions to driveways will be considered when a thorough investigation of the impact on adjoining property is completed. Driveway additions must be constructed using the same material as the existing driveway. Asphalt: All driveways must have a top coat of asphalt installed within thirty-six (36) months of initial occupancy of a new home. Application and approval is required for the initial asphalt driveway if it is not installed before initial occupancy. Application and ASC approval is not required when applying an additional layer of asphalt (top coat) to an existing driveway, assuming the use of the same material as existing and no change in dimensions. Application is required when a driveway must be dug out and reinstalled. Brick Paver: Brick paver color must be compatible with the color of the home and with any existing brick paver walkways. Paver size/patterns must be submitted for approval and will be reviewed on a case by case basis. Application to Use General 27

Fences Objective/Goal Planning a Fence Where Fences are Allowed Example of Fence Designs To select and locate fencing so that it is compatible with its surroundings and minimizes its visual and physical impact on the environment. Besides separating property, fences can provide security for your home, pet control, visual privacy, or architecturally define a space. In achieving any of these goals, fences have both a visual and physical impact on the boundaries on our homes and common land. It s not only important how your fence fits on your property, but how it looks in relation to your adjacent neighbors, the street, and the entire community. For this reason, the ASC suggests that you talk to your neighbors before you build your fence. Fencing must come off of the rear corners of the house. No fencing is permitted in the front yard, which is defined as the entire area between the front street line and the house, except in certain cases with corner lots. The ASC strongly recommends that you have your lot properly surveyed before building your fence. ASC approval of your fence does not certify your fence placement within your property boundary. Radisson approves four fence designs: 1) Board on board 4 foot tall wood fence. 2) Board-on-board 6 foot tall wood fence. The 6 foot tall wood fence is allowed only for properties that have a swimming pool. Above- four foot tall wood, board on board fence. 28

30 3) Black aluminum metal: fencing shall be compatible in style to the Echelon (or Echelon Plus), Majestic style fence produced by Ameristar Fence; or equal fencing which is a three-rail design without any ornamentation. Approval height for metal fencing is fifty-four (54) inches. No substitutes are permitted. 4) Installation of invisible fences (i.e., an underground electronic fence with no visible elements) must be installed on your own property. NOTE: Residents are encouraged to set invisible fences 5 feet back from property lines in consideration of neighbors and users of adjacent common areas. Above- black aluminum fence, 3 rail fence. Pool Requirements In the case of a swimming pool, temporary fencing must be in place during construction. A 4 foot fence setback is required from all outer edges of the pool. (see page 57 for additional requirements for a pool) Fence Setbacks Fences On an Easement Scenic Easements A 5 foot setback is required from all RCA common property. Corner lots require additional setbacks and special landscaping for screening of the fence. The ASC recommends that you do not build a fence on an easement. If you decide to build a fence on an easement you are taking a risk that your fence may be removed and will not be replaced by the person or persons working within an easement. ASC approval of your fence does not certify your fence placement is not on an easement. This type of easement affects certain properties such as those that border any ponds within Radisson. Fences are not permitted on scenic easements. 29

31 Color Fence Gates Additional Requirements Painted or stained fences that were grandfathered prior to 2010 must be maintained the current color. All other wood fencing may not be painted or stained. However, fences may be sealed with a clear protective wood sealer. Gates compatible with the overall design and construction of the fence are permitted in any part of the fence, except that no gate may access a neighboring property. a. Fencing extending from the rear corner of the house must extend at a ninety (90) degree angle from the house and wall. b. Maximum length of a section of fence is to be no greater than eight (8) feet. c. The top of the wooden boards and wooden posts must be at 90 degrees (square cut). Wood Fence Design Standard 30

Firewood Objective/Goal Storage Size Location Storage Requirements Application to Use following with your application To locate storage of firewood on an owner s lot to minimize visual impact to neighboring properties and street view. Amount of firewood shall not exceed one (1) cord. Firewood shall be neatly stacked in the following dimensions: 4 feet wide 4 feet high 8 feet long. Application and approval is needed for firewood larger than one (1) cord. Applications are reviewed on a case-by-case basis. Firewood shall be located in the rear yard to minimize its view from the street and neighboring homes. Firewood may be covered with a tarp. The tarp color shall be clear, brown or tan only, blue tarps are not permitted. Firewood stacks must not contain yard debris or lumber. General Size- additional amount of firewood you are requesting, above one (1) cord. Property Survey- Include where all proposed firewood will be located on the survey, including dimension of firewood location(s) and distances from property lines to the firewood. Photographs- Provide photographs of the proposed firewood location(s). Photographs will help us determine if the location(s) will 32

