1 CAL SCAFFOLD USER GUIDELINES COURSE SUMMARY The following guide is an aid intended for students who have completed the ClickSafety training course or module associated with Scaffold Safety. This guide is a resource of basic occupational safety and health information and is not a substitute for standards issued and enforced by California s Division of Occupational Safety and Health (Cal/OSHA) or the U S Department of Labor s Occupational Safety and Health Administration (OSHA) or its state equivalents. This course is also not a substitute for the kind of intensive, site-specific, hands-on training and information that is necessary to ensure a safe and healthful workplace. This guide is not to be reproduced or used without the express permission of ClickSafety. References Title 8 California Code of Regulations (CCR), Sections Introduction Benefits and Hazards Provide ease of access for many trades Speed and efficiency Serious hazards when using mobile scaffolds For all scaffolds: uncorrected hazards lead to injury ACCIDENT CAUSES: Rolling Scaffolds Incorrect Use Improper setup Failure to lock/secure wheels Moving the scaffold Instability Inadequate platforms Supported Scaffolds Incorrect Use Improper setup Inadequate platforms Failure to replace system components Failure to secure to structure ROLLING SCAFFOLDS: Tube & Coupler Systems Follow manufacturer instructions for: Cross bracing Horizontal Frame Requirements Diagonal Bracing Maintain scaffold plumb and level Provide guardrails and midrails at 7 ½ or other level (e.g. 6 feet, 10 feet) depending on scaffold configuration and requirements 10 feet as required Install toe boards, screens and mesh as necessary System Rolling Scaffolds FIRE PREVENTION CLICKSAFETY.COM, INC. 2 Cross brace per manufacturer s instructions Provide diagonal bracing to stop twisting Secure all pin connections Plumb and level Guardrails, midrails, and toe boards at 7 ½ or other level (e.g. 6 feet, 10 feet) depending on scaffold configuration and requirements 10 feet as required Tubular Welded Frame Select undamaged frames Provide cross bracing Diagonal bracing a must Keep scaffold plumb and level Guardrails/Midrails at 7 ½ or other level (e.g. 6 feet, 10 feet) depending on scaffold configuration and requirements Consider toe boards always Locks and pins on Wheels Inspect for: Positive wheel locks Proper operation of locks and swivels Security of castor and wheel stems in scaffold legs Fabricated Platforms Description Part of a complete manufactured system Never mix parts from different manufacturers Must fit appropriately per manufacturer s instructions Full planking required Minimum Standards for Rolling Scaffolds Base to height ratio no greater than 3 to 1 Outrigger frames on both sides of the scaffold Some state standards more stringent Movement by hand Guidelines Level surfaces required No holes, damage, or obstacles on the rolling surface Force no higher than 5 feet from base Observe these precautions: No riders if scaffold exceeds 2 to 1 base-to-height ratio No workers on cantilever section while moving Watch for electrical hazards, fire sprinklers, holes in the deck, personnel on ground Powered Movement Slow and steady Speed no greater than 1 foot per second No employees on cantilever Provide smooth, level surface Inform employees of movement Establish controls at shafts and perimeter FIRE PREVENTION CLICKSAFETY.COM, INC. 3 Scissor Lifts Level surface or slope tolerance Use outriggers/stabilizers as intended Install guardrails, or fall protection as required Distributed loads evenly Never overload unit Platform extensions per manufacturer s instructions Safe distances from overhead power lines It jammed or snagged, workers should leave lift before attempting to dislodge Supported Scaffolds Standard Planking (All Scaffolds) Graded and marked as scaffold planking Minimum platform 18 wide No openings except for brackets or connectors Minimum Standards Scaffolds must be: Plumb and Level Undamaged frames Security to structure Proper platforms Proper Access Locks and pins on Supported Frames Check for: Leg bases secured to sills Uplift pins between sections Function of guardrails pins and keepers Plumb and Level For System, Tube & Coupler, Tubular Welded Frames: Plumb and level maintained for all components Ensure safety of workers Loading of materials Frame Damage Scaffolds provide: support for you support for your materials evenly distributed loads no failure if undamaged Stability Narrow scaffolds If taller than 3 times base dimension. Secure to structure or to deadmen: Every 26 feet vertically At top corners Every 30 feet horizontally Scaffold not tied? -- don t use it. FIRE PREVENTION CLICKSAFETY.COM, INC. PAGE 3 OF 5

4 Security to Structure: Further Guidelines Tie Points Tie material: Tie points every 26 vertically. Tie points every 30 horizontally. Follow mfg. Instructions. Ties recommended as two loops of #12 or one loop of #10 iron wire. Local conditions, such as wind loads may require more. SPECIAL CONSIDERATIONS Qualified Person Inspection Requirements (All Scaffolds): During Scaffolds Erection, Daily before use, After any alterations, Correct hazards before use Hazard Recognition Users must be informed of Electrical Hazards, Fall hazards, Load capacities Retraining (all scaffolds) Must be provided when: Hazards or Working Conditions Change Employees display a lack of awareness Rolling Scaffolds are used improperly Scaffolds: Summing Up Benefits of Scaffolds Improved Efficiency Reasonable Access Movement and speed Dangers/Precautions Scaffolds are dangerous unless: Erected properly Adequate, stable access provided Solid, fully planked platform installed No overloading/used properly on a solid level surface Summary o For more detailed requirements, please consult Title 8 CCR and other appropriate local standards and safety orders. o You should also get hands on and site specific training as required.
