Upon completion of the Fire Hydrant relocation, is the contractor required to pressure test the system, and / or post sanitation testing? The Contractor shall flush and test the relocated hydrants/lines according to the following: Flushing: Potable water shall be flushed through the for a minimum of 15 minutes or until no trace of cuttings, lead, oil, dirt, or other foreign matter is visible. Water shall be disposed of appropriately. All new piping shall be thoroughly flushed and washed prior to the time of sterilization. Pressure Test: A. Pressure Testing. Immediately upon completion of the water distribution system, flush line in accordance with AWWA Standard C60L. All new pipe lines are to be hydrostatically tested before backfilling is completed. The test pressure is to be at least 100 PSI. The pipeline should be filled slowly and care should be exercised to vent all high points and expel all air. The test pressure shall be maintained for at least two hours and for such longer time as the Engineer may require. In preparation for the pressure testing the following minimum steps shall be taken: B. All fittings shall be properly anchored. C. The Contractor shall furnish all materials, equipment and personnel for the test. The pipe line shall be slowly filled with water and all air shall be expelled from the line. Care should be exercised to vent all high points and expel all air. Vents should remain open until water flows from them at a steady flow. After the air has been expelled and the valve or valves segregating the part of the system under test are closed, pressure is then applied by means of a hand pump, or gasoline pumping equipment for large lines. After the main has been brought up to test pressure, it should be held at least two hours and the make-up water measured with a displacement meter or by pumping the water from a vessel of known volume. If possible, the pipe and joints should be inspected thoroughly while under test pressure. Any leak or excess moisture at the joints should be reported and the line made tight. D. No leakage shall be permitted. 2. How long will the Contractor be required to be present for the commissioning? The Contractor will be required to be present for 7 business days, which may or may not be consecutive, and may fall outside the required construction completion time. 9/7/2010

All items indicated to be excavated, demolished, or removed, shall become property of the Contractor and shall disposed of off site by the Contractor in accordance with all applicable Local, State & Federal laws. Excavated materials may contain coke, which is not hazardous, but must be brought to a municipal landfill. 4. Will the removed tray be returned to the Port or become property of the Contractor? All items indicated to be excavated, demolished, or removed, shall become property of the Contractor and shall be disposed of off site by the Contractor in accordance with all applicable Local, State & Federal laws. 5. What are the backfill and compaction requirements? Backfill and compaction shall be as described in the specifications. 6. Will there be any boring beneath existing railroad tracks? No boring will be required beneath or near existing railroad tracks. 7. Is there a specific panzer belt assembly that is acceptable? See Panzer Belt Replacement Notes on S Will backfill compaction testing be required and who will be responsible for it? Backfill compaction testing will be provided by a 3 rd party, paid for by the Port. 9. On E-100 should New Ductbank 24 be New Ductbank 23? Section A shows new ductbank, but is not cut where there will be new ductbank. Correct, the note regarding the duct to the woodchip control house should refer to duct bank 23, and section A/E100 is cut in the wrong location. This has been corrected on the revised drawing. 10. Reinforcing steel in the new duct bank is not called out. Reinforcing steel requirements are included in the revised specification. 11. The cable tray should have rolled edges to prevent wear on the outer insulation of the power cable. 12. Contractors requested splice kit specs. This has been included in the revised specification. 9/7/2010

Cable testing requirements are included in the revised specification. 14. Specify the cable tray. This has been included in the revised specification. 15. Clarify the scope of Seimen s project with respect to the scope of this contract. This has been included in the revised specification. II. Specifications Remove and replace the previously issued specification section with the attached: Section Electrical Installation For New Infrastructure To Support New Ship Unloader At Bt-1 Rev. 1 III. Drawings 1. The following is a generic description of changes to several electrical drawings, regarding the routing of the new fiber from the ship unloader. The new routing for the fiber optic cable shall be from new Junction Box No. JB-BT1 on the dock, to manhole no. 3 and then from manhole no. 3 to the existing MCC located at the top of the junction (transfer) house. This new route will eliminate the new duct bank (i.e.,23) from manhole 3 to the wood chip control room. Instead, provide a four inch duct/conduit from manhole 3 to the MCC at the top of the junction house. Field route the conduit inside the junction box as required to enter the building on the north wall, and then route up to the I/O panel in the MCC. 2. Remove and replace Rev. 0 of the following drawings with the attached: New Ship Unloader at Bt-1 Electrical Modifications E-100 Electrical Site Plan Rev S-100 Enlarged Site Plan Rev S-200 Sections & Details Rev S-300 Platform Sections & Details Rev S-400 Switchgear Foundation Rev.1 3. 5 SPECIFICATION SECTION ELECTRICAL INSTALLATION FOR NEW INFRASTRUCTURE TO SUPPORT NEW SHIP UNLOADER AT BT-1 REV. 1 Sept. 7, GENERAL A. Contractor shall furnish all labor, tools, materials, equipment, supplies, transportation, temporary construction, and supervision necessary and proper to install, complete in every detail, the electrical system called for in these specifications and as shown on the Drawings SCOPE A. The work shall include, but is not necessarily limited to, the following: 1. Provide concrete equipment pad to accommodate new 5 KV service switchgear addition. 2. Provide underground conduit duct bank systems. 3. Provide conduit systems with all required support structures. 4. Provide 5 KV feeder and all required terminations, splicing and testing. 5. Provide cable tray system. 6. Provide all electrical equipment, wiring, supports, etc. as shown on the Drawings and as specified herein. 7. Provide grounding system. 8. Provide fiber optic cable, all required accessories, terminations and testing. 9. Coordinate electrical installation with new switchgear installation being provided by Siemens and the Owner. 10. Assist Siemens and the Owner with the commissioning of the new switchgear. 11. Provide testing and commissioning of the complete new electrical installation. 12. Coordinate electrical installation with the new ship unloader installation being provided by the Owner. Provide splices of the new 5KV feeder and fiber optic cables serving the ship unloader to the cables provided with the ship unloader in the new junction box located on the dock. 13. Provide assistance to the ship unloader Vendor during commissioning of the new ship unloader ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