34 have a negative impact to neighboring properties. Flags Objective/Goal To select and locate flags and decorative banners so that they complement the architecture of the home and enhance the appearance of the neighborhood. In ground flagpoles are not permitted. One flag and pole may be attached to the front of the house and the flag must be commercially designed and in good taste with the community s overall standards. The ASC reserves the right to require the relocation of any pole that is determined to be in an unacceptable location. Application is not needed when following these guidelines. Flues Objective/Goal Location Appearance Application to Use following with your application To design and locate so that they are harmonious with, and enhance, the architecture of the house and its overall appearance. Flues are preferred to be located on the least visible roof/wall plane (usually the rear). Flue shall be no higher than minimum building code requires. General Property survey- Provide a copy of your property survey showing proposed location of chimney or flue on the building. Product brochure information- Include information regarding dimensions, materials, colors, and any accessories for the proposed flue. Elevation drawings- Provide an elevation drawing showing the chimney or flue on the buildings, including the location of windows, doors, overhangs, and other pertinent details. Photographs- Photograph showing the proposed location for the 33

35 flue. Gazebos-No outbuildings are permitted. Generators- (permanent ground mounted, whole house generator) Objective/Goal To locate permanent whole house generators so as to minimize their visual and acoustical impact on neighboring properties and protect Radisson s environmental integrity. Location The location of permanent, ground mounted, generators should be carefully planned. Where possible, you should avoid locations that are visible from the street. Ground mounted generators may be installed only on the side plane or rear plane of the house. They may not be installed on the front plane of the house. Location Specifications Ground mounted generators should be located at least 10 feet from property lines. Exceptions to the 10 foot property line setback will be reviewed on a case by case basis. Size requirements Generators must be enclosed by a sound attenuated box or cabinet that shall not exceed 28 square feet in area or 5 feet in height. Any noise reducing mufflers provided by the manufacturer shall be utilized. Decibel specifications The decibel rating of the unit will be reviewed on a case by case basis. We will also take into consideration the proposed location for the generator and the distance to neighboring property lines. Homeowners should ensure their unit and placement of unit is in compliance with local and state codes, specifically sound/noise ordinances. Screening All ground mounted equipment must be screened from view of the 34

36 street and neighbors with dense evergreen plantings or other approved screening. Weekly self-test for generator Weekly scheduled self-test of the generator (maintenance run of generator) shall be set to run between 8:00a.m. and 8:00p.m., M.- F. Conduit and wiring Application to Use: following with your application Proposed location for conduit and wiring shall be noted on a drawing showing where any external conduit, wiring, or refrigerant lines will be installed on the exterior of the home. All exterior lines attached to the house shall be painted to match the color they are attached to. General Property survey- Provide your property survey showing proposed equipment location and dimensions to property lines from the equipment. Include any existing or proposed vegetation plantings on the survey. Product brochure- product specifications sheet for the proposed model. Be sure it includes decibel ratings, size of unit, and exterior color for the proposed generator. Photographs- Provide overall photographs of the proposed location where the generator will be installed. Greenhouses- No outbuildings are permitted. Gutters & Downspouts Objective/Goal To manage storm water runoff in environmentally responsible ways and to design the necessary equipment so that it is unobtrusive in location, appearance, and does not cause drainage problems to the property or neighboring properties. 35

37 Installation Location & Runoff Material Color Replacement/ Additions Gutter Caps/Guards/ Hoods Rain Barrels Application to Use following with your application Gutters and downspouts shall be located and installed so that water runoff does not adversely affect the adjacent property. Gutters and downspouts shall be installed in horizontal and vertical planes, stable and plumb, and in a simple configuration. Generally, only aluminum gutters are permitted. Other types of material will be reviewed on a case-by-case basis. Vinyl gutters/downspouts are not permitted to be used. Gutter and downspout color should be painted to match the color in which they are attached. Any deviations from the aforementioned must receive ASC Committee approval. Replacement or addition of gutters and downspouts must match the design of the original gutters and downspouts. Gutter systems which include caps/hoods will be reviewed on a case-by-case basis. The caps should have a simple design with a low profile, and be finished the same color of the gutter or roof. The design, color, material, and size of rain barrels should be chosen to minimize their visual impact. They should be located as discreetly as possible, preferably at the side or rear of the property. The ASC may require additional screening be provided to diminish the appearance of multiple barrels or those that differ from standards described above. General Property survey- Show the proposed location of the downspouts and gutters in relation to the house. If installing rain barrels, indicate where they will be located. Materials- Indicate type of material to be used and include sample color of the gutters and downspouts. If the gutters will be painted, indicate what color they will match of the home. Product brochure information- Include product brochure information for material other than aluminum. If using gutter caps or rain barrels, include photographs of the item that will be used. Indicate the color and provide a sample. 36

