1 2004 Specifications CSJ , Etc. SPECIAL PROVISION Detours, Barricades, Warning Signs, Sequence of Work, etc. 1. Description of Project. A. General. This project provides for the construction of a grade separation between US 277 and the Union Pacific Railroad and reconstruction of the approaches to US 277 and BU 277 on the north side of Eagle Pass, Texas. This non-freeway facility consists of a four-lane, divided curb-and-gutter section with storm sewers and includes construction of one bridge over the Union Pacific Railroad. The project will be constructed primarily within existing right-of-way with several new parcels acquired along US 277. The work to be performed under this contract consists of right-of-way preparation, grading, outfall ditches, flexible base, continuously reinforced concrete pavement, asphaltic concrete pavement, storm sewers, bridge, bridge class culvert, signing and pavement markings, roadway illumination foundations and conduit, traffic signals, railroad crossing surfaces and warning devices, traffic control, landscaping piping, retaining walls, and Storm Water Pollution Prevention Plan (SW3P). B. Roadway. Preparing right-of-way (ROW) for this project will include all ROW. Removal of the existing roadway pavement will be paid for under the appropriate bid items. Buildings, slabs, trees, etc., not covered by bid items will be removed under preparing ROW. Grading for this project includes excavation in cut sections and the construction of embankment in fill sections. The proposed concrete paving section will consist of, 6- in. cement-treated base, 1-in. asphalt-stabilized base (bond breaker), and the following: 10-in. continuously reinforced concrete pavement along US 90A and 8-in. continuously reinforced concrete pavement along ramps, frontage roads, and intersecting streets. The temporary asphaltic concrete pavement section will consist of 9-in. asphalt stabilized base and 4-in. hot mix asphalt concrete surface pavement. The work includes ditch excavation within the TxDOT ROW, drainage easements and the ROW of the Union Pacific Railroad (UPRR). C. Storm Sewers. Trunk lines and laterals will consist of reinforced concrete pipes and boxes, ranging in size from 24 in. to 36 in. reinforced concrete pipe and 10 ft. x 5 ft. reinforced concrete box sections. The storm sewers will outfall to various locations along US 277. D. Structures. This project includes construction of one bridge over the Union Pacific Railroad and one bridge class culvert crossing
2 E. Signing. The signing portion of this project consists primarily of ground-mounted warning, regulatory, and guide signs to be furnished and installed. F. Illumination. Roadway illumination work consists of placing roadway illumination foundations, conduits, pull boxes, and trace wire. G. Traffic Signals. Traffic signals will be installed at US 277 and BU 277 intersection. The signalization work will consist of mast arm poles, signal heads, ground boxes, and VIVIDS. H. Traffic Control Plan. Construction of this project allows the Contractor to work in different locations concurrently or sequentially. The traffic control plan is divided into three phases. A more detailed description of the traffic control plan for this project will be found in the "Sequence of Work" section of this special provision. I. Employ erosion and sedimentation control practices on this project in areas where disturbed soil is present. These practices include placing silt fence, rock filter dams, rock bedding at construction exits, storm sewers, preserving natural resources, erosion control logs, and temporary seeding and permanent seeding. J. Utilities. Numerous pipelines will be adjusted or relocated by the owners. Please see special provision Important Information to Contractor for this information. K. Railroad Crossing Improvements. The existing warning devices will be relocated by Union Pacific Railroad forces at the existing at grade crossing. 2. Scope of Contract. A. General. The Contractor will not have exclusive use of the ROW. Cooperate in the use of ROW with the Texas Department of Transportation, City of Eagle Pass, the Union Pacific Railroad, various utility companies and districts and their contractors. B. Traveling Public. Consider the safety and convenience of the traveling public passing through this project as an important function of this contract. Maintain existing traffic, except as noted. Also, if emergency work or major accidents necessitate closing roadway lanes in or adjacent to sections occupied by the Contractor, the Engineer may direct the Contractor to cease operations and remove his/her workers, materials, and equipment from the roadway until such emergency work is completed or the accident is cleared. The plan sheets showing construction phasing show in detail such measures as are deemed necessary to handle traffic during construction of this project. If the Engineer requires traffic handling measures in addition to those shown in the plans, provide and perform these measures, as directed. This work is be paid for at the unit contract prices for the various bid items involved. C. Data on Existing Utilities. Utilities will be adjusted by their respective owners to clear construction proposed by this project except as noted elsewhere in the plans. Should a conflict occur with any utility, contact the respective utility company or owner as soon as it becomes apparent that the utility will interfere with the work
3 3. Sequence of Work. A. General. The Traffic Control Plan (TCP) for this project is outlined and enumerated in the plans. The intent of the plans and specifications is to require the Contractor to follow the phases and steps as enumerated. However, should the Contractor develop and wish to pursue a different procedure, submit the plan for approval, provided the plan maintains traffic and meets the construction priorities established in this section. Obtain written approval for any revision to the TCP that will alter the existing traffic lanes in a phase and do not implement it without approval. B. Traffic Control Plan (TCP). The TCP is divided into 3 phases. The following is a general overview of the work involved in each phase. Refer to the TCP drawings for additional details. Phase I Proposed Sequence Of Cconstruction Install project limit, advanced warning signs, work zone regulatory and warning signs, and channelizing devices as indicated in the traffic control plans. Step 1: Replace the north half of the existing 3 6 x 4 box culverts located at Sta with 3 10 x 5 box culverts. Reduce US 277 to 2-way, 2-lane operation with all traffic shifted south of the roadway centerline during construction of proposed box culvert. Place low profile concrete traffic barrier and