1 Florida Army National Guard Construction Facilities Management Office Florida Armory Revitalization Program (FARP) Design Guidelines October 2008 Scope of Work: To provide complete design for the renovation/alterations of Armory facilities including but not limited to: exterior repairs, upgrades for ADA compliance; upgrades to mechanical, electrical, and plumbing systems; provisions for an emergency generator transfer switch; interior renovations/alterations including ceiling, wall and floor finishes; fencing, parking and site improvements. To provide additional space as warranted. Addition/expansion to existing armory building and/or addition of pre-engineered metal building(s). Title I Services: Type A Services Site Investigation: Provide field surveys and investigations to obtain data that is essential to the performance of Type B services and that is not available from Owner resources. These surveys and investigations may include topographical surveys; soil borings and other subsurface investigations; mechanical surveys and investigations; determination of utility locations and capacities including phase 3 electrical power availability if applicable; and similar fact-finding investigations and technical studies at the project site. Surveys On site visits and review. Coordination of Owner provided surveys and data. Provide Boundary Survey. Provide Topographic Survey. Provide Tree Survey (Indication of protected trees). Existing utility locations. Determination of utility capacities. Wetland delineation. Geotechnical Subsurface investigation (soil borings). Geotechnical report. Building foundation recommendations. Soil percolation tests required for drainage calculations. Coordination with Structural and Civil engineers. NEPA Environmental Assessment. 1 of 8

2 Type B Services - Design: To provide an accurate base drawing for the new work, the A/E will confirm existing conditions by performing the necessary on-site reviews and inspections and document accordingly. Pre-Design Project kick-off meeting; review of scope; review of Owner s Regulations; development of project schedule Code Research, research applicable regulations Meeting with regulatory agencies Architect/Engineer Site Analysis Field review of site. Site analysis and site evaluation. Review of survey and geotechnical data. Site planning (drainage, utilities, development, circulation, land utilization). Conceptual Design (1 st Deliverable) (See Addendum A for Deliverables) Develop conceptual site plan/building floor plans Schematic building sections and building elevations Architects quality assurance plan check prior to submission to Owner Owner review meeting Preliminary Design (2 nd Deliverable) (See Addendum A for Deliverables) Develop preliminary building plans Preliminary sections, elevations Finalize systems and materials selection to include communications, networking, fire alarms, and entry systems 35% LEED Project Check List (project to meet silver level) Preliminary cost estimate Update project schedule Architect and Engineers quality assurance plan check prior to submission to Owner Owner review meeting Specifications Manual to include outline specifications of systems and materials Intermediate Design Review (3 rd Deliverable) Review and updated comments from 2 nd deliverable. This update will include ABI s as directed by DMA Construction Documents - Finals (4 th Deliverable) Construction Plans and Specifications Preparation of submittal for State Fire Marshal review - (Fire Marshal application fee not included in this proposal). Submittal to SFM will be directed by DMA. Cost estimate 95% LEED Project Check List (project to meet silver level) Architect and Engineers quality assurance plan check prior to submission to Owner 2 of 8

3 Owner review and responses Permits included in Title I, Type B: FDEP (water/sewer), ERP, WMD (Storm water drainage), FDOT (Right-of -way) Construction Documents Bid Documents (5 th Deliverable) Architect and Engineers quality assurance 100% plan check prior to submission to Owner Owner review and responses Final bidding plans Final Specifications Manual Final itemized cost estimate Final LEED Project Check List (project to meet silver level) Bidding Assist in advertisement Distribution of plans Contractor inquiries Publish/Distribute Addenda Documents 3 Sets of the Conceptual Submittal 3 Sets of the Preliminary Submittal 2 Sets of Intermediate Reviews 3 Sets of the Construction Documents - Finals Submittal 1 Set of the Construction Bid Documents Submittal Signed and sealed sets for building permit application as required Copies as required by the FDEP, FDOT or City/County Site Plan review agencies Copies as needed for bidding. (A/E may either sell the sets to the GCs or have a refundable deposit.) CD-Rom (CADD and PDF) Title II Services: Type C services Construction Administration: Provide bidding and construction supervision and inspection services, testing, shop drawing review, and management services Mandatory Pre-Bid Meeting and Bid Opening Perform monthly site visits (or site reviews as required). Provide written site observation report. Provide minutes of monthly site visits Perform Substantial Completion Inspections Electrical, Mechanical and other required Engineers will be required to provide on-site inspections work progress, at a minimum of three times, or more as required, and provide report documenting respective progress Field observations Site inspections Progress meeting Monitoring of tests 3 of 8

