(a) Adoption of one- and two-family dwelling code. For the purpose of regulating the erection, construction, prefabrication, enlargement, alteration, repair, moving, removal, demolition, conversion, occupancy, equipment, use and maintenance of all detached one- and two-family dwellings and one-family townhouses, not more than three stories in height, and their accessory structures located within the City and Borough, there is adopted by reference the "CABO One- and Two-Family Dwelling Code, 1995 Edition," hereinafter OTFDC, published by the Council of American Building Officials, and five copies each of which have been filed in the office of the municipal clerk of the City and Borough or in such place designated by the municipal clerk for public use, inspection and examination and which compilation is made a part of this chapter as if fully set forth in this section, subject only to the enumerated additions, deletions and changes in this chapter. (b) Other codes applicable to one- and two-family dwellings. In addition to the requirements of this chapter, one- and two-family dwellings shall comply with all other applicable codes of the City and Borough including the following codes as modified in Title 19 and where applicable: Title 19.01, Building Codes Administrative Code; Title 19.02, Board of Appeals; 1997 UBC Chapter 16, Structural Design Requirements (As required in item 4 below);

3 1997 UBC Chapter 32, Construction in the Public Right of Way; 1997 UBC Chapter 33, Site Work, Demolition and Construction; 1997 UBC Chapter 34, Existing Structures; 1997 UBC Appendix Chapter 31, Division I, Flood Resistant Construction; 1997 UBC Appendix Chapter 33, Excavations and Grading; 1997 UBC Appendix Chapter 34, Existing Structures, Divisions I and III; 1997 UPC, Uniform Plumbing Code and Title 19.06, Plumbing Code; 1997 UFC, Uniform Fire Code, Chapter , Premises Identification; 1997 UFC, Uniform Fire Code, Chapter 902, Fire Department Access; Title 19.11, Thermal Code. (c) One- and two-family dwellings are not required to meet the requirements of the building, electrical or mechanical codes except as specifically required in this section Accessibility. Delete OTFDC Chapter 1, General administration, except as referred to elsewhere in this code, and add the following: "101 Accessibility. Where disabled access is provided but not otherwise required by the codes, either UBC Chapter 11, Accessibility, the Americans with Disabilities Act (ADA-AG) or the Fair Housing Accessibility Guidelines may be used as guidelines. Where disabled access is required, work shall comply with UBC Chapter 11, Accessibility and ICC/ANSI A " General building definitions. In OTFDC Section 202, General building definitions: (A) Add the following definitions: "Alley. An alley is a public space or thoroughfare, 20 feet or less, but not less than ten feet in width, which has been dedicated for public use." "Flashing. Flashing is sheet material designed to lead water to the building exterior."