38 Photographs- Include photographs of the sides of the home where the gutters will be installed. Landscaping (plantings and related structures) Objective/Goal To enhance the architecture of the house, buffer undesirable elements, and complement the natural beauty of the environment, through the effective choice and installation of landscaping, both plant material and associated structural elements. Application and approval is not needed for the following items: Mulch Installation of Plants & Trees (Hedges or hedge rows, see page 39) Decorative Objects/ Lawn Ornaments Landscape Drainage Replacement of small areas of grass with planted areas mulched with shredded/chipped wood or gravel. Reapplication to existing mulch or gravel does not require an application. Installation of plantings, including trees, plants, bushes, etc. does not require approval. Unless the ASC has specifically required plantings for an associated application. The ASC does not consider small landscaping-related elements (such as bird feeders, stepping stones, wind chimes, a reasonable number of small decorative garden ornaments, etc.) to be reviewable items. Underground drainpipe (french drains, dry wells, catch basins, etc.) does not require ASC review or approval. All pipes must be below grade. Application and approval is required for the following items: Hedges or Hedge Rows If installing multiple plantings to form a living wall of vegetation, an application and approval is required. Approval is granted on a case by case basis. Proximity to property lines and placement of the 37

39 vegetation must relate harmoniously with the character of the neighborhood and adjacent properties. Retaining Walls Retaining walls should be configured to relate harmoniously with nearby architectural elements and with the natural contours of the ground. They should be securely constructed (with tie-backs as needed) and made of durable materials that are compatible in color and appearance with their natural and architectural environment. The top of the wall should be flat and level, and stepped as the grade changes. The ASC will carefully review the color, size, and proportion for concrete interlocking block systems, to determine residential appropriateness. Consider dividing high walls into one or more terraces, to minimize visual impact. The ASC may also require plant material in front of, or cascading over, retaining walls to soften their appearance. Permanent Planters Ponds Application to Use following with your application Permanent raised planters should be configured to relate harmoniously with nearby architectural elements and with the natural contours of the ground. They should be securely constructed (with tie-backs as needed) and made of durable materials that are compatible in color and appearance with their natural and architectural environment. The top of the wall should be flat and level, and stepped as the grade changes. Ponds and water features should be appropriate in size, design, and configuration for their location, constructed in a workmanlike manner of durable materials, and appropriately landscaped to integrate the pond, visually, into its environment. Ponds must be located at least 10 feet from property lines. General Property survey- Show all existing or proposed structural and landscaping elements (decks, fences, walkways, terracing, etc.) relevant to the application. 38

40 Planting plan to accompany hedge rows, ponds, permanent planters, and retaining walls- For plant material, a symbol for each plant, accurately located, drawn to scale at its mature size, and a legend that relates the plant symbols to the names of the plants they represent. Construction drawings- For any structural element, construction drawings showing details of its design and installation. Samples- Samples and specifications or accurate description of all materials and colors. Landscaping (Tree Removal) Objective/Goal Size Requirements Dead Trees Criteria for Approval of Live Tree Removal To protect and preserve Radisson s natural wooded areas and maturing landscape, in recognition of their environmental and aesthetic value to the community. An application must be approved before any tree is to be removed that is more than 4 inches in diameter (12.5 inches in circumference), measured 24 inches above the ground. Removal of a dead tree requires approval if it meets the size requirements (see above). The ASC may consider the following factors when evaluating approval to remove a live tree: 1) The tree s continued existence might endanger people or property. 2) The tree is too large for the space and pruning will not be effective (ASC may require a replacement tree of a more appropriate size or growth habit be installed). 3) The tree poses detrimental effects to the health of other trees. 4) The tree is diseased or damaged. 5) Blockage of vehicular sight lines. 39

41 6) Tree exhibits signs of invasive roots. Certified Statement Emergency Tree Applications Replacement Stump Removal Common Areas Application to Use following with your application The ASC may require a statement from a certified arborist to substantiate the application. Applications for an emergency tree approval will not require review by the ASC. The ASC Administrator will be able to approve emergency tree removal applications. Please call the RCA to notify the ASC Administrator of an emergency. The ASC encourages, and may require, an appropriate replacement tree be installed as a stipulation for approval. Stumps must be ground or brought below final grade. Grinding or removal of stump is not required if it is located within an existing planting bed, adjacent to a utility or structure, or if it is adjacent to other vegetation which would be damaged from the removal of a stump. Grindings from the stump removal must be removed, hole shall be backfilled, and disturbed area must be seeded. Common areas shall not be altered in any way by anyone other than RCA staff members unless otherwise approved by the Executive Director. If you have a concern about Common area trees, please contact the RCA office. Online Tree Removal Form/Tree Removal Description- Provide a clear description of the tree(s) to be removed and the reason for its removal (mark the tree(s) with a ribbon). Replacement plantings- Include information regarding any intended replacement plantings. Comments: Pruning Pruning of trees does not require approval. Topping of trees is not permitted. 40

