1 SITE DEVELOPMENT PLAN Current Planning Division 410 E. 5th Street Loveland, CO (970) Updated This application is used for the development of the following land uses: non-residential, mixed-use, multifamily and 3 or more single-family attached dwelling units. A Concept Review meeting is required prior to submittal of the site development plan application, unless waived by the Current Planning Manager. The meeting provides an opportunity for the Applicant to discuss the development proposal and receive preliminary comments from various city department representatives. APPLICATION CHECKLIST Applicants must submit the following information, and verify by checking the adjacent boxes, in order for the application to be accepted. All information must be submitted electronically following the specifications listed in Electronic Submittal Guidelines. Each file must be named according to the naming convention associated with each item. The date that the plans were prepared or revised, the name, address and phone number of the persons or firm who prepared or revised the site plan and all owners and developers of the property; 3. Index of sheets contained in the site development plan; 4. Owners certificate and city signature block as provided in this checklist; 5. Property boundaries showing detailed dimensions, bearings, and distances along with a North arrow and a graphic and written scale; 6. The location, dimensions and purpose of all existing easements and rights-ofway; 7. The location of all existing and proposed improvements and structures, the distance of all structures to the property lines and an indication of any such improvements and structures that will remain, be relocated or removed; 8. The location of all existing and proposed utilities (water, wastewater, stormwater and electric) including all mains, service lines, fire hydrants, meters, buried cable and other private utilities such as telephone, television, fiber optic and gas and an indication of any such utilities that will remain, be re-located or removed; 9. The existing physical features of the property including vegetation/landscaping, lakes, detention areas, FEMA floodplains, irrigation ditches and fences, wetlands, natural features and environmentally sensitive areas, and an indication if such improvements will remain, be relocated or removed; 10. Delineation and width of all streets and rights-of-way adjoining and internal to the property, including access points; 11. Delineation and width of all fire lanes, existing and proposed; 12. Street curb, gutter, sidewalks, sidewalk ramps, truncated domes and detectable warning details (per the Larimer County Urban Area Street Standards or LCUASS) labeled, designed, detailed and dimensioned; 13. Access points labeled, designed, detailed, and dimensioned per LCUASS; 14. The location and dimensions of all proposed pedestrian walks and bike paths within the property and an illustration of how these facilities connect to adjoining properties; 15. The layout and dimensions of parking and loading areas and traffic islands, including a delineation of standard, compact, handicapped and motorcycle parking spaces, labeling the number of spaces in each parking row; 16. The location of all handicapped accessible entrances to buildings, handicapped ramps and handicapped accessible routes, indicating the slope of all handicapped routes and ramps; 17. Location and number of bicycle racks 18. For properties within the Airport Influence area, the location of critical zones and noise contours; and 19. Site Data Table: The following data table must be completed and placed on Sheet 1 of the Site Plan Zoning State the existing zoning district of the property Site Acreage List the gross and net acreage of the property Land Use List the proposed uses of each structure on the property Square Footage 1. Total: Provide the total square footage of each building on the site 2. Floors: Provide the square footage for each floor in the structure 3. Landscape Plan (24 x 36 ) containing the following information: * See item C, below for Optional Water Efficient Landscape Plans 1. Property boundaries and easements; 2. The location of all existing and proposed improvements and structures including street curb, gutter, sidewalk and accesses; 3. The location of all existing and proposed utility lines and facilities, including but not limited to vaults, transformers, and switchgear, and the location of all water meters to be used for irrigation; 4. The location of all existing trees, the approximate caliper size and species and an indication if the trees will remain, be relocated or removed; 5. The location of all trees, shrubs and other plantings to be planted in accordance with the Site Development Performance Standards. This includes bufferyard plantings, building foundation plantings, interior parking lot landscaping and screening. All trees shall be drawn according to their size at five years from the date of planting. Shrubs shall be illustrated according to their size at two years from the date of planting; 6. A planting schedule explaining symbols, plant quantities, common and botanical names, and plant sizes; 7. A statement as to whether the grass areas will be established by using seed or sod; 8. A statement of proposed irrigation methods; 9. The delineation of all sight distance triangles per LCUASS Figure 7-16; and 10. The signature and seal of the licensed Landscape Architect preparing the plans must be placed on the final drawings. C. Optional Water Efficient Landscape Plan. This is an optional landscape plan designed to conserve water resources and provide costs savings to participating irrigators. The plan requires the design, installation and maintenance of water efficient landscapes where plantings are grouped by hydrozone and are subject to an annual water budget. This option is available for new and retrofitted landscapes and must contain the following items: 1. All requirements listed in Item 5.B in this checklist; 2. Irrigation Plan prepared and signed by a Professional Engineer, Landscape Architect or certified designer (refer to Section in the Site Development Performance Standards); Site Development Plan Application Checklist Page 3

