1 DIVISION 1 - GENERAL REQUIREMENTS CONSTRUCTION AREA A. The Contractor shall limit his construction activities, including materials storage, to areas designated by the Owner's Representative. VEHICLE PARKING A. The parking of Contractor's vehicles and the private vehicles of the Contractor's employees shall be in an area designated by the Owner's Representative. TEMPORARY FACILITIES A. Temporary Sheds 1. The Contractor and Subcontractors shall maintain, at locations approved by the Owner's representative, watertight sheds with raised floors for the storage of equipment and materials until such time as adequate storage is available within the building. B. Temporary Office 1. The Contractor shall provide and maintain a temporary, watertight office building not less than 10'x 10', containing plan and shop drawing storage racks (4 Drawer unit) and a smooth, sloped top table or examination of plans. On larger projects, (over $200,000) provide a separate office for the Owner's Project Manager and project documents. 2. Office shall be provided with glazed operable windows with screens, a glazed and screened door with cylinder lock and latch, artificial light, two convenience outlets and automatic heat capable of maintaining air temperature of 70 F. 3. When directed, move the office and facilities into suitable rooms within the building. DIVISION 1 GENERAL REQUIREMENTS 1.1

2 C. Temporary Telephone 1. The Contractor shall install, at his expense, one telephone placed near the plan table for use by all construction personnel. Most of the telephone service on Colorado College campus is owned and operated by Colorado College. 2. Local calls and service charges of the phone shall be paid by the Contractor. Long distance calls shall be paid for by party making same. D. Temporary Water 1. Water shall be available from an existing source within the construction limits. Cost of the water will be paid for by the Owner. Contractor to install approved backflow prevention equipment for all construction site water connections. E. Temporary Heat 1. General a. Most existing buildings in the central campus are serviced by the high temperature hot water system and the central heating plant. b. Smaller residential type educational and dorm buildings have a variety of self-contained heating systems. 2. In major new buildings, it will be impractical and difficult to utilize the high temperature hot water system for temporary heat. The Engineers and Contractor shall consider alternative sources. All cost for temporary heat shall be included in the Contractor s costs. 3. In additions and renovation projects where there is access to existing building heating systems, the Contractor may use this source for temporary heat. After the construction is weathertight, the Contractor shall provide and install all necessary equipment and distribution. There shall be no interruption in service or operational changes to the existing building. DIVISION 1 GENERAL REQUIREMENTS 1.2

3 F. Temporary Sanitary Facilities 1. The Owner's toilet facilities will not be available to the Contractor's personnel. Where new construction is occurring, the contractor should provide portable toilet services as needed. On smaller projects it may be possible to arrange for these facilities: this should be reviewed with the Owner s Representative. G. Temporary Construction Power 1. Contractor will provide temporary power for the project. Owner shall designate service point location. Size will be as required. Contractor shall provide fused disconnect at service point for Owner's cable terminations. Contractor shall provide all equipment required on load side of the fused disconnect while maintaining balanced loading. All cost of required equipment, installation and power usage shall be paid by the Contractor. 2. Reasonable protection should be provided for large equipment normally installed outside. H. Temporary Enclosure 1. Provide as required to protect work, materials and equipment against injury from wind, dampness and cold temperature. I. Access to Campus Buildings 1. Where a new building is being constructed, the contractor s personnel are not to enter or use adjacent facilities. 2. Where a project adds square footage to an existing building, the contractor is to limit contractor's personnel to the area being modified. Contractor's personnel are to be restricted from the area remaining in use by the Owner. The intent is to prevent contractor from bringing construction dirt into occupied areas. Where the contractor does bring construction dirt into the area, the contractor shall provide custodial services or hire the Owner's custodial services. DIVISION 1 GENERAL REQUIREMENTS 1.3

4 EXISTING FACILITIES A. Any damage caused by the Contractor to existing facilities shall be replaced by the Contractor at no expense to the Owner. B. Underground Utilities 1. Locates a. The College shall provide personnel and equipment to locate and mark existing College owned and operated utilities. Locates are scheduled through the Facilities Services Office at Monday through Friday 8:00 AM - 3:00 PM except during College holidays. Locates shall be scheduled 48 hours in advance. b. The Contractor shall contact and coordinate all required public utility locates. c. Marking shall be accomplished by color coding in accordance with the Uniform Color Code of the American Public Works Association. Locates shall be marked as follows: UTILITY FLAGS GROUND PAINTING Electric Red with white lettering Red Telephone Orange with white lettering Orange with white center Natural Gas Yellow with black lettering Yellow Steam Yellow with blue lettering Yellow with blue center Domestic Water Blue with white lettering Blue Chilled Water Blue with red lettering Blue with red center Sanitary Sewer Green with black lettering Black with green center Storm Sewer Green with white lettering White with green center DIVISION 1 GENERAL REQUIREMENTS 1.4

