1 BISON RIDGE ARCHITECTURAL CONTROL POLICY MANUAL Amended August, 2011 The purpose of this document is to provide homeowners in Bison Ridge, Show Low, AZ the general rules and regulations of the community and to serve as a resource for steps to be taken for ANY improvement, addition, or alteration to a homeowner property. The Architectural Review Committee consists of Bison Ridge homeowners, appointed by the Board of Directors, to review architectural issues. It is a volunteer group committed to maintain the integrity and beauty of the community and protect the investment of Bison Ridge owners. Before any improvement, addition, or alteration can begin, a homeowner must follow a few simple steps. Among the steps to be taken is a requirement to complete an application to the Architectural Committee. That application, along with a checklist of necessary actions, can be found at the end of this document. A copy of both the application and the checklist must be sent to the Committee for review. The Committee will respond to each request in a timely manner. The goal of each review is to maintain the beauty, integrity, continuity, ambiance and value of Bison Ridge properties, by complying with the CC&R s, as well as Navajo County Codes and Regulations. Homeowners are strongly encouraged to carefully read and refer to the CC&R s (included in escrow papers prior to closing) for complete details on specific issues. For Example: Bison Ridge CC&R s Article 4 Section 4.9 states: The design, size, color, materials, location and elevation of ANY improvement visible from neighboring properties, and all changes thereto, must be approved by the Bison Ridge Architectural Committee PRIOR TO installation.
2 Failure to submit any addition or alteration to the Architectural Review Committee, or failure to comply with the decisions of the Committee, will subject the homeowner to the CC&R Compliance Policy that includes monetary penalties (fines) to the homeowner. Note that all buildings and structures erected within Bison Ridge and the use and appearance of all land within said community, shall comply with all applicable Navajo County zoning and code requirements as well as the CC&R s and these Architectural Guidelines. The following is information about some, BUT NOT ALL, of the most common issues raised by Bison Ridge homeowners. These provisions are not intended to preclude those provided in USE AND OCCUPANCY RESTRICTION Sections of the existing CC&Rs. Simply following these Guidelines will not negate the requirement for submission of plans to be approved by the Architectural Committee. Homeowners should refer to the CC&R s for more COMPLETE information and be aware that even if an addition or alteration is identical to another that has been previously approved, it must be submitted to the current approval process. Each application will be reviewed on a case-by-case basis due to varying conditions of many properties. SETBACK REQUIREMENTS: Cabins/houses must follow setback requirements as established in the recorded plat map, and approved by Navajo County codes and regulations. GUTTERS & DOWN SPOUTS: Gutters and down spouts must match the color of the cabin or the metal roof color. Gutters must follow the contour of the structure to which they are attached. They must not span open spaces or cross blank walls. Runoff must be contained onto the property of the cabin owner, or piped to existing drainage ditches. SECURITY DOORS: 1. Security doors must match the cabin exterior or roof color.
3 2. Wooden screen doors should match the existing stain color. EXTERIOR STAINING OF CABINS: Each Lot or Parcel Owner shall maintain, repair, replace and restore, at his own expense, the interior and exterior of any residential dwelling structure or other improvement located on the Lot or Parcel (including exterior painting from time to time in accordance with the Architectural Committee s approved color scheme and maintenance schedule). All Bison Ridge cabin owners must maintain adequate protection to all exterior wood surfaces on a consistent basis. The half-log or cedar siding requires frequent attention as the AZ sun/uv can quickly cause damage to it. Each year, siding should be evaluated to ensure integrity of the wood is properly maintained. Siding exposed to the West and South may require staining more frequently than others. It is the homeowner s responsibility to maintain the exterior in accordance with Bison Ridge Owners Association CC&R s. Stain colors will darken over time as wood ages and additional stain is applied. However, color tones should not vary from the original application. The family of original colors listed below must be used at Bison Ridge: * Golden Honey (lightest) * Canyon Brown (darkest) * Autumn Brown (medium) * Amber Hue (clear) These original colors are available at most hardware stores. LANDSCAPING: Landscaping on any individual property/lot shall be properly maintained according to Article 4.0- Section 4.18 of Bison Ridge CC&R s. See complete section for details. Each lot shall be maintained in a neat, clean and attractive condition consistent in appearance with other properly maintained, improved Lots or Parcels within the Community.
4 According to the CC&R s, Section 4.18 and this architectural policy manual: Neat/clean, as described here, means free from foreign, extraneous matter, i.e. weeds, wildflower or grasses. Wildflowers are described as a flower or weed growing wild or not cultivated on the ground of each Lot or Parcel. CHRISTMAS DECORATIONS: All Christmas decorations, including lights, shall not be placed in the front yard or attached to homes on a permanent basis. Decorations must not be displayed prior to November 1 and shall be removed by January 15. THE ARCHITECURAL COMMITTEE REVIEW AND APPROVAL OR DISAPPROVAL PROCESS: The Architectural Review Committee shall have thirty (30) calendar days after submission of plans to approve or disapprove plans. Review and approval (or disapproval) will include, but not be limited to, consideration of materials, quality of workmanship, colors, consistency with the external design & color of existing structures on the lot and on neighboring lots. The location of the improvement with respect to topography and finished elevation is also considered. Neither the Architectural Review Committee, nor the Board of Directors, shall have any liability in connection with or related to approved plans and specifications of improvements. The approval of the plans does not mean that the judgment is passed on the structural soundness of the addition, nor its effect upon existing or future drainage. The architectural review of plans is for aesthetic purposes only. No excavation or grading work shall be performed on a lot without the prior WRITTEN approval of the Architectural Review Committee. Any owner desiring approval of the Architectural Review Committee for the construction, installation, addition, alteration, repair, change or replacement of any improvement, shall submit to the Architectural Review Committee a written request for approval, specifying in detail the nature & extent of the work to be performed. No work is to be started until written approval is received.
