1 February 1, 2016 TO: PARTIES INTERESTED IN EXTERIOR ULTRA-HIGH PERFORMANCE CONCRETE THIN WALL CLADDING PANELS SUBJECT: Proposed Revisions to the Acceptance Criteria for Exterior Ultra-high Performance Concrete Thin Wall Cladding Panels; Subject: AC R1 (ME/DZ) Dear Colleague: We are seeking your comments on proposed revisions to the subject acceptance criteria, AC458. The proposed revisions, which are being posted on the ICC-ES web site for 30 days of public comment, may be summarized as follows: 1. Proposed revision to Section 2.1.1: to editorially revise the title of Section Proposed revision to Section for water absorption testing: A proponent under AC458 proposed to revise the boiling water temperature from 100 degrees Celsius as implied in ASTM C642 Section 5.3 to a lower temperature. The reason for the proposed revision is that, under 100 degree Celsius water temperature, lightweight synthetic fibers may shrunk, which may result in an apparent void increase in concrete and this high water temperature does not represent the typical end-use conditions of the product. Staff agrees with this proposed revision based on the indicated reasoning. 3. Proposed revision to Section for freeze-thaw resistance testing: A proponent proposed to reduce the required number of cycles from 600 to 300 and to revise specimen size to that permitted in Section 7 of ASTM C666. The proposed number of cycles is consistent with other ICC-ES acceptance criteria, such as AC32, AC133 and AC408. The proposed revision on test specimen size is to ensure consistency with the ASTM C666 requirements. Staff agrees with the proposed revisions considering the identified reasoning. 4. Proposed revision to Section for testing of alkali-silica reactivity of the fine aggregate: The proposed revisions include a supplemental ASTM C1567 testing and the conditions of acceptance for the C1567 testing, when test results of ASTM C1260 do not comply with the current AC458 requirements. Staff agrees with the proposed revisions since the proposed revisions ensure the same performance

2 AC R1 2 requirements with regard to expansion due to alkali-silica reactivity of the fine aggregates. While the Evaluation Committee will be voting on the revised criteria during the 30- day comment period, we will seriously consider all comments from the public and will pull the criteria back for reconsideration if public comments raise major issues. In that case, we would seek a new committee vote; further revise the draft and post it for a new round of public comments; or put the revised criteria on the agenda for a future Evaluation Committee hearing. If they are of interest, please review the proposed revisions and send us your comments at the earliest opportunity. At the end of the 30-day comment period, we will post on our web site the correspondence we have received and, in memo form, the responses of our technical staff. 3 (800) (562) A Subsidiary of the International Code Council PROPOSED REVISIONS TO THE ACCEPTANCE CRITERIA FOR EXTERIOR ULTRA-HIGH PERFORMANCE CONCRETE THIN WALL CLADDING PANELS AC458 Proposed February 2016 Previously approved July 2015, October 2014 PREFACE Evaluation reports issued by ICC Evaluation Service, LLC (ICC-ES), are based upon performance features of the International family of codes. (Some reports may also reference older code families such as the BOCA National Codes, the Standard Codes, and the Uniform Codes.) Section of the International Building Code reads as follows: The provisions of this code are not intended to prevent the installation of any materials or to prohibit any design or method of construction not specifically prescribed by this code, provided that any such alternative has been approved. An alternative material, design or method of construction shall be approved where the building official finds that the proposed design is satisfactory and complies with the intent of the provisions of this code, and that the material, method or work offered is, for the purpose intended, at least the equivalent of that prescribed in this code in quality, strength, effectiveness, fire resistance, durability and safety. ICC-ES may consider alternate criteria for report approval, provided the report applicant submits data demonstrating that the alternate criteria are at least equivalent to the criteria set forth in this document, and otherwise demonstrate compliance with the performance features of the codes. ICC-ES retains the right to refuse to issue or renew any evaluation report, if the applicable product, material, or method of construction is such that either unusual care with its installation or use must be exercised for satisfactory performance, or if malfunctioning is apt to cause injury or unreasonable damage. 4 PROPOSED REVISIONS TO THE ACCEPTANCE CRITERIA FOR EXTERIOR ULTRA-HIGH PERFORMANCE CONCRETE THIN WALL CLADDING PANELS (AC458) 1.0 INTRODUCTION 1.1 Purpose: The purpose of this acceptance criteria is to establish requirements for ultra-high performance concrete (UHPC), used to form exterior thin wall cladding panels, to be recognized in ICC Evaluation Service, LLC (ICC-ES), evaluation reports under the 2015, 2012 and 2009 International Building Code. The basis of recognition is IBC Section The reason for the development of this acceptance criteria is to provide guidelines for the evaluation of UHPC used to form exterior thin wall cladding panels, since the IBC and documents referenced by the IBC do not specify requirements for the testing and use of such panel products. 1.2 Scope: The panels under this criteria are factoryfabricated UHPC cladding panels that are mechanically attached to the wall framing with post-installed anchors. The panels are used as exterior wall cladding only. Use of conventional steel reinforcement (rebar) in panel construction is outside the scope of this criteria. The Postcracking Peak Strength is defined as the tensile stress corresponding to the highest load reached after the First Peak Load UHPC: In this criteria, UHPC is defined as Ultra-High Performance Concrete. It is a cementitious composite material composed of cement, fine aggregate, superplasticizer, accelerator, synthetic fibers, and other admixtures.