5 d. Contractor shall assign one person to work with the City locator. e. The accuracy of the locates shall be plus or minus three feet in plan view. Depth of buried lines vary. Contractor shall be responsible for all construction in the area of existing utilities. f. Contractor shall be responsible for locating the following utilities not owned by Colorado College. (1) Telephone - US West (2) Cable TV - Adelphia Cable (3) Natural Gas - Colorado Springs Utilities (4) Water - Colorado Springs Utilities (5) Electrical - Colorado Springs Utilities 2. Existing Utilities and Structures a. The Contractor shall exercise care to protect underground pipelines, and duct banks from heavy vehicular traffic. Heavy wooden or steel protection shall be used where required. When the construction would necessitate heavy traffic over an existing tunnel, the Contractor shall provide adequate engineered shoring. b. The Contractor's attention is directed to the extensive network of existing underground pipelines, tunnels, manholes, and electric conduit. It shall be the Contractor's responsibility to become acquainted with the extent and location of these underground structures. c. Excavation adjacent to underground structures shall be done with care, and then only after first determining the exact location of them. Where new excavation is below the support line of existing structures, sheeting or other approved procedure shall be utilized. d. The Contractor shall verify the locations of existing utilities before starting trench cutting operations. Excavation shall be performed by hand digging around utilities to locate and prevent damage. Cost of repairing any damages to existing utilities shall be paid by the Contractor without expense to the Owner. The College reserves the right to repair any existing utility damaged by the Contractor, at the Contractor's expense. e. Existing utilities shall be adequately protected from damage due to construction by Contractor. This shall include any hand digging required, shoring, planking, support material, temporary fill or protection necessary for utilities to remain in continuous service. Existing utilities which are shown on the drawings or field located and are damaged by the Contractor shall be repaired or replaced, at the College s sole option, entirely at the cost of the Contractor. Where damage necessitates a utility outage, Contractor shall work continuously on a 24 hour, around the clock basis until the damaged utility is placed into service again. All costs to be the responsibility of the Contractor. g. If existing utilities are encountered during construction which are not shown on plans, and which have not been field located, Contractor shall immediately stop work in that area and notify Owner's Representative. Owner's Representative will make a determination as to nature of utility and direct Contractor as to what action is to be taken. h. No valve, switch or other control of the existing utility systems shall be operated for any purpose by the Contractor without prior approval of the College. i. Contractor shall document on As-Built Drawings the location and invert elevations of encountered utilities and every 50 feet of new utility installations. Measurements shall be taken in plan from permanent structures such as exterior building walls. Final acceptance of contract shall be contingent upon As-Built review and approval from the Owner's Representative and Architect/Engineers. C. Lawn Areas 1. Contractor's vehicles may not be driven into lawn areas without prior approval of the Owner's Representative. In cases where it is necessary to drive vehicles, the Contractor shall provide planking material upon which to drive. The Contractor shall be held responsible for damages if these procedures are not followed. 2. Lawn areas disturbed by construction shall be repaired by and paid for by the Contractor. 7 D. Protection of Trees 1. The Contractor shall be responsible for the protection of tops, trunks and root systems of existing trees and shrubs on the project site. Existing trees and shrubs subject to construction damage shall be protected by appropriate barriers to prevent damage. Installation of protective structure shall be made before any work is started and not removed until directed by the Owner's Representative. 2. Do not permit heavy equipment or stockpiles within the branch spread. No ropes, wires, cables or other devices shall at any time be affixed to a tree or shrub, which may damage the bark, break branches, or destroy its natural shape. 3. The Contractor shall be liable in cases of accidental damage to trees and shrubs, which are to remain on the site. 4. The Contractor shall notify the Owners immediately in cases of accidental damage so that proper repairs can be made. Cost of such repairs are to be assessed to the Contractor. The Contractor shall not attempt to make such repairs himself. 5. Trees located in public right of ways are owned by the City. All removal and pruning must be approved by the City of Colorado Springs Park & Recreation Department. During design, it is the Architect s responsibility and during the construction it is the Contractor s responsibility to coordinate and to secure approval for work on these areas. 6. Evaluation of trees or shrubs damaged beyond repair shall be made on the basis of replacement cost, if replaceable, with material of equal size. In cases where it would not be possible to replace a tree with one of equal size, trees shall be evaluated on the basis of the "Shade Tree Evaluation" formula of the International Shade Tree Conference, current edition. E. Use of Elevator 1. Where a new building is being constructed, the Contractor shall utilize the elevator at the Contractor s risk. The Contractor shall extend the Owner s basic warranty for the duration of the construction contract and shall return the unit to the Owner's use in an as-new condition. 2. The Contractor shall provide and install protective padding to inside perimeter walls and use care in moving materials and equipment through the doors. DIVISION 1 GENERAL REQUIREMENTS 1.7