42 Lighting (Security) Objective/Goal Fixture Design Ground Mounted Home Mounted Numbers of Fixtures Non-Approval Application to Use following with your application To select and locate security lighting (floodlights) so as to illuminate the subject property and minimize the impact of glare onto neighboring properties. The design of the fixture shall be harmonious in design, dimensions and finish with the architecture of the house. Ground mounted flood lights should have deep shields to effectively screen the light source from view and be carefully directed so that no glare is visible from off the property. Specify location for lighting on the home. Fixture should have shields and must be directed appropriately on the property to reduce glare on neighboring properties. There shall be no more than two floodlight fixtures on any one elevation. The ASC will generally not approve security light fixtures used to replace decorative lamps at entry or patio doors. General Description- Provide a written description (supplemented by a photo or drawing) of the location proposed for the light(s) Product brochure information- Include product brochure information about the light fixture (including dimensions, wattage, and type of lamp). Photographs - Include overall photograph of the home where the light(s) will be installed. Comments: Non-Approval The ASC will not approve sodium vapor light for installation on individual residential properties. 41

43 Silver-Coated Bulbs Motion Detectors Silver-coated floodlight bulbs will not be considered a shielded fixture. The use of motion detectors for security lights is strongly encouraged so that lights do not burn constantly. Lighting (Decorative) Objective/Goal Fixture Design Location & Mounting Glare Landscape Lights Application to Use following with your application To select and locate lights so that they are harmonious with other lighting on the house, enhance the architecture of the house, and do not cause glare onto neighboring properties. The design of the fixture shall be harmonious in design, dimensions and finish with the architecture of the house. The location shall be appropriate for the proposed light fixture (usually located near exterior circulation paths to and from the home.) Fixture design and wattage shall minimize objectionable glare onto neighboring properties. Low-voltage landscaping lights directed at the house or decorative pathway/landscaping lights do not need ASC approval, provided there is not glare produced on neighboring properties. General Description- Provide a written description (supplemented by a photo or drawing) of the location proposed for the light(s) Product brochure information- Include product brochure information about the light fixture (including dimensions, wattage, and type of lamp). Photographs- Include overall photograph of the home where the light(s) will be installed. 42

44 Comments: Non-Approval The ASC will not approve sodium vapor light for installation on individual residential properties because of issues with glare. Lighting (Post Lamps) Objective/Goal Design/ Consistency Glare Location Application to Use following with your application To select and locate post lamps so that they are harmonious with, and enhance, the architecture of the house and do not produce excessive glare on neighboring properties and streets. The post lamp must be compatible in design, size, finish, and lamp type/wattage with the architecture of the house and its existing fixture(s). Post lamps and poles must be either black or brown. Overall height of post and fixture is limited to 6 foot from the ground. Its design, wattage, type of lamp, and location should minimize objectionable glare onto neighboring properties or streets. The location should be appropriate for a post lamp, and integrated into the natural or architectural features of the site. Post lamps must be located at least 10 feet from the street. General Photograph & specifications- Provide a catalog photograph or drawing and specifications for the fixture and post (including dimensions, wattage, and type of lamp). Property survey- Indicate the location on the property survey of the proposed light post. Specify dimensions from driveway and from the home. Paint/Stain Objective/Goal Compatibility With House Compatibility With Neighborhood Color Composition Requirements for Color Schemes To foster and preserve the appearance of Radisson s architecture and enhance its relationship with its environment through the careful selection of exterior colors and materials. The proposed color should be compatible with other existing or proposed exterior colors and materials on the house and with the architecture of the house. Please do not select the same color scheme as your neighbor s home. The proposed color should be compatible with those existing and approved in the immediate neighborhood. Selection of exterior colors should result in a pleasing composition and suitable degree of contrast, with bright or intense color reserved for smaller/fewer elements (such as doors and shutters) and subdued color for larger elements (such as siding and garage doors) to minimize their visual impact. a. Total number of colors for a home is limited to three, unless otherwise given approval by the ASC. b. The normal color scheme is as follows: (color 1)-siding, (color 2)- trim, and (color 3)-accent color (i.e. front door, shutters, etc.). Total number of colors is limited to three, unless otherwise approved. c. Overhead garage doors must match the trim color or the siding color. d. Storm doors must match the primary door being screened or the trim color. e. Cedar shakes may be left natural but, require sealing to prevent decay. f. Gutters and downspouts should match the color to which they 44