6 14. Provide demolition of existing components, equipment, etc. noted on the Drawings. B. Contractor shall also be responsible for any and all additional work required to properly accomplish the evident intent of these specifications and Drawings, and provide a complete, operable electrical installation. C. Various items necessary and proper for the construction may not be shown on the drawings or named in the specifications. This shall not relieve the Contractor of his responsibility to furnish and/or perform said items in order to accomplish the intent of the contract SCHEDULING OF WORK A. The Contractor is hereby advised that continuous operation of the Port of Lake Charles facility shall be maintained. The Contractor shall perform no work or cause any equipment or system outage which may jeopardize the operation of the Port s facilities. B. Feeder outages may be required for safety of the Personnel and equipment in any areas where the new construction comes in close proximity with existing power facilities, and shall be allowed to complete the work of this contract. Contractor shall coordinate his work leading up to and during said outages with the Port who shall be given 7 days minimum advanced notice of his desire to schedule an outage, and shall abide by the particular cautions, requirements, and restrictions set by the Port INSPECTIONS, CODES AND STANDARDS A. The electrical installation shall conform to the requirements of the latest addition of the National Electrical Code (NEC) and the Occupational Safety and Health Act (OSHA). B. Electrical equipment shall be built and tested in accordance with the applicable standards of the National Electrical Manufacturer's Association (NEMA), the American National Standards Institute (ANSI), the American Society for Testing and Materials (ASTM), and Underwriters Laboratories (UL). C. All drawings shall be used for general guidance only. All dimensions, sizes, locations, and equipment mountings shall be verified in the field by the Contractor. The Contractor shall be responsible for ascertaining and verifying all sizes, dimensions, quantities, etc. prior to purchase of materials. D. Drawing scales may have been altered by photographic reproduction - Do Not Scale MATERIALS AND WORKMANSHIP A. All materials and equipment shall be new and unused, shall comply with all applicable standards of IEEE, ANSI and NEMA, and shall bear the approved device label of the Underwriter's Laboratories, Inc., if such equipment or materials has been tested and listed by UL ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

7 B. The work as installed is subject to the approval of the Port. Workmanship shall be of the highest quality conforming to the best electrical installation practice. Any work or material which is rejected must be removed immediately and replaced. No substandard work will be accepted. The placement of conduits, sleeves, grounding conductors, and openings in slabs, foundations and walls for electrical construction requirements shall be properly coordinated in all respects with work of other trades. All dimensions, measurements, special requirements, etc. shall be determined and verified in the field by the Electrical Contractor. C. It is the intent of these specifications to receive work of the highest caliber and degree of workmanship. All work shall be performed in a workmanlike manner utilizing the highest standards and current procedures currently in effect. D. All conduits shall be run truly parallel and perpendicular to all building and structure surfaces. Stubups from underground runs shall be truly vertical with no portion of the bend showing. All racks, hangers, and support structures shall be true and plumb. E. Any work performed, in the sole opinion of the Port, to less than the highest standards of acceptable workmanship shall be redone by the Contractor at no additional cost to the Port. The decision of the Port regarding acceptability of workmanship shall be final and binding on the Contractor. F. Only those items of materials and equipment so indicated on the Drawings or so designated in these specifications to be furnished by the Port, or by others, will be furnished by others. The Contractor shall provide all other required materials and equipment whether listed or not, as necessary for a complete and operable installation. G. Contractor shall continuously maintain adequate protection of all his work from damage and shall protect Port property from injury arising in connection with his work. He shall assume cost for repair of any such damage, injury, or loss. He shall adequately protect adjacent properties and facilities of other owners ITEMS AND EQUIPMENT REMOVED A. Items to be removed by the Contractor are as shown on the drawings or as called for in these specifications. B. All materials and equipment removed shall become the Contractor's property, and shall be removed from the project site. C. No materials shall be deposited in thoroughfares, canals, adjacent properties or on the jobsite. All materials and equipment removed shall be properly removed, transported and disposed of in accordance with all local, state and federal laws and regulations. D. Excavated soil or materials may include coke materials. The Contractor shall dispose of all excavated materials offsite in accordance with all local, state and federal laws and regulations WARRANTY 16-3 ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

8 A. Contractor shall warrant to the Owner that all work performed under this Contract shall contain no defective materials, workmanship, or title, and shall be of the kind and quality described in the specifications. Any defects appearing within one (1) year of the installation and acceptance of the equipment shall be corrected by the Contractor at no cost to the Owner AS BUILT DRAWINGS A. Contractor shall keep and maintain accurate records of all installations under this contract. One clear, concise, and legibly marked copy of the Drawings indicating the actual "as built" conditions shall be provided to the Owner prior to the acceptance of the Contract SUBMITTALS A. After award of this Contract, and before purchase of the below listed materials and equipment, the Contractor shall furnish eight copies of shop drawings, catalog sheets, and any other data for approval of the following equipment and materials. 1. Medium Voltage Cable. 2. Cable splicing and terminating materials. 3. Cable pulling equipment; conduit swabs, brushes and mandrells. 4. Manhole sidewall racking materials. 5. Feeder identification labels. 6. General work plan showing desired starting point and any special requirements such as street closures and traffic control. 7. Conduit and ductbank materials Volt conductors. 9. Cable tray and accessories. 10. Fiber optic cable and accessories. 11. Junction box. 12. Grounding materials. 13. Conduit and fittings. 14. Support materials. 15. Testing and commissioning plan and procedures. 16. Testing results ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