4 (B) Delete the definition of "Grade" and substitute the following: "Grade. (Adjacent ground elevation) is the lowest point of the finished ground elevation at a distance of five feet from the exterior wall of a building. In case walls are parallel to and within five feet of a public sidewalk, alley or other public way, the finished ground elevation at any point shall be considered to be the elevation of the sidewalk, alley, or public way." Design of unusually shaped buildings. In OTFDC Section 301, Design, add a new subsection , Design of unusually shaped buildings, as follows: " Design of unusually shaped buildings." "When of unusual shape, building of light-frame construction shall have a lateral-force-resisting system to resist the forces specified in UBC Chapter 16. One or more of the items of UBC Sections shall be considered to constitute an unusual shape." Flood resistant construction. In OTFDC Section 301, add a new subsection , Flood resistant construction, as follows: " Flood resistant construction." "UBC Appendix Chapter 31, Division I, Flood resistant construction, may be required to be followed in one- and two-family dwellings and accessory buildings if special circumstances exist which, in the opinion of the building official, warrant use of these requirements. In UBC Appendix Section , Flood resistant foundations, when used for one- and two-family dwellings and accessory buildings, at the end of the first sentence, add "and other engineered foundations" after "piles". Replace "pile" with "foundation" throughout the remainder of this subsection." Table_301.2a Climatic and geographic design criteria. In OTFDC Section 301, delete Table 301.2a, Climatic and Geographic Design Criteria, retain the table notes and insert the following new table: TABLE NO a CLIMATIC AND GEOGRAPHIC DESIGN CRITERIA Roof Snow load (lbs. per 50 sq. ft.) Basic wind speed shall be determined by the building official using the Juneau Basic Wind Speed Map, dated 11/17/98." "9. Seismic zone 2 shall apply to all parts of this code except for Section 602.9, Wall Bracing, where seismic zone 3 shall apply." Table_301.2b Design wind loads. In OTFDC Table 301.2b, Design wind loads, add Note 7 to read: "7. For elevations above 500 feet above MLLW, the wind speed shall be determined by the building official." Table_301.4 Minimum uniformly distributed live loads. In OTFDC Table 301.4, Minimum uniformly distributed live loads, change live load for decks to 60 psf Geophysical hazards. In OTFDC Section 301, Design, add a new Section 301.7, Geophysical hazards, as follows: "301.7 In Moderate and severe geophysical hazard zones as shown in "Geophysical Hazards Investigation, Juneau, Alaska" dated 10/72 and on the "Landslide and Avalanche Area Maps", both adopted by ordinance serial no , or when the building official determines that development is proposed in an area similar in nature to those studied in the above referenced documents but outside of the study area, an engineered structural analysis shall be submitted with the permit application. The building official may waive this requirement upon presentation of more specific studies showing the proposed site is not likely to be affected by geophysical hazards." Impact loads.

6 In OTFDC Section 301, Design, add a new subsection 301.8, Impact Loads, as follows: "301.8 Impact loads shall be considered in the design and construction of any structure where impact loads may occur such as in moderate and severe geophysical hazard zones referred to in item (9) above." Kitchens, bathrooms, and laundry rooms. In OTFDC Section 303.3, Bathrooms, change title to: "Kitchens, bathrooms, and laundry rooms", delete the exception, delete the first sentence and replace with the following: "All bathrooms, water closet compartments, laundry rooms with more than one clothes washer and one clothes dryer and similar rooms shall be provided with a mechanical exhaust system connected directly to the outside with a minimum rated exhaust capacity of 50 cubic feet per minute and 100 cubic feet per minute for kitchens." Required heating. In OTFDC Section 303.6, Required heating, add the following to the last sentence: "... without involving the combustion of a solid fuel." Opening protection. In OTFDC Section 309.1, Opening protection, in the second sentence after the word "equivalent" add the following: "... with self-closing assemblies." Emergency escapes. In OTFDC Section 310.2, Emergency escapes, in the first sentence after "... sleeping room...," add the following: "or other habitable room over 70 square feet and not used for cooking, eating or living room uses unless also used for sleeping." At the end of OTFDC Section 310.2, Emergency escapes, add the following sentence: "The building official may accept a recorded deed restriction as an alternative to this requirement when the current use of the space will clearly not include sleeping."

7 Guardrail opening limitations. In OTFDC Section 315.4, Guardrail opening limitations, in the first sentence change "four inch (102 mm)" to read "six inch (152 mm)." Smoke detectors required. In OTFDC Section 316.1, Smoke detectors required, in the first sentence after "... sleeping room...," add the following: "or other habitable room over 70 square feet and not used for cooking, eating or living room uses unless also used for sleeping." At the end of OTFDC Section 316.1, Smoke detectors required, add the following sentences: "The building official may accept a recorded deed restriction as an alternative to this requirement when the current use of the space will clearly not include sleeping." "In a multi-story dwelling, when sleeping rooms are on an upper level, a detector shall be placed at the ceiling of the upper level in close proximity to the stairway if there is no door or other obstruction at the top of the stairway to block the path of smoke and near the ceiling at the bottom of the stairway if there is such an obstruction at the top of the stairway. If there is a door between levels, one detector shall be installed on the lower level side of the door near the ceiling at the bottom of the interconnecting stairs." Smoke detectors, alterations, repairs and additions. In OTFDC Section , Smoke detectors, alterations, repairs and additions, add the following exception: "Exception: Repairs to the exterior surfaces of a Group R occupancy are exempt from the requirements of this section." Power source. In OTFDC Section 316.2, Power source, add the following to the end of the last sentence: "... or when installed in existing buildings where they are not required to be interconnected in Section " Retarder required. Delete OTFDC Section 321.1, Retarder required, and the exceptions and refer to chapter 19.11, Thermal