46 are attached. g. Avoid selecting the same color scheme as your neighbor s house. Paint Samples Re-painting or Re-staining the Same Color Application to Use following with your application As part of the ASC approval process the ASC may require a 6 foot portion of siding and a 4 foot portion of your trim to be painted as a sample. An application is required to repaint even if it is the same color. This requirement is to make certain your RCA file is current. An application indicating no color changes will not require ASC review. Instead, this application can be reviewed by the Architectural Standards Administrator. Paint/Stain Specifications- Indicate the manufacturer, specific color name, and sample chips of all proposed paints or stains, and identification of the elements to be finished in each color. Color samples- If possible, provide color chips of the existing colors, including those which will not be changed (if not, please submit a photograph showing the true house colors). Re-paint/Re-stain same color- Submit a photograph showing the current true house colors. Patios & Walkways Objective/Goal Material Location To design and locate the patio so as to be harmonious with, and enhance, the architecture of the house and mitigate the impact of its presence or use upon neighboring properties. The material, color, and design must be compatible with the architecture of the house. Material used may consist of brick pavers, concrete, stamped concrete, flagstone, or similar material. Other materials may be used and will be reviewed on a case-bycase basis. Patios shall be located in rear yards and front/side patios may be 45

47 approved on a case-by-case basis. Stoops/Walkway Railings Application to Use following with your application Replacing or resurfacing a stoop or walkway with no substantial changes in material, location, dimensions, height, and configuration does not require ASC approval. Style of railings must be compatible to the architecture of the house. Railings will be reviewed on a case-by-case basis to determine architectural compatibility with the home. Patio/Walkway Property survey- Show the location of the proposed walkway/patio on the property survey. Specify dimensions from property lines. Indicate any nearby structural elements (such as driveway, fences, etc.) any existing or proposed landscaping in the area. Dimensions- Specify dimensions of walkway/patio. Drawings- Detail drawings of any steps, benches, planters, railings, or other features. Material & colors- Provide information regarding the material and color of the patio/walkway. Photographs- Include photographs of where the walkway or patio will be installed. Be sure to include architectural elements near the walkway or patio. Play Equipment (Swing Sets/Slides/Climbers/Trampolines) Objective/Goal Portable To locate and visually integrate the play structure into its surroundings and minimize the impact of its appearance and use on neighboring properties. Play equipment that is comparable to lawn furniture or toys, and can easily be moved by one person does not require ASC approval. 46

48 Goal nets must be stored in the rear yard when not in use and application is not required. Location Size Canvas Design, Color, & Material Screening Application to Use following with your application The play equipment must be located in the rear yard and must be no closer than 10 feet from any neighboring property line. Maximum height of the play equipment shall not exceed 12.5 feet. The size of the play structure shall be appropriate for a residential setting and in proportion with the available unmodified space of the property. Color of any canvas, such as a canopy, must be one of the following solid colors: dark green, dark brown, or dark blue. Other colors will be reviewed on a case-by-case basis. The design color, and material should allow the structure to blend with its surroundings. The play equipment must be predominantly of wood and painted or stained in solid colors. Colors must be of a muted earth tone. Plastic elements of the play equipment must be a solid color and may be green or yellow. If no vegetation currently exists, the ASC may require landscaping to screen the structure from adjacent properties and streets. General Photograph & specifications- Provide a catalog photograph of the play equipment, with specifications including all three dimensions, materials, and color. Property survey- Show the location and footprint of the proposed play equipment on the property survey. Specify dimensions from all property lines. Indicate any nearby structural elements (such as fences, pool, etc.) and any existing or proposed landscaping in the area. Photographs- Include photographs of the location for the play 47

49 equipment and include existing architectural elements near the location. Privacy Wall Objective/Goal Decks Patios/Hot tubs Application to Use To design and locate a privacy wall so as to be harmonious with, and enhance, the architecture of the house and mitigate the impact of its presence or use upon neighboring properties. Privacy walls may be included as part of the deck s construction but must be incorporated into the architectural design of the deck and home. The privacy wall design shall consist of a board-on-board design (same design as wood fence design standards, see page 26) or a design to match siding of the home. Height of privacy wall may be between 4-6 feet in height but may not exceed 6 feet. Total length should not be longer than 10 feet. If the privacy wall is to be painted or stained it must match the siding, trim, or deck. The privacy wall design shall consist of a board-on-board design (same design as wood fence design standards, see pages 30 and 31) or a design to match siding of the home. Height of privacy wall may be between 4-6 feet in height but may not exceed 6 feet. Privacy walls may be included as part of the patio construction but must be incorporated into the architectural design of the landscaping and not impact neighboring properties. Total length should not be longer than 10 feet. Since each lot is different, privacy walls will be reviewed on a case-by-case basis. General. If privacy wall will be built with a deck, please use the Deck application. Pools-See Swimming Pools, page 57 Ramps For ramps please refer to Decks as a starting point and include the railing style, as well as information of where the ramp will be located. 48