9 B. Submittals shall be in accordance with the General and Technical Provisions Sections of these specifications EXCAVATION, TRENCHING AND BACKFILL A. The Contractor shall perform all trenching and excavation to the depth and section as shown on the plans or as proper for installation of the underground conduit. Trenches may be earth formed if desired by the Contractor. If soil conditions should so warrant, the trench shall be sheeted and braced to maintain its integrity until after encasing concrete has been poured and set. No extra payment shall be allowed for sheeting and bracing if judged necessary by either the Contractor or the Owner. B. Contractor shall provide all bracing, support, etc. necessary and proper to prevent damage to existing structures, railroad tracks, ductbanks, etc. located in close proximity to the excavation and shall bear all responsibility for failure to provide said support or for furnishing inadequate support. In any event, the Contractor shall be responsible for the safe construction of the trench or excavation and he shall bear any expenses which result from failure to provide the necessary sheeting and bracing. C. Trenches shall be flat and level with vertical sides unless elevation changes are required to clear some existing utility or obstacle. Trench bottom shall be free of debris, lumps, muck or unstable earth. D. The trenches shall be dewatered and shall be maintained free of standing or flowing water until after installation of conduit and encasing steel reinforced concrete. E. Backfill material shall be select clear new sand materials brought in from offsite, and shall be free of roots, rocks, bricks, construction debris, etc. Backfill shall be fully compacted. Backfill shall be applied in layers not to exceed six (6") inches in depth and shall be thoroughly tamped to density of surrounding earth prior to application of successive layers. Each layer shall be compacted to a minimum of 95 percent maximum density of undisturbed surrounding ground using approved mechanical compaction equipment. Backfill materials and compaction requirements shall comply with LA DOTD 2006 Standard Specifications. F. The surface shall be restored to condition equal to that prior to disturbance. The Contractor shall maintain all backfilled areas level with surrounding grades during the course of the contract and shall make final adjustments, if so ordered by the Owner. G. Remove all debris and excavated material from job site and completely clean project area EXISTING DUCT BANKS, CONDUITS, ETC. A. Duct banks are existing throughout the limits of the Contract and consist of numerous conduits arranged within a reinforced conduit envelope, as detailed on the Drawings. B. It shall be the contractor s responsibility to clean the designated existing conduits to 16-5 ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

10 be reused, apply a mandrell to prove conduit integrity, swab with approved pulling compounds and install the new cable within the conduit called for on the ductbank details shown on the plans. Immediately advise the Port of any problems encountered with cleaning and proving the existing ducts CONSTRUCTION OF NEW UNDERGROUND DUCTBANKS A. All concrete for duct construction and conduit encasement shall be 3000 p.s.i. rated concrete colored by mixing of 10 pounds of red dye per cubic yard of concrete contained in the truck. Mixing shall be accomplished in the truck prior to pouring of the concrete. Hand mixing shall not be allowed. B. All conduit for underground ducts shall be rigid heavy wall Schedule 40 PVC, Carlon PV-Duitt. All sleeves or fittings shall be made up tight and shall be approved for concrete encasement to prevent entry of wet concrete into the duct system. Conduit sizes shall be as shown on the plans. All 90 degree bends shall be pre-manufactured 24 inch long sweep bends. C. Concrete shall be applied to conduits to provide a minimum of six (6") inch coverage all around. Conduits shall be supported on chairs or other non-hydroscopic material to elevate the conduits a minimum of the four (4") inches above the bottom of the trench to allow for complete passage of concrete. Concrete shall be mechanically vibrated immediately after pouring to ensure full and complete coverage. All conduit shall be securely anchored to the bottom or sides of the trench with reinforcing steel, metal tubing, or other non-hydroscopic material to prevent floating in the wet concrete. D. If soil conditions at the bottom of the trench should so warrant, the Contractor shall provide plywood chair supports of minimum six (6") inch width to prevent sinking of the chairs and conduits into unstable earth. E. Concrete encasement shall be extended a minimum of six (6") inches above grade when conduits rise outdoors from the trench. The encasement shall be sloped to prevent collection of water around the conduit risers. F. Reinforcing steel shall be #3 bars at 6 on center, top and bottom, with a minimum of 3 clear concrete cover at the bottom and 2 cover at the top. Reinforcing steel shall be continuous throughout the entire duct runs. Reinforcing steel shall be lapped at splice points a minimum of 40 times the diameter of the rod. Reinforcing shall be continuous where horizontal runs rise vertically to above grade, or penetrate manhole walls. H. Prior to insertion of conductors, Contractor shall clean and swab all underground conduits and shall pull a full size rigid mandrel through to prove the internal integrity of all underground installations CONDUIT, FITTINGS, SUPPORTS, AND INSTALLATION A. All conduit installed above ground shall be rigid copper free aluminum. All conduit installed below grade shall be reinforced concrete encased, Schedule 40 PVC or rigid galvanized steel as required by the drawings. All conduit encased in concrete building slabs, walls, ceilings, etc. shall be rigid galvanized steel ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