8 Code Location required. In OTFDC Section 322.1, Location required, delete Item 2, and add the following: "2. All sills or plates which rest on concrete or masonry." Foundations, drainage. In OTFDC Section 401.3, Foundations, drainage, delete the last sentence and add the following: "The grade away from foundation walls shall be a minimum of two percent positive grade within the first five feet." In the exception to OTFDC Section 401.3, Drainage, change "six inches (153 mm) of fall within ten feet (3,048 mm)" to read "two percent slope within five feet (1,524 mm)." Geotechnical evaluation. In OTFDC Section , Geotechnical evaluation, delete the entire section and Table Previously filled areas. In OTFDC Section 401.6, Previously filled areas, add a new paragraph reading as follows: "Each application for a permit for construction in an area which has been previously filled without a grading permit, was an exception to UBC Appendix Chapter 33 of the applicable building code or was not filled in compliance with the applicable provisions of UBC Appendix Chapter 33 in effect when the fill was made or which appears to the building official to have an inadequate soil bearing capacity shall be accompanied by an engineering report and recommendation by a qualified engineer with substantial experience in soils or geologic engineering licensed to practice in the state; the building official shall incorporate in the permit those recommendations contained in the report which the building official deems necessary together with such other requirements as may be necessary to ensure the stability and safety of the proposed structure." Wood foundations. In OTFDC Section 402.1, Wood foundations, add the following: "Foundation walls shall be restrained at the footing line by the following method:"

9 "A minimum four-inch by four-inch nominal size pressure treated or decay-resistant member installed immediately adjacent to the wall and bolted to the footing with one-half inch diameter stainless anchor bolts maximum two feet zero inches on center. The maximum soils height against the wall shall be three feet zero inches." Dampproofing. Add a new OTFDC Section , Dampproofing, as follows: " Dampproofing. Approved dampproofing shall be applied over the below-grade portion of exterior basement and crawl space walls prior to backfilling. A treated lumber or plywood strip shall be attached to the wall to cover the top edge of the approved dampproofing. The wood strip shall extend at least two inches above and five inches below finish grade level to protect the approved dampproofing from exposure to light and from mechanical damage at or near grade. The joint between the strip and the wall shall be caulked full length prior to fastening the strip to the wall. Alternatively, brick, stucco, or other covering appropriate to the architectural treatment may be used in place of the wood strip. The approved dampproofing shall extend down to the bottom of the concrete footing." Footings. In OTFDC Section 403.1, Footings, general, delete the second and third sentences and add the following: "Minimum standards for concrete and masonry footings shall be as set out in the City and Borough `Standard CBJ Foundations' dated September 1, The building official may approve a stamped, engineered foundation in lieu of the City and Borough standard." Footings for wood foundations. In OTFDC Section 403.2, Footings for wood foundations, delete Section 403.2, Table and Figures 403.1a, 403.1b and 403.1c and add the following: "Wood foundations shall have a 10-inch thick by 16-inch wide concrete footing." Insulated footings. In OTFDC Section 403.3, Insulated footings, add the following as the last sentence of this section: "For purposes of this section only, the air freezing index for Juneau is 3,000."