50 Roofing Objective/Goal Color Repair To foster and preserve the appearance of Radisson s architecture and enhance its relationship with its environment through the careful selection of exterior colors and materials. Darker roofing colors are preferred. Repair materials must match the existing in style, size, color, and grade, unless otherwise approved by the ASC. Contact the ASC to avoid any misunderstanding, as errors will be costly to correct. It is the responsibility of the owner and contractor to match existing colors when an exact match is required. The ASC will not approve a request for partial re-roofing in a different color or material; the additional/replacement roofing must match the existing, or entire structure must be re-roofed at the same time. Sheet metal & Heating Cables Ice Removal Systems (Ice Pro) Application to Use following with your application Sheet metal roofing to cover eaves for ice protection must match the color of the roofing. Heating cables must match the color of the roof and all connecting cables must be shielded from view. Systems must be installed so that the components are least visible from the street. The system shall only be installed from Nov. 1st through April 15th. General Specifications- The manufacturer and specific color name of the proposed roofing material. Photographs- Please provide an overall photograph of your home. Sheet metal on eaves (if proposed)- Indicate on a site plan where the sheet metal will be installed. Include product brochure information of the product and include a sample of the sheet metal color. Ice removal systems-ice Pro (if proposed)- Indicate on a site plan 49

51 where the system will be installed. Also indicate where hoses will be installed. Security Devices Objective/Goal To select and locate various architectural and electrical security devices so that they blend with their surroundings and do not detract from the architectural composition of the house. Window Security Bars Location Dimensions Design Color Security bars may only be installed on basement windows which are located on the side or rear of the house. Windows may not be larger than six square feet, with the bottom of the window no higher than two feet above grade, to be eligible to install security bars. Bars must be simple, straight-lined, and without ornamentation. Color of bars must be black or painted to match the color of the window or trim. Security Cameras Location Design Number Application to Use Security cameras must be hard wired, that is, installed so that there is no visible wiring or conduit, in locations that are as inconspicuous as possible. Security cameras must be an appropriate size, design, and scale relative to the location. They should be simple, non-ornamental design, and in a color that blends with surrounding surfaces. Security cameras should be limited to those strictly necessary with no more than two per elevation. General Specifications- Provide manufacturer product information showing 50

Photographs- Provide photographs or elevation drawing of each side of the house, indicating the windows that will receive security devices. For cameras, provide an overall photograph of the side(s) of the house showing where the camera(s) will be installed. Sheds-No outbuildings are permitted. Shutters Objective/Goal Architectural Compatibility Architectural Appropriateness Color Harmony Application to Use following with your application To select and install shutters that are harmonious with, and enhance, the architecture of the house. Shutters are permitted for non-contemporary style homes and some transitional style homes. If approved shutters exist on your home, you may apply to install the same shutter at other windows. Shutters should be applied to all windows on an elevation and should be architecturally logical, that is, installed on both sides of a window, matching the size and configuration of the window, and not cut down to fit a space that is too small for a full shutter. The proposed color of the shutters must be harmonious with the exterior colors of the house (see Paint/Stain for more information, page 44). General Photograph/Specifications- Provide a catalog photograph of the proposed shutters, including dimensions and materials. Color Samples- Include a sample of the proposed shutter color and information regarding the exterior colors of the house. 51

53 Photographs- Provide a photograph or elevation drawing of each side of the house, indicating the windows that will receive shutters. Siding & Exterior Materials Objective/Goal Compatibility with House Compatibility with Neighborhood Materials Replacement & Complete Residing Application to Use following with your application To foster and preserve the appearance of Radisson s architecture and enhance its relationship with its environment through the careful selection of exterior colors and materials. The proposed siding material should be compatible in appearance, color, dimension, orientation, profile and quality with other existing or proposed colors and materials on the house and with the architecture of the house. The proposed siding material and color should be compatible with other approved siding in the immediate neighborhood. Siding materials that are acceptable in Radisson include various styles of wood, fiber cement board, stucco, brick, stone, vinyl, pvc, fiberglass, etc. However, simulated material must convincingly replicate the appearance of the actual material. No application is needed for partial replacement of siding that matches existing material and colors. Application is required for a change in material or color (for color changes see page 44). General Specifications- Provide the manufacturer style and specific color name of the proposed siding/trim material, and a sample. Color chips & photographs- If possible, color chips of the other exterior colors on the house (if not available, please submit an overall photograph showing the true house colors.) Details- Include construction and trim details for corners, windows, doors and soffits. 52

