1 Question & Answer: #1 The RFP calls for a survey of the building to gain a comprehensive understanding of the existing building, utilities, building systems, occupancies and all existing conditions as required to provide the required services. Is the survey meant to include the entire building or just the existing space and possible areas noted for expansion? The architect is responsible for surveying the existing building where the current CEAC program is located and to understand all the existing parameters in the existing building to adequately complete the feasibility analysis as part of this scope of work. This survey should include, but not be limited to, understanding the existing MEPF systems to allow the architect to complete the feasibility. Question & Answer: #2 It was noted during the walk-thorough that the existing observation cameras and brackets must be replaced. Is this cost included in the budget? Yes. Will Rowan re-use existing furniture? Question & Answer: #3 Rowan may re-use the existing furniture, and will need to purchase new furniture to make up for the additional program area. Question & Answer: #4 The program calls for 10 SP exam rooms. Will they contain the same equipment and furniture as currently exists in the existing rooms? The new exam rooms may include the same equipment, and will likely contain new, updated equipment. This will determined during the feasibility. Question & Answer: #5 Will MEP CAD and/or hard-copy documents representing the existing as-built conditions within the Medicine Building be available during the Feasibility phase? The University has base CAD plans reflecting the 2015 walls, doors, windows and furniture for the three floors of the building. There are no CAD files for the MEPF systems. The University has hard copies and PDFs of various prior projects and as-builts from the prior building owner. These files are unsorted. 2 Question & Answer: #6 Will Site-Civil CAD and/or hard-copy documents representing the existing as-built conditions surrounding the Medicine Building be available during the Feasibility phase? The University has base CAD plans reflecting the 2015 walls, doors, windows and furniture for the three floors of the building. There are no CAD files for the MEPF systems. The University has hard copies and PDFs of various prior projects and as-builts from the prior building owner. These files are unsorted. The architect will have access to the files after award of contract. Question & Answer: #7 Under Project Description (page 5), Item D. states the Work to the exterior of the Building is not included. The Program in Appendix 3 has a column identifying new program spaces entitled Expansion: Modification/ Addition to the Facility. Is a building addition to be an option for discussion? With the understanding that the preference is to rehab the existing space within the building. A building addition can be an option for discussion, if the architect can verify that an addition is feasible for the cost and timeline for the completed project. Question & Answer: #8 Under Item V (B.), page 6 As-Built Drawings are listed as a Deliverable. As this is a Feasibility study only, can we assume that this deliverable is not applicable? If Rowan has a different definition of this term please advise. For the feasibility phase, the architect will only be required to provide any information from their survey work, in PDF format. The CAD and PDF as-built deliverables are for subsequent phase of the project. Question & Answer: #9 Does the University anticipate an increase in the number of building visits this new program may generate due to the expansion of the CEAC? If so, will this increase parking needs near the building during simulation activities or are the simulation participants already on campus and the traffic is mostly pedestrian in nature? Question & Answer: #10 Project goals indicates that there are accreditation concerns. Will those items be provided to the firm awarded the project? Yes, these will be provided after award of contract. Page 2 of 16
3 Question & Answer: #11 Is there a long-range student enrollment projection beyond the 200 number provided at the walkthrough? The University currently has 200 students per class for a total of 800 students across all 4 years of the curriculum. The school is currently considering adding a branch campus of 100 students per class. The timeline for the expansion is not known. Question & Answer: #12 What is the current and expected student/instructor ratio for the CEAC program? The instructor-to-students ratios varied significantly by the activity being conducted. The following are a few examples of the typical activities: Simulation rooms expect a 1 to 2 faculty for 8-10 students; Debriefing 1 faculty for students; Standardized patient rooms usually 1 patient to 1 student, at times there are 2-4 students involved in team-based activities. The faculty usually observe remotely, but if inside of the room there is generally one faculty in the room; Task training room 1-2 faculty per students. Question & Answer: #13 Section 3 Project Description, Item F: could you please clarify this statement? The architect is NOT required to be drafted using Revit or other BIM software. See additional notes under DELIVERABLES regarding drafting software. The architect is not required to complete this project using BIM software. Question & Answer: #14 Are there drawings/documents for HVAC, electrical and plumbing systems available for the winning team to use? The University has base CAD plans reflecting the 2015 walls, doors, windows and furniture for the three floors of the building. There are no CAD files for the MEPF systems. The architect will have access to the files after award of contract. Question & Answer: #15 Can you provide a copy of the SOM ICRA policies? However, the architect will work with the University IRT department to verify the necessary scope of work. The architect will verify an approximate scale of additional data that may be needed for the project and University IRT will assist in scoping and estimating the work. Question & Answer: #22 Are there current concerns with security, as it relates to accessing the CEAC suite? Question & Answer: #23 Are there concerns with current exam room sizes? The current rooms are found to be on the small side. Room sizes are to be confirmed with the CEAC department as part of this scope of work. Question & Answer: #24 Are there concerns with current lighting levels? Question & Answer: #25 Are there concerns with current HVAC comfort level and/or controls? Question & Answer: #26 Are there concerns with the current network associated with the CEAC suite? Page 5 of 16
