1 Forsyth County Procurement Donna Kukarola, CPPO, CPPB, Procurement Director August 21, 2017 ADDENDUM # 3 BID NO For: Construction of the Newton Pumping Station and Sanitary Sewer This addendum supersedes and supplements all portions of the bidding documents and becomes part of the contract documents for the above-referenced project. Where any original item is amended, voided, or superseded hereby, the provision of such item not so specifically amended, voided, or superseded shall remain in effect. Where any item called for in the specifications or indicated on the drawings that is not specifically supplemented, amended, voided, or superseded hereby, the original requirements shall remain in effect. Following are questions received and responses (in italics): 1. What type of paving should be used to replace pump station driveway? The paving should be replaced with 8-inch GDOT GAB compacted to 100% Standard Proctor (ASTM D698) (AASHTO T-99) with tack coat and 2 inches of GDOT SuperPave 9.5 mm per Forsyth County Department of Water and Sewer Standards Specifications. 2. May a substitute channel grinder be approved as an or equal prior to bidding? Regarding the channel grinder in Section , the contractor should bid the job using the JWC Channel Monster specified. If the successful low bidder wants to substitute equipment, then the contractor should submit a cost reduction change order in accordance with the contract documents for the substitute equipment after the contract is awarded. 2 3. May a substitute submersible pump be approved as an or equal prior to bidding? Regarding the submersible pump in Section , the contractor should be bid the job using the four manufacturers specified. Additional pump manufacturers are not approved. If the successful low bidder wants to substitute pumps and equipment, then the contractor should submit a cost reduction change order in accordance with the contract documents after the contract is awarded. The Grundfos Pump is not an approved equal. 4. Do DIP fittings have to be zinc coated like the DIP? The DIP fittings should be coated as specified. All fittings shall have a cement-mortar lining with an asphaltic seal coat and an asphaltic coating on the exterior. Fittings may be furnished with a 6-mil minimum nominal thickness fusion bonded epoxy coating conforming to ANSI/AWWA C550 and C116/A21.16 in lieu of bituminous coating. Protecto 401 coating is also acceptable. 5. What specific models of the air vacuum release valves Section Air/Vacuum Valves for Wastewater Service should be used for bidding this project? The two approved air vacuum release valves are the H-tec model 986 with 4-inch flange and the ARI model D-020 with 4-inch flange. Both valves may be provided with an isolation valve supplied by the AVRV valve manufacturer or the AWWA gate valve shown on the construction details. Both valves should provide the stainless steel type body. Both valves should be adapted to the 12 Flange x 8 Flange Tee by the contractor. 6. Are diesel driven pumps acceptable? Diesel driven pumps will not be accepted as standby power because the standby diesel electric generator set provides back up electrical power for more than the pumps. 7. When do questions need to be submitted? The period for written questions to be submitted to Forsyth County Procurement will end August 24, 2019 at 4:00 PM.

3 8. Which set of engineering plans should be used? The Engineering Plans have been extensively revised. The project should be bid using the plans dated and showing Addendum #3 in the revision box. The revised plans are available on the Forsyth County Procurement web site as part of this Addendum #3. All earlier versions of the Hayes James plans are now void. 9. Can you verify if there will be an addendum release with Grundfos listed as an approved manufacturer? Grundfos is not an approved manufacturer. 10. Second, I have looked through all the plans and specifications and cannot find a hatch size listed for the well. Is there a size you have designed already, or are you leaving this to the pump manufacturer to recommend? The pump manufacturer is to provide the hatch for the wet well that is compatible with the manufacturer s pumps with the pump installed on the manufacturer s recommended spacing between the pumps. The supplied hatch should provide acceptable clearance between the hatch frame and the edge of the pump while the pump is still on the slide rails. 11. May a Vent-Tech Are Vacuum Release Valve be approved as an or equal prior to bidding? Vent-Tech is not an approved manufacturer of air vacuum release valves for this project. 12. Are there any technical issues regarding the pumps that I should be aware of? Read the revised plans and specs as issued. 13. Have any of the pump suppliers said anything to you regarding the size requirement for the wet well access hatch? The pump manufacturer is to provide the hatch for the wet well that is compatible with the manufacturer s pumps with the pump installed on the manufacturer s recommended spacing between the pumps. The supplied hatch should provide acceptable clearance between the hatch frame and the edge of the pump while the pump is still on the slide rails. 14. Will the hatch sitting on top of an 8 diameter wet well allow the pumps to pass through easily? The wet well raiser section is 10 feet inside diameter, see Sheet C-22. The wet well base section is 12 feet inside diameter.