11 B. Aluminum conduit shall be used for building wiring and systems not encased in concrete. Provide transition to rigid aluminum conduit prior to rise from concrete encasement. Aluminum conduit which may contact concrete or grout, passing through walls or floors, shall be insulated or wrapped to prevent possible corrosion. C. Conduits shall be run parallel to each other and parallel and perpendicular to building surfaces. Direction changes shall be made by means of field bends. All bends in multiple conduit runs shall be concentric to provide a neat workmanlike appearance. D. Conduits shall be cut with a hack saw or power saw only - pipe cutters shall not be allowed. Conduits shall be properly reamed after cutting. Conduits shall be threaded with standard tapered electrical conduit dies with five (5) full threads applied. Field cuts in steel conduit or unistrut shall be immediately coated with cold galvo compounds - no rust will be accepted. E. Condulets and conduit fittings shall be cast aluminum or malleable iron with full screw covers and gaskets. Condulets and fittings shall only be used in lieu of field bends where either shown on the plans or as specifically allowed and approved by the Board Engineer. Condulets shall be selected (C,LB,LR,LL,T, or TB) to allow direct front access to the condulet cover. F. Conduits shall be secured to building surfaces by means of malleable iron one hole straps and backing plates. Stamped steel one hole straps shall not be allowed. Conduits shall be mounted to unistrut or power strut supports with approved clamps. G. All conduits entering panels, junction boxes, enclosures, etc. shall be fitted with insulated throat grounding bushings, or Meyers Hubs. H. Conduits shall penetrate building or existing manhole walls through core drilled holes. The annular space shall be filled with a sand and cement grout after installation of the conduit. I. Conduits entering the top or sides of outdoor boxes, panels, enclosures, etc. shall be fitted with Meyers Hubs. J. Conduits penetrating walls or floors from below ground areas shall be sealed as necessary to prevent ingress of water along either interior or along exterior of conduit. K. Union fittings installed on aluminum conduit shall be aluminum as manufactured by Killark, or equal. L. Flexible metal conduit shall be liquid tight with hot-dip galvanized steel core and extruded polyvinyl gray jacket, O.Z. type UAG, or equal. Connectors for liquid tight conduit shall be the grounding type, malleable iron, cadmium plated, O.Z., "Ground- Tite", or equal. Length of "Sealtight" conduit shall not exceed 18 inches. M. Sizes of conduits shall not be smaller than 3/4" or the NEC requirements, but in no case shall be smaller than shown on the drawings. N. Conduit routings deviating from those indicated on the drawings shall not be used without approval by the Engineer; however, the Contractor shall make allowance for possible obstructions to the routes indicated ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

12 O. Provide conduit expansion fittings in all conduits that rise up from underground into pull boxes and junction boxes or at utility poles. Contractor shall provide properly bonded expansion fittings. Conduit expansion fittings shall be combination expansion-deflection type, O.Z. type Ax8, or approved equal. P. Conduits stubbing up from below electrical equipment shall be terminated with insulated throat grounding bushings connected together with one continuous stranded bare copper cable connected at both ends to the ground bus. Q. Connection of all motors and equipment subject to vibration and not equipped with a portable cord shall be made with liquid tight flexible metal conduit to a maximum length of 18 inches between the rigid system and equipment. R. Spacing between conduit supports shall not exceed 10 feet. Conduits shall not be fastened to members of steel structures that are removable. Conduit hangers shall be supported from building structures and not from equipment or other conduits. S. Conduits supported on steel structural members shall be clamped to the structure with malleable iron, hot-dip galvanized clamps, Korns, or approved equal. T. Trapeze type conduit supports shall consist of unistrut channel, P-1000 or P-1001 (galv. steel or aluminum as required) as indicated on the plans. Unistrut channel, conduit straps, and bolts and nuts shall be aluminum for aluminum conduit and hotdip galvanized steel for steel conduit. Hanger rods, beam clamps, concrete inserts and miscellaneous hardware shall be hot-dip galvanized. U. All hardware items which are not part of manufactured equipment and which are supplied by the Contractor shall be aluminum or stainless steel, type 316, for use with aluminum materials or equipment and hot-dip galvanized steel for use with galvanized materials or equipment. V. Aluminum struts and supports, such as trapeze for multiple conduit runs, shall be insulated from threaded steel rods, washers and nuts, by fiber washers and from concrete or structural steel by 1/8" thick neoprene rubber pads. W. All spare conduits shall be fitted with a 40# pull string and capped CLEANING OF EXISTING CONDUITS WITHIN DUCTBANK A. Flush the existing conduits using water from nearest available supply or hydrant until thoroughly cleaned. Contractor shall then swab out all ducts to remove any residual dirt and debris. Contractor shall then pull a full size flexible segmented mandrell through each, duct in presence of the Port, and install a 40# pull string. B. Conduit swab shall be Greenlee wire brush, Cat. No , or approved equal, which shall be followed by the Greenlee flexible mandrell, Cat. No for five (5") conduit, or approved equal. Submit both brush and mandrell for approval of the Board Engineer prior to use. C. Cap or plug the cleaned conduits to prevent entry of foreign matter, water, dirt, debris, etc. after cleaning and pulling a mandrell through each duct and before 16-8 ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