4 Review of shop drawings, samples, and submittals Respond to GC's requests for information Provide interpretations or clarifications of drawings and specifications Evaluate change orders, costs, and modifications to project Review GC's requisitions for payments Check materials and equipment Certify As-Built/Record drawings Review GC's Operation and Maintenance Manuals (Close-Out docs) Permits to be finalized and closed: FDEP (water/sewer) & WMD (Storm water drainage) FARP Design Features: Field Documentation o Geotechnical (Soil) Engineering and /or Testing (Include cost in proposal) o Land Surveying (Include cost in proposal) Site Design o Show proposed new structure(s) and any existing buildings, or structures, all property lines with dimensions, all streets, easements and setbacks. Show all water, sewer, electrical points of connection, proposed service routes and existing utilities on the site. Show all required parking, drainage and grading information (with reference to finish floor and adjacent streets). Indicate drainage inflow and outflow locations and specify areas required to be maintained for drainage purposes. Show north arrow. o Civil Engineering Design Stormwater, Utilities, Grading and Drainage o Application to FDEP o Application to City/County (as required) o Parking for Military Owned Vehicles (MOV) o Parking for Personal Owned Vehicles (POV) o Handicap Parking o Site lighting Foundation Plan o Show all foundation and footings. Indicate size, location, thickness and materials. Show embedded anchoring. Floor Plan o Show all floors. Show all rooms with their use, overall dimensions, and location of all structure elements and openings. Show all doors and windows. Provide door and window schedule or sizes. Indicate all fire assemblies, occupancy separations, fire and draft stops. o Remove and replace flooring as required o Remove and replace ceramic tile 4 of 8

5 Ceiling o Replace acoustical ceiling tiles and grid (2x2) as required Wall Systems o Exterior Pressure clean and seal entire building o Interior Remove or cover exposed conduits and cables Refurbish walls Paint entire interior Replace/refurbish doors Plumbing o Show all fixtures, piping, slopes, materials and sizes. Show point of connection to utilities. o Plumbing facilities to conform with code o (1) Handicap toilet will be provided for male and female latrines each o (6) Male and (4) female shower heads (minimum) with reasonable dressing areas will be provided for male and females latrines each o Plumbing facilities to be replaced or upgraded o Water Coolers will be replaced and conform to ADA Mechanical o Show the entire mechanical system. Include all units, their sizes, mounting details, all ductwork and duct sizes. Indicate all fire dampers where required. Provide equipment schedules. o Mechanical facilities to conform with code o Unless otherwise directed, all HVAC to be central air with heat pumps o No A/C units on roof unless otherwise directed o Include A/C zones based on functional use o Space may be required for new mechanical rooms. Electrical o Coordinate appropriate service with local service provider o Show all electrical fixtures, (interior, exterior and site) circuits, grounding, panel schedules, single line diagrams, load calculations, and fixture schedules. Show point(s) of connections. o Electrical facilities to conform with code o Non-compliant electrical systems including wiring, conduits and electrical panels to be replaced or upgraded o Lighting to be replaced with energy efficient lighting o Include manual emergency generator transfer switch complete with working connection box; include testing o Telecommunications including telephone and data to be complete working system 5 of 8

6 Fire Detection and Suppression o Tested and working system certified and approved by State Fire Marshal Recruiter Office o Wainscot, chair railing and crown molding Pre-Engineered Storage Building o Provide complete design detail including foundation, structural and electrical o Provide all documents for permitting o Storage building will be used to replace connexes currently being used to store equipment and supplies Determine size accordingly. o Storage compartments must be secure walls of compartments, whether chain-length fence or other, must be from floor to ceiling no opening greater than 6 inches. o Provide necessary water management facilities (drain spouts and grading) to prevent water from flowing into the building. 6 of 8
