1 CITY OF MERCER ISLAND 9611 SE 36 th Street, Mercer Island, Washington PHONE (206) FAX (206) TDD (206) INTERNATIONAL BUILDING CODE - ADOPTION AND AMENDMENTS Effective July 1, 2004 The 2003 edition of the International Building Code (IBC), as adopted and amended by the State Building Code Council in Chapter WAC, as published by the International Code Council, excluding Chapter 1 Administration, is adopted by reference, together with the following amendments and additions. The Construction Administrative Code, as set forth in MICC Chapter 17.14, shall be used in place of IBC Chapter 1, Administration. The following Appendices of the 2003 edition of the International Building Code are also adopted by reference: Appendix E Supplementary Accessibility Requirements, Sections 101 through 106 only and Appendix H Signs. Amendments and Additions. A. IBC Section Amended Utility and Miscellaneous Group U, General. Section of the International Building Code is hereby amended to read as Section General. Buildings and structures of an accessory character and miscellaneous structures not classified in any specific occupancy shall be constructed, equipped and maintained to conform to the requirements of this code commensurate with the fire and life hazard incidental to their occupancy. Group U shall include, but not be limited to, the following: Agricultural buildings Aircraft hangars, accessory to a one- or two-family residence (see Section 412.3) Barns Carports Fences more than 6 feet (1829 mm) high Grain silos, accessory to a residential occupancy Greenhouses Livestock shelters private garages Retaining walls Sheds Stables Tanks Towers Waterfront structures s:\dsg\forms_all_dsg\form2000\building\icodes\i ibc adoption and amendments.doc Page 1 of 5 7/1/2004

2 B. IBC Section Amended Underground Buildings, Standby power. Section of the International Building Code is hereby amended to read as Section Standby power. A standby power system complying with Section 2702 shall be provided for standby power loads specified in Section Fuel-fired emergency generator sets and associated fuel storage, including optional generator sets, located more than 30 feet below the lowest level of exit discharge requires the approval of the Fire Code Official. C. IBC Section Amended General Building Heights and Areas, General, Premises identification. Section of the International Building Code is hereby amended to read as Section Premises identification. Approved numbers or addresses shall be provided for new buildings in such a position as to be clearly visible and legible from the street or roadway fronting the property. Letters or numbers shall be a minimum 6 inches (152mm) in height and stroke of minimum 0.5 inch (12.7mm) of contrasting color to the background itself. D. IBC Section Amended Shaft Enclosures, Shaft enclosure required. Section 707.2, Exception 2.1 of the International Building Code is hereby amended to read as Section Shaft enclosure required, Exception 2.1. Where the area of the floor opening between stories does not exceed twice the horizontal projected area of the escalator or stairway and the opening is protected by a draft curtain and closely spaced sprinklers in accordance with NFPA 13. This application is limited to openings that do not connect more than four stories in buildings not required to have smoke control systems. In buildings that are required to have smoke control systems, escalators are limited to openings that do not connect more than four stories and non-egress stairs are limited to openings that do not atmospherically connect more than two stories in buildings that are required to have smoke control systems. E. IBC Section Amended Load Combinations, Load Reduction. Section of the International Building Code is hereby amended to read as Section Load Reduction. It is permitted to multiply the combined effect of two or more variable loads by 0.75 and add to the effect of dead load. 3 Increases in allowable stresses specified in the appropriate materials section of this code or referenced standard shall not be used with the load combinations of Section except that a duration of load increase shall be permitted in accordance with Chapter 23. F. IBC Section Amended Snow Loads, General. Section of the International Building Code is hereby amended to read as Section General. Design snow loads shall not be less than 25 psf, but the design roof loads shall not be less than that determined by Section G. IBC Section Amended Special Inspections, General. Section of the International Building Code is hereby amended by deleting Exception 3 that exempts special inspection requirements for R-3 and U occupancies to read as Section General. Where application is made for construction as described in this section, the owner or the registered design professional in responsible charge acting as the owner s agent shall employ one or more special inspectors to provide inspections during construction on the types of work listed under Section The special inspector shall be a qualified person who shall demonstrate competence, to the satisfaction of the building official, for inspection of the particular type of construction or operation requiring special inspection. These inspections are in addition to the inspections specified in Section 109. Exceptions: 1. Special inspections are not required for work of a minor nature or as warranted by conditions in the jurisdiction as approved by the building official. 