13 installation of the new conductors CABLE FOR FEEDER TO NEW SHIP UNLOADER A. Medium Voltage 5 KV Shielded Power Cable - General Requirements 1. All cable furnished shall comply with all applicable paragraphs of the following; "Detailed Medium Voltage Cable Specifications". Submittal data shall be complete with all necessary data sheets, documentation, product specification sheets, etc. necessary and proper to show complete compliance with the detailed specifications, including compliance with all guaranteed test values. 2. Cable as specified herein shall be as manufactured by The Okonite Company, Okonite Okoguard Shielded Okoseal, or Engineer Approved Equal. Bidders are advised that cross-link polyethylene cables or cables offering drain wire shielding or non-extruded semiconductors is not considered equal and will not be accepted. Cables conforming to the extrusion requirements of conductor semicon/insulation/insulation semicon screen but which utilize construction methods other than single-pass triple tandem extrusion will not be accepted. 3. All cable shall be manufactured in the United States. Foreign manufactured cable will not be accepted. Cables offering insulation material compounded outside the U.S.A. will be considered foreign and will not be accepted. 4. Cable manufacturer shall be responsible for all phases of cable construction from laying of conductors through application of outer jacketing and shall perform the complete manufacturing cycle at one factory location. Cables which are purchased in semi-complete condition and jacketed by different manufacturers/distributors will not be accepted. 5. Single Conductor Medium Voltage Power Cable: a) Feeder shall consist of three single conductors installed in an underground ductbank. Cable shall be No. 250 KCMIL, 5 KV rated, 133% insulation level, shielded, Type MV-105- CT, sunlight resistant, direct burial, conduit and cable tray use rated. b) Each cable shall consist of uncoated Class B compact stranded copper conductors, extruded EPR based semiconducting strand screen, extruded thermosetting ethylene propylene based insulating compound, extruded EPR based thermosetting compound insulation screen, uncoated copper tape shield applied with 12.5 % overlap, and outer PVC jacket, approved for direct burial, conduit and cable tray service. B. Detailed Medium Voltage Cable Specifications 1. General Cable Description: a) Basic cable construction shall consist of stranded copper conductors, extruded semiconducting thermosetting strand screen, extruded ozone and discharge resistant thermosetting ethylene propylene rubber insulation, extruded semiconducting thermosetting insulation screen (strand screen, insulation, and 16-9 ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

14 insulation screen) shall be applied by a Single Pass (Triple Tandem Extrusion Process), copper shielding tape and outer jacketing as required above, and as specifically described hereinafter. b) Cable shall be single conductor Type MV-105 shielded copper medium voltage ( 5 KV) at 133% insulation levels, UL listed as Type MV-105 rated at 105 degree C normal continuous, 140degree C emergency and 250 degree C short circuit. 2. Conductors: a) Conductor shall be uncoated copper, Class B compact round, stranded as per ASTM B ELECTRICAL INFRASTRUCTURE Rev. 1 September 7, 2010

15 b) Conductor shall comply with requirements of UL1072, ICEA S and S , ASTM B-496 and AEIC CS8. Center strand or solid conductor shall be stamped A THE OKONITE COMPANY (Plant #) (Year of Manufacture). 3. Insulation System: a) The conductor insulation system shall be composed of an extruded strand screen, extruded EPR insulation, and extruded thermosetting insulation screen, all applied in a single pass utilizing the triple extrusion process. 1) Strand Screen: The strand screen shall consist of an ethylene propylene rubber (EPR) based extruded semiconducting thermosetting compound applied over the conductor. The screen shall be clean stripping from the conductor and inseparable bonded to the overlying insulation. The strand screen shall meet the requirements of ICEA S , AEIC CS8 and UL ) Insulation: The insulation shall be a flexible thermosetting high dielectric strength compound based on an ethylene-propylene elastomer. It shall be contrasting in color from the extruded strand and the insulation screens and shall be compliant with the physical and aging requirements specified hereinafter. The ethylene content of the elastomer used in the insulation compound shall not exceed 72% by weight of ethylene to limit the degree of susceptibility to treeing experienced by highly crystalline materials. 3) Insulation Screen: 4. Metallic Shield: The insulation screen shall consist of an ethylene propylene rubber (EPR) based semiconducting thermosetting compound applied over the insulation with a volume resistivity not in excess of 100 ohm-meters at 110C when tested per ICEA S The extruded screen shall be clean stripping and shall have a peel strength from the insulation between 4 and 24 lbs./0.5 inch width when tested per ICEA S The outer surface of the insulation screen shall be continuously printed with white ink: including, but not limited to, year of manufacture. The entire thickness of the insulation screen shall be contrasting in color from the insulation ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

16 The outer insulation screen shall be covered with a 5 mil copper tape shield. 5. Jacket: a) The overall jacket shall be polyvinyl chloride (PVC) or chlorosulfonated polyethylene which shall meet requirements specified hereinafter. 6. Operating Experience: The medium voltage power cable shall have a performance record demonstrating a minimum of thirty-five (35) years of successful operation experience in utility and industrial power cable applications. 7. Cable Identification: Cable shall be identified in accordance with ICEA S and UL Cable surface shall be printed with manufacturer's identification,including Plant #, conductor size ad material (CU or AL), Voltage, Insulation % and nominal insulation thickness, MV-105, and year of manufacture. Repeat of printed data on the surface of the cable jacket shall not exceed two (2' - 0") feet. 8. Routine Tests of Factory Reel Lengths: a) Conductor Resistance: Conductor DC resistance shall comply with UL1072, ICEA S , and AEIC CS6 requirements as applicable. b) Production Tests: 1) Conductors shall meet the electrical resistance requirements of ICEA S Section ) Insulation Resistance test shall be performed in accordance with requirement of ICEA S Each cable shall have an insulation resistance not less than that corresponding to the insulation resistance constant of at least 50,000 megohms-1000 ft. at 15.6C. 3) A high voltage AC test shall be performed in accordance with Part 9.8 of ICEA S at the AC test voltage given in Table V. 4) Each reel of completed cable shall withstand for a period of 5 minutes the 60 cycle AC test voltage. The completed cable shall be tested with the voltage applied between conductor and shield with the cable in air in accordance with ICEA, UL and AEIC standard as applicable. 5) Shield resistance is measured and recorded from end to end on the completed cable. c) Corona Test: Each reel of completed cable shall be subjected to the partial discharge 16-2 ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

