4 1. INTRODUCTION 1.1. Document Purpose This Employer s Information Requirements (EIR) document must be included within tender documents issued as part of The University of Bath s procurement process for a Design Team and/or Contractor appointments The contents of this EIR is project-specific and should be read carefully as requirements are liable to change between projects. To provide increased clarity a colour-coding system has been adopted within this document to highlight areas for tenderers consideration. This EIR and Appendices has been generated using the following standards and guidance documentation for reference: BS 1192:2007 Collaborative production of architectural, engineering and construction information. Code of practice PAS :2013 Specification for information management for the capital/delivery phase of construction projects using building information modelling PAS91:2013 Construction prequalification questionnaires In accordance with PAS :2013 the Lead Designer is required as part of their tender response to issue a project-specific Pre-Contract BIM Execution Plan (BEP) to The University of Bath Estates Department, communicating how the Design Team will deliver the requirements described within this EIR.

5 Document Purpose (Continued) The BEP must as a minimum include the following content: Project Implementation Plan Project goals for collaboration and information modelling; Major project milestones consistent with the project programme Project Information Model deliverable strategy Asset Information Model deliverable strategy On appointment the Lead Consultant will be required to update the Pre-Contract BEP for project use. A compliant BEP will demonstrate how the requirements outlined in the EIRs will be met, including ownership and duties associated with each task. The BEP must also list all of agreed elements as outlined in the Brief, BS1192:2007, PAS1192-2:2013 and the contract documents. Contractors invited to tender will be issued with a copy of the project BEP adopted by the employed Design Team. In accordance with PAS :2013 the Contractor is required as part of their tender response to issue a Pre-Contract BIM Execution Plan (BEP) to the University of Bath communicating how the Contractor will deliver or exceed the requirements described within this EIR Client Overview The University of Bath received its Royal Charter in 1966 and is now firmly established as a top ten UK University with a reputation for research and teaching excellence. Over 15,000 students study at the University campus which overlooks the UNESCO World Heritage City of Bath. The University has a vision is to be recognised as an international centre of research and teaching excellence, achieving global impact through our alumni, research and strategic partnerships. The estate is managed by The University of Bath Department of Estates who maintain over ninety buildings located on campus and within Bath City centre, this includes state-of-the-art teaching facilities and two new academic buildings built as part of a rolling program of investment for the university.

6 Client Overview (Continued) Building Information Modelling (BIM) will provide the opportunity for The University of Bath Department of Estates to improve the delivery of new build and refurbishment projects in five key areas: Cost - reduction of capital expenditure Improved delivery - through the generation of clash resolved models prior to works on site Improved quality - reduction in defects and life-cycle expenditure Communications - improved project understanding for all stakeholders Hand-Over Robust structured information on time and ready for immediate facility management use BIM also supports The University of Bath Department of Estates culture of continual improvement, supported by the latest technological solutions and processes. The University of Bath Department of Estates is committed to: Develop and align a BIM Strategy with the University s vision and objectives. Meet Level 2 BIM compliance by In accordance with the UK Government mandate. Integrate BIM processes into the Department of Estates Facility Management Systems to support operational tasks. Train and educate staff to raise BIM skills and understanding across all parts of the Department of Estates. Continue to identify improvements to BIM processes and seek to monitor and adapt to changes evident in industry. Work with our supply chain to develop seamless systems and processes to deliver optimum cost savings.

8 Project Overview (Continued) The following project BIM objectives have been identified by The University of Bath Department of Estates, and considered areas where BIM processes will add value to this particular project, and therefore are required as part of a tenderer s response to this EIR. As a minimum The University of Bath Department of Estates requires: All organisations with design responsibility to generate their contractual documentation using BIM Authoring applications and share the resulting models with all parties. Adopt the standards as defined in this EIR, particular attention should be made regarding compliance with the project naming conventions. Use a Common Data Environment (CDE) to support the transaction of information between parties and the supporting technology platforms. Contractors should maximise the benefit of the BIM data generated through design to support project management processes and delivery. All design models to be clash resolved with zero defects prior to works progressing on site. Contractors and their supply chain must deliver at hand-over a structured set of asset data using the supplied Asset Data Import Sheets. It should be noted without this delivery BIM Level 2 will not have been delivered on this project, which is a University requirement. Tenderers are invited to describe how they intend to deliver the required objectives and information at Hand-Over as listed below. It should be noted: That any of the objectives listed can be offered as part of a tender return where it will benefit the project or individual s delivery. The inclusion or exclusion of the below objectives does not preclude the tenderer from delivering in accordance with requirements stated within the main appointment documents and contract.