4 3. A separate irrigation water tap and meter noted and labeled on the landscape plan; and 4. A Hydrozone plan indicating the total square footage of irrigated area per each distinct zone. D. Architectural Building Elevations (24 x 36 ), scaled, containing the following information: 1. Building elevations for all sides of the structure (s); 2. An indication of the type of all exterior materials and a color board for all building elements; 3. Pitch of all roof slopes; 4. Building height measured in accordance with the Municipal Code, the height in feet above the grade plane and the number of proposed stories; 5. All rooftop and wall mounted mechanical units and vents dashed in on the building elevations with screening materials identified; and 6. Elevations and heights for all fencing, trash enclosures, and screening walls or mechanisms. E. Point by Point Photometric Illumination Plan demonstrating all light levels existing and proposed on the property with a light loss factor of one and manufacture cut sheets of all exterior lighting fixtures. Lighting levels shall comply with Section 3.09 ( Illumination ) of the Site Development Performance Standards and Guidelines: 7. Site Improvement Construction Plans and Final Public Improvement Construction Plans, if applicable. A duplicative site plan shall not be included in the construction drawings. Traffic Worksheet: If the results of the traffic worksheet require a full or intermediate traffic impact study, a scoping meeting is required with the Transportation Division. Note that the preparation of a full or intermediate traffic study may take considerable time. Approval of the worksheet and any required traffic impact study must be obtained from the Transportation Division prior to approval of the Site Development Plan. Opinion of Cost signed and sealed by the Applicant s Engineer, prepared in accordance with Chapter 20 of the Larimer County Urban Area Street Standards, available at File Name: PZ# Cost Opinion.PDF 10. Final Drainage and Erosion Control Report and Plan prepared in accordance with the City of Loveland Storm Drainage Criteria (Accessible at: File Name: PZ# Drainage.PDF 11. Preliminary Water Meter Justification Letter required for all commercial, industrial, irrigation,and multi-family (3-units and greater) water meters. Other Information as identified in the Concept Review Team meeting. REQUIRED ITEMS NOT NEEDED WITH INITIAL APPLICATION 15. Engineering Deposit to begin the city's electric power design for the site. The deposit must be made payable to the City of Loveland and shall be submitted directly to the Power Department. To determine the amount of the deposit, contact the Power Division at (970) Site Development Plan Final Approval Documents: Upon notification from the city that the Site Development Plan is ready for approval, the following items shall be submitted: a. One 24" by 36" paper copy of the final signed Site Development Plan containing all items listed in item #6 this checklist, where applicable. The following plans shall be signed and stamped in accordance with the State of Colorado licensing requirements: landscape plan, irrigation plan and architectural elevations; and b. One 24" by 36" paper copy of the Site Improvement Construction Plans and Final Public Improvement Construction Plans, if applicable, as described in item #7 of this checklist. Each sheet of the final construction drawings shall be signed and stamped by the Design Engineer. The title sheet shall contain signature blocks for the city and other applicable entities (ditch company, C.D.O.T, etc.) as provided in Appendix E of the Larimer County Urban Area Street Standards (see link provided below). Signatures of outside entities shall be obtained prior to being submitted for city signatures. Site Development Plan Application Checklist Page 5

9 APPLICATION, APPROVAL, AND RECORDING PROCESS A. Application Submittal: Applications must be submitted electronically (Refer to Electronic Submittal Guidelines. Submittals are checked for completeness by the Development Review Team (DRT) on the next business day following application submittal. The Applicant will be notified by if the submittal has been accepted or not. If accepted, the application will be assigned to a project planner and given a comment due date. If the application has been determined to be incomplete, the Applicant will be informed of any missing or incomplete items. All project files for submittals that have not been accepted will be deleted and a complete resubmittal of the project, including all electronic files, will need to be submitted for check-in. B. External Agency Review: The city will provide external agencies (private utilities, CDOT, ditch companies) as applicable with the completed application form, a vicinity map, and the proposed subdivision plat. In the event the Applicant is contacted by an external agency representative, the Applicant must provide requested information and documents. Any comments received from external agencies will be included in the review comments. External agencies which submit review comments to the city will continue to review the application until complete. The Applicant is responsible for providing external agencies with applicable resubmittal materials until the review and approval process is complete. C. Review and Approval Process: The flowchart in this checklist illustrates the review process for a Site Development Plan. Once accepted for review, as described