8 3. The Contractor shall not load elevator over the rated name plate capacity nor exceed the per square inch floor leading design. Any damage to elevator surfaces or mechanism will be repaired by the Owner and shall be paid for by the Contractor. 4. The Contractor shall utilize only the elevator designated by the Owner's Representative and shall not assume that all elevators are for use. MEASUREMENTS A. Use dimensions on the plans instead place of scaling. Before ordering any material or doing any work, the Contractor shall verify all measurements at the site and shall be responsible for the correctness of same. No extra compensation will be allowed for differences between actual dimensions and the measurement as shown on the Drawings; any difference which may be found shall be submitted to the Owner's Representative for consideration before proceeding with the work. LAYOUT A. Lines and Levels 1. The Contractor shall locate all primary horizontal and vertical reference points and take such action necessary to prevent their destruction and be responsible for all control lines, elevations and measurements of the work executed by under the Contract. The Contractor shall exercise proper precaution to verify figures shown on Drawings before laying out work. All primary layout shall be performed by a qualified person employed by or under direction of the Contractor. PROCEDURE FOR HANDLING SHOP DRAWINGS/PROJECT DATA/ SAMPLES SUBMITTALS A. In the Specifications, the Architect/Engineer shall prepare a complete list of required shop drawings/product data/samples identified with the corresponding section number. B. After review and approval, Contractor shall send all shop drawings/product data/samples directly to the Architect/Engineer and the Owner s Representative. DIVISION 1 GENERAL REQUIREMENTS 1.8

9 C. After checking, the Architect/Engineer will forward the shop drawings/product data/samples stamped approved, to Facilities Services. The Owner s Representative will notify the Architect if there are issues with the submittals at the weekly construction meeting. If Architect/Engineer or Owner s Representative does not approve, shop drawings/product data/samples will be returned to the Contractor for re-submittal. D. Distribution of Shop Drawings/Product Data/Samples shall occur as follows: Refer to individual sections in Part 3, Technical Requirements, for further information. E. When required by Contract, the Shop Drawings, Product Data and Submittals shall be transferred onto electronic media. Drawings: Product Data: 1. Contractor shall submit one (1) sepia and one (1) blue line to Architect. Indicate specification section on all drawings. The reviewed and stamped sepia copy shall be used for reproducing of all copies to be distributed. 2. Architect and the appropriate Consultants shall review, correct and forward one (1) sepia and one (1) blue line of sepia, all stamped approved, to the Colorado College Facilities Services. After the Owner s Representative has reviewed the submittal, the Architect will be notified. 3. Sepia and two (2) blue line prints will be returned to the Contractor by the Architect with copy of transmittal to Architect. The Architect shall provide adequate blue line copies to their Consultants and one (1) sepia copy and two (2) blue line print copies to Colorado College. 4. Approved "as noted" drawings may be used for construction. However, Contractor shall furnish two (2) corrected blue lines to Architect/Engineer. Please clearly note on drawings that they are "corrected". Architect/Engineer will forward one (1) corrected blue line to Facilities Services 1. Contractor shall send six (6) copies to Architect. The Contractor shall schedule adequate time so that the Architect can review the color selections with the Owner. Indicate specification section on all brochures. 2. Architect and the appropriate Consultant(s) shall review and forward one (1) copy, stamped approved, to Facilities Services. The Owner s Representative will notify the Architect after reviewing the submittal. DIVISION 1 GENERAL REQUIREMENTS 1.9

10 3. Two (2) copies will be returned to the Contractor by the Architect, one (1) copy to the Architect, and three (3) copies retained by Colorado College. 4. Approved "as-noted" brochures may be used for construction. However, Contractor shall furnish two (2) corrected brochures to the Architect. Clearly note on brochures that they are corrected. Architect/Engineer will forward one (1) corrected brochure to Facilities Services. Samples: 1. Contractor shall submit three (3) samples to the Architect. 2. Architect shall review and if approved, forward one (1) sample to Facilities Services and one (1) sample to the Contractor. 3. All color selections must be approved by the College prior to release to the Contractor. The Contractor shall arrange the submittals so that the entire range of materials requiring color selections can be assembled on the presentation board by the Architect and reviewed by the Owner as a complete package. Contractor will be notified in writing of the Architect s approval. INSTRUCTIONS A. The Contractor shall, before Final Acceptance, instruct persons designated by the Owner's Representative in the proper use, operation, and maintenance of all new equipment, and shall provide instructions to Owner's Representative in a written format. Refer to Division 15/Mechanical and Division 16/Electrical for further information on systems training and building commissioning. OPERATION AND MAINTENANCE MANUALS A. Before Final Acceptance, the Contractor shall submit three (3) copies of a bound manual for all new equipment, including guarantees/warranties full maintenance and operating instructions, parts lists, wiring diagrams, recommended spare parts and emergency parts inventory, sources of purchase and similar information. In addition, provide (3) sets of digitized (O&M) CDs. Consult with Facilities before proceeding with this work. B. The Architect and the appropriate Engineers shall review and if approved forward all copies to Colorado College Facilities Services for review and acceptance. C. Refer to Divisions, 15/Mechanical and Division 16/Electrical for further information on systems training and building commissioning procedures. DIVISION 1 GENERAL REQUIREMENTS 1.10