10 3. MANAGEMENT 3.1. Requirements for Facility / Asset Information The geometric as-built models are to be issued as separate discipline models. The geometric as-built models must be issued in the following file formats Native file format used by the BIM authoring software Industry Foundation Class (IFC) file The University of Bath Department of Estates uses ARCHIBUS, CAFM software for portfolio management and requires information to be provided at hand-over in a structured format. This will enable the direct importing of data into ARCHIBUS to support the delivery of Facility Management duties implemented by The University of Bath Estates Department. To deliver this primary requirement, asset data must be collected by completing Asset Data Import Sheets. The Asset Data Import Sheets will be issued as Microsoft Excel templates and provided by The University of Bath Department of Estates. An example of an Asset Data Import Sheet is shown below. The accuracy of data inputted and supplied is the responsibility of the Contractor. It is recommended that associated quality assurance processes and methods to ensure data accuracy are described within the Contractor s tender return. Tenderers will be issued a copy of Work Instruction WI007 - Asset Numbering Protocol for adoption. To ensure: compliance with the above requirements provide opportunities for checking progress provide additional advice where required

11 Requirements for Facility / Asset Information (Continued) All asset Information must be issued to The University of Bath Department of Estates in an iterative manner at agreed project stages. The Contractor should provide in their tender return a description how they intend to comply with this requirement and confirm frequency of issue of information. The advantage to all parties is that the progress and quality of the Asset Data Import Sheets can be checked during the project avoiding any potential issues at hand-over. The diagram below is provided as an example only Standards The following standards will be adopted on all University projects with a BIM requirement. These must be applied without exception to ensure a BIM Level 2 compliance is achieved as a minimum standard. BS 1192:2007 Collaborative production of architectural, engineering and construction information. Code of practice PAS :2013 Specification for information management for the capital/delivery phase of construction projects using building information modelling It should be noted that the document naming principles as described in BS1192:2007 must be used at all times. No alternative document naming standards will be accepted.

12 Standards (Continued) The following optional field/s available with BS1192:2007 have not been included: Classification Between each field, sometimes referred to as a container; an underscore should be included in the file name. At the end of the file name a description is included to provide additional clarity of the file contents. The table below indicates the required fields and order. The tables indicate the codes to be used as specified within BS1192:2007. Where fields are project specific these must be outlined within the projects BIM Execution Plan (BEP) The following table and descriptions provide example file naming structures for a model, drawing and spreadsheet for information: Model number 1226-ABC-28-ZZ-M3-A-0002-S2-A-Building Model indicates an Architectural model of all floors for Building No.1 at revision A and issued for information only. Drawing number 1228_DEF_01_01_DR_E_5005_S1_C-First Floor Lighting Layout indicates an Electrical Lighting Layout 1 st floor drawing for Building number 1 at revision C issued for co-ordination purposes.

