1 HIGHWAY FENCE - Item No. BRACE PANELS - Item No. GATES - Item No. Special Provision No. 540S01 March 2006 AMENDMENT TO OPSS 540, MAY 1988 OPSS 540, Construction Specification for Highway Fence, is deleted and replaced with the following: SCOPE This specification covers the requirements for the construction of fence, brace panels and gates REFERENCES This specification refers to the following standards, specifications or publications: Ontario Provincial Standard Specifications, Material: OPSS Standard Highway Fence Components OPSS Wood Material, Preservative Treatment and Shop Fabrication Others NLGA Standard Grading Rules for Canadian Lumber (1994) DEFINITIONS For the purposes of this specification the following definitions apply: Cross Fences: means intersecting wire fences. Terminal Posts: means End, Gate, Straining and Corner Posts. Straining Posts: means Terminal posts positioned at changes in vertical direction greater than 22 degrees, or at approximately 200 m runs. Corner Posts: means Terminal posts positioned at changes in horizontal direction greater than 22 degrees. Brace Posts: means Wooden line post required to anchor the diagonal wooden brace within the brace panel. Steel Brace Panel: means steel brace, steel line post, angle iron and grout. Wooden Brace Panel: means the diagonal wooden brace, wooden brace post, brace wire, fasteners, and when installed in rock, steel T posts with 3.5 mm wire and grout. March 2006 Pg. 1 of 5 SSP540S01

2 MATERIALS Fence Steel posts, ties, brace wire, staples and gates shall conform to OPSS Fence fabric shall conform to style 948 CSA Standard G42 or style 949 ASTM A-116. Stay wire spacing shall not exceed 420 mm. Line wire spacing shall not be less than 100 mm or exceed 230 mm. The weight of the zinc coating shall be a minimum 244 g/m 2 of uncoated surface. The minimum breaking strength and minimum diameter for line and stay wires shall be 4.7 kn and 9 3 / 4 British Wire Gauge respectively. The locks or fastening at the intersections of the line and stay wires of the woven fence fabric shall prevent longitudinal and vertical slipping Wood Diagonal wood braces may be round and straight peeled cedar poles, with a minimum diameter of 110 ï 15 mm and maximum diameter of 150 ï 15 mm, providing the poles are within the allowable tolerance of 25 mm, measured between the pole and a straight edge placed from end to end. The diagonal wood brace may also be sawn cedar in sound condition conforming to "Utility" Light Framing, NLGA Standard Grading Rules for Canadian Lumber. Wooden posts shall conform to OPSS CONSTRUCTION Highway Fence The work shall include preparation of the site, erection of the fence, connection to cross fences as specified and selective clearing as required Site Preparation Minor ground undulations, which would interfere with the construction of the fence, shall be levelled prior to starting fence construction. The Contractor shall cut off at ground level such trees, stumps and brush and remove and dispose of such logs, debris and overhanging branches as would interfere with the erection of the fence. Survey reference points or permanent property boundary markers shall not be disturbed or moved Selective Clearing When fencing is required through wooded areas which are not designated for clearing and grubbing or close cut clearing, the Contractor shall not clear a swath through these areas either along the fence alignment to facilitate fence erection, or for access to the fence alignment for delivery of equipment and materials. However, selective clearing will be permitted in order to gain access to the fence line and to permit fence erection with light-weight equipment, i.e., power auger mounted on farm tractor. Clearing shall be reduced to an absolute minimum and shall be subject to the approval of the Owner prior to execution. Where possible, the Contractor will be required to travel around trees by a circuitous route. March 2006 Pg. 2 of 5 SSP540S01

3 Reasonable access will be permitted either from the ends of the wooded areas along the fence line, or at various locations perpendicular to the fence alignment. The location of access will be determined by the Contract Administrator based on the least amount of clearing required and the frequency of access will be subject to reasonable material delivery requirements Erection of Fence Terminal Posts shall be located where a change of at least 22 degrees horizontal or vertical, or where end or gate locations occur. Fence fabric shall be placed on the side of the post nearest the roadway, except that on curves with a radius of 1750 m or smaller, the fabric shall be placed on the side of the post away from the centre of the curve. The fence fabric shall be uniformly tensioned so that longitudinal wires are