1 1993 Specifications CSJ SPECIAL SPECIFICATION ITEM 4514 Tunnel Painting 1. Description. This Item shall govern for the painting of the walls and ceiling of a tunnel. The intent is to provide a smooth, uniform coating which will not inhibit the lighting system and will facilitate cleaning and graffiti removal. The concrete surface shall be coated to meet Item 427 Class E with a special coating system. This special coating system shall be an acrylic cured, aliphatic cured, aliphatic polyurethane; applied over a prime coat to insure bonding with the concrete. 2. Responsibility for Hazards and Compliance with Health and Pollution Regulations. Containment: In order to comply with Federal, State and Local laws and regulations it will be necessary for the Contractor to contain all wastes generated from this project. These may include, but are not limited to, all or some of the following: Petroleum solvents or other solvents used to remove grease-like contaminants; overspray resulting from acrylic cured aliphatic polyurethane appearance coat; rags, sponges, filters, protective clothing, or other materials used during these operations. The Contractor will take appropriate measures to prevent, minimize and control the spill of all materials used or generated in the cleaning/painting staging area. The Contractor will provide contingency response plans to be executed in the event of a spill of wastes or other material during the course of the project. Disposal: The Contractor will furnish either completed form TNRCC or completed form TNRCC-0152 to the Engineer. All wastes will be disposed of in compliance with all applicable Local, State and Federal regulations. Appropriate laboratory analysis, performed by a certified testing laboratory, will be required on the various waste streams in order for waste disposal to occur. In the event hazardous wastes are generated from this project, special handling, safety, and disposal may be required. This disposal will be provided for by the Contractor and will be paid for under force account work. Other non-hazardous wastes, such as rinse and wash water, will be pretreated as necessary in order to meet waste disposal requirements. Any treatment required will be considered subsidiary to this item. It is not a requirement or intent of this Special Specification to cause infringement of any health, safety and/or environmental regulations. Some paints are harmful to health and environment and because the Department cannot anticipate or control the many different conditions under which cleaning and painting may be accomplished, it shall be the Contractor's responsibility for operational safety as well as compliance with all safety, health and environmental regulations

2 The Contractor shall advise the Engineer of any condition encountered which may require the repair or replacement of any portion of the bridge and shall allow sufficient time for such repair or replacement. The Contractor shall secure from the paint manufacturer copies of OSHA's Hazard Communication Standard 29 CFR "Materials Safety Data Sheet (MSDS)" for each material used and shall provide copies to the Engineer. 3. Equipment. Equipment used in cleaning and painting shall be of adequate capacity and have sufficient gauges, filters, agitators, regulators and moisture separators to ensure delivery of clean dry air at proper pressure and volume to permit satisfactory performance of the work. All equipment and accessories shall be maintained in good working order. All spray equipment shall be adequate for the type of paint being used and shall be equipped with spray heads adequate to provide a smooth, uniform coat of paint. Equipment used for spray painting shall have adequate provisions for separation of moisture from any air stream in contact with the paint. All spray equipment shall evidence good maintenance and be essentially free of old dried coatings on the exterior surfaces. Inside surfaces to which paint is likely to come in contact shall be completely free of any and all dried coatings or other foreign matter. Equipment not in compliance with the above will not be considered suitable. All spray tips, fluid nozzles and air caps shall not show abuse. If abuse is evident by such characteristics as dents, wire brush marks or scratches, these parts will not be considered as suitable. Any spray equipment that cannot be adjusted to produce a spray pattern of uniform distribution will not be considered as suitable. If airless spray equipment is used, working regulator and air pressure or fluid pressure gauges shall be used. If conventional air spray equipment is used, independent fluid pressure and atomization pressure regulators and gauges shall be used. Fluid and air hoses for conventional air spray equipment shall be a minimum of 1/2 inch ID with a maximum length of 75 feet. Fluid hoses for airless spray equipment shall be a minimum of 5/16 inch ID and a maximum length of 75 feet. During painting operations, paint pots shall not be more than 20 feet above or below level of spray application of paint. Fluid hoses shall not be allowed to sag more than 10 feet below the level of the bottom of the paint pot or actual spraying operations, whichever is the lowest point. All hoses shall be serviceable and shall not show cracks or deterioration. Paint pots or other suitable containers from which the paint is dispensed shall be equipped with agitators which shall be in operation at all times that the paint is in the pot. All equipment, rigging, scaffolding, etc shall meet with the approval of the Engineer. The approval of the Engineer does not relieve the Contractor of responsibility for the safety or correctness of equipment, rigging, scaffolds, etc