5 If construction does not start on a project within 120 days of approval, it will be necessary for the owner to resubmit the plans to the Architectural Review Committee for reconsideration. If construction is not completed on a project for which plans have been approved within 12 months of approval, the approval may be withdrawn, and the incomplete project considered in violation of the CC&R s. Architectural Committee approvals are non-transferable between owners or properties. If a homeowner wishes to appeal an Architectural Committee decision, the appeal must submitted, IN WRITING, by to arch@bisonridgehoa.com or by mail to the Bison Ridge Architectural Committee (P.O. Box 4212, Show Low, AZ 85901). The Committee will review its decision at the next meeting. If this appeal does not yield a satisfactory result, the homeowner may further appeal, (IN WRITING), to Bison Ridge Owners Association Board of Directors (P.O Box 4212, Show Low, AZ FEE SCHEDULE The following refundable fees payable to Bison Ridge Owners Association and submitted with the application, are refundable after the final inspection and approval by the Architectural committee. Cabin Rebuild...$ from homeowner $ from builder New Shed or Deck $ Additions/Expansions. $ Fines for non-compliance with the Committee s approval, or construction violations if any, will be deducted from any refund due. An additional non-refundable $25.00 processing fee, payable to Bison Ridge Homeowners Association, must be submitted along with the application. The processing fee and refundable deposits (if any), are payable with separate checks. A Bison Ridge Owners Association Architectural Application Form and checklist is provided at the end of this document.

Box 4212 Show Low, AZ The Architectural Review Committee may amend these Guidelines from time to time by a majority vote of the Committee and approval of the Bison Ridge Homeowners Board of Directors. BISON RIDGE HOMEOWNERS ARCHITECTURAL CHANGE CHECKLIST: 1. A completed application form signed and dated by the homeowner. 2. Signed and dated checks payable to Bison Ridge Owners Association. (Fee schedule and mailing address listed above). 3. A site plan showing dimensions, in relation to existing dwellings and property lines (setbacks). Measurements must be indicated on the plans. 4. Elevation plans showing the finished appearance of additions in relation to existing dwelling. An accompanying photo of the proposed location is requested, but not required. 5. A detailed description of materials to be used and color samples. 6. Staking and stringing actual location of requested change/addition on the lot to facilitate inspection by the committee prior to approval/denial. 7. Written approval from the Architectural Committee for work to begin. 8. Written request for a final inspection and refund of refundable portion of application fee.
7 BISON RIDGE OWNERS ASSOCIATION ARCHITECTURAL CHANGE APPLICATION Date: It is required that an owner obtain the prior written approval of the Architectural Review Committee for any exterior alteration or addition to a Bison Ridge property. To comply, please complete the form below. Attach a detailed drawing of the proposed addition, alterations or changes. The drawing (maximum 8 1/2 x 11 ) should specify dimensions, materials to be used and colors. The application and drawing will be retained as Architectural Committee records. The Committee has thirty (30) days to act on a request, although every effort will be made to respond more quickly. Work must not begin until written approval from the Committee has been received. With approval, the owner agrees to comply with all Bison Ridge CC&R s and applicable County codes and regulations, and to obtain all necessary permits. Signing and submitting this request grants Bison Ridge Architectural Committee members and/or its agents permission to enter the subject property for inspection purposes. 8 BISON RIDGE OWNERS ASSOCIATION STANARDIZED FINE SCHEDULE FOR CONSTRUCTION VIOLATIONS The Bison Ridge Owners Association Architectural Review Committee Compliance Coordinator is responsible for monitoring the compliance of each owner and builder within the Bison Ridge community. The following Construction Regulations and Guidelines procedures are in effect: First infraction: Written warning Second infraction: Written notice. A fine may be imposed after an opportunity for a hearing, to be deducted from the Construction Compliance Deposit Third infraction: Written notice. An additional fine imposed after an opportunity for a hearing, to be deducted from the Construction Compliance Deposit. A Stop Work Order issued until all infractions are brought into compliance. Each subsequent infraction of any construction regulation will result in additional fines and an immediate Stop Work Order. The owner or builder will be required to bring their Construction Compliance Deposit back to the original amount before work can commence. Improper disposal of trash or building materials.. warning, $50 - $500 Mud, dirt, oil or concrete on road or adjacent property warning, $50 - $500 Damage to utilities, pavement or adjacent property warning, $50 - $500 Parking on both sides of street... warning, $50, $75, $100 Overnight parking on street... warning, $50, $75, $100 Contractors having pets on site... warning, $50, $75, $100 Contractor possession of alcohol, drugs or firearms on property... warning, $50, $75, $100
