1 Request for Proposals and Bids for Civil Engineering Services for Off-site Improvements for a Residential Neighborhood The Quinault Indian Nation (QIN) is pleased to present a Request for Proposal and Bids to perform Civil Engineering services for off-site improvements for a new neighborhood in Taholah, Washington (on the Quinault Indian Reservation). This Request for Proposal (RFP) presents our evaluation criteria and scoring for each. Per Quinault Indian Nation policy, preference is given to bidders that are Indian-owned (See QIN Indian Preference Policy, attached). Request for Proposals and Bids Introduction The QIN is seeking an engineering firm or team to prepare civil engineering plans for offsite improvements that will serve a neighborhood approximately 25 acres in size. This residential neighborhood will be the first homesite development designed as part of the Taholah Village Relocation Master Plan, an effort to move the lower village of Taholah to higher ground to escape the threat of tsunami and sea level rise. In order to provide safe secondary access to the site, a street (Capoeman Road) will be extended to the site (approximately 1400 linear feet) and the Capoeman Road-Aalis Drive intersection will be reconfigured. The portion of Capoeman Road and the Aalis Drive intersection will require modification, including stormwater management, measures to insure pedestrian and traffic safety. The intersection of Capoeman Road and State Route 109 will need to be examined to see what changes may be necessary given the increased traffic at the intersection given the new neighborhood and future development. Schematic plans for a 330,000 water tank will be prepared as part of this project to assure adequate water pressure to the new neighborhood and future neighborhoods in the Taholah Relocation Area. The tank in the Northeast Neighborhood should match the elevation of the tank on the north side of the river, which is approximately 90 feet higher than the 160 foot elevation at the subject site (per Indian Health Service). Plans for a road (Kla Oak Wa Drive) that serves the future school and the tank have been prepared; however approximately 700 linear feet of the southern end of this road must be reconfigured. The reconfiguration of this portion of the road is part of this project. Project Services QIN is seeking proposals and bids to provide the following civil engineering services for this proposed Project: 1. CAPOEMAN ROAD EXTENSION Preliminary and Final: Grading, Drainage and Utility Plans Erosion Control Plans Alignment and Right-of-Way Plan for streets/sidewalks Roadway Sections

2 Paving, Striping and Signing Plans Plans and Profiles of Streets, Utilities Additional Geotechnical and Survey Work that the engineer deems necessary Opinion of Probable Cost for Construction Meetings with QIN Planning staff 2. CAPOEMAN ROAD-AALIS DRIVE INTERSECTION REALIGNMENT Preliminary and Final: Grading, Drainage and Utility Plans Erosion Control Plans Alignment and Right-of-Way Plan for streets/sidewalks Roadway Sections Paving, Striping and Signing Plans Plans and Profiles of Streets, Utilities Additional Geotechnical and Survey Work that the engineer deems necessary Opinion of Probable Cost for Construction Meetings with QIN Planning staff 3. CAPOEMAN ROAD IMPROVEMENTS Safety improvements to Capoeman Road between Chai Chu Drive and State Route 109, including, if necessary, preliminary redesign of intersection at State Route 109 for increased traffic load Preliminary Sidewalk Design Preliminary Stormwater Infrastructure Design 4. KLA OOK WA EXTENSION RECONFIGURATION Preliminary and Final: Grading, Drainage and Utility Plans Erosion Control Plans Alignment and Right-of-Way Plan for streets/sidewalks Roadway Sections Paving, Striping and Signing Plans Plans and Profiles of Streets, Utilities Additional Survey Work that the engineer deems necessary Opinion of Probable Cost for Construction Meetings with QIN Planning staff 5. WATER TANK Feasibility Study, specifications, and design for 330,000 gallon tank PITOT testing and other studies deemed necessary by the engineer

3 Any survey consultants should be Certified Federal Surveyors. Permitting will be handled by the Quinault Department of Community Development and Planning. Utility Plans will include sewer, water, underground power and communications infrastructure. Construction Administration is not part of this project. Electronic drawing files and those files used for staking and construction will be provided to the Quinault Indian Nation at project completion. Key Project Goals This project has been prioritized by the QIN to protect its members from the threat of tsunami. This will be the first neighborhood in the relocated village of Taholah and will serve as a model for future neighborhoods. The neighborhood shall include: Narrow streets to reduce stormwater runoff Stormwater runoff leaving the site will be minimized via low impact for stormwater best practices The goal of this project is to provide the QIN with shovel-ready civil engineering plans that can be used for bidding and construction of the neighborhood,as these improvements will likely be concurrent to the neighborhood construction. Design Timeline It is anticipated that the consultant selection process and contract negotiation will be completed by the end of January 2018 with a Notice to Proceed granted in February We anticipate the project will be completed and ready for construction by the end of September Topographic survey and geotechnical testing will need to be performed for the sites (other than the tank site). Proposal Submittal Proposals and bids will be evaluated based on experience with the design of this building type, similar size and program elements, references and availability and experience of the assigned project manager and team members. Bidders are solely responsible for all costs incurred in the preparation and submittal of the proposal and bid. Respondents shall submit six (6) copies of their response to this RFP by Thursday, December 21, 2017 at 5:00 PM. 4 Proposals shall demonstrate that the firm(s) has the professional capability and availability to satisfactorily and timely complete all the tasks as described in the Scope of Work section of this RFP. Responses shall include: 1. The firm legal name, address, telephone number and principal contact address; 2. The principal assigned to this project and a brief description of their qualifications (experience, professional registration, education) and list of projects and date of completion for projects similar in scope to the proposed subdivision, and experience working with tribes; 3. The submittal shall include a proposed scope of work and cost estimates for each of the project services described above; 4. The proposed work plan and schedule for activities to be performed; 5. Fee proposal based on the proposed scope of work, work plan and schedule, hourly rates by design team members, anticipated hours by team member and anticipated reimbursable costs; 6. Describe how you establish the estimated cost of construction and when you typically provide your client this information; 7. A minimum of three references that are knowledgeable regarding the firm s recent performance on projects. The references shall be for projects on which the Project Manager has performed. Evaluation Criteria and the Selection Process The basis of the award will be to the respondent receiving the most points based on the following criteria: Project understanding, scope of work, work plan and schedule (35 points) Qualifications/Experience of Project Manager (20 points) Past performance/references (15 points) Bid for Services (30 points) Preference will be given to qualified Indian-owned Firms per the QIN s Indian Preference Policy. Respondents must not have been suspended or debarred by the federal government. Selection of the successful proposal shall, in part, be based upon the completeness of the submittal, the quality and price of the services, the reputation of the respondent, and the ability of the respondent to meet all deadlines for delivery of the item(s). The successful bidder will sign the attached Standard Independent Contractor Agreement with the QIN, sign a Certification and Debarment Form, provide a W-9, submit certifications of required insurance coverage, and obtain QIN business licenses for all firms/subcontractors doing work on the Quinault Reservation. Subcontracts must be approved by the Quinault Indian Nation. The QIN Tribal Employment Rights Ordinance (TERO) applies and a fee may be assessed.

5 The QIN reserves the right to accept or reject all or part of the proposal/bid, or to decline the whole proposal/bid, and to negotiate with the respondents to ensure QIN receives the appropriate deliverables within the required timeframe.