17 extension level test performed in accordance with the test procedure described in ICEA T The partial discharge in picocoulombs shall not exceed the maximum partial discharge of 5 picocoulombs at 200 volts per mil of insulation. d) Test Reports: 1) Manufacturer shall furnish three (3) certified copy of test results for all routine and factory production tests, as specified above, for approval of the Engineer prior to shipment. Test results shall clearly indicate compliance with the requirements of these specifications or the cable shall be rejected as unsuitable for use. 2) Any cable shipped and/or installed without acceptance by the Engineer may be rejected and no payment shall be made therefore CABLE LENGTHS A. The Contractor shall verify all cable measurements between manholes, junction boxes and electrical equipment, including allowances for duct elevation changes, compensation for depth of directional bores, sidewall racking, splicing and terminations, and shall be responsible for the correctness of the cable lengths prior to purchase of cable. No extra compensation will be allowed because of any difference between the actual measurements and those indicated on the Drawings or estimated in these specifications. Any difference which might be discovered by the Contractor shall be submitted to the Engineer before proceeding with the work INSPECTION AND TESTING A. All work will be inspected by representatives of the Port of Lake Charles, or the Engineer. B. The Contractor shall be liable for phase verification and any necessary rearrangement if not in phase. C. After completion of the new feeder, the Contractor shall perform phase and rotation tests. In the event that tests show an out of phase condition, the Contractor shall perform additional phase verification and adjust the connections. D. The new switchgear will be furnished and installed by Siemens Industry Inc., under contract to the Owner. The Contractor shall coordinate all work of this contract with the work of Siemens Industry. The Contractor shall coordinate the inspection and testing of the work of this contract with Siemens HANDLING AND INSTALLATION OF CABLE A. Contractor shall pull all cable into cleaned and prepared ducts using natural fibre, polyethylene, nylon, etc. rope only; wire rope or steel cable will not be allowed. B. Cable shall be effectively lubricated using wire pulling compound, such as Ideal 16-3 ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

18 Yellow 77, or equal, approved for the particular type and form of cable insulation and jacket. No oil or grease shall be used. C. Contractor shall provide and construct all rigs, braces, anchors, sheaves, etc. necessary to pull the cable into the ducts without excess strain or exceeding the bending radius of the conductor. The cable or conductors shall be installed in such manner and by such methods as to insure against damage to the insulation, damage to the outer jacket, or stretching of the conductor. D. Cable shall be pulled directly from reels supported on Reel Dolly or jack stands. Contractor shall not un-reel cable on the ground or street and pull therefrom. All pulling shall be directly on the copper conductors; basket type pulling grips are unaccepted. E. Maximum care shall be applied in rigging, bracing, and pulling of medium voltage cables. Damage to outer jacket of medium voltage power cable resulting in damage to the outer jacket thereby exposure of the shielding tape or deeper damage which exposes the insulation shall be causes to reject the cable as unsuitable for use. Rejected cables shall be removed from the duct or raceway and shall be replaced with new cable at no additional cost to the Owner. F. Each conduit shall be continuous, open and clear of debris and obstructions before Contractor installs wire or cable. The conductors shall be installed in such manner and by such methods as to insure against damage to the insulation, damage to the outer jacket, or stretching of the conductor. G. Cables shall be installed in conduits within the new and existing ductbanks as shown on the Drawings. H. Cable lengths within manholes shall be sufficient to allow training of the feeder cables to sidewall racks. New cables shall be secured to the sidewall racks in an approved manner to provide an open center to all manholes for safe entry and work area. I. Cables or conductors installed in cable trays shall be attached to tray rungs with weather and ultraviolet resistant outdoor rated nylon self-clinching cable ties. Ties shall be applied to all cables and conductors on 54" spacing, equivalent to ties on every sixth rung. J. Cables and conductors installed in cable trays shall be flat, leveled and placed in trays in position and location to prevent crossovers ACCEPTANCE TESTS OF INSTALLED MEDIUM VOLTAGE CABLE A. The Contractor shall supply all labor and equipment required for High Potential (Hi- Pot) testing of all new medium voltage cable installed on this project and the initial energization of this cable as directed by the Engineer. The Hi-Pot testing shall be done in strict accordance with the cable manufacturer's field testing recommendation for step voltage proof testing on newly installed cables, including the following: 1. Each conductor shall be individually tested with all other conductors and all shields grounded. Ambient temperature and humidity during test shall be 16-4 ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

19 recorded. All wiring shall be checked for continuity and proper phase sequence. 2. Voltage shall be applied to each cable in equal steps until the final test voltage is reached. Leakage current shall be read and recorded at each voltage level. The final 15 KV cable test voltage shall be 55 KV DC, maximum. 3. After reaching the final level of test voltage, the voltage shall be held for a minimum of fifteen (15) minutes and the leakage current read and recorded every minute. 4. The Engineer shall witness the Hi-Pot testing and shall be notified at least seventy-two (72) hours prior to the scheduled start of such tests. Testing shall not be performed on wet, damp or rainy days. 5. Leakage current readings shall be recorded for each increment of the voltage step increase and at one (1) minute intervals during the fifteen (15) minute hold period at the final voltage level. The resulting test reports shall be submitted to the Owner. Certified copies of all test results, which clearly identify the particular cable tested, shall be submitted to the Owner prior to energizing any system REPLACING DEFECTIVE CABLE A. Where the cable proves defective by test after installation, the Contractor shall remove and reinstall such of its length as is necessary in order to eliminate the defect. B. Contractor shall bear all costs associated with furnishing and installing new cable, and shall perform any and all necessary splicing at no cost to the Owner SPLICES AND TERMINATIONS (MEDIUM VOLTAGE) A. The Contractor shall make all splices and terminations, unless noted otherwise on the drawings. B. The Contractor shall use only the cable manufacturer's recommended or furnished kits. He shall use sleeves which are crimped with a hydraulic machine only. The Owner reserves the right to accept or reject the splicer and his equipment, even if a splice is in progress. Splice kits shall be submitted to the Engineer for approval prior to beginning any splices. C. Single Conductor Medium Voltage 5 KV Cables shall be spliced using standard, in-line, heat shrinkable splice kits, Raychem, or approved equal, or as recommended by the cable manufacturer and accepted by the Engineer. D. All 5 KV single conductor cable terminations shall be shrinkable, high voltage type as manufactured by Raychem Corporation, 3M, or approved equal. The cable terminations shall be made by qualified cable splicers in accordance with recommendations of the cable manufacturer. Outdoor and switchgear terminations for medium voltage conductors shall be skirted as required by the working voltage. E. High voltage rubber tape shall be Scotch 130C linerless tape. Irregular surfaces of bolts, connectors, etc. shall be filled with Scotch "Scotchfil" insulating putty prior to taping. Scotch 33+ plastic tape shall be applied overall ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