6 Question & Answer: #27 Is a dedicate CEAC suite I.T. Room required or desired? We have IDF rooms on each level of the existing building. There may be a need for a dedicated equipment closet to support the CEAC expansion, but that will need to be vetted by the architect during the feasibility phase. Question & Answer: #28 Is a dedicate CEAC suite closed network to distribute information for simulation training required? This will need to be confirmed by the architect during the feasibility phase. Question & Answer: #29 Does the CEAC suite want a connection to the building network? If so, segregated networks or, is the use of a firewall with rules to separate sufficient? This will need to be verified with the CEAC and University IRT during the feasibility phase. Question & Answer: #30 Does the CEAC suite require a wireless controller as an intermediate device to communicate with the proposed simulators? This is not known at this time. This scope will need to be verified with the CEAC and the University IRT during the feasibility phase. Question & Answer: #31 Is outside internet access required or desired? Yes, this access is provided through the existing University IRT infrastructure. Question & Answer: #32 Regarding new and/or additional I.T. equipment, is the selection of the equipment type, manufacturer, model, etc. to be addressed within the Assessment? During the feasibility phase, the task does not include a detailed systems selection of IT equipment. During the feasibility phase, the task does include a general description and estimate for what the IT work will entail for the next phases of the project. Page 6 of 16
7 Question & Answer: #33 Are there concerns with PTZ camera locations, as they relate field of vision? Question & Answer: #34 Are there concerns with the quantity of PTZ cameras within a training exam room? Question & Answer: #35 Does CEAC have a specific camera manufacture and/or model that is to be specified? Not at this time. Question & Answer: #36 Does CEAC have a schedule for when site surveys can be conducted? The CEAC can be flexible is scheduling the site survey. Scheduled times can be identified readily based upon the needs of the vendor. Most weeks have 1 or more open days in which to provide access to the center. If a specific time span is required to complete the site survey, the CEAC can work with the vendor to schedule the time. The center has the greatest flexibility in the evenings (after 5:00 pm) and on weekends when there is limited programming. Question & Answer: #37 Will the Director of the CEAC, or designate, be available during the site surveys to discuss the Department s requirements and/or wish list items to be included in the Feasibility Report? People from the CEAC program will be available for meetings with the Architect (RFP Paragraph IV.A.1). These meetings may not occur on the exact days of the architect s survey. Page 7 of 16
8 Question & Answer: #38 Please confirm that Rowan is requesting fee proposals for the Feasibility Design Phase (FD) only. Assuming that this is correct, please confirm that Deliverables nos. 2, 6, and 7 (RFP Section V.B. on page 6 of 25) are not required as part of the FD scope. Also, please confirm the anticipated scope per Deliverable 5 (Presentations and Renderings) as may be appropriate to the FD phase effort. Specifications, calculations and cut sheets and as-built deliverables may be a part of the deliverables for the Feasibility Design Phase. Presentation and renderings will be provided as appropriate to the Feasibility Design Phase. Question & Answer: #39 Can the Feasibility Design Phase (FD) of this effort be contracted through an active, current On-Call Services agreement? This project is not being contracted through the current on-call services agreement. Question & Answer: #40 Does Appendix 3 describe the full extent of available programmatic material, or will the selected firm be provided additional programmatic detail? Appendix 3, starting on page 21 of the RFP, has the current extent of the programming material. The selected firm is responsible for meeting with the CEAC department to review the programming material provided, confirming any additional details that arise during the meeting. Question & Answer: #41 Are MEP as built documents available for the spaces to be occupied within the Rowan Medicine Building? If so, are these available in a CADD format? The University has base CAD plans reflecting the 2015 walls, doors, windows and furniture for the three floors of the building. There are no CAD files for the MEPF systems. The University has hard copies and PDFs of various prior projects and as-builts from the prior building owner. These files are unsorted. 