2. Special inspections are not required for building components unless the design involves the practice of professional engineering or architecture as defined by applicable state statutes and regulations governing the professional registration and certification of engineers or architects. H. IBC Section Amended Special Inspections, Exterior insulation and finish systems (EIFS). Section of the International Building Code is hereby amended to read as IBC Section Exterior insulation and finish systems (EIFS). Special inspections shall be required for all EIFS applications. All EIFS applications shall be certified by the manufacturer as having been installed per the manufacturer s installation recommendations or other agency approved by the building official. IBC Table , Footnote i Amended Allowable Stress Design, Allowable Shear, etc., Table , Footnote i of the International Building Code is hereby amended to read as Table , Allowable Shear for Wood Structural Panel Shear Walls, etc., Footnote i. In Seismic Design Category D, E or F, where shear design values exceed 490 pounds per lineal foot (LRFD) or 350 pounds per lineal foot (ASD) all framing members receiving edge nailing from abutting panels shall not be less than a single 3-inch nominal member, or two 2-inch nominal members fastened together in accordance with Section (LRFD) or Section (ASD) to transfer the design shear value between the framing members. Plywood joint and sill plate nailing shall be staggered in all cases. See Section for sill plate side and anchorage requirements. J. IBC Section 3110 Added Waterfront Structures. Section 3110 of the International Building Code is hereby added to read as SECTION 3110 WATERFRONT STRUCTURES Section General. In addition to other requirements of this code, all waterfront structures including, but not limited to docks, piers, wharves, floats, mooring piles, anchor buoys, bulkheads, submerged or overhead wires, pipes, and cables, and any object passing beneath, through or over the water beyond the line of ordinary high water shall comply with the regulations of this section. Section Approvals required. Before any permit for a new waterfront structure or revisions to an existing waterfront structure is issued by the building official, the applicant shall obtain prior approval from all applicable state and federal agencies. Section Definitions. For the purposes of this section, certain terms are defined as BULKHEAD. A retaining wall or erosion-control structure along a waterfront. COVERED WATERFRONT STRUCTURE. Any waterfront structure covered in whole or in part by a roof. COVERED WATERFRONT STRUCTURE BUILDING AREA. The area lying directly beneath the portion of a structure covered by a roof. SUBSTRUCTURE. That portion of the construction of a dock, pier, wharf or other similar waterfront structure below and including the deck. SUPERSTRUCTURE. 5 Section Construction Requirements. Waterfront structures shall comply with Sections through Section Substructure. The substructure may be constructed of any materials allowed by this code. All decks shall sustain, within the limitations of this code, all dead loads plus a live load of not less than 100 pounds per square foot, assumed to act vertically. In addition to the live load requirement, all structures and every portion thereof shall be designed and constructed to resist a horizontal force of not less than 100 pounds per lineal foot acting at the deck line, in any direction. Exception: For waterfront structures serving only a single dwelling, a live load of 40 psf may be used and a horizontal force need only be considered where applicable. Section Superstructure. The superstructure shall be designed and constructed to sustain all dead loads, live loads, and wind loads required by this code, and shall be constructed of any materials allowed by this code, except when the building area of a covered waterfront structure exceeds 1,000 square feet the entire superstructure and deck shall be constructed of noncombustible materials or as required for Type IV-HT Construction per IBC Section Section Hardware. All hardware used structurally shall be of a corrosive-resistant metal such as aluminum, brass, copper, and stainless steel, or be completely protected by a coating of approved paint or corrosiveresistant metal, such as zinc. K. IBC Appendix H, Section H101.3, Added Signs, General, Conflict with Mercer Island City Code. Appendix H, Section H101.3 of the International Building Code is hereby added to read as Section H101.3, Conflict with Mercer Island City Code.