13 Standards (Continued) In this example the sequential number is using a 5000 series to indicate all layout drawings, as an example a 2000 series may indicate all detail drawings. This approach adds further clarity and speeds up the locating of documentation. This is an option that can be used by the Design Team and the Contractor as required. Spreadsheet number 1228_UOB_00_XX_SC_W_0003_D1_E indicates a University of Bath Department of Estates schedule covering the whole site at revision E and suitable for costing Roles & Responsibilities The purpose of this section is to communicate required roles and duties associated with the management of the model and project information. All the roles defined and their respective responsibilities and authorities are stated only in connection with information management and it is anticipated will be incorporated within existing roles. Each organisation must ensure appropriate roles, duties and authorities are assigned to an individual or individuals within their organisation. It is expected that the Design Team, the Contractor and its Supply Chain will already have within their organisations individuals already undertaking these duties or capable of doing so. The following table outlines the project roles and authorities associated with the management of the models and project information. BIM Competency Assessments The University of Bath Department of Estates require that all participants to the BIM process complete a BIM Competency Assessment Form. A copy of the assessment form is located in Appendix C. The completed BIM Assessment form is a constitute part of the selection process and should be included as part of a tender return Planning the Work and Data Segregation Information will be managed in accordance with PAS and BS1192:2007 The University of Bath Department of Estates Project Information Manager and the Lead Consultant will agree Zone/Building number and Levels for the project. Planning the Work and Data Segregation must be fully documented within the BEP by the Lead Consultant. As a minimum the tables within Appendix C must be included, with supporting plan layouts to aid communication and understanding. Room numbering policy is defined within Work Instruction WI002/2, which will be issued to tenderers for adoption. Room numbering policy should not be defined within the BEP and instead should only be cross referenced to WI002/2.

15 3.6. Collaboration Process Common Data Environment (CDE) To improve project controls, quality and efficiency the Lead Consultant will be responsible for the provision of a Common Data Environment (CDE) and supporting technologies applying the principles outlined with BS1192: 2007 and PAS1192:2. On appointment the Contractor will be responsible for the provision of the Common Data Environment (CDE) and supporting technologies applying the principles outlined with BS1192: 2007 and PAS1192:2. All project related documentation, including models will be shared using the agreed CDE supporting technology. No alternative methods of transaction such as attachments within s are to be used. Each consultant and contractor will be responsible for uploading the files onto the CDE in a timely manner following updates and changes to the relevant models. The Lead Consultant and the Contractor on appointment; if introducing new technology solutions; will be required to provide CDE training to The University of Bath Department of Estates. The University of Bath Department of Estates will require full access rights to the selected CDE platform. The University of Bath Department of Estates Project Manager will organise a BIM project start-up workshop following the selection process to communicate the BIM strategy and provide a forum for the Lead Consultant/Contractor to present the BEP. Attendance is mandatory. During project delivery in addition to design team meetings, BIM co-ordination meetings will be scheduled in accordance with the main project schedule. The duration and frequency of these meetings will be kept to a minimum and will be dependent on project team performance during delivery. For the purpose of tendering it can be assumed that BIM Co-ordination meetings will be held every two weeks and facilitated by the Lead Consultant. The above collaboration processes must be fully detailed in the BIM Execution Plan (BEP)

16 3.7. Coordination process The University of Bath Department of Estates requires evidence that all geometric models have been fully reviewed and checked for co-ordination issues including maintenance access prior to works proceeding on site. The Lead Consultant will be required to ensure this process is applied at all design stages. Evidence must be provided in the form of clash resolution reports indicating zero issues and uploaded onto the project CDE. Each discipline must ensure their models are clash resolved prior to submitting information onto the CDE. The method used should be included within the BIM Capability Assessment form. The co-ordination process will be managed directly by the Lead Consultant who will federate all discipline models and run clash detection and resolution processes. It is anticipated that these will be aligned with the project program and scheduled every two weeks Security All data storage, exchanges and use should be in line with recommendations made within PAS for the entirety of this project. It should be noted that the use of mobile devices connected to cloud based servers are permitted on this project if they are compliant with PAS System Performance The Lead Consultant must investigate the IT systems used by all parties and set a maximum file size for model files to maintain system performance for all participants. The agreed allowable maximum file size for model files must be stated in the BIM Execution Plan (BEP) Compliance Plan The University of Bath Department of Estates requires each organisation to have appropriate systems and controls in place to achieve and comply with all requirements and principles defined within this EIR. This should include processes to identify, monitor and manage risks to the achievement of all outcomes. Within the project specific BEP details must be provided and should include quality assurance and control procedures.

