2 Invitation to Bid I. INTRODUCTION Bishop State Community College is requesting bids for the installation of a retaining wall for the Baker Gaines Central Campus. II. GENERAL REQUIREMENTS All vendors must be able to demonstrate that the specifications, as outlined below, are met. Any variations from specifications must be thoroughly described. Inferior products or lesser quality merchandise will not be accepted. Bishop State Community College reserves the right to reject any or all bids, or parts thereof. Prices Bidder must supply unit prices (where applicable) to include shipping and assembly. Bid must include standard and optional prices as listed in the specifications. No prices shall include State or Federal Excise Taxes; tax exemption certificates are furnished upon request. Where all, or of the planned Work is bid on a unit price basis, both the unit prices and the extensions of the unit prices constitute a basis of determining the lowest responsible and responsive bidder. In cases of error in the extension of prices of bids, the unit price will govern. In case of discrepancy between the prices shown in the figures and in words, the words will govern. A bid may be rejected if any of the requested documents are not included in the sealed bid packet. Insurance Certificate of Insurance must be submitted with bids. 3 Bidders or their authorized representatives are invited to be present. After the bids are opened and read publicly, the bid prices will be compared and the results of this comparison will be available to the public. Until the final award of the contract, however, the College shall have the right to reject any or all bids, and it shall have the right to waive technical errors and irregularities if, in its judgment, the bidder will not have obtained a competitive advantage and the best interests of the college will be promoted. Award of Contract The contract shall be awarded to the lowest responsible and responsive bidder unless the College finds that all the bids are unreasonable or that it is not in the best interest of the College to accept any of the bids. A responsible bidder is one who, among other qualities determined necessary for performance, is competent, experienced, and financially able to perform the contract. A responsible bidder is one who submits a bid that complies with the terms and conditions of the Invitation for Bid and the Bid Documents. Minor irregularities in the bid shall not defeat responsiveness. The contract will be awarded on in whole, or part, based on unit prices. RETAINING WALLTECHNICAL SPECIFICATIONS Contractor to provide all labor, tools, materials, and equipment necessary to perform the Design and Installation of a Retaining Wall for the area on the western side of the Baker Gaines Central Campus adjacent to Rylands Street as specified below. Provide description to install and design all specified wall and components. Bidder must tour the site and take any needed field measurements and examine field conditions prior to bid. For arranging a site visit, please contact Mr. Frank Williams, Director of Facilities, Renovations, and Construction at (251) Retaining Wall Specifications (page 1 of3) Contractor to provide all labor, tools, materials, and equipment necessary to perform the Design and Installation of a Retaining Wall for the area on the western side of the Baker Gaines Central Campus adjacent to Rylands Street as specified below. Provide description to install and design all specified wall and components. Retaining Wall System to include: Removal of all existing retaining structure (unless design specifically allows it, if applicable). The design, installation, and construction ofa new retaining wall (or gravity wall structure), all associated debris and existing structure removal, compaction, and site cleanup and finishing. Wall structure is to be designed for strength and performance to carry retained soil, hydrostatic, and material loads at this site. Finished angle of all surfaces to be included in design for bid submittal. Simple retaining wall design for the load at all heights, lengths, thicknesses, all dimensions, and loading at installation site and conditions. Retaining Wall Design including all foundation, surface, drainage, and finish details must be provided in bid submittal. Wall may be built of any of: Poured in place reinforced concrete with exterior finishing (detail in bid submittal); or Bid # Opening Date: April 20, :30 p.m. CST -4

6 Concrete Masonry Units with cement parging on exposed surfaces or similar durable finish (specify all proposed materials in bid submittal); or Other retaining wall system designed for performance, conditions, and durability in this application and wall loading conditions at site complete with approved system finish (all to be included and fully defined in bid submittal). Retaining Wall Specifications (page 2 of3) Retaining Wall is to be installed with full drainage scheme designed to handle all hydrostatic activity at wall site and relief of water pressure loads for the wall loading and site conditions. The drainage scheme and design is to be included in bid submittal. Appropriate materials and typical spacing of all drain openings is to be specified in the design and included in bid submittal. Silt elimination in drainage system scheme is to be included and in bid submittal. Wall termination and attachment into adjacent existing structures design to be specified in bid submittal and confirmed by contractor at site. Arrange for inspection to be made by College/owner personnel as requested at any phase of installation and at completion. Location on site at existing retaining wall. Wall segments on western side of campus and approximate wall segment dimensions (all dimensions approximate and to be confirmed by contractor prior to submitting bid): (defmed From North to South along and adjacent to Rylands Street.) 1. From termination at existing reinforced concrete retaining wall near Dr. Martin Luther King A venue along Rylands Street to terminating at existing reinforced concrete retaining wall adjacent to west side driveway; 92 feet long; From 2.5 to 4 feet height. 2. From concrete stairs termination to existing wall end along Rylands Street; 117 feet long; from 3.5 to 2 feet height. Retaining Wall Specifications (page 3 of3) Provide Minimum ONE (1) year materials and service warranty. Define length ofmaterials and service warranty to be provided in bid submittal Brand names, generic descriptions, materials and design information, catalog numbers, etc, are used to indicate levels ofquality and product performance characteristics. Ifbidders are unable to furnish an item as specified and desire to offer a substitute: (1) give full description ofthe item, and 2) submit color brochures, photographs, specifications, cut sheets, or other information detailing the substitute item. If the specifications allow for substitute material, product, or designed system provide details ofthe same. A sample or a field demonstration ofthe substituted item may be required to be inspected by the college within one (1) week after bid opening. Note that specific brand names, standard generic product names, and model numbers can be specified and required for certain items with no substitutions allowed. These will be clearly indicated when required. Any bidder must examine and become familiar with the installation site conditions, grades, soil types, site and site location accessibility details, and surrounding areas (ifapplicable) before bidding. 12 ~ BISHOP STATE MEMORANDUM TO: FROM: Contractors and Grantees Bishop State Community College DATE: April 11, 2012 RE: H.B. 56-Alabama Immigration Law Compliance The purpose of this Memorandum is to direct your prompt attention to Alabama Immigration Law Compliance flow-down requirements that will be in effect on January 1,2012. Those are discussed herein and can be summarized as fohows: 1. Provide the Alabama Community College System (ACCS) Institution proof that you are in compliance with the immigration law by timely submitting a notarized Affidavit of Alabama Immigration Law Compliance and an E-Verify Memorandum of Understanding; 2. Provide the ACCS Institution a signed Alabama Immigration Law Compliance Contract in the attached Notice from provided; 3. Provide your subcontractors notice oftheir compliance obligations and Obtain from each a notarized Affidavit ofalabama Immigration Law Compliance-Subcontractor. The requirements above, imposed by H.B. 56, are "a condition for the award of any contract, grant, or incentive by the State of Alabama, any political subdivision thereof, or any statefunded entity to a business entity or employer that employs one or more employees working in the State ofalabama. As a Contractor ofgrantee, if you believe these obligations do not apply to you, please notify the Institution immediately.