9 Question & Answer: #42 Will the selected design team have clear access to the building and the existing CEAC, or will access need to be coordinated due to restricted hours? The existing CEAC space and adjacent spaces within the existing building are occupied, and the survey work will need to occur to work with the existing building occupants and schedule. For common areas in the building, the survey work will need to be coordinated with Rowan SOM facilities staff. Question & Answer: #43 Please confirm. Does the referenced $3M Total Project Budget include the purchase and installation of all medical and instructional equipment? Similarly, does this budget include all required audio-visual and IT equipment? The three million dollar budget includes every cost associated with the project, including medical equipment, instructional equipment, AV and IT materials and labor. Question & Answer: #44 Will the selected firm be responsible for specifying the medical equipment? If so, will the University identify and provide equipment selections or will this be the responsibility of the selected design firm? For the feasibility phase, the architect will not be specifying medical equipment. Question & Answer: #45 Will the selected firm be responsible for specifying the technology/ IT equipment? If so, will the University identify and provide equipment selections or will this be the responsibility of the selected design firm? For the feasibility phase, the architect will not be specifying IT equipment. The University s IRT staff is responsible for specifying IT equipment. Question & Answer: #46 Is there an existing server room within the Rowan Medicine Building? Yes. Question & Answer: #47 Is the existing infrastructure in place to handle additional IT/AV/High Fidelity equipment? This will need to be determined by the architect and the University during the feasibility phase of this project. Page 9 of 16
10 Question & Answer: #48 Will existing cameras and microphones be relocated or is new equipment to be purchased? This will be determined during the feasibility phase of this project. The architect will need to advise the University how this project can be completed for the budget and during the time frame outlined in the RFP. Question & Answer: #49 Who will be responsible for specifying security systems and equipment? In this scope of work, feasibility design phase, the security systems and equipment do not need to be specified. The general scope intent will be documented. Question & Answer: #50 Does the anticipated Feasibility Design Phase scope include an overall code review for the subsequent, Schematic Design/building part of the scope, or is the scope of code review scaled to the immediate needs of the FD phase only? The architect will be responsible for a code review analysis up to the level of the feasibility development. Question & Answer: #51 Is the intent of the renovation to re-use as much existing interior architecture as possible or does Rowan anticipate that the project will require gutting and renovating the existing spaces? It is the intent of the University to complete the work within the project schedule and budget, while meeting the needs of the CEAC expansion. The extent of the renovation work will be determined through the feasibility analysis by the architect, keeping within the project schedule and budget. Question & Answer: #52 Where does one find the University s Design Guidelines? Please confirm the latest edition of these guidelines. 11 Question & Answer: #54 Please confirm whether the University, or a consultant on the selected design team, will be responsible for selection and scheduling of medical equipment serving the Center. Basic selection of major equipment will be necessary to obtain a reasonably accurate feasibility design cost estimate. For this scope of work, feasibility design phase, the CEAC team will advise the type of medical equipment will be necessary. During this phase, the detailed selection and scheduling of equipment is not a part of this scope of work. Question & Answer: #55 Audio-visual and other similar technology based systems will likely be responsible for a significant part of this project s budget. How does the University imagine this information be conveyed for Feasibility Design? Narrative only? Narrative plus drawings? Preliminary specification required? The University is relying on the architect and their consultants to use the graphic and written tools of their expertise to convey the design options, statement of probable cost, schedule, diagrammatic sketches, and summary report as outlined in Part V.C of the RFP. Question & Answer: #56 Please confirm scope of furniture design and selection required for the Feasibility Design deliverable. The architect is only responsible for confirming a that a space is able to accommodate the people, equipment, fixtures, and furnishings could work in the concept plan. Question & Answer: #57 Please provide a total building GSF per floor for the Medicine Building. Answer here 1 st Floor = 44,000 s.f., 2 nd Floor = 38,000 s.f., 3 rd Floor = 38,000 s.f. Question & Answer: #58 Please confirm that existing MEP/FP system design documents are available and will be provided to us in electronic format at the start of the project. 