5 PROPOSED REVISIONS TO THE ACCEPTANCE CRITERIA FOR EXTERIOR ULTRA-HIGH PERFORMANCE CONCRETE THIN WALL CLADDING PANELS (AC458) Qualification Test: A test required by this criteria for which a report needs to be submitted to ICC-ES as the basis for issuance of an evaluation report. 2.0 BASIC INFORMATION 2.1 General: The following general product information regarding the exterior wall cladding panels shall be submitted: Product Description of the UHPC Concrete Mix DesignProportions: The submitted description of the concrete mix design shall include fiber type, fiber length, fiber percentage, and fiber slenderness ratio Product Description of the UHPC Panels: (a) description of the production method, including mixing procedure and curing/treatment condition/procedure; (b) panel sizes, thicknesses, and tolerances; and (c) assembly descriptions, including anchor type, spacing, anchor installation, and panel installation Installation Instructions: Installation instructions for the exterior wall cladding panels shall include requirements and limitations regarding installation of the panels, a description of the field preparation, and installation of the anchors. The manufacturer s published installation instructions (MPII) shall be submitted Packaging and Identification: The method of packaging the exterior wall cladding panels shall be specified. The labels on panels shall be required to bear the evaluation report applicant s company name, the product designation, the fabricator s name and address, and the evaluation report number. 2.2 Testing Laboratories: Testing laboratories shall comply with Section 2.0 of the ICC-ES Acceptance Criteria for Test Reports (AC85) and Section 4.2 of the ICC-ES Rules of Procedure for Evaluation Reports. The testing laboratory shall verify that all elements of the test program and analysis were in compliance with this criteria. 2.3 Test Reports: Test reports shall comply with AC85 and describe the process used to assemble and prepare the test specimens. In addition, the test reports shall include the following information: Verification that test specimen sampling complies with Section 2.4; Mode of failure for each load test; Photographs of test equipment and typical failures; Report prepared by a registered design professional. 2.4 Sampling: Product constituents and panels shall be sampled in accordance with Section 3.1 of AC85. Panel construction shall comply with Section 3.3 and Section 3.4 of AC85, as applicable. 3.0 TEST AND PERFORMANCE REQUIREMENTS 3.1 Weather-resistance Considerations: A waterresistive barrier complying with Section of the IBC is required. 3.2 Testing Requirements: Each different combination of concrete mix design, fiber percentage, fiber length and fiber diameter, fiber slenderness ratio, placement method, curing/treatment method, panel size, panel thickness, and anchor type/spacing shall be independently tested and qualified for each product. This section (Section 3.0) calls for mandatory tests (Sections 3.3 and 3.4) and optional tests (Section 3.5). 3.3 Strength Tests: The properties indicated below shall be determined and the specified acceptance criteria shall be satisfied: Compressive strength testing shall be conducted in accordance with ASTM C39 on minimum five (5) specimens. Cylinders for strength tests shall be stored and cured in accordance with ASTM C31, with standard curing. The cylinder diameter shall be 3 inches. The average 28-day compressive strength shall be reported in the ICC-ES evaluation report Flexural cracking strength testing shall be conducted in accordance with ASTM C1609 on minimum five (5) specimens. Specimens for strength tests shall be stored and cured in accordance with ASTM C31, with standard curing. Since the conventional reinforcement (rebar) is absent from the UHPC panels, flexural hardening or non-brittle behavior shall be observed. The test shall show a significant amount of postcracking loadcarrying capacity, documented by load-displacement curves similar to what is shown in Figure 1. The Postcracking Peak Strength shall be greater than the First Peak Strength Out-of-plane transverse wind load testing shall be reported in accordance with Section 4.1 of this criteria. The compressive strength of the batch of concrete used to prepare the transverse load test specimens shall be determined based on testing in accordance with Section Durability Tests: The following properties shall be determined and the specified acceptance criteria shall be satisfied: Fiber compatibility with concrete testing shall be conducted in accordance with the ICC-ES Acceptance Criteria for Concrete with Synthetic Fibers (AC32), Section 4.6, with the conditions of acceptance shown therein. Note: if Annex C of AC32 is preferred, the requirement of 3,000 psi concrete compressive strength can be modified provided that control specimens and aged-specimens comply with the following (1) have the replicate mixture-design; (2) the average 28-day compressive strengths of both control and aged specimens are within 500 psi of each other; (3) the fiber type, length and percentage of fibers used in both control and aged specimens shall be representative of the UHPC test panels under Section 4.0 of this criteria Water absorption testing shall be conducted in accordance with ASTM C642 on minimum three (3) replicate specimens and the test shall be modified so that boiling temperatures is 90 o C ± 2 o C (194 o F ± 4 o F). The average absorption after immersion and boiling shall be less than 9 percent Freeze-thaw resistance testing (resonant transverse frequency) shall be conducted in accordance with ASTM C666, Procedure A, with cycles of freezing and thawing. The prism specimen size shall be 3 inches by 3 inches by 16 inches determined in accordance with Section 7 of ASTM C666. Three replicate prisms shall be cast and tested for each curing/treatment condition. The minimum Average Durability Factors of all specimens 3

6 PROPOSED REVISIONS TO THE ACCEPTANCE CRITERIA FOR EXTERIOR ULTRA-HIGH PERFORMANCE CONCRETE THIN WALL CLADDING PANELS (AC458) in accordance with ASTM C666 Tables 1 and 2 shall be a minimum more than of Alkali-silica reaction reactivity of the fine aggregate testing shall be tested in accordance with ASTM C1260 or ASTM C1567. Six replicate mortar bars shall be cast and tested for each curing condition. The result of the ASTM C1260 test shall indicate that each 28- day expansion values of all specimens are less than 0.10 percent. If this criteria is not met, the result of six replicate mortar bars tested in accordance with ASTM C1567 using the supplementary cementitious materials of the proposed same mixture as that of the ASTM C1260 specimens shall indicate that expansion of each test specimen is less than 0.10 percent after 28 days of exposure Temperature cycling test shall be conducted with 25 consecutive temperature cycles on five full-size panels of each thickness in the maximum panel size. The panels shall be attached to the supports in a manner that is representative of the field conditions. Each cycle shall consists of following five (5) steps: one hour of water exposure at room temperature, followed by six hours at minus 40 F, followed by two hours at 70 F, followed by 14 hours at 180 F, and followed by one hour at 70 F. Between cycles, such as on weekends and holidays, the samples may be maintained at an ambient temperature of 70 F. A tolerance of ±5 F is allowed on the specified temperatures. Spray nozzles for the water exposure shall be located approximately 7 feet away from the test specimens and shall deliver 6 inches of water per hour at a water temperature of 40 F to 60 F. The test panel shall be installed vertically with actual anchors used for construction. The specified duration for each step within the cycle shall include a transition time between the previous step and the following step; however, total transition time between two adjacent steps shall not exceed 50 percent of the time specified for the current step. After exposure there shall be no cracking, checking, crazing, erosion, or other characteristic which might affect performance as an exterior wall cladding. Additionally, there shall be no sign of failure or distress at fastener locations Linear coefficient of thermal expansion testing shall be conducted in accordance with ASTM C531 with modifications in FHWA HRT Section 3.9 and AASHTO TP60-00, for each curing treatment on a minimum three (3) specimens. Average values shall be reported in the ICC-ES evaluation report. 3.5 Optional Tests: Fire-resistance testing shall be conducted in accordance with ASTM E119 or UL 263, when recognition is sought for fire-resistance-rated wall assemblies. The fire-resistance rating of the assembly shall be based on the fire and hose stream exposures specified in the applicable standard. Unless the product is qualified by fireresistance testing, the scope of the evaluation report will be limited to use in non-fire-resistance-rated construction For recognition under 2015 and 2012 IBC, vertical and lateral flame propagation testing shall be conducted in accordance with NFPA 285 as required by IBC Section for installation on exterior walls on buildings of Types I, II, III or IV construction that are greater than 40 feet in height above grade plane and that include a combustible water-resistive barrier. Each specific wall assembly shall be tested and evaluated for compliance with