3 4. Inspection and Testing. All paints and/or coatings used shall be tested by the Department to ensure compliance with requirements of this specification. Paints or coatings not conforming to the requirements of this specification shall not be used on this work. All materials for testing shall be supplied by the Contractor. All sampling of materials shall be done by the Department. Film thickness of applied coatings will be measured in accordance with Test Method Tex-728-I. Information about test and/or inspection methods may be secured from the Construction Division, Texas Department of Transportation, 125 E. 11th Street, Austin, Texas Paint Systems. (1) Source of Supply. All paints shall meet the specific requirements for each type of paint specified hereinafter. Requirements set forth for paints proprietary in nature do not relieve the manufacturer of any obligations relating to patents, nor does it give the manufacturer the right to patent infringement. (2) Materials. The paint system to be supplied for this project shall consist of a prime coat compatible for application to concrete surfaces and a topcoat compatible for application to the prime coat. (a) Topcoat. The topcoat shall consist of an acrylic cured aliphatic polyurethane topcoat meeting the requirements of Departmental Materials Specification DMS-8101, 08-98, High Corrosion Environment Structural Paints. The topcoat color shall be as shown in the plans. In addition, the topcoat shall have a Y value of 85 minimum using the CIE coordinate system, or an L* value of 90 minimum using the CIE L*a*b* color space system. The topcoat shall be applied at a film thickness sufficient to completely hide the underlying prime coat. (b) Prime Coat. The prime coat shall be a prime coat recommended by the manufacturer of the topcoat and shall be compatible for application to concrete surfaces. The prime coat shall be capable of filling cracks, voids and other surface imperfections, and shall be applied at a film thickness sufficient to provide a smooth, continuous surface on drying. 6. Construction Methods. (1) Rigging and Scaffolding, Etc. Contractor shall make available safe and adequate access to all parts of the work for proper inspection

4 Rigging, scaffolds, etc shall not be placed or hung from previously painted surfaces until the previously applied coating has had a minimum of 48 hours curing time. Previously painted surfaces, to which rigging, scaffolding, etc will be placed on or hung from, shall be protected with an approved padding to minimize damage to the previously applied coating. All coating damage as a result of rigging and scaffolding shall be repaired as directed by the Engineer. (2) Cleaning and Preparation of Surfaces. Surfaces to be painted shall be completely free of oil, grease, moisture, dirt, sand, and overspray, and be free of any other conditions that will prevent the paint from forming a continuous uniform, tightly adhering film. Prior to other cleaning operations, grease-like contaminants shall be completely removed with clean petroleum solvents or other methods approved by the Engineer. This requirement shall be applicable to all coats. If the paint on this project contains lead, care shall be taken to assure that a hazardous material vacuum system is used and that it is maintained and operated to properly capture paint chips and dust which are removed. This paint debris shall be tested to determine if hazardous waste disposal is required. Testing will be provided for by the Contractor, and performed at a certified laboratory, approved by the Engineer. Disposal of hazardous waste will be paid for under force account work. All surfaces to be coated shall be sprayed with an approved, low pressure, biodegradable detergent wash solution and associated debris shall be contained. The detergent wash shall remain on the surface for approximately five to ten minutes, but shall not be allowed to dry. A low pressure fresh water rinse shall follow to remove all of the detergent wash. Any debris removed during washing or rinsing shall be contained. The washing operation shall not be so far ahead of the cleaning and painting operation that the substrate becomes recontaminated. If the substrate becomes contaminated, it shall be washed again before applying the next coat of paint. (3) Painting. (a) General. Paint shall not be applied to any surface containing moisture discernable with the eye, or by the following test: If temperature and humidity conditions are such that moisture is likely to condense upon the surface, a small area thereon shall be moistened with a damp cloth to apply a clearly defined, thin film of water. If this film evaporates within 15 minutes, the surface shall be considered safe to paint. Paint shall not be applied when the air temperature is below 40 F; nor when the temperature is expected to drop below 40 F within two hours after application. No paint shall be applied when impending weather conditions might result in injury to fresh paint