20 F. Medium voltage cable connections to switchgear bus shall be accomplished by crimping two (2) hole NEMA lugs to the cables. Lugs shall be bolted to switchgear bus and torqued to manufacturer's recommendation. Insulate cable to bus connection with Raychem or 3M Bus Termination shrinkable kits, Insulating Sheets, or manual hand taping to 7.2 KV level with materials noted in the above Paragraph "E". G. Once a splice has begun, it shall be worked until completed. The Contractor shall be responsible for all splices for a period of one year after completion of contract. Splicing area shall be clean, dry, and the cables and splicing materials shall be kept clean and dry throughout the work to prevent splice failure MANHOLE SIDEWALL RACK SUPPORTS A. Contractor shall provide new non-metallic cable racking systems in existing manholes where new cables are installed. The racking system shall be Underground Devices Incorporated Cable Racks, or Approved Equal. B. Each manhole shall be fitted with vertical stanchion assemblies, as listed below: 1. A standard manhole with duct entering and leaving on opposite walls will require four (4) stanchions, two (2) applied per sidewall. 2. Manholes in which the duct leaves at a right angle to the incoming duct will require six (6) vertical stanchions. C. The height of each vertical stanchion is determined by the number of possible feeders to be installed within the manhole, as follows: 1. A typical vertical stanchion in manholes featuring ductbanks of six (6) or less conduits shall consist of one (1) 36" long unit, Cat. No. CR36-B. 2. A typical vertical stanchion in manholes containing more than six (6) conduits in any ductbank shall consist of one (1) 36" unit and one (1) 24" unit for a total combined height of 60"; Cat. Nos. CR24-B and CR36-B. 3. Oversized manholes and cable vaults may require longer stanchions. 4. Vertical stanchions shall be attached to manhole walls as per manufacturer s requirements. Each mounting hole on each stanchion shall be fitted with 2" stainless steel machine screws and stainless steel washers into lead expansion shields set into brick or concrete walls. A 24" stanchion shall have four (4) - 2" attachments and a 36" stanchion shall have five (5) - 2" machine screw attachments. D. Provide one (1) Cat. No. RA08 Cable Attachment Arm for each new feeder installed. Phase conductors shall be laid parallel on the attachment arm and each shall be attached to the arm by a criss-cross pattern of two (12) UV- resistant black, selfclinching cable ties, as per manufacturer s literature.. E. New feeders shall be racked on the lowest arm location on the vertical stanchions to 16-6 ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

21 allow for addition of future feeders at higher points of attachment IDENTIFICATION A. Contractor shall furnish and install one stainless steel, 12 gauge embossed feeder identification name tag around all three (3) conductors, on each feeder inside every manhole, switchgear cell or junction box. All tags shall be manufactured by Almetek, 8000 series Specialty Tag, or approved equal. All name tags shall be 8" long by 12 inches wide with one hole on each corner for fastening onto feeder using two stainless steel Thomas & Betts cable ties. B. All name tag letters and numbers shall be 2" in height, 3D embossed, and shall have the identification nomenclature designated by the Owner. C. Identify Paths of Underground Electrical Lines: During trench backfilling, for exterior underground power, control, signal, and communication lines, install continuous underground plastic line marker located directly above power and communication lines. Locate 6 to 8 inches (150 to 200 mm) below finished grade. Where multiple lines installed in a common trench or concrete envelope do not exceed an overall width of 16 inches (400 mm), use a single line marker VOLT CONDUCTORS A. Ground Conductors: 1. Equipment and service grounding conductors installed in conduit shall be green jacketed. Type THHN/THWN, 600 volt stranded copper, sized as shown on the plans. 2. GREEN TAPE OR GREEN PAINTED CONDUCTORS SHALL NOT BE ACCEPTED GROUNDING A. The grounding system shall be installed in accordance with Article 250 of the National Electrical Code. B. A green insulated ground conductor, Type THHN/THWN, sized in accordance with the N.E.C., shall be run in all conduits and bonded to all ground buses, bushings, and equipment. C. All metallic conduit, transformers, supports, troughs, switchgear enclosures, cabinets, boxes and other equipment enclosures shall be grounded in accordance with the N.E.C.. D. Insulated Throat Grounding Bushings shall be used on all conduits entering safety switches, motor starters, troughs, control panels, enclosures, and panelboards. Grounding conductors shall be bound to each grounding bushing. E. All equipment grounding conductors shall be either bare or green insulated stranded copper. 22 insulation CABLE TRAY A. Shall have a UL Classification Label and conform to NEMA VE-1 Standards and be manufactured entirely (side rails, rungs & splice plates) of 6063T6 aluminum alloy (copper free) for maximum corrosion resistance. Cable Trays, Fittings, and Accessories shall be aluminum, complying with Aluminum Association's alloy 6063-T6 for rails, rungs, and cable trays. B. Shall have a side rail height of 6 inches with an inside load depth of 5.3 inches and a NEMA load/span capability of 12C at 121 pounds per foot. The simple beam deflection of the tray system, at the above conditions, shall not exceed 1.10 inches. Side rails shall be I Beam or C Channel design with reinforced top flanges; however, the inside edges of the rail shall be smooth and curved to avoid damage to the ship unloader cable, and the construction shall be compatible with the installation detailed on the electrical and structural drawings. The widths shall be 6. C. Tray shall be ladder type with rungs installed on 6 inch centers. Rungs shall be a box construction with a minimum width of 1 inch and 1/16 inch radius on the edges.. Rungs shall be TIG or MIG welded to the web of the side rails. Spot welding or swaging will not be accepted. Rungs shall have a minimum bearing surface of 7/8 and be capable of supporting an additional 200 lb concentrated load anywhere on an individual rung or along the span of the tray. D. Minimum straight section lengths shall be 12 feet. E. Add supports as needed to coordinate with the actual tray installation. Adjust support locations indicated on the Drawings if required. F. Provide all required splice plates, hardware and accessories. Splice plates shall be fabricated with a 4 hole pattern. Holes shall be slotted for easy field assembly. Hardware shall be 3/8 302 stainless steel round head serrated bolts with 304 stainless steel hex nuts with integral lock washer. Accessories shall be aluminum or stainless steel. Tray shall be isolated from bare steel with PVC spacers or glide strips. G. Provide all required tray hold-down clamps and guide clamps, deadend closures, etc. H. Comply with NEMA VE 1, "Metal Cable Tray Systems," for materials, sizes, configurations, and installation. Comply with the NEC, Article 392. I. Coordinate layout and installation of cable tray with other installations. J. Fabricate cable tray products with rounded edges and smooth surfaces. K. Provide cable tray supports and connectors as recommended by cable tray manufacturer. L. Provide bonding (grounding) jumper at each cable tray splice plate. Provide expansion splice plates as required. M. Grounding: Test cable trays to ensure electrical continuity of bonding and grounding connections. Cable tray shall be electrically continuous; at expansion joints or discontinuities, provide bonding jumpers START-UP 16-8 ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