54 Recommendations Siding/Trim Repair Before selecting a siding material for your home, it is recommended to research the proposed material for the benefits and drawbacks of the material. Some considerations to consider would be life expectancy, future required maintenance, cost, ease of partial replacement should it need to be repaired/replaced, etc. Repairs to siding must exactly match in color and material. This may be challenging to achieve for simulated products. If a repair is made to a simulated product and the color or material does not exactly match, the entire siding/trim of the home must be replaced. Skylights Objective/Goal Profile Color Sun Tubes Application to Use following with your application To select and install skylights so that they are visually integrated with the architecture of the house and blend with their surroundings. Skylights must be of the low profile style and preferably flat. The color of the frame shall match or harmonize with the roof color. Maximum number of sun tubes is limited to two tubes and no more than 14 inches in diameter. They shall be located on the rear roof of the house with metal collars and flashing painted the color of the roof. General Photographs- Provide overall photograph of the side of the house where the skylight(s) will be installed. Drawings- Provide a drawing or draw on a photograph where proposed skylights or sun tubes would be installed. Product brochure information- Include a catalog photograph of the proposed skylight and complete specifications (dimensions, colors, materials, etc.) 53

55 Solar Collectors Objective/Goal To encourage the use of solar collectors as an environmentally responsible alternative source of energy, while ensuring that the equipment is unobstructed and visually integrated with the architecture of the house. Solar Water Heater Systems Location Size & Configuration Installation Color Related Elements Elevated/Ground Mounted Solar Collectors Must not be located on street side elevation and should not be located where visible from the street. The size, number, arrangement and total square footage of the panels should be appropriate for the size and shape of the roof face on which they are mounted. Solar panels should have a low profile and are mounted flat on either a sloped or flat roof with one side parallel to the roof eaves or peak. The color of the frames should blend with the color of the roof. All pipes, wires and control devices must be concealed. Not permitted. Solar Electric Systems Location Compatibility Configuration Must not be located on street side elevation and should not be located where visible from the street. Solar roofing shingles or other types of roofing-like photovoltaic material should be compatible with the color and material of the house roofing. The configuration and total area of the solar material, or the size, 54

56 number and arrangement of the panels should be appropriate for the size and shape of the roof face on which they are mounted. Mounting Color Application to Use following with your application Photovoltaic panels or modules should be mounted flat with one side parallel to roof eaves or peak. The color of the frames should blend with the color of the roof. General Property survey- Provide property survey showing the location of the proposed solar collectors on the roof (drawn to scale). Photograph & specifications- Include catalog or brochure information showing the appearance of the solar equipment and complete specifications (dimensions, colors, materials, etc.). Installation drawing- Provide drawings (to scale) showing how the solar panels or modules will be mounted or installed and any existing or proposed structural screen. Description- Describe use of any visible auxiliary equipment to be used with the collectors. Photographs- Provide a photograph showing the proposed locations of all equipment. Storage Type Detached permanent storage sheds/outbuildings are not permitted. Application is not required for deck boxes/patio benches. The storage unit may only contain one door, located at the top of the unit. Doors located on the front of the unit are not permitted. Colors are to be muted earth tones. See illustrations for examples that are permitted and not permitted. 55

57 Size Location Deck boxes/patio benches may not exceed 5 wide by 2-6 deep by 2-6 high. Units must be located in the rear yard on a deck, patio, concrete surrounding an in ground pool, or located on the ground against the rear of the home. Moving/Storage Containers Commercial moving or storage containers (commonly referred to as Pods) are permitted for only one week. Check with the Town of Lysander for Town requirements before ordering one. Spas & Hot Tubs Objective/Goal Landscaping/ Screening Built-In Hot Tubs Application to Use following with To integrate, visually and physically, the hot tub into its surroundings so as to mitigate the impact of its appearance and use on neighboring properties and streets. Hot tubs must be located on decks or patios. Ground locations are permitted, provided that they are not installed directly on soil. For a ground location, a solid pad must be built to support the hot tub. In the case of a built-in hot tub/spa, the unit must be integrated visually and physically into the surrounding structure. Its structural support system and mechanical equipment must be screened from view. General Property survey- Provide property survey indicating existing structures, significant vegetation, and the exact location of hot 56

58 your application tub/spa. Include dimensions to the home and to neighboring property lines from the proposed hot tub. Photograph & specifications- Include a photograph brochure of the hot tub/spa, including colors, materials and dimensions. Detailed drawings- In the case of a built-in hot tub/spa, detailed drawings of the surrounding structure, the hot tub/spa and its support system. Material & colors- Provide information regarding materials and colors. Photographs- Include photographs of proposed location and of any existing vegetation and architectural elements. Swimming Pools Objective/Goal Size & Design Vegetation Mechanical Equipment Fencing Pool skirting/hardscap es around pool To plan and design in-ground swimming pools and associated decking and fencing so that they are integrated into, and harmonious with, their environment. The size and shape of the pool and decking should relate harmoniously to the size, topography and configuration of the available space for the property. Vegetation should be preserved to the extent possible when planning the location of a pool. Mechanical equipment must be located and screened so as to minimize its visual or acoustical impact on neighboring properties. For fence requirements see fencing (page 28). Hardscape skirting around the pool (concrete, pavers, etc.) must be compatible with the architecture of the house. Material used may consist of brick pavers, concrete, stamped concrete, flagstone, or similar material. Other materials may be used and will be reviewed 57