10 Foundations bearing directly on the ground. In OTFDC Section 403, Footings, add a new Section as follows: "403.4 Foundations bearing directly on the ground. Exterior decks, landings, and platforms not rigidly attached to a building and not greater than 30 inches above grade; and uninhabited one-story wood-framed, metal-framed and membrane buildings not over 400 square feet (37.2 m 2 ) in floor area may bear directly on the ground. Bearing materials shall meet other portions of this code." Concrete and masonry foundation walls. In OTFDC Section 404.1, Concrete and masonry foundation walls, delete Section 404.1, Table a and b and add the following: "Masonry and concrete foundation walls may be designed per City and Borough `Standard CBJ Foundations' brochure dated January 1, 1999 and available in the office of the building official." Retaining wall design required. In OTFDC Section 404.2, Design required, add a new sentence to the end of the subsection reading: "Walls retaining more than four feet of unbalanced earth shall be designed as retaining walls." Steel column protection. In OTFDC Section 408.2, Steel column protection, add "Exterior" to the title and delete the words "inside and outside." Crawl space ventilation. In OTFDC Section 409.1, Crawl space ventilation, in exception 4, change "Section 2104" to "Section " Removal of debris. In OTFDC Section 409.3, Removal of debris, add the following sentence: "For skirted buildings placed over muskeg, muskeg may remain but shall be covered with minimum six mil ground cloth of polyethylene sheeting."

11 Stud size, grade and spacing. Delete OTFDC Section 602.2, Grade, and replace with the following: "602.2 Studs shall meet or exceed size, grade and spacing for the height as shown in Table 602.3d or Table 602.3e unless supported by calculations sealed by an architect or engineer registered by the state Wind pressure. Delete OTFDC Section , Pounds per square foot wind pressure Stud spacing generally. Delete OTFDC Section , Stud spacing Table_602.3d Table 602.3d, maximum stud spacing. In OTFDC Section 602.5, Drilling and notching studs, add a paragraph as follows:

14 "All studs in shear walls bearing walls and exterior walls containing plumbing drains and vents shall be a minimum six-inch nominal width unless otherwise approved." Wall bracing. In OTFDC Section 602.9, Wall bracing, for this section only, use seismic zone 3. Seismic zone 2 shall apply to all other sections of this code Bathtub and shower spaces. In OTFDC Section Bathtub and shower spaces, add a sentence at the end of the paragraph as follows: "Gypsum board shall not be used on exterior walls in shower and bathtub spaces as a backer for noncontinuous waterproof surfaces such as tile or seamed waterproof panels." Ceramic tile. In OTFDC Section , Ceramic tile, add "Water resistant" to beginning of the section Weather-resistant sheathing paper, felt or material. In OTFDC Section , Weather-resistant sheathing paper, felt or material, delete exceptions Horizontal siding. In OTFDC Section , Horizontal siding, add the following: "Exterior type plywood siding with a grooved pattern shall not be installed horizontally as the weather resistant siding." Roof-ceiling construction. In OTFDC Section 801, Roof-ceiling construction, general, add a new Section as follows: "801.4 Sliding snow and ice. Roofs shall be designed so that snow is not discharged onto public ways, onto adjoining property, onto or against other buildings or in a manner that blocks any required exit from any building excepting yards."

15 Framing details. In OTFDC Section 802.3, Framing details, add a paragraph as follows: "Minimum depth from roof sheathing to wall plate at exterior walls to be nine inches for habitable spaces." Trusses. In OTFDC Section , Trusses, add a paragraph as follows: "Minimum depth of truss at exterior wall plate to be nine inches for habitable spaces." Lumber sheathing. Delete OTFDC Section 803.1, Lumber sheathing, in its entirety Ventilation required. In OTFDC Section 806.1, Ventilation required, delete the following from the first sentence: "Where determined necessary by the building official due to atmospheric or climatic conditions." Slopes. In OTFDC Section 903.3, Slopes less than four units horizontal (33-percent slope) but not less than two units vertical in 12 units horizontal (17-percent slope), delete the words "two units" and substitute "three units" in the title and in the first and last sentence Asphalt shingle application. In OTFDC Table 903.4, Asphalt shingle application, change 2:12 to 3:12 in the column headings and "2 inches in 12 inches" to "3 inches in 12 inches" in the row entitled "Underlayment" Heating and cooling equipment, sizing. In OTFDC Heating and cooling equipment, sizing, change the word "shall" to "may." Bathroom, laundry room, kitchen, HRV and listed exhaust ducts.

