3 Impact of TG20:13 A new set of guidance, not merely a revision Changes are far reaching, effecting most common scaffolds Most significant change to impact the industry for years

10 TG20 eguide The purpose of the eguide is to generate TG 20 compliance sheets: These are recognised standard configurations of scaffolding exempt from bespoke design. Several variations of TG 20 compliance sheet are available from the eguide that are not available in the Management Guide. The compliance sheets for independent scaffolding in the Management Guide are suitable for typical scaffolds up to a height of 16m in order to provide straightforward guidance. The TG 20 eguide provides several alternative designs to achieve greater heights including reduced bay lengths, alternative tie configurations and doubled standards.

12 Double Sole Boards Sole boards of a greater thickness or size may be required for: Taller scaffolds (TG20 eguide) Loading Bays; or, Bridged sections depending upon the number of lifts supported. Double 450 x 225mm sole boards (38mm) may be required for TG20 Compliant Loading Bays. Alternatively 450 x 225 x 50mm timber battens may be used. Greater heights for loading bays are specified in the eguide.

13 Foot lifts Also known as a foot tie, base lift, locking lift or kicker lift Not necessary for most TG20 Compliant Independent Scaffolding. TG20 eguide compliance sheets may specify a foot lift for taller scaffolds. A foot tie is also recommended for slopping ground >1 in 10.

14 Excavations, slopes or embankments Scaffolds adjacent to an excavation, edge of a slope or embankment must have the sole board set back from the edge as shown Do not excavate under scaffold foundations, unless the scaffold has been designed to bridge the trench. As a guideline excavations should not be made within 1m of the scaffold foundations, TG20 states a minimum of 300mm. Special consideration needs to be given to ground/trench support by the loads imposed in the ground by the scaffold.

20 Tie Spacing Tie frequency examples Second example uses half as many ties. Ties effective over a 32m 2 area. Can only be used where the tie layout is stated at 32m 2 or more. Following TG20 guidance each tie will carry double the tie duty to allow half the ties (Section 7.6)

21 Masonry Anchors - Proof Tests Carried out for all jobs where anchorage systems are used. Tested to 1.25 x the required tensile load (TG20 Table 7.4) Pass Criteria = No significant movement - visual check Minimum of 3 anchors tested per discreet area 5% (1 in 20) of the total job (except brickwork is 10% min) Tests to be spread evenly over the area being considered Identify the ties tested with a tag (including failures)

41 TG20:13 2 years on, where are we NOW? q All NASC member companies have full copy of TG20:13 q Most Major Construction Companies are aware of TG20:13, but this does not go down to site level in some cases q Smaller Scaffold Companies more likely to have NOT to have TG20:13 q HSE fully committed to TG20:13 and have given prohibition notices for not having TG20:13 compliance sheet or design q Compliance sheets are not finding there way down to Scaffolders on site q Misunderstanding on need for compliance sheet or design on every job q Not insisting on design when needed (eg: edge protection BS13374) q Not checking that scaffold is erected to compliance sheet or design.

46 Background q Positive effect of SG4 so far. q Injuries to Scaffolders as a result of falls has significantly reduced following the publication of SG4 in the mid 1990 s and revisions in 2000, 2005, 2010 and now q Since 2000 there has been a 78% reduction in the number of reported falls involving Scaffolders despite an increase in numbers of operatives of 29% working for NASC members, this equates to a 82% reduction in accident frequency in the period. q From 2006/07 to 2014/15 there has been 461 fatal accidents in the Construction industry of which 15 were Scaffolders of which only 1 was working for a NASC member company.