the performance requirements in Section 8 of NFPA 285. The tested assembly or assemblies must be representative of the panel systems and exterior wall assemblies to be recognized in the evaluation report. Alternative water-resistive barriers can be considered provided specific details and test procedures to be utilized to justify the alternative water-resistive barrier are submitted to ICC-ES for review prior to the commencement of testing. Unless the product is qualified by testing, the scope of the evaluation report will be limited under the 2015 and 2012 IBC to use in exterior walls of buildings of Type V construction and exterior walls not exceeding 40 feet above grade of buildings of Types I, II, III and IV construction Noncombustibility testing shall be conducted on the concrete in accordance with ASTM E136 when recognition is sought for installation on exterior walls in buildings of Type I, II, III and IV construction in accordance with IBC Section Each representative material (based on combination of concrete mix design, fiber percentage, fiber strength, fiber length, and fiber diameter) shall be tested and evaluated for compliance with Section 8 of ASTM E Thermal resistance testing of the panels shall be conducted in accordance with ASTM C518, and the R- value for the product shall be reported in the evaluation report. For qualification tests of the panels specified in Sections 3.0 and 4.0 of this criteria, the panels shall be sampled in accordance with Sections 3.1, 3.3, and 3.4 of ICC-ES Acceptance Criteria for Test Reports (AC85), with the independent testing laboratory witnessing and documenting the fabrication of the test specimens. 4.0 TEST METHODS 4.1 Out-of-plane Transverse Load Testing: Transverse load tests of the UHPC panels shall be conducted in accordance ASTM E330, Procedure B. The ultimate strength shall be determined as the strength before the first crack of the panels. Full-size panels for each combination of different panel size, panel thickness, and supporting anchors (type, size, and spacing) shall be tested. The panels shall be tested at the same boundary conditions and with the same supporting anchors as will be present in the actual construction. At least three positive (inward) and three negative (outward or suction) wind load tests shall be conducted. Application of loads to failure shall be in at least six increments with a 10-second load duration for each increment. Cantilever end movements of the UHPC panels shall not be restricted during testing. Maximum deflection readings at the midspan and end-of-cantilever shall be reported. The panels shall be tested at outward and inward directions. A testing plan shall be submitted to ICC-ES for approval prior to the testing. Allowable wind pressure (ASD) shall be based on a factor of a safety of 3.0 applied to the ultimate load, if all the following are satisfied: a. No single test result shall vary by more than 15 percent from the average of three tests. Otherwise, number of test specimen shall be increased until a 15 percent or less variation is achieved. 4

Allowable loads shall not exceed the allowable loads for the anchors as derived from Section Panel Deflections: The maximum mid-span and end-of-cantilever deflections, at the allowable transverse wind pressure, shall be provided by the testing lab and included in the evaluation report. 4.3 Panel Anchors: The anchors shall be corrosionresistant. The anchoring supports for a UPHC panel shall be spaced at not more than 4 feet on center, each way, with a minimum of two anchors at each horizontal and vertical direction, in a rectangular arrangement. Each panel shall be anchored technically strain-free, which allows free movement in both horizontal and vertical directions under thermal expansion/shrinkage. As an example for a panel with four anchors, for the connections between the panel and substrate, one of the top anchors could be a fixed connection, the other one of the top anchor could be a horizontal skid (loose bearing) connection; while each of the bottom two anchors could be a horizontal and vertical skid (loose bearing) connection. A test plan proposal shall be submitted to ICC-ES for approval prior to the testing. The testing in this section is for the purpose of providing anchor strengths to be used in additional checking of the panel out-of-plane transverse load capacities obtained from the testing in Section 4.1, and also for evaluation of the anchors, support of the gravity load of the panels. Concrete strength determination shall follow Section of this criteria The post-installed concrete anchors supporting UHPC panels shall be tested in accordance with Test No. 4 (tension, for leeward wind) and Test