16 Add a new OTFDC Section 1805, Bathroom, laundry room, kitchen, HRV and listed exhaust ducts, as follows: "1805 Bathroom, laundry room, kitchen, HRV and listed exhaust ducts. Bathroom, laundry room and kitchen room exhaust ducting and HRV ducting may be of smooth plastic, smooth metal or flexible metal. Ducting included as a part of a listed appliance may also be used as listed with that appliance." Duct construction. In OTFDC Section , Duct construction, add the following sentence to the end of this section: "Environmental air and ventilation ducts shall comply with this chapter." Construction of aboveground duct systems. In OTFDC Section , Duct construction, aboveground duct systems, delete item 4, gypsum products Duct joints and seams. In OTFDC Section , Duct joints and seams, add the following as the last sentence: "No cloth tape, mesh or similar tapes are allowed. The use of foil tape is approved." Vents required. In OTFDC Section , Vents required, delete the words "except appliances listed and labeled for unvented use" from the first sentence Unvented fuel fired equipment. In OTFDC Section , Vents required, add the following as the last sentence: "Unvented fuel fired equipment is not permitted." Oil pumps and valves. In OTFDC Section 2704, Oil pumps and valves, add a new subsection , Oil safety valves, as follows:

17 " Oil safety valves. On all oil-burning applications where the top of the oil storage tank is above the level of the oil burner, an oil safety device shall be installed at the burner to preclude oil siphoning." Plumbing administration. Delete OTFDC Chapter 29, Plumbing administration, and refer to chapter for adoption of the Uniform Plumbing Code Plumbing definitions. Delete OTFDC Chapter 30, Plumbing definitions, and refer to chapter for adoption of the Uniform Plumbing Code General plumbing requirements. Delete OTFDC Chapter 31, General plumbing requirements, and refer to chapter for adoption of the Uniform Plumbing Code Plumbing fixtures. Delete OTFDC Chapter 32, Plumbing fixtures, and refer to chapter for adoption of the Uniform Plumbing Code Water heaters. Delete OTFDC Chapter 33, Water heaters, and refer to chapter for adoption of the Uniform Plumbing Code Water supply and distribution. Delete OTFDC Chapter 34, Water supply and distribution, and refer to chapter for adoption of the Uniform Plumbing Code Sanitary drainage. Delete OTFDC Chapter 35, Sanitary drainage, and refer to chapter for adoption of the Uniform Plumbing Code.

18 Vents. Delete OTFDC Chapter 36, Vents, and refer to chapter for adoption of the Uniform Plumbing Code Traps. Delete OTFDC Chapter 37, Traps, and refer to chapter for adoption of the Uniform Plumbing Code Private sewage disposal. Delete OTFDC Chapter 38, Private sewage disposal, and refer to chapter for adoption of the Uniform Plumbing Code Minimum size of conductors. In OTFDC Section , Minimum size of conductors, add the following as the second paragraph: "Branch-circuit conductors supplying loads other than cooking appliances shall have an ampacity sufficient for loads served and shall not be smaller than AWG No. 10 copper for each storage-type electric water heater and AWG No. 12 for other uses, provided that this requirement shall not apply to structures manufactured and wired outside the City and Borough if such structures have been inspected in the state of manufacture under a state approved inspection system and are certified as meeting the requirements of Chapters of this code or NEC Section (c)." In OTFDC Section , Overhead service-drop and service conductor installation, vertical clearances, above roofs, delete exception number Overhead service-drop and service conductor installation, means of attachment.