17 3.11. Health and Safety/Construction Design Management All H&S deliverables are to be uploaded onto the CDE. As part of the selection process, tenderers are invited to outline in the Capability Assessment form how BIM enabled processes will be used to manage The University of Bath Department of Estates and the supplier s H&S/CDM obligations. Tenderers will be provided with a copy of Work Instruction WI H&S and O&M Manual for adoption. The Lead Consultant should propose how the design authoring process will support H&S/CDM requirements. The Contractor should propose how BIM will assist the collation of information for Operation and Maintenance manuals throughout the construction period. Particular attention should be made to the collation of structured data as outlined in section 3.1.Requirements for Facility / Asset Information. The Contractor must ensure that all relevant documents including commissioning certificates and record drawings are provided and indexed within the building manual and uploaded onto the CDE. The CDE must remain available with full access for a minimum period of twelve weeks. 4. TECHNICAL 4.1. Level of Detail / Level of Information The Level of Detail and Level of Information required within the models will be defined post tender award and agreed with each BIM participant individually. For those packages providing models it can be assumed that minimum LOD will be between 200 and 400 as defined by the American Institute of Architects (AIA) or a LOD between 2 to 5 as defined within the NBS BIM Toolkit. The following table is provided for reference only LOD200 LOD300 LOD350 LOD400 Schematic layout with approximate size, shape, and location of mains and risers; shaft requirements modelled; design performance parameters as defined in the BEP to be associated with model elements as non-graphic information. Modelled as design-specified size, shape, spacing, and location of duct, dampers, fittings, and insulation for risers, mains, and branches; approximate specified allowances for spacing and clearances required for all hangers, supports, vibration and seismic control that are to be utilized in the layout of all risers, mains, and branches; actual access/code clearance requirements modelled. Modelled as actual size, shape, spacing, and location/connections of duct, dampers, fittings, and insulation for risers, mains, and branches; actual size, shape, spacing, and clearances required for all hangers, supports and vibration control that are utilized in the layout of all risers, mains, and branches; actual floor and wall penetrations modelled. Supplementary components added to the model required for fabrication and field installation. Information exchanges will be aligned with the project schedule, for the purposes of tendering it can be assumed that model exchanges will be required every two weeks Clash Detection It should be noted that Autodesk s Navisworks is The University of Bath Department of Estates preferred software for clash detection and co-ordination activities, alternative software applications may be put forward for consideration. The clash detection and coordination process must be defined in the BIM Execution Plan (BEP) by the Lead Consultant and updated by the Contractor on appointment. It is anticipated the coordination and will be similar to the example diagram below:

Classification This project will use the Uniclass 2015 classification system for all objects in the project Software Platforms Currently approved software platforms and versions for use on this project are listed below. 20 4.7. Training All training associated with modelling and analysis tools rests with the design consultants / contractor and their supply chain. 21 APPENDIX A - TERMINOLOGY Aggregation is the action of bringing together more than one model into a common environment Archive is a component of the common data environment (as defined by PAS :2013) Asset is an item, thing or entity that has potential or actual value to an organization Asset Information Management is the discipline of managing asset-related organizational data and information to a sufficient quality to support organizational objectives and outcomes (as defined by PAS :2014) Asset Management is the coordinated activity of an organization to realize value from assets (as defined by PAS :2014) Asset Management System is the management system for asset management whose function is to establish the asset management policy and asset management objective (as defined by PAS :2014) Building Information Model is a digital representation of the physical and functional characteristics of the project (as defined by AIA Document E ) Building Information Modelling is the process of designing, constructing or operating a building or infrastructure asset using electronic object-oriented information (as defined by PAS :2013) Building Information Modelling Execution Plan (BEP) is a plan prepared by the project team to explain how the information modelling aspects of a project will be carried out (as defined by PAS :2013) BIM Level 2 - BIM Level 2 consists of multiple models from various sources brought together for coordination and with some basic relevant information attached to those models. BIM Level 3 BIM Level 3 has not been defined as yet Clash Detection is detecting possible collisions between elements in a building information model which would not otherwise be desired or buildable on site (as defined by Bond Bryan Architects) Clash Rendition (CR) is rendition of the native format model file to be used specifically for spatial coordination processes. To achieve clash avoidance or to be used for clash detection (as defined by PAS :2013)