above, the application will be scheduled for review by the Development Review Team (DRT). At the conclusion of the first round of review, the project planner will forward city comments to the Applicant and property owner. If the DRT determines that the application does not contain adequate information and the plans and supporting documents do not demonstrate compliance with applicable city codes, the project planner will notify the Applicant that the application cannot be approved as submitted and will provide specific comments describing the items that must be addressed in a resubmittal. All revisions identified in the DRT comments will need to be addressed in a revised application and submitted to the Current Planning Division in accordance with the procedures described in Item A above. If the revised application is not resubmitted within 6 months from the receipt of city comments, the application will be closed by the city and all application materials will be returned. If the application is closed, a new submittal, including the payment of application fees, will be required prior to any further review by the city. Optional Developer Meetings: An Applicant may schedule a developer meeting with the DRT at any time during the review process to discuss city comments or review solutions to outstanding items. Developer meetings are held at the Fire Administration Building on Thursday mornings. To schedule a developer meeting, contact the project planner at least 1 week prior to the requested meeting date and provide the following information: 1) Agenda of items for discussion; 2) Plans or any supplemental information for the DRT to review; and 3) A list of city staff members requested to be present at the meeting. The project planner will provide a specific date and time for the meeting based on receipt of the required information and available time periods. Mandatory Development Review Meeting: Following the completion of two rounds of review of the application, if the DRT determines that the application is still in need of further revisions, a mandatory meeting between the Applicant and city reviewers will be scheduled. The Applicant, owner and all applicable professional consultants are required to attend this meeting. The purpose of the meeting is to discuss city comments, matters that are still unresolved and the specific revisions that are necessary to complete the application. 10 Site Development Plan Approval: The Current Planning Manager is granted the authority to approve a Site Development Plan. If the DRT determines that the application and supporting documents demonstrate compliance with applicable city codes, the project planner will notify the Applicant to submit the items listed in this checklist. The approval does not authorize commencement of any physical demolition, alteration, construction or installation of utilities or improvements on the property. Prior to commencement of any such work, a Site Work Permit is required (see item D below). The Site Development Plan approval also does not constitute approval of detailed plans for building construction or demolition of buildings or foundations, which are approved only through the building permit process. D. Request for Early Building Permit Submittal: Prior to the approval of a Site Development Plan, the DRT may authorize acceptance of a building permit application when the following findings can be made: 1. All discretionary processes and appeal periods required with the city such as annexation, subdivision, rezoning, special review, or variances, have concluded. 2. The DRT has determined that the Site Development Plan application is in substantial compliance with city requirements regarding the following matters: a. The overall grading and storm water requirements for the site; b. The location, size, configuration, and setbacks of the building; c. The height and exterior architecture of the building; d. The number, location, alignment, configuration and surface materials for emergency access, vehicular and pedestrian access; e. The location, size, configuration and number of spaces for off-street parking areas; f. The location, alignment and configuration of water, wastewater, and electrical power lines and facilities, including the connection points of the utilities to the building; and g. Any other essential aspect of the application which, in the opinion of the DRT, must be determined with reasonable certainty before it is appropriate to allow submittal of a building permit application. If the DRT determines that the above findings can be made, the DRT will provide written confirmation to the Building Official that a building permit may be accepted. In no case shall a building permit be issued by the Building Official until the Site Development Plan has been approved and the city Engineer has issued a Site Work Permit. E. Site Work Permit: The Site Work Permit is a permit issued by the city which authorizes the installation of improvements to land, streets and utilities as shown on the Site Development Plan and construction drawings. Upon approval of the Site Development Plan, a Site Work Permit checklist, customized to the specific development proposal, will be provided to the Applicant by the Current Planning Division. The checklist will identify the specific submittal requirements and permits needed by the city to process the Site Work Permit. No improvements or work can commence on the site until authorized by the city through the Site Work Permit process. Application, Approval, and Recording Process Page 10

12 CITY SIGNATURE BLOCKS The following signature blocks must be placed on the first page of the Site Development Plan: 1. An owner's certificate signed and acknowledged by all persons or corporations having any ownership in the land included in the Site Development Plan plus notary signatures.