channelization devices as shown in the plans, and install temporary special shoring. Remove existing pavement, excavate and remove the existing culvert. Maintain continuity of drainage throughout culvert construction. Restore pavement prior to proceeding to Phase I Step 2. See Phase I Step 1 US 277 closure, and TxDOT Standard drawing TCP (2-4)-03 for traffic handling details. Step 2 Replace the south half of the existing 3 6 x 4 box culverts located at Sta with 3 10 x 5 box culverts. Move low profile concrete traffic barrier and channelization devices and shift US 277 traffic north of the roadway centerline maintaining two-way, two lane operation. Install temporary special shoring, remove existing pavement, excavate and remove the existing culvert. Maintain continuity of drainage throughout culvert construction. Restore pavement prior to proceeding to Phase I Step 3. See Phase I Step 2 US 277 closure, and TxDOT Standard drawing TCP (2-4)-03 for traffic handling details. Step 3 Construct Access Roads A, B, C, & D outside of existing US 277 traffic to the limits shown: Access Road A Sta to Sta Access Road B Sta to Sta Access Road C Sta to Sta Access Road D Sta to Sta Flowers Dr Sta to Sta
4 During construction of access roads, maintain existing driveways or construct temporary driveways at the locations shown or as directed by the engineer. Omit proposed concrete curb at the locations noted on the plans. When Access Road B construction is complete, install signing for the Barrera Street closure and begin reconstruction of Barrera Street and the intersection with Access road B. Once Barrera Street is closed, construction operations must proceed until the intersection is complete and reopened to traffic. Construct temporary pavement between access roads and existing US 277 at the locations shown on the Phase I Step 3 traffic control plans. See TxDOT Standard TCP (2-4)-03 for temporary lane closures for any work adjacent to existing US 277 requiring closure of the outside lane of traffic. Prior to start of Phase II construction sequence, remove the pedestrian signal, concrete curb and directional island and pave the northeast traffic island at the US 277 and BU 277 intersection. Place temporary pavement markings on access roads prior to opening for traffic. Note: Permanent construction during Phase I will not include the final 2-inch surface course. Phase II Proposed Sequence of Construction Step 1: Coordinate with Union Pacific Railroad forces for the construction of the railroad grade crossing advance warning devices and relocation of the gate arm for southbound US 277. Install temporary erosion control measures. Modify the existing traffic signals and cover the pedestrian heads at the intersection of BU 277 and US 277 and shift traffic. devices and low profile concrete barrier as indicated in the traffic control plans. Begin construction of eastbound US 277 main lanes from Sta to Sta including construction of the temporary and permanent retaining walls, roadway embankment, drainage system and pavement. Construct a temporary HMAC transition on the south half of the US 277 main lanes from Sta to Sta prior to Phase III. Maintain access to adjacent businesses and properties utilizing the proposed access roads and temporary intersections constructed in Phase I. Provide off-duty police officers for traffic control during the erection of beams over the proposed access roads and when directed by the engineer

Realign existing traffic signals at the intersection of BU 277 and US 277 and shift traffic. Reconstruct existing pavement on BU 277 and US 277 northbound from Sta to Sta Provide leave-outs as indicated on the plans or approved by the engineer to facilitate truck turning movements. Step 2a: Install static message boards to notify public of US 277 closure 2-weeks prior to closure. Install US 277 detour signing as indicated on sheet. Closure will begin at 9:00 pm on Friday and reconstruction of the existing pavement will continue non-stop until the intersection is complete and open to traffic. Provide off-duty police officers for traffic control during US 277 closure. Construct pavement leave-outs using fast track concrete pavement methods. When construction is completed, reopen US 277 to thru traffic. Step 3: devices and low profile concrete barrier as indicated in the traffic control plans on BU 277 and US 277. Realign existing traffic signals at the intersection of BU 277 and US 277 and shift traffic. Reconstruct existing pavement on BU 277 and US 277 Southbound from Sta to Sta Provide leave-outs as indicated on the plans or approved by the engineer to facilitate truck turning movements. Phase II construction shall be scheduled so that Steps 2, 2a and 3 will be constructed consecutively and that completion of Step 3 will be concurrent with the completion of Phase II Step 1. Note: permanent construction during Phase II will not include the final 2-inch surface course
6 Phase III Proposed Sequence of Construction Step 1: devices and move concrete traffic barrier as indicated in the traffic control plans on US 277. Realign existing traffic signals at the intersection of US 277 and BU 277. Maintain phase II Step 3 traffic patterns on BU 277/US 277. Relocate US 277 traffic to the southern half of the facility constructed in phase II and begin twoway traffic on US 277 eastbound mainlanes. Open Access roads A and US 277 and close Barrera Street and Access Road D. Begin construction of US 277 westbound main lanes including permanent retaining walls, roadway embankment, drainage system and pavement. Construct pavement leave-outs on BU 277/US 277. Once is complete, re-open BU 277/US 277 to traffic. Step 1a: Remove markings and channelizing devices, and concrete traffic barrier on BU 277/US 277 and install proposed markings to reflect final conditions. Realign existing traffic signals at the intersection of US 277 and BU 277. Maintain phase III Step 1 traffic patterns on US 277. Complete construction of US 277 westbound main lanes from Sta to Sta Step 2: Install permanent traffic signals at BU 277 and US 277 and install Phase III, Step 2 signing and striping to the limits shown. Open US 277 westbound main lanes from Sta to Sta and install channelizing devices to open Barrera Street and intersection of US 277 and BU 277. Complete remaining construction of Access roads A & B. Complete construction of US 277 westbound main lanes. Step 3: Place final 2 Type C HMAC surface course on access roads and US 277 main lanes. Final clean up
7 Upon completion of the work and before final acceptance and final payment, the contractor shall clear and remove from the project site all surplus and discarded materials, trash, and debris leaving the project site in a neat and orderly condition
