1 PART 1 - GENERAL Section SHIELDED 3 CONDUCTOR POWER CABLE - INTERLOCKED ARMOR 1.1 Cable shall be 15 kv, shielded, three conductor with ground, stranded copper, with continuously welded and corrugated aluminum armor and outer jacket; size and voltage rating shown on the drawings. 1.2 Applicable Documents per latest edition. A. ICEA S /NEMA WC74. Ethylene propylene rubber (EPR) - insulated wire and cable for the transmission and distribution of electrical energy. B. ASTM Designation B-496. C. UL 1072 listed Type MV-105 or MC-HL. D. IEC 502, 540 and 332-3; NEMA and IEEE. PART 2 - PRODUCTS 2.1 Medium voltage cable shall be Type C-X-L MV-105 manufactured by Okonite "Okoguard Shielded Power Cable Welded Aluminum Sheath" or approved equal by, Prysmian, Southwire, General Cable, Kerite or Aetna. 2.2 Power cable with continuously corrugated welded aluminum welded sheath (C-L-X) and outer red Okoseal jacket shall be approved for cable tray or direct burial use, embedded in concrete; sunlight resistant. 2.3 Requirements A. The cable shall meet the requirements of ICEA S and UL Type MV-105, except where it conflicts with the requirements of this specification, in which case this specification shall apply. B. Conductors Class "B" stranded, copper per ASTM B-496. C. Strand Screen: Extruded semiconducting conductor stress relief or non-conducting strand screen in accordance with Section of ICEA S D. Insulation thickness shall be for 133 percent insulation level; ethylene-propylene rubber (EPR). 15 kv cable mils minimum insulation thickness 11/11/ page 1 of 5
2 E. Insulation Screen: For 15 KV only extrude a semiconducting stress relief layer of thermoset material over the insulation to serve as an electrostatic shield. The shield compound shall be compatible with the insulation. F. Provide a phase identification for each conductor (black, red, blue); polyester ribbon laid longitudinally under the copper shield for 15 KV. G. Copper Tape - A layer of spirally wound (5 mil minimum) bare copper tape shall be applied with a minimum 12.5% overlap over the insulation shield. H. Grounding conductor: Uncoated copper Class B stranded per ASTM B-496 and sized in accordance with UL I. Assembly: Cabled with fillers in the interstices, binder tape overall. J. Sheath: Close fitting, impervious, continuous corrugated aluminum C-L-X per UL 1072, UL Listing as a grounding conductor. K. Jacket: A low temperature, sunlight resistant, red (15 kv) PVC jacket in accordance with UL 1072 and CSA C Quality Assurance A. Each length of cable shall be tested in accordance with ICEA; provide certified test report from manufacturer. B. Provide 3 rd party testing of installed cables. C. Manufacturer shall certify that cable has been manufactured within the last 12 months. 2.5 All cable ends shall be sealed to prevent the entrance of moisture into the insulation during shipment, storage and installation. 2.6 Compression type fittings shall be used for all cable terminations and splices. Standard 3M or Plymouth termination or splice kits consisting of tape built up stress relief or premolded splices, connectors and terminations manufactured by Elastimold, RTE, Raychem, or 3M equal to the following 3M types: Splices (15 kv) Series #2 thru 750 MCM Copper Tape 5500 Shielded Terminations (15 kv) Copper Tape Shielded Series Outdoor K Indoor K 2.7 Aluminum armor and grounding conductor terminators shall be approved for the purpose page 2 of 5 11/11/11
3 PART 3 - EXECUTION 3.1 Coordinate power outages and switching with Miami University System Operator. No shutdown will be allowed without written approval of time and date by Miami University. 3.2 Primary cables shall be run continuous without splices, except where indicated or where prior approval is given by the Engineer. 3.3 Provide rain shields on all outdoor cable terminations. 3.4 Install cables, cable and armor terminations, and splices per cable manufacturer's and terminator manufacturer's recommendations. At each splice and at each termination, bond all sheaths, shields, ground conductor, etc. to a ground rod or equipment ground bar. Terminations and splices shall be first-class by men familiar with the trade, per manufacturer's instructions. 3.5 Fireproof cables in manholes and other exposed locations. Each cable shall be arc and fireproofed with one-half lapped layer of Scotch Brand 77 Electric Arc and Fireproofing Tape. Tape shall be secured with a two-layer band of Scotch Brand 69 Glass Electrical Tape over the last wrap. 3.6 Exercise extreme caution when arranging and supporting cables in manholes, to be certain that no underground ducts entering the manholes are made inaccessible for future cable installations. Arrange cables such that removal and/or repair of existing cables shall not require breaking a splice in existing cables, except those that are involved in such repair or removal. Contractor shall supply and install new heavy duty, insulated cable supports in the manholes as required. 3.7 Cable racks shall be furnished and installed by the Contractor; Line Material heavy duty, fiberglass, non-metallic type. 3.8 Exercise extreme care in the installation of the cables in cable trays, underground ducts and conduits. Proper sheaves, hose and lubrication shall be used for the pulling in operation, to ensure that the cables will not be damaged. Ducts to be used shall be thoroughly cleaned by pulling thru a spiral brush prior to cable installation. 3.9 During the entire cable installation procedure, the ends of the cables shall be protected to prevent the entrance of moisture into the insulation and cable assembly. This protection shall be provided until the splicing operation has been completed Bends of the cables in manholes shall be of a radius not less than that recommended by the cable manufacturer Identify each cable by circuit number size, insulated, rating, date and phases A, B or C, at splices, in manholes and at all termination points with corrosion resistant 2" x 6" non-metallic tags and fasteners, (phenolic and nylon) consistent with the new (or existing) marking system The installation of cables in ducts when the temperature is 32 degrees F. or below shall have the approval of the and Associate Engineer before such installation takes place. 11/11/ page 3 of 5