No. 17 (shear) of Table 4.2 in the ICC-ES Acceptance Criteria for Mechanical Anchors in Concrete (AC193). Testing shall be conducted in cracked UHPC panels with an inch crack width. The concrete mix design and average compressive strength shall be the same as that for the UHPC to be recognized in the evaluation report. Concrete compressive strength determination shall be in accordance with Section of this criteria. Exceptions shall be allowed to the minimum slab thickness and embedment depth requirements in AC193. Testing shall be conducted at each panel thickness to be recognized except that the test results at a smaller panel thickness with larger anchor spacing and cantilever shall be applicable to panels with larger thicknesses, and with the same or smaller anchor spacing and cantilever. The test results shall normalized to the compressive strength of concrete determined in accordance with Section of this criteria, in accordance with Appendix A1 of AC193. Characteristic tension and shear strengths obtained shall be used for the checking of the panel transverse and gravity load capacities, by assigning the tributary wind loads to the anchors, and by using the interaction equation in ACI 318 Chapter 17 (2015 IBC) or Appendix D (2012 and 2009 IBC), for the effect of combined gravity and transverse loads For the inward wind load direction, the anchors shall also be tested in compression for isolated support behind the concrete, unless the panels are continuously supported by the structural substrate. Compression tests shall be conducted in a similar manner to the tension test, with the minimum area of bearing recognized for the isolated support used for the tests. Characteristic compression and shear strengths obtained shall be used 5 for the checking of the panel transverse and gravity load capacities, by assigning the tributary wind loads to the anchors, and by using the interaction equation in ACI 318 Chapter 17 (2015 IBC) or Appendix D (2012 and 2009 IBC), for the effect of combined gravity and transverse loads The loading shall be monotonically increased at a speed of 0.04 inch per minute. The size of the tested panel shall be 24 inches by 24 inches by actual panel thickness. The minimum spacing shall be three times the maximum concrete break-out radius, and not less than 12 inches. The minimum edge distance shall be equal to half of the minimum spacing. 5.0 QUALITY CONTROL 5.1 The panels shall be manufactured by fabricators under an approved quality control program with inspections by ICC-ES or by a properly accredited inspection agency that has a contractual relationship with ICC-ES. The inspections shall occur a periodic basis. The quality control program shall comply with the ICC-ES Acceptance Criteria for Quality Documentation (AC10), with documentation submitted for each panel manufacturing facility. 5.2 A qualifying inspection shall be conducted at each panel manufacturing facility when required by the ICC-ES Acceptance Criteria for Inspection Agencies (AC304). The inspection shall include coverage of the following: For the concrete mix: The inspection shall verify the use of the same concrete mix as the mix design used in qualification testing under this criteria, including inspection of the fibers with the specification and fiber percentage in the mix. For the panel manufacturing: The inspection shall include inspection of concrete placement for specified application techniques; inspection for maintenance of specified curing temperature and techniques; verification of in-situ concrete strength; and inspection of formwork for shape, location, and dimensions of the concrete member being formed. 5.3 Periodic special inspection is required in accordance with Sections and of the 2015 and 2012 IBC and Sections and of the 2009 IBC. The inspections shall include inspection of anchors post-installed in hardened concrete members, and erection of precast concrete members. 6.0 EVALUATION REPORT RECOGNITION 6.1 The evaluation report shall include descriptions of the concrete mix design (without proprietary information), the panels, installation instruction, and packaging and labeling information based on requirements in Section 2.1 of this criteria. 6.2 The evaluation report shall specify that the panels are limited to use in non-fire-resistance-rated construction, unless they are optionally tested in accordance with Section of this criteria. When recognition includes installation of the panel as a component of fire-resistancerated wall assemblies, the evaluation report shall provide details of the assemblies tested in accordance with ASTM E119 or UL The evaluation report shall specify the construction types for which the panel has been evaluated.