5 If in the opinion of the Engineer, there is an objectionable amount of dust in the atmosphere, the Contractor shall take necessary precautions to prevent dust and dirt from coming in contact with freshly painted surfaces or with surfaces before the paint is applied. Where paint is likely to be sprayed on traffic, the Contractor, at his own expense, shall provide a shield that will satisfactorily protect the traffic from paint. (b) Workmanship. All painting shall be done by skilled workers. Application of modern specialized coatings requires painters knowledgeable about the characteristics of the various coatings, solvents and substrates. The painter must also be capable of adjusting equipment and application techniques as dictated by the type of paint, weather conditions, environment, and size and shape of the surface being painted. Any painter who, in the opinion of the Engineer, does not adjust the equipment so that the coatings are applied in a uniform full wet coat free of runs, sags, holidays or overspray will not be considered to be a skilled and experienced painter. Spray application of coatings shall be essentially 90 degrees to the surface and from 10 to 18 inches from the surface in order to apply a full wet coat of paint free of overspray, runs, sags and holidays. Any spray painter who does not consistently spray in this manner and/or extends the spraying stroke such that paint is being applied to the surface at an angle of less than 80 degrees shall not be allowed to spray paint. (c) Application. All coatings shall be applied by spray only. Each coat shall dry to a smooth, continuous, tightly adhering film of uniform thickness and appearance, free of sags, runs, pinholes, holidays, over spray or other conditions, which may reduce the gloss or adhesion of the topcoat. Any touch-up necessary to achieve the minimum dry film thickness required on any of the coats shall be in accordance with the coating manufacturer's recommendations and the approval of the Engineer. (d) Appearance Coat. At the time of acceptance of the structure, the painted portion thereof shall present and even and uniform appearance throughout. (e) Paint Improperly Applied. To uncover evidence of improperly applied paint, the Engineer may, at any time during construction, explore underneath the surface of any paint coats already applied. Whenever unsatisfactory conditions are found, the Engineer may require any and all necessary remedial measures as follows: All paint which has been applied improperly, applied to improperly cleaned surfaces, fails to adhere tightly to underlying metal or other paint film, or does not evidence a normal, workmanlike appearance in conformance with these specifications, shall be repaired or completely removed and replaced at the expense of the Contractor. When the final

6 field coat does not have a uniform color and appearance throughout the structure, it shall be corrected by the use of whatever additional coats or other corrective measures found to be necessary. Freshly applied paint which has not yet set, shall be removed with the use of suitable solvents. Removal of dried paint film shall be by a method approved by the Engineer. 7. Measurement. Measurement will be by the lump sum for the entire structure as shown on the plans. When units are shown on the plans, such as square feet of surface area, they are for the Contractor's information only. 8. Payment. When indicated as a bid item on the plans, the work performed and material furnished in accordance with this item and measured as provided under "Measurement" will be paid for at the unit price bid for "Cleaning and Painting Existing Structure", with the protection system specified. This price shall be full compensation for cleaning, spot painting; painting and for furnishing all labor, equipment, materials, scaffolding, protection of traffic, containment, collection, delivery and disposal of waste material as specified herein, tools and incidentals necessary to complete the work. Any defective work that needs to be corrected or completely removed and replaced shall be considered subsidiary to this Item. Disposal of non-hazardous waste shall be considered subsidiary to this Item