22 Classification is a systematic arrangement of headings and sub-headings for aspects of construction work including the nature of assets, construction elements, systems and products (as defined by PAS :2013) Client is the individual or organisation commissioning a built asset (as defined by PAS :2013) Common Data Environment (CDE) is a single source of information for any given project, used to collect, manage and disseminate all relevant approved project documents for multi-disciplinary teams in a managed process (as defined by PAS :2013) OR a single source of information for the Project which collects, manages and disseminates relevant approved documents relating to the project (as defined by the CIC Outline Scope of Services for the Role of Information Management) OR is a single source of information for any given project or asset, used to collect, manage and disseminate all relevant approved files, documents and data for multi-disciplinary teams in a managed process (as defined by PAS :2014) Computer-Aided Facilities Management (CAFM) is the support of Facility Management by information technology Construction Sequencing is the process of adding a time line to a model. This can be incorporated into both design or construction models Data is information stored but not yet interpreted or analysed (as defined by PAS :2013) OR observations that in context yields information (as defined by PAS :2014 / Skyrme & Amidon, Knowledge management, Institute of Management, Corby, 1997) Deliverables are the specific requirements for the project which may be generated directly from the model or from other sources. The design team is part of the project team (bases on the definition by the RICS) Document is a container for persistent information that can be managed and interchanged as a unit (as defined by BS1192: ) OR information for the use in the briefing, design, construction, operation, maintenance or decommissioning of a construction project, including but not limited to correspondence, drawings, schedules, specifications, calculations, spread sheets (as defined by PAS :2013)

23 Drawing is a document used to present graphic information (as defined by BS1192: ) OR static, printed, graphical representation of part or all of a project or asset (as defined by PAS :2013) Employer is the individual or organisation named in an appointment or building contract as the employer (as defined by PAS :2013 and PAS :2014) Employer s Information Requirements (EIR) is a document setting out the information to be delivered, and the standards and processes to be adopted by the supplier as part of the project delivery process (as defined by PAS :2013) Element is a construction entity part which, in itself or in combination with other such parts, fulfils a predominating function of the construction entity (as defined by ISO : ) Facility Management is management during the operational phase of a facility or building s life cycle, which normally extends over many decades. It represents a continuous process of service provision to support the client s core business and one where improvement is sought on a continuous basis Federated Model means a model consisting of linked but distinct component models, drawings derived from the models, texts, and other data sources that do not lose their identity or integrity by being so linked, so that a change to one component model in a federated model does not create a change in another component model in that federated model (as defined by ConsensusDOCS 301 BIM Addendum, US) OR is a model consisting of connected but distinct individual models (CIC BIM Protocol. First Edition. 2013) Non-graphical Data is data conveyed using alphanumeric characters (as defined by PAS :2013) Object is any part of the perceivable or conceivable world (as defined by ISO : ) OR an item having state, behaviour and unique identity - for example, a wall object (as defined by PAS :2013) Organizational Information Requirement (OIR) is data and information required to achieve the organization s objectives (as defined by PAS :2014) Origin is a setting out point for a project or programme using co-ordinate geometry or related to the OS or geospatial reference (as defined by PAS :2013) Parameters are variables used in a function or equation to assign values: coordinate, dimension, material, distance, angle, colour, unit price, energy coefficient, and so forth Project Stage is a period of time in the duration of a construction project identified by the overall character of the construction process which occurs within it (as defined by ISO : ) Project Team Member means the person appointed by the Employer pursuant to the Agreement. (CIC BIM Protocol. First Edition. 2013) OR any person having responsibilities in relation to the production, delivery and/or use of the content of the Information Model and appointed by the Employer in relation to the Project (as defined by the CIC Outline Scope of Services for the Role of Information Management) Published information refers to documents and other data from Shared information. Typically this will include exported data, contract drawings, reports and specifications (reference BS1192:2007) (as defined by AEC (UK) BIM Standard Version 2 Page 8) OR a component of the CDE for drawing renditions that have been approved as suitable for a specific purpose - for example, suitable for construction (as defined by PAS :2013) Requirements are the documented expectations of facility owners/commissioners for sharable structured information. These are also referred to as the Employers Information Requirements (EIR) (alternatively, the Clients Information Requirements) (as defined by PAS :2013)