59 on a case-by-case basis. Application to Use following with your application Swimming Pool Property survey & grading plans- Provide property survey showing the location of the proposed pool and indicate any existing or proposed fencing, existing landscaping, etc. (drawn to scale). Indicate dimensions from the fence to the property line, if not on the property line. Include dimensions from fence to the edge of the pool and from the edge of the pool to neighboring property lines. Mechanical equipment- Indicate on the site plan the location of accessory equipment (heaters, pumps, etc.) and include distance from pool equipment to the neighboring property lines on the property survey. Pool information- Provide product brochure information for the pool liner, pool shape, and dimensions of the pool. Other features- Include information about any features, such as spas, fountains, slides, etc. that might be incorporated with the pool. Skirting/hardscapes- Provide descriptions and samples of colors and materials such as paints/stains, tiles, paving materials, etc. Draw the skirting/hardscapes on the property survey with dimensions. Fencing - Include a fencing plan, including the location of the fence and gates, with design and dimensions. Tree removal- Indicate any trees that may need to be removed. Landscaping- Provide a landscaping plan if it will be added as part of your project. Preliminary plans Non-Approval Pool Maintenance It may be helpful to submit a preliminary plan for review before developing a more detailed design. The ASC will not approve above-ground swimming pools. Provide adequate accommodations for back-flushing and cleaning 58

60 operations so that neighboring properties (including Radisson Common Property) will not be affected by runoff and other residue. Tree Removal If any trees are permitted for removal for the inclusion of a swimming pool on the property, the swimming pool must be installed. If tree approval is granted and a swimming is not installed, the owner will incur a fine and must replant each tree that was approved for removal (in accordance to tree removal fine policy). Trellises & Arbors Objective/Goal Size & Proportion Design Visual Integration Construction To design and locate shade structures and plant-support structures so that they are harmonious, and visually integrated, with the architecture of the house, and attractive in all seasons. The individual elements of the arbor or trellis should be in pleasing proportion to one another, and its overall size appropriate to its location. The design and detailing of the structure must be harmonious with the architecture of the house and/or other contiguous structures such as a deck, patio, fence, etc. The trellis or arbor should be visually integrated with any contiguous structure through the use of common design elements. The trellis or arbor should be constructed with good quality materials and workmanship so that it remains stable and plumb. Application to Use following with your application General Property survey- Provide your property survey, with all elements drawn to scale, showing the trellis or arbor and other significant structures (such as decks, patios, fences, etc.), and any existing or proposed vegetation. Include dimensions from proposed trellis/arbor to neighboring property lines. Drawings to scale- Include drawings to scale showing the design of 59

61 the structure, including its material dimensions and construction details, and how it relates to any contiguous structures. Materials & colors- Provide information regarding the materials and colors of the trellis or arbor. Windows/Sliding Glass Doors/French Doors Objective/Goal Window Style To select new or replacement window/doors that are harmonious with and complement, the architecture of the house and that are consistent in appearance throughout the house. A good rule of thumb is if your siding orientation is vertical or diagonal, casement or slider windows would be architecturally compatible for the home. Examples of Window Styles Window/Door Material Window/Door & Frame Color Window frames may consist of wood, aluminum, vinyl, fiberglass, or composite material. Other materials may be approved by the ASC when new materials emerge on the market. Window and frame color must be compatible with the color scheme of the home. Window frame color does not need to match the trim of the home if all the window and slider door frames match. Individual window replacement requires the replacement window to match remaining windows in the house. 60

62 Window Screens Screen framing must match the window color. Application to Use following with your application Windows & Glass Sliding/French Doors Product brochure information- Provide a brochure with photographs and specifications showing the style (double hung, slider, casement), dimensions, configurations for the proposed windows/doors. Include exterior window/door color, proposed trim color and material installed around the window/door and exterior frame color of the proposed window/door. If installing grids, show the proposed style of the grids and exterior color of the grids. Description- Include a description of the existing windows, including all specifications above. Photographs- For replacement/new windows include color photographs of the home where the windows/doors will be replaced/added. Circle on the photograph which windows will be replaced. Drawings- For new windows, include a drawing, to scale, showing the exact location of the proposed window(s) on the facade of the house.