4 15. We estimate that each pump will weigh about 2,200 lbs each. There is no crane or hoisting equipment specified? The Forsyth County maintenance crews are equipped with a boom truck to lift the pumps from the wet well for maintenance. 16. Does the County have the equipment to safely remove the pumps when necessary or will a permanent device be added? See answer to Question It was not clear regarding an access hatch for the valve pit and so I was not going to quote this item. Where was that item shown? The valve pit does not have a top; therefore, no hatch is needed. See Sheet S-4. The meter vault is 9ft x 9ft inside dimensions with a 4ft x 4ft hatch with safety grate. 18. Was a safety grate required for the valve pit access hatch if there is a hatch requirement? No. 19. The chains are specified as 316L SS. I did not see a SS type specified for the guide rails. Is type 304 OK or do you want 316? The chains to hoist the pumps and channel grinder should be 316L stainless steel. The guide rails should also be 316L SS. 20. Can Fusible PVC be used by HDD to cross the creeks in lieu of jack and bore? No. 21. Can Fusible PVC be used in lieu of DIP to downsize the jack and bores? No. 22. Are there plan revisions? Yes. To eliminate confusion, a complete set of revised plans is included in this Addendum #3. The bid set of plans is therefore those plans showing Addendum #3 in the revision box and dated Plan sheets that have changed are Cover, C-0, C-1, C-2, C-7, C-9, C-10, C-11, C-12, C-15, C-16, C-16.1, C-17, C-22, C-32, C-33, S-1, S-2, E-5, E-8, & E-10.

5 23. How will the bids be compared considering the alternatives? The bids will be compared on the basis bid using the Flygt Pumps. If one of the alternative pumps has a better price than the Flygt pumps the alternative pump will be used in the actual contract as a substitute for line item Specification section M. 17. a. (Top of Page 21 of 33) states in the second sentence: Inside the control panel there will be a main breaker. This conflicts with Drawings E-2 (One-Line Diagram) and E-7 (Schematic Wiring Diagrams) that show the circuit breaker in Switchboard PS. Which is correct? Do we need an additional circuit breaker, a main disconnect, or nothing in the control panel? EDEC: Since Pump control panel will be located next to the switchboard, main breaker is not required in the pump control panel. 25. In addition, Drawing E-2 Note 5.S. lists several spares requirements that conflict with the requirements of M. 26. The drawing simply states fuses while the specification states 10% for each type and the drawing adds a pump basic pump repair kit which is not noted in the specification. What are the required spares to be provided? EDEC: Spare parts shall include the parts listed in Note 5.S on Drawing E-2. For any additional spare parts and quantities requirements refer to spec Please verify we are to use domestic construction materials per Section A of the specifications. Please use domestic materials whenever possible. 27. Please verify contractor is to pay all costs associated with bringing power to the pump station site per Note 1 on Sheet E-2. Yes 28. Sheet C-19 names both Ross and APCO surge relief valves but the specs only name Ross in Section Please confirm APCO valves are acceptable. The Ross Valve is preferred but the very similar APCO valve is acceptable. 29. In what manner are the antiflotation collars attached to the composite wet well and composite grinder manhole? See the details on sheet c- 21 amd c-22. The means and methods are up to the contractor. The anti-flotation collars may be attached to the wet well prior to placement in the excavation. 30. On drawing E-5, in the lower left corner of the Electrical Room, there is a rectangular area shown that is not clear. A panelboard and an LCP are shown mounted to one side of this rectangle, as though a wall is present for them to be mounted on, but we are not sure. Could you clarify what this rectangular area is, and where panelboard LP-1 and LCP-HP-AC are to be mounted? The rectangular simply denotes the portion of the room the wet well air units are to be located within. The high pressure air compressor has been eliminated. The control unit for the wetwell air units are to be connected to panel LP-1 for power. On off controls for the wet well air unit should be located next to the units on an electrical rack.

6 31. On drawing E-5, under the plan view of the Electrical Room, Note 1 says to Relocate HVAC Unit. Please clarify this note, as it is our understanding that both the building and the HVAC unit are to be furnished new for this project. Provide a new HVAC unit on the south wall of the building instead of the east side of the building. The HVAC thermostat and controls should be located according to the building code. 32. What s the difference between the two affidavits highlighted above? Does one of them refer to the subcontractor s affidavit? Or did I misinterpret this? The Subcontractor s Affidavit is separate from the Bidder s Affidavit (Bidder s Acknowledgement). The Contractor Affidavit is for e-verify purposes. 33. Geotechnical Report attached.
