2 Wisconsin Is a Different Kind of Wisconsin has Statewide State Enactment and Enforcement of both Commercial Buildings and all Multifamily Residential ASHRAE / IECC 2006 Codes Residential (One & Two Family Only) Wisconsin Admin Code Ch Comm 22
3 Wisconsin Eneforcement Most of the Commercial and Multi-Family Residential buildings are reviewed and inspected by the State Safety & Buildings Division Some larger communities have been delegated to do their own inspections. Most of the One & Two Family Residential is reviewed and inspected by Local Municipalities Counties, Cities, Villages and Towns. All must follow the state code
4 Wisconsin State Statutes Residential structures 3 units or more are considered Commercial in that they must comply with the IBC and IECC Chapter 4. 1 & 2 Family Residences must meet the Energy Requirements of Wisconsin Administrative Code chapter COMM 22. This chapter is part of what is called the Uniform Dwelling Code in Wisconsin

10 Computerized Compliance Tools Both COMCHECK & RESCHECK are acceptable to the State If Commercial Building set the code for COMcheck as IECC 2006 or ASHRAE If 3 or more Residential Units up to Multifamily 3 stories or less set the code for REScheck as IECC 2006 If One or Two Family Residence set the code for REScheck as Wisconsin

12 REScheck Multi-Family Performance Trade-off Not Allowed for Ch 4 Buildings. Passes on UA

14 COMcheck Program Alternative to Prescriptive Approach May comply with either IECC 2006 or ASHRAE Per Wisconsin Code, the following sections must tbe met regardless of method used. See Comm : Comm (1) Design Loads Comm (7) & (8) Economizers Comm Lighting IECC Dual Switching
15 COMcheck Program Do building envelope and lighting have to use the same standard for compliance? Wisconsin permits the use of IECC 2006 or ASHRAE for the envelope and either IECC 2006 or ASHRAE for the lighting. Can not mix lighting and envelope Can not mix lighting and envelope compliance in the same file if using different standards
16 Wisconsin Code Creation Process Per Legislature: Wisconsin must adopt new ICC Suite of Codes within 3 years of publication Safety & Buildings Division does background work to compare existing code to proposed new code A C Code Advisory Panel is selected to advise the Division on each portion of the code (IECC for example). This group is made up of representatives from Municipal Inspectors, ASHRAE, AIA, Assn of General Contractors, SMACNA, and Other stakeholders.
17 Wisconsin Code Creation Process Following a series of Code Council meetings, a Draft is published The Secretary of the Dept Reviews and Approves the Draft Public Hearings are held and all comments require response Final Approval from The Secretary Final Draft is submitted to the legislature for Approval This Entire Process Generally takes 2 years
18 Wisconsin Codes Future Commercial Buildings: ASHRAE /IECC 2009 has passed through Public Hearings and has been sent to the legislature. Enforcement anticipate by April 1, 2011 Residential Buildings: Code Advisory Council is setting up meetings to update the current Comm 22 (equivalent to IECC 2006) to meet the new Energy Efficiency Standards of IECC For various reasons, it is unlikely that the current One & Two Family Dwelling code will be tottally replaced with the IRC, althiugh the requirements are almost identical.