26 Shared information that has been checked and approved and is made available across the project team such as information for data exchange between BIM software, like gbxml, CIS/2 and IFC files. The shared section of the CDE is where information can be made available to others in a safe environment. The early release of information assists in the rapid development of the design solution. To allow this to be achieved, the concept of information status/suitability has been adopted (as defined by PAS :2013) Soft Landings are graduated handovers of a built asset from the design and construction team to allow structured familiarisation of systems and components and fine tuning of controls and other building management systems (as defined by PAS :2013) Space three dimensional, material construction result contained within, or otherwise associated with, a building or other construction entity (as defined by ISO : ) Space a logical volume of space within a project normally a room in a building. A Space contains objects within it and is served by objects that supply it. Status defines the suitability of information in a model, drawing or document. Not to be confused with the status in architectural documentation as new build, retain or demolish (as defined by PAS :2013) Structural Model A model made up solely of structural components Subcontractor means a contractor employed by the main contractor to undertake specific work within the building project; also known as specialist, works, trade, work package, and labour only contractors (as defined by the RICS) Supplier is the provider of services or goods either directly to the employer or to another supplier in a supply chain (as defined by PAS :2013) System is a group of components that work together to provide a specific building service such as envelope, ventilation or fire protection (as defined by PAS :2013) System (IFC) are organised combination of related parts, composed for a common purpose or function or to provide a service. System is essentially a functionally related aggregation of products (as defined by PAS :2013) Volume is manageable spatial subdivision of a project, defined by the project team as a subdivision of the overall project that allows more than one person to work on the project models simultaneously and consistent with analysis and design process (as defined by PAS :2013) Note: this term is defined as zone in BS 1192:2007

33 APPENDIX C - BIM COMPETENCY ASSESSMENT FORM General Q1 Do you have the capability of working with a project using a Common Data Environment as described in PAS 1192:2:2013? Q2 Do you have documented policy, systems and procedures to achieve Level 2 BIM maturity as defined in the government s BIM Strategy? You will be expected to demonstrate that your organization understands the concept of a Common Data Environment as described in PAS 1192:2:2013 and is able to exchange information between supply chain members in an efficient and collaborative manner. If you have delivered a project in this way, you may use this to demonstrate your capability. Your explanation should be clear and concise. You will be expected to provide evidence that you or your organization has a policy authorized by the Chief Executive or equivalent and regularly reviewed. The policy and procedures should be able to be applied to both large and small projects efficiently.

34 Q3 Q4 Do you have the capability of developing and delivering or working to (depending upon the role(s) that this EIR covers) a BIM Execution Plan (BEP) as described in PAS 1192:2:2013? Do you have arrangements for training employees in BIM related skills and do you assess their capabilities? You will be expected to demonstrate that your organization understands the requirements of PAS 1192:2:2013, in particular with respect to BEP. This will include how to create reliable information and exchange it between supply chain members in an efficient and collaborative manner, and where appropriate, to the Employer, in the form specified. If you have delivered a project in this way, you may present an example BEP. You will be expected to demonstrate that your organization has in place training arrangements to ensure that its staff/ workforce have sufficient skills and understanding to implement and deliver projects in accordance with the policy and procedures established to achieve Level 2 BIM maturity. Project Specific Q5 Please briefly outline how you intend to comply or exceed the requirements outlined in the EIR. You will be expected to demonstrate that your organization understands the project requirements in full, particular attention should be made regarding project management of the process and quality assurance.

You will be expected to demonstrate understanding of the clash resolution process within your answers, including consideration for maintenance access where applicable. Q7 Please outline how you intend; where applicable; to use BIM processes to manage H&S/CDM obligations. Designers should consider how the design authoring process will support H&S/CDM requirements.
