Introduction
Presentation Outline Introduction Current Conditions Background / History Standards Enforcement Best Practice Certification Q&A Discussion
Current Conditions In a Round Table Discussion with OSHPD Director on April 22, 2014 we learned: The Majority of Work in Progress at OSHPD are Projects with Construction Value < $ 200,000 Only a Couple of Large Projects under Construction Sutter: CPMC San Francisco Kaiser: San Diego Stanford: Palo Alto Marked Decline in Work Volumes Attributed to: General Economic Conditions Healthcare Reform Seismic Compliance Delays

Background / History What about the Black Box?
Background / History 1976 UBC Good idea but does anyone really care? (k) Essential Facilities. Essential facilities are those structures or buildings which must be safe and usable for emergency purposes after an earthquake in order to preserve the health and safety of the general public. Such facilities shall include The design and detailing of equipment which must remain in place and be functional following a major earthquake shall be based upon the requirements of Section 2312 (g) [Lateral Force on Elements of Structures] and Table No. 23-J.
Background / History 2000 IBC Mechanical and electrical equipment. Each Maybe we do care? manufacturer of designated seismic system components shall test or analyze the component and its mounting system or anchorage and shall submit a certificate of compliance The evidence of compliance shall be by actual test on a shake table, by three-dimensional shock tests, by an analytical method using dynamic characteristics and forces, by the use of experience data (i.e., historical data demonstrating acceptable seismic performance), or by a more rigorous analysis providing for equivalent safety.
Background / History Drivers of Change - Earthquake Lessons Learned
Background / History 2006 IBC / 2007 CBC Yes, we care. So now Seismic qualification of mechanical and electrical what? equipment. The registered design professional in responsible charge shall state the applicable seismic qualification requirements for designated seismic systems on the construction documents Qualification shall be by an actual test on a shake table, by threedimensional shock tests, by an analytical method using dynamic characteristics and forces, by the use of experience data (i.e., historical data demonstrating acceptable seismic performance) or by a more rigorous analysis providing for equivalent safety.
Codes and Standards
Enforcement What Changed? IBC vs CBC: Some Noteworthy Difference in Requirements for SSC. Enforcement has been the Source of PERCEIVED CHANGE. On January 1, 2008 OSHPD began to enforce the requirement for SSC as prescribed in the 2007 CBC. Even today, many jurisdictions still do not enforce this part of the building code.
Best Practice Validate the Structural Integrity and Functionality of the Equipment. Validate the Seismic Anchorage and Restraint of the Equipment

Equipment that is part of the Designated Seismic System must remain Operable following an Earthquake
Best Practice Component Importance Factor (Ip) All components shall be assigned an Ip value. Ip = 1.0 except where The component is required to function for life-safety purposes. (Fire Alarm and Fire Sprinkler Systems). Ip=1.5 The component contains hazardous materials. (Fuel Tanks etc). Ip=1.5 The component is in or attached to an Risk Category IV Structure. Ip=1.5