4 3.13 All terminations, potheads, bus, etc. shall be insulated by application of appropriate compounds, fillers and tapes. All cable terminations shall be made consistent with the phase identification and placement in the existing power system When electrical outages are required for splicing to existing cables, such outage shall be as scheduled in advance by the Contractor Before any cable terminating or splicing is started, the Contractor must submit his proposed cable splicers name in writing to the Architect and Engineer for approval. Splicing is not to proceed until this approval has been granted. Submit qualifications and certificates for these individuals for review Splicing of cables shall be accomplished in accordance with the recommendations of the cable manufacturer or termination manufacturer. Splicing materials used shall be the highest quality and shall be of the type compatible with the cable being spliced. Tools used for the splicing operation shall be kept clean and free of moisture at all times The manholes shall be kept pumped dry at all times during the splicing operation. Splicing will not be permitted when the manhole wall and/or ceiling is dripping with moisture. Protection shall be provided at the manhole access opening to prevent the entrance of rain and running water When splicing cable or making cable terminations, it is extremely important that the cable insulation and the conductor connector be free of contamination and moisture before the taping operation is started. A portable hair dryer with a blower (or similar device) should be used for drying before and during the taping operation to prevent moisture being trapped in the splice Proof Testing A. All testing shall be conducted by a 3 rd party testing agency. The electrical contractor shall include the cost for this testing in their base bid pricing. B. Conduct all tests and inspections necessary to determine that all wiring and equipment installed under this specification is in satisfactory condition to be energized. Tests shall be conducted in the presence of, and at a time acceptable to the Engineer. All tests shall meet the applicable standards of IEEE and NEC. A complete accurate record of all tests and inspections shall be made. The furnishing and setting up of any required test equipment and performance of all work incidental to making test, including any necessary professional engineering fees, are a part of the work specified herein. C. The high voltage d-c "Step-Voltage" field acceptance test shall be performed on each cable after installation of cable terminations and before energizing, in accordance with recommendations of the cable manufacturer. Test shall be performed by a testing organization normally engaged in testing of cables; testing organization shall be approved by the Engineer. (Note: Test voltage maximum level 300 volts per mil of insulation thickness. The voltage shall be kept at this level for 15 minutes.) D. Any existing high voltage cable that is spliced or reworked shall be tested as follows: (2 x rated kv +1 kv); e.g. existing 15 kv cable is to be tested at 31 kv; existing 5 kv cable is to be tested at 11 kv. This formula is not to be exceeded. The voltage shall be kept at this level for 5 minutes page 4 of 5 11/11/11
5 E. Ensure that the maximum test voltage does not exceed the limits of the cable and terminator manufacturer recommendations. F. Test each section of cable individually. Individually test each conductor with all other conductors grounded at both ends. Ground all shields. Apply a dc high potential test in at least five equal increments. Record dc leakage current at each step after necessary stabilization time. G. Raise the test conductor to the specified maximum test voltage and hold for the time indicated above or as specified by the manufacturer. Record readings of leakage current at 30 seconds and 1 minute and at 1 minute intervals, thereafter. H. Reduce the conductor test potential to zero and measure residual voltage at discrete intervals. I. When new cables are spliced into existing cables, the high voltage d-c "Step-Voltage" field acceptance test shall be performed on the new cable prior to splicing. After test results are approved for new cable and the splice is complete, an insulation resistance test and a shield continuity test shall be performed on the length of new and existing cable including the splice. After a satisfactory insulation resistance test, a high voltage d-c "Step-Voltage" field acceptance test test shall be performed on the full length of the combined cable. J. Megger test shall be performed before and after each high potential test. K. Record humidity and temperature. L. Furnish six (6) copies of certified graphs showing leakage current on d-c test (current versus time) to the Engineer for review. The graph shall show the leakage current value at five equal steps to the specified test voltage, from 20 percent to 100 percent. The specified test voltage shall be maintained constant and the leakage currents recorded at one minute intervals for ten minutes. If the current has not dropped, or after dropping it starts to rise again, the test shall be continued as long as the current continues to rise, or until failure occurs Any work found defective under the tests shall be replaced. After replacement, the work shall again be tested as specified. Final acceptance of the work depends on successful completion of complete operation tests on all equipment to show that the equipment will perform the functions for which it was designed.