tight and parallel, and the stay wires are straight, uniformly spaced and at right angles to the longitudinal wires. Posts shall be true to alignment and plumb Brace Panels The work shall include the installation of the wood brace, brace wire and fasteners. Where cross fence separates property owners, 3 brace panels are required at the straining post. Where the cross fence does not separate property owners, only one brace panel is required and it shall be placed on the cross fence at the straining post. Equally spaced straining posts with brace panels shall be installed along each run of fencing at approximately 200m intervals, with no interval greater than 230 m. A terminal post with brace panel shall be constructed on each side of a corner, straining, opening or gate location. A terminal post and a brace panel shall be erected on each side of a watercourse crossing. Where a fence is to be partially removed, a brace panel shall be erected at the terminal end of the fence that is to remain Gates The work shall include installation of the gate and hardware on the terminal posts, and adjustments as required. Where no fence is required, the work shall also include a terminal post on each side of the gate. Walk and drive gates shall be the sizes specified and shall be installed to conform with contract requirements. Gates shall be installed to open away from the roadway and shall close by gravity. 4 QUALITY CONTROL/ASSURANCE Wire Fence, Gates, Steel Posts The Contractor shall, upon request by the Contract Administrator, furnish test results showing compliance with the appropriate material specification. The Contract Administrator may test any samples required by this specification to ensure compliance with the specifications. Products, represented by the test samples, not in compliance, shall be removed from the contract site and replaced at the Contractors expense Wood Products The Contractor shall inspect the posts for tolerances, certification marks, and splits and checks as specified in the contract. All products failing to meet the requirements shall be removed from the contract site, and replaced at the Contractor's expense Certification The Contractor shall certify that the installation complies with the standards and specifications as detailed in the contract. The Contract Administrator may perform a spot inspection of the installation to determine conformance with the workmanship, design and dimensional requirements of this specification. Failure to comply with the specified requirements will result in a complete inspection of the installation, and removal and replacement of all defective installations. The inspection as well as any required removal or replacement shall be at the Contractor's expense. Inspection costs will be at 40 dollars per hour with a minimum charge of 500 dollars Warranty The Contractor shall be responsible for the proper performance of the Work specified in subsection only to the extent that the design and specifications permit such performance. Subject to the previous paragraph, the Contractor shall correct promptly, at no additional cost to the Owner, defects or deficiencies in the work which appear prior to and during the period of 12 months from the date of substantial performance of the Work, as set out in the Certificate of Substantial Performance of the Work; or where there is no Substantial Performance Certificate, 12 months from date of Completion of the Work as set out in the Completion Certificate. The Contract Administrator will promptly give the Contractor written notice of observed defects or deficiencies. Failure to correct deficiencies within 14 calendar days of receiving notice will result in the owner having the work done with cost recovery from the Contractor. The Contractor shall correct or pay for damage resulting from corrections made under the requirements of the above paragraph of this subsection MEASUREMENT FOR PAYMENT Highway Fence Measurement shall be by Plan Quantity Payment as may be revised by Adjusted Plan Quantity Payment in metres, following the contour of the ground, of the actual length of fence erected, both on the right-of-way fence and on cross fence lines with no deductions made for gates and brace panels. 5 Brace Panels Measurement shall be by Plan Quantity Payment as may be revised by Adjusted Plan Quantity Payment for each panel regardless of wood or steel Gates Measurement shall be by Plan Quantity Payment as may be revised by Adjusted Plan Quantity Payment for each gate, regardless of size. Double gates will be counted as one gate BASIS OF PAYMENT Highway Fence - Item Brace Panels - Item Gates - Item Payment at the contract price for the above tender items shall be full compensation for all labour, equipment and materials to do the work.