11 NEW CONSTRUCTION A. New construction is to be installed with minimum damage to existing surfaces, e.g., neatly fit new partitions around existing casing, trim and base whenever possible. ACCEPTANCE APPROVAL OF WORK BY OWNER A. The Contractor shall obtain acceptance by the Owner's Representative and as advised by the Architect of all phases of the work during their respective initial stages before proceeding on to completion. B. The amount of Work to be completed before Substantial Completion approval shall be mutually agreed upon by the Owner's Representative after recommendation by the Architect and the Contractor. C. Defective work shall be corrected in conformance with the Construction Documents at no additional expense to the Owner. D. After acceptance, all remaining Work shall be completed in a timely manner and at a comparable quality to previously accepted work. PROJECT CONDITIONS AND SCHEDULE A. The Contractor shall recognize that the Owner's adjacent facilities will remain in operation during the construction period. B. The Owner's Representative will cooperate with the Contractor to vacate the areas of work when required and as identified in the Construction Schedule. C. The Contractor shall advise the Owner's Representative of progression to new areas of work at least two weeks in advance. D. The Contractor shall maintain exits and passageways in a continually usable condition and inform the Owner's Representative of potential conflict and safety hazards. E. The Contractor shall provide the Owner and Architect with a Construction Schedule at the beginning of construction activities. The schedule shall meet the Owner's requirement for occupancy of the facility. The schedule shall be updated by the Contractor no less than once monthly. DIVISION 1 GENERAL REQUIREMENTS 1.11

12 F. The Contractor shall integrate the Owner s Suppliers and Contractor(s) into their schedule allowing a reasonable sequence and duration time to complete the overall Project. The Owner s Representative will coordinate such work. The Contractor shall carry any cost burden to coordinate their work with work identified and carried out by the Owner. REMOVAL OF DEBRIS AND CLEAN-UP A. Debris generated by demolition activity shall be removed from the job site on the same day it is generated. Disposal shall be the responsibility of the Contractor. B. In addition to the requirements for clean-up, as specified in the General Conditions, the Contractor shall remove to the Owner's satisfaction, all asphalt or concrete spilled on or around the buildings. The Contractor shall dispose of all rubbish and debris off-campus in an approved landfill area. SAFETY AND HEALTH A. The work shall be governed by applicable provisions of the general law, including the latest amendments of the following: William-Steiger Occupational Safety & Health Act of 1970, Public law Part Occupational Safety & Health Standards, Chapter XVII of Title of 29, Code of Federal Regulations. Part Safety and Health Regulations for Construction, Chapter XVII of Title 29, Code of Federal Regulations. Parts Protection of Environment Standards Chapter I of Title 40, Code of Federal Regulations (Hazardous Waste). Parts , 279, 99, 100, 101, 2, 6, 7, 8 - Colorado Department of Public Health and Environment Regulations of Title 6, Code of Regulations (Hazardous Waste). Part 61 - Protection of Environment Standards of Title 40, Code of Federal Regulations (Asbestos). Parts A8B - Emission Standards for Asbestos excerpted from Colorado Regulation #8. 13 B. It is the Contractor s responsibility to assure and enforce that all contracted work is performed in a safe manner and in accordance within OSHA and Governmental Standards. ACCIDENT PREVENTION A. The safety provisions of applicable laws, building and construction codes shall be observed. Machinery, equipment and all hazards shall be guarded or eliminated in accordance with the safety provisions of the latest edition of the Manual of Accident Prevention in Construction, published by the associated General Contractors of America, to the extent that such provisions are not in contravention of applicable laws. FIRE PROTECTION A. During the construction period provide fire protection. Provide one (1) U.L. listed multipurpose dry chemical fire extinguisher (2A20BC rating on each floor. This requirement is in addition to the Owner's present equipment. B. Shields of noncombustible material shall be used when welding or cutting is done. C. Preparation of flammable compounds inside the building is prohibited. D. Gasoline and other flammable and volatile fluids having low flash point and ignition temperatures shall not be stored or handled in the building except in U.L. listed safety cans. Reserve flammable liquids in barrels should be stored well away from the structure and kept under lock and key. DIVISION 1 GENERAL REQUIREMENTS 1.13