12 Question & Answer: #59 Please confirm the specific scope of the technology component (i.e. IT/Data/Security/AV, etc.). The architect is responsible for documenting the general scope of work for the IT, security, AV, lab equipment, etc. of this project. The architect will work with the CEAC program to determine the needs for the project. The architect will work with the University IRT and Facilities teams to understand the existing systems and capacities for the project. The architect will work with the University to scope the options for the project and to estimate the options for the project. Question & Answer: #60 Is there any additional information available regarding the existing HVAC systems currently supporting the proposed project area? For example, are there any deficiencies with respect to said existing systems that we should know about while developing our scope and proposal? Nothing beyond normal maintenance issues Question & Answer: #61 While we understand that as part of the simulation spaces we will include medical gas outlets we assume that live medical gas systems will not be required. Please confirm that we should exclude the efforts associated with selecting and coordination the installation of new medical gas systems as part of the Feasibility Study. There are no existing gas systems existing in the building. If gases exist in existing spaces throughout the building, they have individual piped systems for medical gases. For this feasibility design phase, the architect will determine with the CEAC what medical gases will be required as part of the project. Question & Answer: #62 Confirm the type of estimate of required: order of magnitude or trade breakdown? The architect will provide a high level breakdown of the costs. This will include general breakdown of hard costs (temporary facilities, contractor OH&P, high level breakdown by CSI Division, etc.) and soft costs (professional fees, permitting fees, FF&E, etc.) Page 12 of 16
13 Question & Answer: #63 At the walkthrough you confirmed that Architectural drawings will be provided for the building in cad format, will MEP drawings also be provided? Question & Answer: #64 Confirm that MEP/FP/FA feasibility design services should be included, are you expecting any other engineering disciplines to be involved? The University does not have a list of specific engineers or consultants to be listed in the architects proposals. The University does expect the architects to document how they will provide for the services in the RFP Part V.C such as programming, surveying, estimating, scheduling and phasing. Question & Answer: #65 Do you have a list of preferred or approved engineers and estimating consultants we should use? Question & Answer: #66 Confirm that medical equipment planning will be by others. The scope of work for this project does not include detailed medical equipment planning. This feasibility design services includes high level programming, high level estimating, and high level design options as to how this project may be executed in the next phase of the work. It will be determined by the University how the detailed medical equipment selection and design will be executed. Question & Answer: #67 Confirm that IT/Low voltage/ camera and projection equipment planning will be by others. The scope of work for this project does not include detailed IT, AV, Security design. This feasibility design services includes high level programming, high level estimating, and high level design options as to how this project may be executed in the next phase of the work. It will be determined by the University how the detailed selection and design will be executed. Page 13 of 16
14 Question & Answer: #68 The RFP references LEED silver level energy savings, but no certification. Should quantitative energy analysis or modeling of each design option be part of feasibility study phase? This will not be required during the Feasibility Design Phase. This may be required in the subsequent phases of the work. Question & Answer: #69 Are there currently base building gases (Oxygen, Vacuum, Compressed Air, etc.) distributed throughout the building? There is no building wide medical gas system. Some of the suites in the building have stand-alone gas tanks and localized piping. Question & Answer: #70 If there are existing base building gases, what gases are they? There is no building wide medical gas system. Some of the suites in the building have stand-alone gas tanks and localized piping. Question & Answer: #71 Is the building currently equipped with a central building automation system (BAS)? Johnson Controls Metasys, HVAC controls only. Question & Answer: #72 Does the University anticipate any significant additional emergency or UPS power requirements beyond what is currently existing within the building? The building has an existing emergency power, used for back-up of limited refrigerator (vaccination storage) power and life safety systems. All future work will follow this same logic for utilization of emergency backup power. Page 14 of 16
15 Question & Answer: #73 We assume that the MEP distribution for the new space programming will be similar concept/distribution to the current building operation. Are the MEP goals of this project to support the new programming (and not an upgrade in and of itself)? This scope of work will not include building wide upgrades. This scope of work will only include that MEP work to support the new program. Question & Answer: #74 Is the building all stand-alone MEP systems, or is it part of a larger campus distribution? Stand-alone. Question & Answer: #75 Does the scope of this project include any upgrades to campus infrastructure or a shift of utility use for energy efficiency purposes? Question & Answer: #76 Are any existing building spaces critical to maintain 24/7 operation throughout construction, requiring design to maintain continuous service with zero interruption even if it s existing system is impacted as part of work in adjacent areas? Only the data closets. But the buildings are not open 24/7. Some spaces are open until midnight for student study. Question & Answer: #77 Can documented accreditation concerns be shared now as opposed to after award? These concerns will be provided after award. Page 15 of 16
16 Question & Answer: #78 Does the University have a medical equipment planner/vendor that the design team can coordinate with for simulation and other medical equipment selections? Yes, the University works with different vendors for different pieces of medical equipment and systems. When the equipment and systems are determined, and the University then knows which vendors to coordinate with, the University will share that information.