Contractor shall demonstrate to the Owner that all grounding, control and power systems are fully operational and will perform in accordance with the intent of these specifications and Drawings CLEANING UP A. Before acceptance and the final payment is made, the Contractor shall clean and remove from the project site and adjacent property all surplus and discarded materials, brush, weeds, bushes, rubbish and temporary structures. He shall restore in an acceptable manner all property, both public and private, which have been damaged during the prosecution of the work, and shall leave the site of the work in a neat and presentable condition throughout. B. All manholes shall be cleaned of all dirt, debris, surplus splicing materials tapes and papers, etc. C. The Contractor shall remove all debris, surplus and waste materials, oil, grease, or stains resulting from the work performed prior to acceptance. All switchgear and device interiors shall be thoroughly cleaned of all dust, dirt, debris, etc. prior to final acceptance. Touch-up all paint and finishes damaged in installation. Touch-up paint shall exactly match and blend with factory finishes. D. All rust shall be removed to base metal which shall be primed and painted to match original finish. Rusted nuts, bolts, washers, or other items of hardware shall be replaced at no additional cost TRAFFIC A. The Contractor shall schedule and plan his work to minimize interference with vehicular traffic. B. Any vehicular re-routing, roadway barricading, or any other operation that will affect the flow of traffic must be approved by the Owner in advance of implementation. It shall be the Contractor's responsibility to obtain such approvals NEW SWITCHGEAR WORK BY SIEMENS A. The Owner has contracted with Siemens to furnish the new switchgear additions and to install the switchgear sections. A brief summary of Siemens work scope is as follows: a) Provide all hardware, engineering and fabrication services for the new switchgear. b) Provide onsite equipment startup; and, training for the facility s personnel. c) Install new switchgear line-up and bolt it to the existing line-up. d) Connect 1200 Amp bus between the existing and new switchgear sections. e) Startup of new installed equipment. f) Provide acceptance testing of the new switch. B. The Contractor is responsible for the installation detailed on the Drawings and described in the specifications. The Contractor s scope of work includes, but is not limited to the 16-9 ELECTRICAL INFRASTRUCTURE Rev. 1 September 6, 2010

24 following: a) Provide new switchgear foundation. b) Provide complete grounding installation for the switchgear. c) Provide cable installation, termination and testing. d) Provide coordination with Siemens, Entergy and the Owner as required to complete the electrical installation. Coordinate timing of cable terminations and testing with Siemens. e) Obtain operating instructions from Siemens to be able to provide testing of new feeder to ship unloader, including operation of load interrupter switch. f) Attend final onsite testing and startup of new switchgear that will be conducted by Siemens. Allow for one supervisory staff and one journeyman electricican for two occasions at 8 hours per occasion SUPPORT WORK ASSOCIATED WITH NEW SHIP UNLOADEER COMMISSIONING A. The Contractor shall provide the following interface and support work associated with the new ship unloader: a) Provide splices of 5 KV feeder cable and fiber optic cable to the ship unloader reeling cable inside new junction box no. JB-BT1 at the dock area. b) Test 5 KV feeder cable and fiber optic cable in conjunction with the ship unloader testing. After testing of these new cables has yielded the acceptance of the cables, the Contractor shall provide staff available during the final commissioning of the ship unloader. Provide two journeyman electricians for three eight hour days onsite to assist the ship unloader vendor FIBER OPTIC CABLE A. The fiber optic cable shall be rated for buried exterior use and shall meet the requirements of TIA/EIA B. Cables shall be Optical Cable DX series tight buffer cable, General Cable Next Gen Brand loose tube cable or approved equal. B. Cable shall be installed in accordance with the fiber optic TIA/EIA 568-B standards and with the manufacturer s recommended practices for field installation. C.
