3 Program + Bios 1 Fire & Safety Risk Posed by Large Wood Frame Residential Buildings Len Garis will discuss research undertaken in partnership with Dr. Joe Clare and examine stakeholder concerns with the fire and safety risks posed by wood frame residential construction. Len will explore vulnerabilities with previous construction projects, along with an explanation as to how the amended Building Code addresses them. Len Garis Surrey Fire Chief Len Garis joined the Surrey Fire Service in 1998 and has worked in the fire service and related fields since In 2010, he was appointed as an Adjunct Professor at the University of the Fraser Valley s Centre for Public Safety and Criminal Justice Research and in February 2011 Chief Garis became an Adjunct Faculty member in the Part-time Studies Program at the British Columbia Institute of Technology. In June 2013 he was appointed as an Affiliated Research Faculty at John Jay College of Criminal Justice/ The Christian Regenhard Centre for Emergency Response Studies in New York. In June of 2011 he was elected as President of the Fire Chiefs Association of B.C and currently serves as the Past President. He has also been a member of the FIREfighting in Canada editorial advisory board since Fire Safety Design for Mid-Rise Wood Buildings A discussion of the history of mid-rise fire safety, covering over a century of wood frame development. Along with the presenter s experience in over two dozen six-storey projects in B.C., the presentation will include a brief synopsis of NRC/CWC research and further discuss fire separations, concealed spaces, shrinkage, exterior cladding, elevator shafts, firestopping of penetrations and joints, construction fire safety and other significant wood frame characteristics. Andrew Harmsworth, M.Eng, P.Eng With over 25 years experience in Fire Science and Building Code consulting, Andrew Harmsworth has developed specialized expertise in the application of Fire Science and Engineering of Building Code requirements. Andrew holds a master s degree in fire science, and has expertise in fire engineering of wood buildings. He currently serves on the BC Wood First Advisory board, the NEWBuildS board of directors, NRC/CWC task group on Higher Wood Buildings, and is a member of the CSA O86 task group on wood design for fire. 3 Structural Design for Mid-Rise Wood Buildings G. Newfield will start with an overview of the major structural design implications of constructing mid-rise wood buildings. He will share perspectives on the structural requirements and how they evolved from having first provided consultation to the B.C. government on the 2009 Code changes that permitted six-storey wood to his involvement in updating the CSA , and the changes in NBC He will discuss the main elements that builders and developers need to pay attention to in order to build successful buildings. Grant Newfield, P.Eng, Struct.Eng Grant excels in all aspects of design and coordination, from the preliminary design stage through to building signoff. He is known for incorporating cost-effective solutions that make designs easier to build. Grant graduated from the University of Calgary in He then worked for firms in Calgary and Montreal while completing his master s degree at McGill University. Grant is a Principal at RJC Consulting Engineers and the Chairman for RJC s Structural Technical Group. In addition to his professional activities, he lectures on Seismic and Wood Frame Design. Grant recently provided consultation to the BC government on code changes required to allow six-storey wood buildings. 3
4 Program + Bios 4 Building Enclosure Design for Mid-Rise Wood Buildings What s New and Lessons Learned The design and construction of wood frame building enclosures continues to evolve in B.C. in response to code changes, energy efficiency requirements, new materials, past performance, and many other industry factors. One of the latest evolutions has stemmed from the allowance for five and six-storey wood frame buildings combined with the increased stringency on the thermal performance and airtightness of building enclosures. These taller buildings face a number of challenges different from low-rise wood frame buildings built before, including increased environmental loads from wind and rain, stricter energy code requirements, and unique maintenance and operating considerations. This presentation will cover lessons learned and some of the recent trends in materials, details and assemblies for creating durable and energy-efficient mid-rise wood frame buildings. Graham Finch, MASc, P.Eng Graham is a Principal and Building Science Research Specialist with RDH. He has a passion for technology and improving energy efficiency in new and existing buildings. He leads RDH s building science research group and is actively involved in numerous projects ranging from building research studies to forensic investigations, building monitoring, hygrothermal modeling, and new construction across North America. Graham has authored several publications and practical industry guideline documents on building enclosures including the Guide for Designing Energy-Efficient Building Enclosures and the Guide for Tall Wood Buildings in Canada, recently published by FP Innovations. 5 The Building Act and Mid-Rise Wood Buildings The Building Act is B.C. s first act dedicated to building and construction. Passed in spring 2015, the act introduces three main changes aimed at streamlining and modernizing B.C. s building regulatory system. Learn about the changes and how they ll affect you and others working in the building construction sector especially as they relate to the 2015 model National Code provisions for mid-rise wood. Jarrett Hutchinson Jarrett Hutchinson is the Acting Executive Director of the Building and Safety Standards Branch with the provincial government. In his experience with all three levels of government, he has actively worked with the development, application and enforcement of codes, standards and policies at a local, provincial and national level. 6 Six-Storey Wood Frame: A Regulator s Perspective High wood buildings present unique interactions of design, building science, codes and construction technique that come together on the job site. Permitting and Inspections play an integrative role to ensure that these considerations work together to produce the intended safe built environment both during and after construction. James Cooper, Architect AIBC James Cooper is an architect with over 25 years experience working in design and management of major construction projects in Canada and the United States. In his current position as Manager of Plan Review for the City of Richmond he brings together in depth knowledge from the perspective of both the design profession and building official to the construction process. 4
5 Program + Bios 7 The Rise of Mid-Rise A Developer s Six-Storey Story A developer s perspective on how six-storey wood frame construction provides us with an alternative in delivering creative, quality and affordable housing. Casey s presentation will outline benefits as well as challenges, noting ideal applications and limitations. Casey VanDongen Casey has many years of experience in the industry, obtaining his journeyman carpentry certificate in 1977, and was the first Master Builder in Kamloops on the original Home Warranty program in In the past 10 years, Casey has had the design build responsibility for several large complex care communities and completed a P3 project known as Library Square in Kamloops, consisting of a public library (GOLD LEED), commercial space and five storeys of privately owned wood frame apartments above. It was Kamloops first six-storey wood building to be constructed in B.C. after the concept was introduced to the BC Building Code in Mid-Rise Wood Buildings: A U.S. Builder s Perspective M. Houston will share the Walsh Construction Co s experience as builders and emphasize the benefits and challenges experienced with this construction form. The presentation will include lessons learned in addressing shrinkage, the use of wood firewalls, air barrier requirements and other issues associated with building taller with wood from both the enclosure, structure and fire safety design. In addition, he will talk about building multi-storey Passive House wood buildings (Orchards project). Martin Houston, AIA, CSI, LEED AP Martin Houston is the Quality Director for Walsh Construction Co. (WCC). He received a B.Arch. degree from the University of Cincinnati, holds a California architect s licence, and is a LEED Accredited Professional and a certified Building Science Thermographer. With WCC since 2006, Martin s focus includes ensuring overall building quality while concentrating on high performance enclosures and emerging technologies for building envelope commissioning and diagnosis. He has presented extensively throughout North America on the contractor s experience and process in building highly energy efficient and durable buildings, most recently at Building Science Summer Camp and at the 2015 ABAA Conference. Moderator: Derek Townson, BSc, MBA Derek Townson has nearly 20 years of senior management success in government relations, media relations, stakeholder partnerships, government task forces, financial, technical and strategic planning. He is currently the Executive Director of the Building Officials Association of BC (BOABC). The BOABC certifies Building Officials in BC and has a membership of almost seven hundred. The B.C. Government recently announced that the BOABC will be the prescribed professional association to which all Building Officials must belong and be qualified by, when the new Building Act is brought into force. 5
